Abstract

Resource conflicts in Indonesia have been going on for a long time, especially regarding land ownership and natural resources such as gold, nickel, oil and gas and others. This conflict involves the state, companies and indigenous communities. One example is the conflict between Freeport and the Papuan people regarding gold mining there. These conflicts can be analyzed using Resource Warfare, Asymmetric Warfare, and State Defense theories. The aim of this research is to analyze resource conflicts in Indonesia using these theories, as well as looking at the role of resources in winning asymmetric wars. This research uses qualitative methods by conducting a literature review of the theories of Resource Warfare, Asymmetric Warfare, and State Defense, as well as case studies of resource conflicts in Indonesia such as Freeport in Papua, Newmont in Sulawesi, and Pongkor in West Java. Data was collected from various references and then analyzed descriptively. The results of the analysis show that resource conflicts in Indonesia can be understood through Resource Warfare and Asymmetric Warfare theories. Countries, companies and indigenous communities compete for resources for their respective interests. In an asymmetric war, possession of resources such as gold and nickel becomes important to win the war. Meanwhile, State Defense theory explains the state's efforts to defend its sovereignty and security regarding this resource conflict.

Abstract

In the digital era, satellite technology such as Starlink by SpaceX offers high-speed broadband internet, but raises concerns regarding the privacy of users' personal data. This research aims to analyze the impact of using Starlink on data privacy in Indonesia, assess the readiness of technological infrastructure and data protection policies, and compare Indonesia's policies with other countries. Human rights theory, personal data protection theory, interactive justice theory, and governed interdependence theory were used to understand this context. The results show that the use of Starlink affects the privacy of users' personal data through data collection without consent, the risk of insecure data storage, and unauthorized access by third parties. Indonesia has several laws such as the ITE Law and the Personal Data Protection Law, but their implementation and enforcement need to be improved. Comparison with other countries such as the European Union which has GDPR shows the need for more comprehensive regulations in Indonesia. This research recommends increased awareness about data privacy, adoption of stringent data security practices, and development of comprehensive regulations. In conclusion, it is important for Indonesia to develop a personal data protection strategy that is balanced with satellite technology innovation to maintain individual privacy in the digital era.

Abstract

Flood is one of the hydrometeorological disasters that have occurred in Indonesia in recent years. Jakarta is one of the cities that is prone to flood. This research was conducted to analyse the infrastructure affected by floods in Kembangan Sub-district, West Jakarta based on Geographic Information System. Data processing was processed using QGIS 3.16, and then analysed using Excel. The results show that Kembangan Sub-district has low physical vulnerability. However, physical vulnerability can increase if more infrastructure is affected if flooding is not taken seriously by the community and government.

Abstract

Special Autonomy (Otsus) for Papua is a central government policy that aims to improve the welfare of indigenous Papuans (OAP) through infrastructure, education, health, and economic development, as well as supporting TNI-Polri operations in maintaining security in the region. Despite the large amount of special autonomy funds allocated, reaching IDR 8.5 trillion by 2022, major challenges remain in achieving equitable prosperity for indigenous Papuans. The Human Development Index (HDI) in Papua increased slightly to 60.62 in 2021, but remains the lowest nationally. In addition, only about 8% of indigenous Papuans are categorized as prosperous. This study aims to analyze the impact of the use of special autonomy funds on the welfare and quality of life of indigenous Papuans, evaluate the role of these funds in supporting TNI-Polri operations, and assess the effectiveness of their allocation in supporting local government activities and maintaining security stability in Papua. The results show that despite improvements in the welfare of the Papuan people and support for the operations of the TNI-Polri, the unequal distribution and use of funds remains a challenge. Therefore, increased transparency, accountability and public participation in the management of Special Autonomy funds are necessary to ensure equitable and sustainable benefits for all Papuans.
