Abstract

The role of the State through Batam Indonesia Free Zone Authority (BIFZA) as the Central Government in the are of Batam City in the context of creating an invesment climate and increasing economic growth in Batam, the Riau Island and the national. Batam Indonesia Free Zone Authority (BIFZA) has a strong legal basis and this is stated in Government Regulation Number 46 of 2007 concerning the Free Trade Zone and Batam Free Port. This research uses a qualitative approach. Data was collected using stakeholder elements in Batam Island in 2017. Data were collected through informants purposively. Data collection techniques using field research, interviews and documentation studies. While data analysis uses the process of reducing, presenting and verifying data.                The results of the discussion show that first, the dualism of authority between the Batam Indonesia Free Zone Authority (BIFZA) and the Batam City Government in legal uncertainty in Batam City, where Batam is currently being discouraged as initially a Free Trade Zone (FTZ) or Free Trade Zone towards a Special Economic Zone (KEK) . This causes doubts about the investors who will invest their capital in Batam. So this will have an impact on economic growth both in Batam City, Riau Islands and National. Secondly, the role of the State through the Batam Business Entity in managing the increase of foreign investment in the City of Batam in 2017. In this case the Batam Indonesia Free Zone Authoruty in creating a good investment climate so as to realize economic growth in the city of Batam. Keywords: Dualism of Authority, Foreign Investment, Batam City

Abstract

Sub-district Coordination in the development of coastal areas in Gaung Subdistrict, Indragiri Hilir Regency in 2016 is coordinating sub-district strategic plans into regional development planning and implementation programs related to issues and characteristics as well as potential coastal areas. Based on the Report on the Implementation of Regional Government (LPPD) of the Gaung Subdistrict of Indragiri Hilir Regency in 2016, in general the physical realization of the development budget has been going well, but has not touched the main objective of the environmentally sound development plan or has not been harmonized and the synergy between the Annual Work Program (RKT) 2016 with a Strategic Plan (Renstra) for coastal area development related to issues and the potential of the Gaung sub-district as a coastal area.         The formulation of the research problem is how the coordination of sub-district heads in the development of coastal areas in the District of Gaung, Indragiri Hilir Regency in 2016, and the factors that influence the coordination of sub-districts in the development of coastal areas in 2016.         The aim of the study was to determine the coordination of sub-district heads in the development of coastal areas in the District of Gaung, Indragiri Hilir Regency in 2016 and the factors that influenced the coordination of sub-districts in the development of coastal areas in 2016.         The research method used is descriptive qualitative method with data collection instruments including interviews, observation and documentation studies related to the research objectives.         The results of the study illustrate that the subdistrict head in coordinating the subordinate work units and sub-district level work units in planning and implementing development tends to be oriented towards improving general programs in realizing community welfare, but ignoring or not optimally directing and harmonizing insightful development environment related to the characteristics of coastal areas, such as the lack of preservation / prevention of natural damage, and the development or empowerment of fishermen or copra farmers in coastal areas in Gaung District in 2016. Keywords: Coordination, Development, Coastal Areas.

Abstract

Abstract: The problem in this research is the low of student’s ability to reach their target which is a leap of 4.30 meters. The purpose of the research is to determine whether there is a relationship of the speed 40 meters run and the explosive of power leg muscles to squat-style long jump results in male student of XI Social1 MAN 1 Muara Fajar Pekanbaru. The sampling is the overall population (total sampling) of Male Student of XI Social1 MAN 1 Muara Fajar Pekanbaru which consists of 17 students. The test forms Correlation Techniques. The test data uses normality tests, Product Test Moment Correlation, significant test α = 0:05. The Normality test variables X1, L 0 max (0.1885) <L table (0.206), X2, L 0 max (0.1349) <L table (0.206) and normality test variables Y, L 0 max (0.1369 )<L table (0.206), in other words the level of normal data and the conclusions of research illustrates that there is a significant correlation between the relationship running speed and the explosive of power leg muscle with the results of the long jump, with a correlation of r = 0.497 where r count> r table or 0.497 > 0.510. The categorized of the relationship is strong. Thus, Ho is rejected and Ha is accepted.Key Words: 40 Meter Run Speed, Limb Muscle and Power Explosive Long Jump Results

Abstract

Abstrak: kenyataan bahwa masyarakat Indonesia yang multikultural dihadapkan pada kebutuhanyang mendesak untuk merekonstruksi kembali ?kebudayaan nasional Indonesia? yang diharapkandapat menjadi ?integrating force? yang mampu mengikat keragaman menjadi sebuah kesatuanyang kokoh. Masyarakat yang multikultural-multireligius, persoalan sosial keagamaan memangbukan persoalan yang sederhana.Kompleksitas hubungan sosial antarumat beragama ini dirasakanoleh seluruh elemen dalam masyarakat. Di antara idealitas keagamaan Islam sebagaimana tertulisdalam al-Qur?an adalah untuk saling mengenal dan menghormati berbagai budaya, ras, dan agamasebagai suatu realitas kemanusiaan. Akan tetapi pada saat yang sama peta dunia diwarnai konflikakibat SARA. Kesenjangan antara idealitas dan realitas itulah yang perlu dijembatani denganmemberikan pemahaman multikultural dalam proses pendidikan keislaman. Islam dapat menjadipijakan bagi pendidikan multikultural tersebut.Konflik sosial yang mewarnai pasang surutnya persatuanIndonesia harus menjadi perhatian dan perlu diwaspadai oleh kemampuan manajemen politikbangsa agar tidak berkembang menjadi kekuatan yang memecah belah persatuan Indonesia. Salahsatu cara strategis adalah pendidikan multikultural yang dilakukan secara aktual, cerdas, danjujur. Pendidikan apapun bentuknya, tidak boleh kehilangan dimensi multikulturalnya, karena realitasdalam kehidupan pada hakikatnya bersifat multidimensional, dalam ajaran Islam juga banyakdijelaskan tentang multikulturalisme dan bagaimana kehidupan dan sikap multikultural pada masaNabi dan sahabat..Demikian juga halnya manusia sendiri pada hakikatnya adalah sebagai makhlukyang multidimensional. Karena itu untuk mengatasi problem kemanusiaan yang ada, tidak bisalain kecuali dengan menggunakan pendekatan yang multidimensional. Abstract

This study aims to determine the interests of workers in the District of Mandau in 2013-2015, a means of fighting for the interests of workers in the District of Mandau in 2013-2015, as well as Human Resources (HR) in Bengkalis Regency in 2013-2015. As for the background in this research is the problem of fulfillment of the normative rights of uncooperative workers in Mandau Sub-district, while the oil and gas sector becomes a source of income that contributes greatly to the increase of local revenue (PAD) in the area. But it is unfortunate that it is not followed by the increase of welfare for the community, especially for the contract workers who work in the company contractors partners PT. Chevron Pacific Indonesia (PT CPI). The research method used in this research is descriptive qualitative method, where in this research, the researcher tried to explain about the problems that happened between 8 (eight) PT. CPI and workers working in the company. Then the data collection techniques in this study using in-depth interview techniques and documentation of data collection and facts related to research problems. Further data obtained from the research location will be processed and analyzed further by way of describing the facts that have been found from the location of the study. From the results of interviews to informants and based on the data and information obtained by researchers when conducting research, it can be concluded that the demand for the settlement of problems related to the non-fulfillment of the normative rights of the workers is the interests fought by workers in the District of Mandau Bengkalis Regency on year 2013-2015. Then in the struggle for these interests, there are 4 (four) means employed by the workers in solving the problem, namely Labor Union, Labor Law Regulation, Bipartite Cooperation Institution, and Industrial Relations Dispute Settlement Institution. In addition, to improve the quality of Human Resources (HR) in Mandau District, especially in terms of potential management of the oil and gas sector, the local government of Bengkalis Regency builds a Vocational High School (SMK) based on Petroleum, so as to improve the competitiveness of the community, especially the younger generation in Mandau Sub- Regency of Bengkalis.Keywords: Labour Relations, Labour Interest, Fulfillment of Normative Rights, Mandau Sub-district.

Abstract

Forest as national development capital have real benefits for life. Forest’s problem certainly involve forest destruction. Therefore there is need for rehabilitation efforts. This study wanted to see how forest rehabilitation was carried out according to the authority of each level of government. The research objective is to see how the implementation of forest rehabilitation is based on the authority of the central and regional governments and at the regency/city level through the Singingi Forest Management Unit Technical Implementation Unit. The theory used Developmental State theory which describes the state still plays a strong role in the era of regional autonomy. The type of research in this case is a type of descriptive research with qualitative analysis methods. Research location in Singingi Forest Management Unit Technical Implementation Unit Technique with collecting interview data and documentation. While data analysis is by qualitative analysis. The data uses triangulation as a technique to check the validity of data. As one of the concurrent government affairs in the forestry sector, the implementation of forest rehabilitation is divided between the government and the regional government. This can be seen in Law Number 23 of 2014 concerning Regional Government which sees that the state still plays a major role in regulating forest rehabilitation policies from planning to implementation through the Central Government units located in the area, namely the Management of Watersheds. This unit has authority in planning the preparation and stipulation of plans for rehabilitation of forest and land watersheds / sub-watersheds, implementation and supervision of forest rehabilitation. Whereas Local Governments have authority in planning and implementing forest rehabilitation at the level of Forest Management Units (KPH). The Central Government also conducts a forest rehabilitation program through its unit in Kuantan Singingi District which already has a Forest Management Unit Technical Implementation Unit as a unit of the Provincial Environmental and Forestry Service. So that it can be seen that the role of the Central Government is still large in forest rehabilitation programs at the district / city level in the era of regional autonomy. Keysword: The Role of The State, Governments Authority, and Forest     Rehabilitation

Abstract

The main essence of policy implementation is understanding what should happen after a program is declared valid or formulated. This understanding includes efforts to administer it and have a real impact on the community or events. Then the implementation of the policy can be interpreted as the implementation of activities or activities referring to the guidelines that have been implemented can have an impact or impact on the community and can contribute in overcoming the problems that are targeted by the program.               This study aims to understand the Implementation of Policy for the Acceleration of Cattle and Buffalo Populations in Bagan Sinembah Subdistrict, Rokan Hilir Regency in 2017. Theoretical Framework uses Policy Implementation According to Merrile S. Grindle, namely Policy Content and Policy Context. This research was conducted in Bagan Sinembah District, Rokan Hiir Regency. Data collection techniques are done by interview and documentation. The method used in this research is descriptive qualitative.               The results of this study indicate that in its implementation in the Rokan Hilir Regency precisely in the Bagan Sinembah District has not been going well. Because cow self-sufficiency has only been running for 1 to 2 years so there is no evaluation from the government what are the factors that hamper this self-sufficiency in cattle. Rokan Hilir Regency still lacks Human resources, namely lack of veterinarians. With a livestock population in Rokan Hilir, around 20,000, the Rokan Hilir District has only 7 veterinarians, which is not yet commensurate with the livestock population. Government institutions that function as coaches, supervisors, researchers and implementers of education, training and counseling have not functioned properly in managing the institutional breeders for thedevelopment of the cattle self-sufficiency. Keywords: Implementation, Policy, Population

Abstract

The Pelalawan District Government every year marks the development of the poor who are members of KUBE as an effort to alleviate poverty and improve the welfare of the community. The purpose of this study 1) To find out and explain the Implementation of the Republic of Indonesia Minister of Social Affairs Regulation Number 25 Year 2015 Concerning Joint Business Groups in Pelalawan Regency in 2016, 2) To find out the obstacles in the Implementation of the Republic of Indonesia Minister of Social Affairs Regulation Number 25 Year 2015 About Business Groups Together in Pelalawan Regency in 2016. This research is a qualitative research. This research was conducted in Pangkalan Kuras Subdistrict, Pelalawan Regency. The techniques used to collect data in research are (1) interviews, (2) documentation. The results of this study note that the Pelalawan District Government in alleviating poverty can be seen from the work programs that have been implemented in the formation of KUBE in poverty alleviation efforts. The implementation of KUBE has been quite effective as seen from the implementation of these programs as seen from the distribution of aid according to the plan and the accuracy of the targets and budget for the implementation of these programs. In addition, this research also seeks to find factors that influence the implementation of KUBE, namely: 1) Communication; 2) Resources; 3) Disposition; and 4) bureaucratic structure. Based on research conducted by the authors these factors are then divided into two namely: Communication factors and resource factors both human and financial resources can be said to be still lacking in the implementation of this program. Then the supporting factors for KUBE implementation include disposition factors and bureaucratic structure factors. Based on the results of this study, it was found that the disposition of the social services and bureaucratic structure did not prevent the community from becoming recipients of aid, instead facilitating the implementation of KUBE.Keywords : Implementation, KUBE Program, Pelalawan District

AbstrakPengendali rudder roket  menggunakan kontrol PID agar pada saat roket diluncurkan dapat mencapai hasil yang maksimal. Dengan menggunakan kontrol PID akan mempercepat respon pergerakan sirip. Perencanaan dan pembuatan alat dibangun dengan menggunakan perangkat keras dan perangkat lunak. Perangkat keras yang digunakan yaitu modul gy 52, mikrokontroler ATmega8, motor servo dan mekanik. Sedangkan perangkat lunak yang digunakan yaitu software sebagai alat pengendali. dalam pembuatan alat yang dimaksud supaya dapat berfungsi dengan baik, maka diperlukan pemahaman yang mendalam tentang karakteristik dan cara kerja komponen-komponen yang digunakan. Hal ini perlu dikuasai sebaik-baiknya untuk menghindari kesalahan penggunaan komponen yang mengakibatkan kegagalan dalam pembuatan alat. Pada perencanaan hardware akan meliputi seluruh perihal yang digunakan pada sistem. pada perencanaan software merupakan piranti lunak meliputi flowchart dan software secara umum. perangkat tersebut saling terintegrasi sehingga dalam kerjanya dapat maksimal sesuai apa yang diharapkan. Kata kunci: ATmega8, modul gy 52, motor servo.

Abstract

This research aims to describe of process or mechanism and formulation model of RencanaPembangunan Jangka Menengah Desa (RPJMDes) Buluh Cina 2011-2015. This research is descriptivetype with used qualitative method. The data on this research obtained are depth interview with informanand documentation study. From this research obtained result that on formulation Rencana PembangunanDesa (RPJMDes) Buluh Cina 2011-2015 pass through Musrenbangdes.
