Abstract

One of the major resources in the regions is financial resources sourced from the Regional Revenue and Expenditure Budget (APBD). In its management, it creates uncertainty about the fulfillment of human rights in regional financial management. This is because one of them is the regional financial regulation which causes the budget allocation for the issue of Economic, Social and Cultural Rights to be very inadequate. Therefore, this paper proposes that the government applies the Principle of Maximum of Available Resources (MAR) in the management of regional finances, especially in the budget for fulfillment of economic, social and cultural rights. In this research, the author uses a normative legal methodology by examining several regional financial law products (regional regulations on regional revenue and expenditure budgets) by utilizing two approaches, namely the statutory approach and the conceptual approach. In this research, the author limits it only to the right to social and cultural affairs in particular, the right to education, the right to health, the right to food, the right to housing. To discuss this matter, the authors chose 4 areas as research objects, namely Province of Kepulauan Bangka Belitung, Province of South Kalimantan, Malang City, Denpasar City and Palu City.

Abstract

Criminal or criminal conduct is carried out in a Penitentiary through guidance and guidance given to those who have broken the law. This fostering policy with the Penitentiary System reflects that the State of Indonesia is a country that upholds Human Rights. The aim of this research is to find out the forms of fulfillment of human rights for children who commit crimes in the Special Guidance Institution of Children and the prospects for the implementation of the functions of the Special Guidance Institution of Children in protecting human rights for children. This research is empirical normative legal research. Based on normative jurisprudence and seeing the facts directly in the field relating to the form of coaching conducted in Special Child Development Institute Class II Parepare. The results of the study showed that basically the forms of education, skills training, and personality development that have been carried out in Special Child Development Institute Class II Parepare but are considered not yet optimal in fulfilling human rights for children and have not proceeded properly. The protection of human rights for children where in order to be able to realize the concept of child development in the Special Child Development Institute in accordance with the fulfillment of human rights for children needs to change the mindset or mindset of the goal of child punishment, shifting thinking from punishment to punishment coaching for children, besides the need for cooperation that can not be separated from coordination between institutions, both the Ministry of Law and Human Rights, the Ministry of Social Affairs, the Ministry of Education, the Ministry of Women's and Child Empowerment, the Indonesian Child Protection Commission, Non-Governmental Organizations, Foundations and Institutions other institutions involved in implementing child development in accordance with Law Number 11 of 2012 concerning the Juvenile Criminal System.

Abstract

This study aims to determine the effect of user feedback on student learning outcomes in fiqh subjects. This research is a quasi experiment. Data obtained through tests. The data analysis is the t test. Before applying the hypothesis, a prerequisite test is carried out. The results showed that students without using the feedback technique the average student was 72.86 with a standard deviation of 6.712 and a variance of 45.055 and the scores of students who used the feedback technique were obtained from the postest score with an average score of 82.50 with a standard deviation of 7.532 and variant of 56,751. The hypothesis obtained is T count = 3.838> T table = 2.145, the effect of the use of feedback on student learning outcomes in biology learning in class XI IPA MAN 3 Kerinci. Learning with feedback techniques is suitable for use in public schools..

Abstract

This article was written with the aim of discussing the learning ctivity of a model for environmental education in the new normal era. Since COVID-19 hit, environmental issues cannot be separated from the pandemic. There is a need for an environmental education model that was initially blurred and not integrated into the curriculum in schools that is adapted to the new normal era facing the current pandemic. The articles are written using qualitative analysis, observation, and literature study from environmental education documents. The environmental education model in the new normal era is expected to be able to provide understanding and awareness of students as part of the environment and protect it. The environmental education curriculum in the new normal era that needs to be implemented must have achievements where this section discusses education on handling APD (masks) waste that students use, handling hand washing waste, and limiting activities as a form of adaptation to new normal.

Abstract

The purpose of the study of the effectiveness of Islamic character teaching materials with constructivism approach in learning to read comprehension to describe the profile and feasibility of Islamic character teaching materials with constructivism approach in learning to read comprehension ability in seventh grade of secondary school student, the category of pretes and post-test reading comprehension of seventh grade students of Darul Hikmah Pekanbaru, and the effectiveness of the application of Islamic teaching materials with constructivism approach in reading comprehension ability in seventh grade of secondary school student. This study was carried out because of the lack of reading material teaching character of Islamic constructivism approach in reading comprehension ability in seventh grade of secondary school student. This study uses an experimental method that uses 2 treatment groups without a control class. To collect the reading comprehension data the test instrument was used while the data on the feasibility of teaching materials was used a non-test instrument. Analysis of the profile data and the feasibility of teaching materials using thematic analysis and data analysis of reading ability and effectiveness of teaching materials using parametric inferential statistical analysis namely one sample t test and paired sample t test. The conclution of this research are profiles of Islamic teaching materials with constructivism approach are given a provocative title. It contains 35 pages of A4 size, size 11, time new romance, automatic spacing. The subject matter is arranged systematically following the Needham phase in the constructivism approach. Instructional materials with Islamic character with constructivism approach are feasible. The pretest reading comprehension ability is a low category. But the post-test reading comprehension ability is a high category that originates from learning made from Islamic character with constructivism approach. Islamic character teaching material based on constructivism approach is declared effective for reading comprehension ability.

Abstract

This study aims to find out science learning based on local wisdom in environmental conservation during the Covid-19 pandemic. This research is a type of meta-analysis research. The sample of this research comes from 30 articles of reputable national and international journals. The data sources were obtained from the google scholar database, Sciencedirect, Wiley of Taylor, IEEE, and Eric. The sampling technique used was purposive sampling technique. The selection of this sample is related to learning science based on local wisdom in environmental conservation efforts. The data analysis technique is the Milles & Huberman model analysis technique which consists of 3 stages, namely reducing data, presenting data, and drawing conclusions. The results showed that science learning based on local wisdom was very good for environmental preservation in Covid-19, the effect size value was 0.923 in the high category.

Abstract

Izin Usaha Pertambangan merupakan legalitas untuk melaksanakan kegiatan pengelolaan hasil-hasil alam yang terkandung dalam perut bumi dengan tujuan untuk menciptakan kemakmuran rakyat, sebagaimana yang diamanahkan UUD Negara Republik Indonesia tahun 1945 kegiatan usaha dibidang pertambangan dapat dikelola langsung oleh negara melalui Badan Usaha Milik Negara dan atau badan usaha milik daerah dan/atau badan usaha milik swasta dan atau perorangan dan koperasi.Berdasarkan uraian di atas, ditemukan masalah antara lain, bagaimana Kepastian Hukum terhadap Putusan Mahkamah Agung Republik Indonesia yang Berbeda atas Izin Kuasa Pertambangan pada wilayah pertambangan yang sama dan Apa konsekuensi hukum yang timbul akibat ketidakpastian hukum atas putusan mahkamah agung pada lokasi pertambangan yang sama. Adapun Metode Penelitian yang digunakan adalah normatif, dengan Pendekatan kasus (case approach), pendekatan peraturan perundang-undangan (statute approach), dan pendekatan konseptual (conseptual approach). Berdasarkan uraian di atas maka dapat disimpulkan antara lain, Putusan Mahkamah Agung Republik Indonesia Nomor 225 K/TUN/2014 sebagai penyebab tumpang tindih WIUP karena judex facti pada Pengadilan Tata Usaha Negara. Dan akibat tumpang tindih putusan berkonsekuensi tidak adanya kepastian hukum, yang mengakibatkan: (1) Tidak adanya Kegiatan Penambangan oleh Pemegang Hak Izin Pertambangan baik PT. Aneka Tambang Maupun 11 Perusahaan yang tertindih WIUP-nya (2) terjadi Pemutusan hubungan Kerja besar besaran dan (3) Penghasilan Daerah dan Negara menjadi hilang dari sektor Pertambangan di WIUP yang tumpang tindih.

Abstract

Penelitian ini menerapkan metode pemodelan dalam pembelajaran untuk mengukur kemampuan menulis paragraf prosedur siswa kelas XI IPS 1 SMAN 11 Pekanbaru. Jenis penelitian kuantitatif dengan metode analisis statistik inferensial. Rancangan penelitian yaitu prates dan postes satu kelompok. Teknik pengumpulan data yaitu tes essai. Hasil penelitian kemampuan menulis paragraf prosedur siswa kelas XI IPS 1 pada prates berkategori rendah, kemampuan menulis paragraf prosedur siswa kelas XI IPS 1 berdasarkan peringkat skor pada prates tidak ada perbedaan yang signifikan, penerapan metode pemodelan dalam pembelajaran dilakukan secara daring terdapat beberapa kendala namun dikategorikan cukup baik dengan bukti adanya perubahan, kemampuan menulis paragraf prosedur siswa kelas XI IPS 1 pada postes berkategori tinggi, kemampuan menulis paragraf prosedur siswa kelas XI IPS 1 berdasarkan peringkat skor pada postes tidak ada perbedaan, kemampuan menulis paragraf prosedur siswa kelas XI IPS 1 berdasarkan hasil prates dan postes terdapat perbedaan rata-rata, prates 93,5 dan postes 558,2.

Abstract

The purpose of this research is to produce biology learning materials oriented by Problem Based Learning (PBL) model containing character on circulation system topic for senior high school in terms of student activities. This research is a development research using Plomp development model. This model consists of 3 phases, namely preliminary research, prototyping stage, dan assessment phase. Previous research has been done in practicality test at assessment phase. In this study continued on the assessment phase, namely effectiveness test in terms of student activities. The study was conducted in student of second years which one of Senior High School in Indonesia. The research instrument used observation sheet of student activity. Data analysis techniques using the formula percentage. The results showed that the average value of student activity was 94.05 with very effective category. It can be concluded that biology learning material oriented by PBL model containing character on circulation system topic for senior high school has been effective in terms of student activity
