Abstract

Penelitian ini bertujuan untuk mengetahui ketimpangan akses kesehatan reproduksi pada Angka Kematian Ibu di Provinsi Bengkulu pada rencana dan pencapian Rencana Aksi Daerah bidang kesehatan tahun 2016 sampai tahun 2021. Presentase capaian Angka Penurunan Kematian Ibu pada tahun 2020 sebesar 114% dan realisasi tercapai sebesar 93% yang artinya target capaian ini belum tercapai. Nilai – nilai keadilan gender dalam penurunan angka kematian ibu yang kurang diperhatikan pada tingkat individu, tingkat hubungan, dan tingkat masyarakat. Fokus penelitian ini adalah pelaksanaan Rencana Aksi Daerah dalam penurunan Angka Kematian Ibu di Provinsi Bengkulu. Penelitian ini menggunakan metode kualitatif deskriptif untuk memberikan gambaran tentang masalah penelitian. Aspek penelitian menggunakan teori dari Riant Nugroho yaitu Implementasi Kebijakan yang terdiri dari Sosialisasi, Perencanaan, Implementasi, dan Evaluasi. Teknis analisis yang digunakan dalam penelitian ini menggunakan konsep dari Miles dan Hubermen yang terdiri dari Reduksi Data, Model Data, dan Penarikan Kesimpulan. Hasil temuan pada penelitian ini dari empat aspek yang digunakan bahwa pada proses pelaksanaan belum terlaksana dengan baik karena dari sektor pelaksana strukturisasi dan proses kerja sering berubah dan belum adanya keterlibatan peran ibu dalam proses pembuatan kebijakan dan aspirasi bahkan terlihat sebagai objek yang pasif.

Abstract

This examination is experimental juridical exploration, and that implies lawful examination in regards to the application or execution of regularizing legitimate arrangements in real life at every particular legitimate occasion that happens in the public arena. The justification for utilizing experimental juridical exploration is to give an outline of all that is genuinely connected with the execution of Perpol No. 7 of 2022 concerning the Police Proficient Set of rules. The exploration approach utilized in this examination is a humanistic juridical methodology. The exploration approach was done in view of a lawful issue. The implementation of Regulation No. Training for police officers on information dissemination, internal supervision, investigation of violations, imposition of sanctions, public accountability, reporting violations, and prevention of violations has been implemented under Law No. 7 of 2022. Aside from that, in carrying out Perpol no. 7 of 2022, has given understanding to cops to focus on state morals, institutional morals, local area morals and character morals.

Abstract

This research goes in-depth into aspects of determining the amount of maintenance, factors that influence court decisions, and legal considerations that are the basis for determining maintenance rights. In the context of the Pasuruan Religious Court, this research also explores legal practices and the court's views on cases of wives' maintenance rights after divorce. Religious Courts are a form of application of Islamic law in the law enforcement system in Indonesia, as intended by Law No. 7 of 1989 concerning Religious Courts, which was later amended by Law No. 3 of 2006 and last amended by Law No. 50 of 2009. This research is a type of empirical juridical research. The approach used in this research is a sociological-legal approach, with the data in the form of primary and secondary data. The writing technique is carried out using interviews and document studies, while the data analysis is qualitative and descriptive. From the results of the research, it was found that enforcement of the wife support law at the Pasuruan Religious Court has been made as much as possible by implementing the orders of the Law and Regulations of the Supreme Court of the Republic of Indonesia. This is for the sake of upholding justice for wives whose husbands divorced. However, there is still a legal loophole that can be used by the husband to avoid paying his wife's maintenance, which has been imposed in the court decision. Even though many legal instruments have been created to protect and ensure women's rights are fulfilled, in practice, there is still a lot of neglect of women's rights.

Abstract

This research aims to analyze the performance of Ombudsman RI Bengkulu Representative in resolving public service disputes, focusing on five main indicators namely productivity, service quality, responsiveness, responsibility, and accountability. This research uses a qualitative approach with a case study method involving secondary data analysis and in-depth interviews with relevant parties. Triangulation techniques were used to ensure data validity and reliability. The results showed that the Ombudsman RI Representative of Bengkulu has managed to achieve a significant level of dispute resolution each year. However, the study also revealed several challenges, such as resistance from relevant agencies, lack of openness from the public in providing evidence and documentation, which affected the speed and quality of dispute resolution. The conclusion of this study confirms that, although the performance of the Ombudsman RI Representative of Bengkulu is in accordance with the established standards, there is still room for improvement, especially in terms of inter-agency coordination, as well as strengthening regulations and socialization to the public. The recommendations provided are expected to improve the effectiveness and efficiency of public service dispute resolution in the future. Penelitian ini bertujuan untuk menganalisis kinerja Perwakilan Ombudsman RI Bengkulu dalam menyelesaikan sengketa pelayanan publik, dengan focus pada lima indikator utama: produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus yang melibatkan analisis data sekunder dan wawancara mendalam dengan pihak-pihak yang terkait. Teknik triangulasi digunakan untuk memastikan validitas dan reliabilitas data. Hasil penelitian menunjukkan bahwa Perwakilan Ombudsman RI Bengkulu telah berhasil mencapai tingkat penyelesaian sengketa yang signifikan setiap tahunnya. Namun, penelitian ini juga mengungkap beberapa tantangan, seperti resistensi dari instansi terkait, kurangnya keterbukaan dari masyarakat dalam memberikan bukti dan dokumentasi, yang mempengaruhi kecepatan dan kualitas penyelesaian sengketa. Kesimpulan dari penelitian ini menegaskan bahwa, meskipun kinerja Perwakilan Ombudsman RI Bengkulu sudah sesuai dengan standar yang ditetapkan, masih terdapat ruang untuk peningkatan terutama dalam hal koordinasi antarinstansi, dan penguatan regulasi serta sosialisasi kepada masyarakat. Rekomendasi yang diberikan diharapkan dapat meningkatkan efektivitas dan efisiensi penyelesaian sengketa pelayanan publik di masa mendatang.

Abstract

This study aims to analyze and describe the policy design implemented by the Lubuklinggau City Government related to sports development to overcome the existing sports problems in the area. This study is important because it contributes to academic literature in the field of public policy. This research uses a descriptive qualitative approach to assess sports policy design in Lubuklinggau City. Data collection methods were conducted through field observations, in-depth interviews, and document analysis. Birkland's (2019) policy design theory categorizes policy design into five elements, which became the theoretical framework of this study. The research findings show that the Lubuklinggau City sports policy design has been prepared by considering field conditions and the need for increased development in the field of sports. This policy shows sociological suitability and considers the existing legal framework, socio-economic dynamics, and local potential. Based on the results and discussion, for the designed sports policy to overcome the existing problems, the government needs to involve the private sector, especially in increasing investment in the construction and maintenance of sports facilities and using comparative data to ensure the effectiveness of policy implementation. This study makes an important contribution to the literature on public policy design, especially in the field of regional sports.

Abstract

This research examines the effectiveness of fuel self-service at SPBU Pertamina Station Rawa Makmur, Bengkulu City, using bibliometric analysis. Self-service is designed to improve efficiency and customer satisfaction in the refuelling process. Through bibliometric analysis, this research identifies current research trends and evaluation results from studies related to the implementation of self-service technology. Data were obtained from scientific publications, industry reports, and case studies. Results show that self-service implementation can reduce waiting time and increase customer satisfaction, although challenges such as technology adaptation and user training need to be addressed. The findings provide valuable insights for service development in the fuel industry, especially in the local context. This research is expected to guide service improvement strategies in petrol stations and the like. Penelitian ini mengkaji efektivitas layanan self-service bahan bakar di SPBU Stasiun Pertamina Rawa Makmur, Kota Bengkulu, menggunakan analisis bibliometrik. Layanan self-service dirancang untuk meningkatkan efisiensi dan kepuasan pelanggan dalam proses pengisian bahan bakar. Melalui analisis bibliometrik, penelitian ini mengidentifikasi tren penelitian terkini dan hasil evaluasi dari studi-studi terkait implementasi teknologi self-service. Data diperoleh dari publikasi ilmiah, laporan industri, dan studi kasus. Hasil menunjukkan bahwa penerapan self-service dapat mengurangi waktu tunggu dan meningkatkan kepuasan pelanggan, meskipun tantangan seperti adaptasi teknologi dan pelatihan pengTemuan ini memberikan wawasan berharga untuk pengembangan layanan di industri bahan bakar, terutama dalam konteks lokal. Penelitian ini diharapkan dapat memandu strategi peningkatan layanan di SPBU dan sejenisnya.

Abstract

Digital leadership faces challenges in transformation, including inadequate internet access, limited funding, and low teacher digital competence. Moreover, institutions struggle to maintain learning quality and safeguard digital privacy. Organizational culture remains unprepared for digitalization, with insufficient strategies to adapt to change. These issues create anxiety among principals and teachers in integrating technology, while a lack of understanding of digital leadership within institutions hinders innovation and performance improvement. This study aimed to analyze the effect of digital leadership on educational digital transformation using a quantitative approach. The population consisted of all school principals and teachers at Madrasah Aliyah in Samarinda, totaling 120 individuals. The sampling technique employed the Harry King Nomogram table with a 5% margin of error, resulting in a sample size of 92 participants. Data were collected through questionnaires and analyzed using linear correlation and t-tests. The results showed that digital leadership significantly impacts digital transformation, enhancing infrastructure, training, digital content, student engagement, creativity, and performance measurement. Digital transformation in education is achieved through integrating technology into learning processes and improving school management efficiency. This underscores the critical role of digital leadership in addressing technological challenges and fostering innovation in educational institutions.

Abstract

This study explores the relationship between Accounting Information Systems (AIS) and operational efficiency in Small and Medium Enterprises (SMEs) through a comprehensive literature review. AIS is increasingly recognized as a crucial tool in helping SMEs improve decision-making processes, streamline operations, and achieve cost efficiencies. For many SMEs, limited resources make the optimization of operational processes essential, and an effective AIS can serve as a strategic asset that enhances data accuracy, supports timely financial reporting, and facilitates effective resource management. This article reviews relevant research from recent studies to evaluate how AIS impacts key performance indicators such as productivity, cost-effectiveness, and overall business efficiency in SMEs. The findings indicate that an efficiently implemented AIS positively correlates with improved operational outcomes by reducing redundancies and fostering real-time data access. Furthermore, the review identifies common challenges faced by SMEs in AIS adoption, including limited technical expertise and budget constraints, and suggests strategies to overcome these obstacles. The study concludes by highlighting the importance of AIS for sustainable growth and providing recommendations for SMEs looking to enhance their operational efficiency through digital transformation.

Abstract

Robusta Coffee Leaves are known to have high antioxidants that can stabilize free radical attacks. Based on the height of the place where Robusta Coffee grows, it has different characteristics, including producing different qualities and flavors from one another. This study aims to determine the content of phytochemical compounds and the antioxidant activity of Robusta coffee leaves based on differences in the height of the place where it grows. The research method used was sampling at several heights including 511 masl, 434 masl, 354 masl, 204 masl, 122 masl, and laboratory research for phytochemical and antioxidant tests. Data analysis used the ANOVA, DMRT, and Bivariate correlation tests to determine the correlation between height and antioxidant activity. The results showed that all five heights contained alkaloid and flavonoid compounds. The highest inhibition of antioxidant activity was found at an altitude of 511 masl with a percentage of 61.89% ±8.08b, while the lowest inhibition of antioxidant activity was found at an altitude of 122 masl with a percentage of 31.92% ±7.38a. Antioxidant activity at all five altitudes is classified as a very strong antioxidant with an IC50 value <50. Altitude has a significant effect (P<0.05) on antioxidant inhibition. Altitude has a positive correlation with antioxidant activity.

Abstract

Seed priming is a technique for treating seeds before germination to improve the quality of the plants produced. Seed priming can be done by soaking the seeds in various solutions, including hormone solutions. Groundnut (Arachis hypogaea L.) is the second most important commodity in Indonesia for both common and striated groundnut. This research aims to determine the effect of seed priming using the hormone gibberellic acid on the vegetative growth of peanuts and striated peanuts. This research used a completely randomized design with a factorial pattern; the first factor is variation in the type of peanut; The second factor is the variation in gibberellic acid concentration for seed priming, namely 0 ppm (only distilled water), 100 ppm, 200 ppm, 300 ppm and 400 ppm and without priming. Each treatment was carried out in 3 repetitions. The variables observed were plant wet weight, plant dry weight, chlorophyll content, number of leaves, shoot:root ratio. Quantitative data were analyzed using Analysis of Variance (ANOVA) and DMRT with a confidence level of 95%. The results of the research showed that seed priming treatment using the gibberellic acid hormone had a significant effect on the wet weight and dry weight of the plants; shoot:root ratio, and chlorophyll content of peanut and striated peanut leaves. Seed priming treatment using the hormone gibberellic acid had no significant effect on the number of leaves of ordinary peanuts and striated peanuts.
