Abstract

This study develops and analyzes a Training Management Model for maritime transport apparatus serving at Amurang Sea Port, focusing on how training is planned, implemented, evaluated, and redesigned into a more contextual and career-linked system. The research problem emerges from the persistent gap between training programs administered through BP2TL (Balai Pendidikan dan Pelatihan Transportasi Laut) and the real operational needs of small ports, where limited infrastructure, constrained budgets, and bureaucratic routines often reduce training relevance and post-training application. The study employs a qualitative descriptive approach, using in-depth interviews, observation, and document analysis to capture the practices and constraints across training management stages. Findings show that training planning has followed formal guidance and standards; however, it remains dominated by administrative routines and has not fully adopted a dynamic, field-driven training needs assessment. Key planning gaps include limited flexibility of training budgets, weak integration between training and career pathways, insufficient contextualization of training modules for small-port operations, and minimal utilization of evaluation outputs for subsequent planning cycles. Implementation is delivered through formal mechanisms but is not yet optimal: training methods are still heavily theoretical (lecture-based), simulation and case-based practice remain limited, and schedules often conflict with participants’ operational duties, restricting participation and learning transfer. Evaluation tends to emphasize administrative outputs (attendance and certification) rather than measuring competence, behavioral change, and work-unit performance impacts. Based on these findings, the study proposes a revised model that is contextual, decentralized, and unit-needs-based, integrating comprehensive evaluation frameworks (ADDIE, Kirkpatrick, and CIPP) to treat the port environment as a “real learning laboratory” and participants as change agents. The study concludes that shifting training management from annual compliance routines to an outcome-oriented human resource development strategy is essential for strengthening safety, service quality, and professionalism in maritime public services at small ports.

Abstract

This study investigates the quality of Human Resource Development (HRD) in Minahasa Regency, Indonesia, focusing on the interrelated dimensions of education, health, and economic welfare within the context of local governance. A qualitative descriptive design was employed, with data collected through interviews, field observations, and document analysis across 25 districts. The findings reveal that despite the steady improvement of the Human Development Index (HDI), significant disparities remain in access to education, healthcare services, skilled labor distribution, and digital infrastructure. The study identifies key challenges, including fragmented inter-agency coordination, limited budgetary support, and a persistent mismatch between educational outcomes and labor market demands. In addition, weaknesses in existing monitoring and evaluation systems were found to constrain evidence-based policymaking and program effectiveness. This research proposes strategic measures to strengthen HRD governance, such as enhancing cross-sector collaboration, optimizing resource allocation, expanding vocational and technology-oriented training, and developing integrated monitoring mechanisms. The study contributes to the literature on regional HRD by offering an empirical and contextualized framework for improving human capital development in decentralized governance settings and emerging regions.

Abstract

This study aims to evaluate the implementation of e-learning in the Professional Teacher Education Program (PPG) at Manado State University using the CIPPO evaluation model, which consists of Context, Input, Process, Product, and Outcome components. The rapid transition to digital learning environments in higher education requires systematic evaluation to ensure the effectiveness and sustainability of e-learning practices, particularly in teacher professional development programs. A mixed-method approach was employed, involving quantitative surveys and qualitative interviews with PPG students, lecturers, and program administrators. Data were collected through structured questionnaires, observation, and document analysis. The findings indicate that the context component demonstrates strong institutional support and policy alignment, while the input component reveals adequate infrastructure but limited digital pedagogical competencies among some instructors. The process evaluation highlights the need for more interactive instructional strategies and consistent learning management system utilization. Product evaluation shows positive student performance and engagement, although variations exist across courses. Outcome analysis suggests that e-learning contributes to improved professional competence, digital literacy, and learning flexibility. The study concludes that the CIPPO model provides a comprehensive framework for assessing e-learning implementation and identifying areas for continuous improvement. Recommendations include strengthening lecturer training, enhancing technological infrastructure, and developing standardized e-learning guidelines to optimize the quality of PPG e-learning programs.

Abstract

The development of teachers' roles extends beyond teaching to leadership roles. This study aims to describe and identify teacher leadership development, its determinants, and its outcomes in elementary school settings. This study employed a case study method with a multi-case study design. The primary data source was an informal group of 11 participants, consisting of three principals and eight teachers. Data collected through interviews, observations, and documentation studies were processed using qualitative data analysis techniques using an interaction model. The validity of the research data was tested using credibility, transferability, dependability, and confirmability techniques. The results of the study are presented in three findings. First, elementary school teacher leadership development occurs through teacher learning, the boundaries of teacher leadership encompassing the classroom, group, and organization, and roles within and outside the school. Second, the determinants of elementary school teacher leadership development include internal and external factors, as well as interactions between principals and teachers. Third, the results of elementary school teacher leadership development include outcomes at the teacher, student, and school levels. The results of this study are discussed in relation to theory and empirical evidence from previous research. Furthermore, the research conclusions and recommendations are described

Abstract

This study aims to analyze and develop a learning planning management model at the Faculty of Nursing, Sariputra Indonesia University, Tomohon, within the framework of the AIPNI competency-based curriculum. The study used a qualitative approach with an instrumental case study design to deeply understand the learning planning process involving study programs, lecturers, faculty leaders, and the internal quality assurance unit. Data were collected through interviews, observation, and documentation, then analyzed thematically with reference to the POAC (planning, organizing, actuating, controlling) management function. The results showed that learning planning has been implemented systematically through the preparation of Semester Learning Plans (RPS), academic coordination meetings, integration of theory and clinical practice, and periodic monitoring and evaluation. These practices reflect the application of the principle of constructive alignment that emphasizes the alignment between learning outcomes, learning strategies, and assessments. The integration of theoretical, laboratory, and clinical practice learning has been proven to strengthen the development of student competencies and clinical reasoning. However, the effectiveness of planning is still influenced by limited lecturer resources, a high student ratio, and the availability of practice facilities. This study offers a learning planning management model based on management functions integrated with an internal quality assurance system as a conceptual contribution to strengthening nursing education governance. Practically, these findings provide implications for nursing educational institutions in improving the quality of learning planning systematically, contextually, and sustainably to produce competent graduates who are relevant to the needs of the healthcare system.

Abstract

The strategic management of competitive advantage in private schools is the main focus of this study to address the dynamics of competition in educational institutions in Southeast Maluku Regency. The main objective of the study is to formulate an adaptive school management model under the auspices of Kolose Johanis Ars to address fluctuating student numbers and limited resources in the archipelago. A descriptive qualitative approach was used as a method to explore the management phenomenon in depth through interviews, observations, and documentation studies at the research site in the Kei Kecil region. The research subjects included the principal, teachers, and relevant stakeholders directly involved in the strategic decision-making process. The research findings indicate that a differentiation strategy based on spiritual values ​​and social capital is a significant internal strength for the school, but there are still weaknesses in aspects of technological innovation and digitalization of learning. The analysis results identified a gap in contextual curriculum adaptation where the local maritime potential of the Kei region has not been optimally integrated into the school curriculum. The research conclusions emphasize the need for dynamic capability reconfiguration through strengthening the management information system and synchronizing the college's long-term vision with operational plans at the school unit level. The proposed management model integrates resource-based theory with spiritual leadership to ensure the sustainability of educational institutions in the outermost regions. Implementing a systematic marketing strategy and improving the digital literacy of educators are practical recommendations for strengthening schools' bargaining power in the eyes of the public. Synergy between foundations, local governments, and local communities is essential for sustainably improving the quality standards of educational services.

Abstract

This study aims to empower the community to detect mental disorders early in their environment. Through counseling and training, it will provide knowledge to the community about the early signs of mental disorders and how to identify them. The method used in this study is a descriptive research method with a qualitative approach. The focus of this study is community empowerment for mental health education. In this research, the location chosen is Kleak Village in Malalayang sub-district, Manado City, North Sulawesi, Indonesia. Community empowerment for mental health education in Kleak Village, Manado City, emphasizes a holistic approach with a focus on mental health education, active community participation, self-help, networking, and advocacy. Mental disorders are closely related to mental health, including conditions such as anxiety, bipolar, depression, eating disorders, delusions, schizophrenia and anxiety disorders. Causal factors involve family issues, genetics, drugs, and stress. The healing process varies depending on the patient's condition, involving consultation with a psychiatrist and admission to a psychiatric hospital. The role of the family is very important in the treatment of patients with mental disorders, supported by health workers such as doctors and psychiatric nurses. Mental health socialization in the community is needed to increase understanding of mental health disorders. Prevention involves regular medication, increased spirituality, quality mental health services, and community understanding. The government is expected to pay serious attention by providing facilities such as mental hospitals and increasing health programs that support mental health control both in agencies and at the community level.

Abstract

Artikel ini membahas perbandingan sistem pendidikan inklusif di Jepang dan Indonesia, dengan fokus pada pendidikan bagi anak berkebutuhan khusus. Kedua negara memiliki komitmen untuk memberikan pendidikan yang setara bagi semua anak, namun menghadapi tantangan serupa, seperti keterbatasan pelatihan guru spesialis dan ketidaksesuaian kurikulum dengan kebutuhan individual siswa. Di Jepang, meskipun sudah ada kebijakan Special Needs Education (SNE), pelatihan guru belum memadai dan kurikulum yang ada cenderung kaku, sehingga sulit disesuaikan dengan kebutuhan setiap siswa. Di Indonesia, kebijakan "Merdeka Belajar" menawarkan fleksibilitas dalam pembelajaran, tetapi implementasinya masih terbatas oleh kurangnya guru terlatih dan kurikulum yang kurang adaptif. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi perbandingan, melalui analisis dokumen dan studi literatur. Hasil penelitian menunjukkan bahwa Jepang dan Indonesia perlu meningkatkan pelatihan bagi guru, mengembangkan kurikulum yang lebih responsif, serta menyediakan fasilitas dan sumber daya yang memadai untuk mendukung pendidikan inklusif. Rekomendasi juga meliputi perlunya kolaborasi yang lebih erat antara pemerintah, sekolah, dan keluarga untuk menciptakan lingkungan belajar yang lebih inklusif. Hasil studi ini diharapkan dapat menjadi referensi bagi negara lain yang tengah mengembangkan sistem pendidikan inklusif yang komprehensif dan efektif.

Abstract

Tujuan dari penelitian ini adalah untuk meneliti bagaimana pembelajaran berbasis proyek mempengaruhi prestasi akademik siswa kelas lima dalam Pendidikan Pancasila. Metodologi kuantitatif digunakan, dengan kerangka kerja kuasi-eksperimen yang memiliki kelompok kontrol yang tidak setara. Peserta terdiri dari 30 siswa kelas lima, dibagi rata menjadi kelompok eksperimen (15 siswa) dan kelompok kontrol (15 siswa). Kelompok eksperimen mengikuti pembelajaran berbasis proyek, sedangkan kelompok kontrol menerima pembelajaran tradisional. Hasil belajar diukur melalui tes pra dan pasca, dan data dianalisis menggunakan statistik deskriptif dan inferensial. Analisis deskriptif menunjukkan bahwa kedua kelompok memulai dengan rata-rata skor pra tes yang identik yaitu 52, mencerminkan pengetahuan dasar yang serupa. Setelah intervensi, rata-rata skor pasca tes kelompok eksperimen meningkat menjadi 88, dibandingkan dengan 72 untuk kelompok kontrol. Uji t menunjukkan adanya perbedaan yang signifikan antara.

Abstract

Strategic planning in education units is an important instrument in ensuring adaptive, effective, and sustainable management of institutions in the midst of the complexity of global change. This study aims to analyze the form and structure of strategic plans used by various educational institutions, as well as evaluate the key elements that influence their effectiveness in achieving institutional objectives. A qualitative approach with the literature study method was used to review more than twenty strategic plan documents from primary, secondary, and tertiary education institutions. The analysis is carried out through thematic classification and mapping of strategic components such as vision-mission, SWOT analysis, strategic objectives, performance indicators, and monitoring-evaluation systems. The results show that the similarity of document structures does not always guarantee the effectiveness of implementation, as success is strongly influenced by the quality of leadership, stakeholder participation, and the linkage between planning and budgeting. Other findings reveal that a participatory, data-driven, and integrative approach to performance management systems is a determinant factor for the success of strategic plans. This study makes a conceptual and practical contribution to the development of strategy-based education governance, as well as encouraging the adoption of contextual and quality-oriented planning models. Implicitly, education units need to build strategic planning capacity and strengthen a reflective culture to ensure the sustainability of education reform.
