Abstract

This study aims to empirically examine the influence of participative leadership on employee performance at the Department of Women's Empowerment, Child Protection, and Family Planning (DP3AKB) of Tambrauw Regency. The urgency of this study is driven by significant social service challenges, such as handling stunting and overcoming geographical constraints in the region. The research method utilizes a quantitative approach with a causal (explanatory research) design. A population of 38 employees was fully involved as respondents through a saturated sampling (census) technique. Primary data were collected via Likert-scale questionnaires, structured observations, and documentation studies, which were then analyzed using simple linear regression through SPSS software. The results show that the participative leadership style at DP3AKB is in the high enough category (average of 50.2895), while employee performance is in the good category (average of 50.2105). Hypothesis testing proves that participative leadership has a positive and significant effect on employee performance with a t-count (10.840) > t-table (2.037) and a significance level of 0.000 < 0.05. The coefficient of determination () of 0.765 indicates that the participative leadership style contributes 76.5% to the variation in employee performance. In conclusion, the implementation of inclusive leadership through open communication and staff involvement in decision-making is proven effective in increasing work productivity. Leaders are advised to optimize their role as facilitators to maintain employee motivation in achieving organizational targets.

Abstract

Abstract

Effective school leadership remains decisive for educational quality, yet principals serving in Indonesia’s frontier, outermost, and disadvantaged (3T) regions, particularly in the highlands of Papua, must lead under extreme geographic isolation, severe resource scarcity, and culturally distinct community structures that single-style leadership theories rarely capture as an integrated whole. This study aimed to identify the leadership style applied by the principal of SMA Negeri 1 Pirime, Lanny Jaya Regency, Papua Highlands Province, and to explore the internal and external factors that support and hinder its implementation. A qualitative descriptive design was employed; data were collected through in-depth interviews with the principal, teachers, administrative staff, and a school committee representative, complemented by participatory observation and document analysis, and analyzed using the interactive model of Miles, Huberman, and Saldaña. Results show that the principal did not rely on a single leadership style but integrated four complementary approaches, transformational, participative/democratic, culturally responsive, and situational leadership, into one cohesive practice. Transformational leadership substituted for the absence of physical facilities by mobilizing teachers’ motivation and moral commitment; participative and culturally responsive approaches secured social legitimacy by embedding customary and religious values into school governance; and situational leadership enabled differentiated guidance according to teachers’ varying competence. Supporting factors were dominated by social capital, the principal’s personal integrity, teachers’ sense of vocational calling, and strong community-religious respect for educators, while inhibiting factors centered on geographic isolation, the absence of connectivity, uneven teacher competence, early-marriage practices, and uniform national policy standards poorly suited to remote contexts. The study concludes that this practice constitutes an emergent Adaptive-Contextual Leadership model in which social and cultural capital substitute for missing physical and technological resources to sustain meaningful education delivery under extreme constraints. These findings imply that principal preparation programs and education policy for Indonesia’s 3T regions should shift from uniform, facility-based standards toward context-sensitive frameworks that formally recognize local social and cultural capital as legitimate educational resources.

Abstract

Dental professional education requires a management system that can integrate academic standards, clinical service obligations, patient safety, and resource availability. This article analyzes the management effectiveness of dental professional education in a university dental and oral hospital through the interaction of four classical management functions: Planning, Organizing, Actuating, and Controlling (POAC, with six management resources: Man, Money, Material, Machine, Method, and Market (6M). A descriptive qualitative approach was used, drawing on interviews, document review, and field observation involving hospital management, program leadership, clinical supervisors, administrative personnel, and co-assistant students. The findings show that the management system performs unevenly across the POAC functions. Human-resource planning for clinical supervisors is relatively effective because minimum qualification standards and continuing-study strategies are recognized. However, planning for co-assistant intake, management structure, financing, materials, equipment, and patient supply remains weak. Organizing is strongest in student rotation and clinical-supervisor placement, but weak in financial authority and hospital management activation. Actuating is supported by clinical supervision procedures and curriculum implementation, yet is disrupted by limited dental units, delayed consumables, centralized finance, and insufficient patient cases. Controlling demonstrates strong patient-safety orientation and accountable financial documentation, but remains weak in clinical-supervisor calibration, material-equipment monitoring, and curriculum feedback. The study proposes a 6M-based POACE model by adding Evaluation as an autonomous management function. The model positions evaluation not merely as monitoring, but as an evidence-based feedback mechanism that recalibrates planning, organization, implementation, and control in order to improve clinical education quality, timely completion, and institutional accountability.

Abstract

Human resources are an important aspect for the sustainability of an organization, including educational institutions. The existence of human resources helps educational institutions to achieve their goals. The success of educational institutions is closely related to the role of leadership in managing their human resources. The purpose of this study is to analyze the role of leadership in improving the engagement and productivity of human resources in educational institutions. The research method used is a qualitative method with data collection techniques using literature review, namely with the support of various literature studies. After the data is obtained, the data is analyzed with three stages, namely data reduction, data presentation, and conclusion drawing. The results showed that the role of leadership in increasing the involvement and productivity of human resources in educational institutions is vital, because effective leaders are able to create a work environment that supports and motivates educators and staff. By providing clear direction, constructive feedback and facilitation of skill development, strong leadership can improve overall team commitment and performance, making leadership a decisive factor in achieving greater educational goals.

Abstract

Effective school work programme management depends substantially on the principal's managerial competence in planning, organising, implementing, and controlling educational activities. This study aimed to analyse the implementation of the principal's managerial functions in managing school work programmes at SMP Negeri 1 Masama, Banggai Regency, Indonesia. A qualitative descriptive approach was employed to obtain an in-depth understanding of managerial practices within the natural school setting. Data were collected through semi-structured interviews, participant observation, and document analysis involving the principal, teachers, and administrative staff as key informants. Data were analysed using the Miles and Huberman interactive model, comprising data reduction, data display, and conclusion drawing, while trustworthiness was ensured through triangulation and credibility procedures. The findings indicate that the principal has implemented the four core managerial functions; however, their effectiveness remains uneven. Planning has been conducted through the preparation of the School Work Plan and School Activity and Budget Plan, although these documents are not yet consistently supported by comprehensive needs assessment and evidence-based decision making. Organising has established formal organisational structures and delegated responsibilities, but task allocation has not always aligned with staff competencies, and collaborative teams require stronger institutional support. Programme implementation has generally proceeded according to plan, yet coordination, stakeholder participation, and systematic monitoring remain insufficient. Furthermore, supervisory practices have been undertaken through classroom visits, administrative reviews, and programme monitoring; nevertheless, they lack structured scheduling, comprehensive documentation, and sustainable follow-up actions. These findings demonstrate that strengthening evidence-based planning, competency-oriented task delegation, participatory leadership, continuous monitoring, and systematic evaluation is essential for improving school governance and organisational effectiveness. The study contributes to the growing body of knowledge on educational management by providing an integrated managerial framework for enhancing school leadership effectiveness and supporting continuous school improvement in developing educational contexts.
