Abstract

This study examines the epistemological foundations of Qur'anic interpretation (tafsir) within the curriculum of traditional Islamic boarding schools (Pesantren) in the Nusantara, with a focus on integrating classical and contemporary interpretative methodologies into curriculum management. Employing a qualitative approach through library research, historical tracing, and content analysis of canonical tafsir texts (such as Tafsir Jalalayn, Ibn Kathir, and Baidhawi) alongside institutional documents, the research traces the evolution of tafsir education across generations. The study covers Pesantren of the salaf (clasic) (Langitan, Lirboyo, Blokagung), khalaf (modern) (Gontor, Al-Azhar Medan, Al-Amanah Sidoarjo), and hybrid (Tebuireng, Al-Munawwir Krapyak, Darunnajah Jakarta) typologies. Findings indicate that while the classical naqli-based approach remains dominant, there has been a gradual integration of ʿaqli-contextual methods, characterized by thematic and rational interpretations, aimed at addressing contemporary issues such as pluralism, public ethics, and democracy. This study proposes a layered curriculum model grounded in epistemological progression, organizing tafsir learning from traditional texts at the foundational level to reformist and thematic interpretations at the advanced level. Such a model bridges the preservation of Islamic scholarly heritage with contemporary relevance (ṣāliḥ li kulli zamān wa makān), reinforcing the role of Pesantren as centers of Islamic learning that produce graduates with strong textual competence and ethical sensitivity toward social realities.

Abstract

Netralitas Aparatur Sipil Negara (ASN) merupakan faktor penting agar Pemilu 2024 berjalan dengan prinsip Jujur, Adil (JURDIL) serta Langsung, Umum, Bebas, Rahasia (LUBER). Namun, hasil survei Kurious Katadata Insight Center (KIC) menunjukkan masih banyak publik menilai pengawalan netralitas ASN belum serius, dengan potensi kerawanan di 22 provinsi, terutama Maluku Utara, Sulawesi Utara, Banten, Sulawesi Selatan, dan beberapa provinsi lain. Data Koalisi NGO SINGKAP mencatat 59 kasus dugaan pelanggaran ASN periode Mei–November 2023, mencakup penyalahgunaan otoritas, dukungan terbuka kepada kontestan, hingga kampanye terselubung. Fakta ini menunjukkan pentingnya penguatan pengawasan netralitas ASN guna mencegah penyimpangan yang berpotensi merusak legitimasi Pemilu 2024.

Abstract

Backgrounds: Indonesia experiences economic and human resource inequality. This inequality is caused by several factors, one of which is development that focuses on the island of Java. Apart from that, the Indonesian government has designated 62 disadvantaged areas, all of which are outside the island of Java. Objectives: This research aims to examine and analyze the direct and indirect influence of capital expenditure and operational expenditure on human development in underdeveloped regions in Indonesia through the regional economy as an intervening variable. Therefore, this research focuses on underdeveloped areas in Indonesia from 2011 to 2021. Method: This research is quantitative using the panel regression method with path analysis. The variables used in this research are government spending as an exogenous variable, and human development as an endogenous variable. Results: The results of this research show that capital expenditure has a negative effect on human development, while operational and regional economic expenditure has a positive effect on human development in underdeveloped areas. On the other hand, operational spending has a positive effect on the regional economy, but capital spending has a negative effect on the regional economy of underdeveloped regions. Capital expenditure has a negative impact on the regional economy because government spending so far has not met the needs of regional communities, and its value is still relatively low, inefficiency, and development is still focused on urban areas on the island of Java, so there is a need for more inclusive infrastructure investment.

Abstract

Abstract

Background, Modern education, despite its excellence in science and technology, faces an alarming value crisis, marked by moral degradation and widespread mental health issues among students. This crisis is rooted in an imbalanced paradigm: fragmentation due to the dichotomy of knowledge, a pragmatic-materialistic orientation, and the penetration of hedonistic values in the digital era. Aim, This research aims to offer the ethic of balance (tawāzun) from the intellectual treasury of classical Islam as a transformative solution. Method, Using a qualitative library research method. Results, this study analyzes the primary works of Muslim thinkers such as Al-Ghazali, Ibn Miskawaih, and Al-Mawardi. The analysis reveals that tawāzun is an ontological principle (personal, communal, cosmic) that rejects the world-hereafter dichotomy. Al-Ghazali emphasizes inner purification (tazkiyatun nafs). Ibn Miskawaih maps the psychological balance of the soul, and Al-Mawardi offers a socio-ethical framework. Conclusion. This concept is highly relevant for contemporary holistic education. Its implementation demands transformation on three levels: curriculum integration, innovation in affective-spiritual pedagogy, and the development of a balanced school culture. Implication. This reconstruction is expected to form the insān kāmil (the perfect human) who is intellectually intelligent, morally robust, and spiritually mature.

Abstract

This study aims to analyze the physical development process in Pondok Kelor Village, focusing on the planning, implementation, and the impact of these developments on the community. A qualitative approach with in-depth interviews was conducted with informants, including village officials, community leaders, and residents directly involved in the development process. The data collected was then analyzed to describe how the community participated in the planning, implementation, and monitoring of physical development in the village. The findings of the study indicate that the physical development planning process in Pondok Kelor Village is participatory, conducted through village meetings that involve the community in determining development priorities. The implementation of development is well-managed with transparent supervision, though challenges such as funding constraints and limited time have been encountered. The physical infrastructure improvements, including roads, bridges, and public facilities, have positively impacted the mobility of residents and economic activities. The long-term effects of this development include improved quality of life, better accessibility, and enhanced access to public services. Based on these findings, this study recommends increasing community involvement in all stages of development, particularly in monitoring and maintaining infrastructure. Additionally, it is important to strengthen transparency and accountability in budget management and improve the capacity of village officials in project management. This research is expected to serve as a reference for village administrators and relevant parties in designing and implementing more effective and sustainable physical development.

Abstract

Substation development plays a crucial role in supporting the enhancement of the electricity sector in Indonesia. However, the permitting process for such infrastructure development still faces several challenges. This research aims to analyze the determinant factors causing delays in permitting the Muara Enim 500 kV EHV Substation development in South Sumatra. Employing a juridical-empirical approach and a case study method, this research examines the applicable permitting regulations, namely Law Number 30 of 2009 and its implementing regulations. The results indicate that the permitting delays were caused by weak coordination among involved stakeholders, adjustments to four changes in permitting regulations during the project, and non-regulatory factors such as land acquisition and community engagement. To improve the permitting system, four strategic pillars are recommended: strengthening the regulatory framework through harmonization and simplification, accelerating the digitalization of the permitting process, enhancing human resource capacity, and strengthening cross-sectoral coordination complemented by active community engagement. Implementing this comprehensive strategy is expected to expedite substation development to support the sustainable growth and improvement of the electricity sector.
