Abstract

Perang Rusia dan Ukraina belum usai, situasi di Laut China Selatan terus memanas. Indonesia dengan wilayah laut yang terbuka memerlukan strategi pertahanan laut terbaik, untuk menjamin perhanan dan keamanan pada seluruh wilayahnya. Membangun sistempertahanandan kemanan terbaik dapat dilakukan dengan berbagai cara salah satunya dengan mempelajari sejarah pertempuran di laut yang pernah terjadi. Artikel ini bertujuan untuk mendapatkan kemanfaatan untuk membangun strategi pertahanan laut dari peristiwa pertempuran Scapa Flow. Metode yang digunakan adalah kualitatif studi Pustaka dengan teori strategi Clausewitz. Hasil analisis dan pembahasan menunjukkan bahwa, pertahanan terkuat sekalipun dapat ditembus jika dilakukan secara monoton. Sistem pertahanan tidak dapat dibangun hanya dengan memperkuat ke dalam saja tetapi juga harus memperhatikan faktor eksternal, lingkungan dimana sebuah pangkalan laut berhadapan langsung dengan laut terbuka yang tidak mungkin sepenuhnya dapat dipastikan pengamananya terutama dalam menghadapi ancaman kapal selam. Kesimpulannya bahwa pertahanan terbaik adalah dengan melakukan kewaspadaan ke segala arah, ke dalam sekaligus keluar di dalam sebuah pangkalan militer terutama pangkalan laut yang memiliki lingkungan terbuka ke laut terbuka

Abstract

Digitalisasi eknomi menembus batas wilayah negara dan kedaulatan ekonomi yang dapat saja menjadi peluang atau ancaman. Digitalisasi tidak bisa dihindari, tetap permsalahan utamanya adalah bagaimana negara ini harus dapat merumuskan kebijakan agar masyarakat kita jangan hanya menjadi sapi perahan pihak yang-pihak lain. Dalam penelitian studi literatur ini penulis akan menganalisis bagaimana upaya terbaik setelah menemukan implemantasinya saat ini. Menggunakan teori implementasi kebijakan pertahanan Lukman Yudho Prakoso hasil penelitian menunjukkan belum terintegrasinya kebijakan ekonomi digital terkait kementrial dan Lembaga, interaktif antara stake holder belum teruwud, transaparansi untuk melihat efektifitas ekonomi digital belum terlihat secara menyeluruh dampak tidak terigrasinya kebijakan, kontrol terhadap ekonomi digital belum efektif, dari faktor akuntabel masih belum ada big data yang bisa menjadi evaluasi terpercaya kemanfaatan ekonomi digital. Sebagai kesimpulan yang menjadi temuan baru pada penelitian ini adalah perlunya dibentuk ekonomi digital fusion center agar mendorong kemanfaatan untuk menghindari hal menjadi ancaman terhadap kedaulatan ekonomi Indonesia

Abstract

: Indonesia is a country that has diversity abundant natural resources, including energy resources. Indonesia's role in the energy sector is very large, for example Indonesia is one of the exporters of coal and LNG (Liquefied Natural Gas) is the largest in the world. Wealth is real is the capital to become a great country. PT. Pertamina (Persero) as a national-scale oil company that has been committed to providing the best contribution to the Indonesian economy. The research method uses descriptive qualitative. The results of the study show that Kube 1998 includes five main policy and nine policies supporters. The main policies are: Diversification is diversification use of energy, both renewable or non-renewable. Intensification is the search for energy sources through survey and exploration activities so that can upgrade new reserve especially fossil energy. Conservation is carried out starting from the upstream side down to the bottom. The main target of Pertamina's policy related to the protection of biodiversity is ecosystems located in/close to Pertamina's working areas, both on land and in sea. Determination of the average energy price which gradually directed to follow the mechanism market and Paying attention to environmental aspects in development in the energy sector including in it gives priority in utilization of clean energy. Abstract

Indonesia as a developing country, has good awareness of the importance of national development in many aspects. The national development process includes the developments of micro, macro, monetary and fiscal sectors. These factors have affected the allocation of resources, distribution of income, economic growth, and stabilization related to military defense. This paper aims to describe the Indonesian economic condition in 2022 from the defense economics perspective. The method used in this paper is a qualitative literature study with a descriptive and narrative approach. The conclusion is that the Indonesian economic current condition from the micro and macro sectors shows a good development. Furthermore, the policies taken by the government in the monetary and fiscal sectors are considered to be able to stimulate economic recovery. From the defense economics point of view, this condition must be accompanied by conducive country security so the public welfare can be stable

Abstract

The slowdown in the world economy has impacted on several global commodity prices. As a result, this has resulted in an increasing current account deficit, in addition, Indonesia's balance of payments has fluctuated over the past decade. This study aims to determine the effect of gross domestic product, as well as the function of Bank Indonesia in maintaining the value of the rupiah to remain stable. The data used in this study is secondary data from 1997 to 2018. The analytical technique used in this study is multiple regression with Ordinary Least Square (OLS). The results of the study show that gross domestic product, inflation, and private sector domestic credit have a significant effect on foreign assets (NFA) simultaneously. Gross domestic product has a significant positive effect on NFA, and inflation and domestic credit to the private sector have a significant and negative effect on individual NFA. This research model shows that monetary policy is needed to maintain the balance of payments

Abstract

The onset of the Russian and Ukrainian wars is proof that the existence of physical war is still a real threat to any country at this time. It is common logic that no matter how long our defense and security equipment is still dependent on other countries, we still have limitations in strengthening our country's security defense system. This paper aims to analyze the implementation of policies related to the development of the defense industry to find recommendations in the optimization of the defense industry. The method used is a Literature Study with a descriptive qualitative approach that is the choice and use of George Edward III's policy implementation theory as an operational theory used to analyze problems. The results of the discussion showed that there were still communication constraints between relevant ministries/institutions, limited resources, especially in the priority of using the state budget in other fields, which were the main factors in financing the defense industry. The disposition of relevant ministry/institutional entities that still cannot be fully integrated properly, and also the overlapping authority of the bureaucratic structure. The conclusion of this paper is that the government in this case the President and the House of Representatives of the Republic of Indonesia must firmly decide on priorities to support policies to advance the defense industry that are really realistic to be developed, not stuck with only limited propaganda capable of making their own but the fact is that only separate products from foreign manufacturers

Abstract

In Indonesia, poverty is a very crucial problem, therefore, poverty alleviation must be a top priority in economic development, both in the short and long term. In order to reduce the level of poverty in Indonesia, the Government from 2017 until now has distributed social assistance for basic food programs in 514 regencies/cities throughout Indonesia with different target recipients and aid values ​​each year. The problem of the number of target recipients of social assistance and the value of assistance received by the community is not based on the poverty rate in Indonesia in the 2017-2022 period. This shows that the ineffectiveness of providing social assistance is due to the declining poverty rate, but the value of the assistance provided is increasing. The research approach used is using qualitative research methods using literature studies. This research is aimed at understanding meaning, understanding particular contexts, anticipating unanticipated phenomena and influences, and understanding processes. Based on the results and discussions that can be done in order to increase the Strength of the Social Assistance Program for the Sembako, it is to ensure the fulfillment of the objectives of the program, namely balanced nutrition and preventing stunting. , there are problems related to the aid received by the poor that is not timely, the basic food materials received by the community are not suitable for consumption (low quality). From the Opportunities side of the Social Assistance Program, the Sembako Program is that the basic food assistance program has not become one of the aids that contribute directly to poverty reduction, and the Threats are that there is no regulatory update related to the criteria for the poor, so that the regions have their own criteria, policies have not accommodated special conditions , as well as changes to regulations that change the policy for distributing social assistance programs

Abstract

The management of the Citarum Watershed (Watershed) carried out through collaboration between the TNI (Indonesian Armed Forced) through the Regional Military Command (Kodam) III/Siliwangi and the Regional Government has so far not shown significant results. For this reason, this study aims to analyze the collaboration in handling the Citarum Watershed through the Bhakti TNI and law enforcement, using a qualitative method. Where from the research conducted it was found that the implementation of the Collaboration Bhakti TNI Kodam III/Siliwangi in the handling of the Citarum Watershed and law enforcement is still faced with sectoral egoism with supporting factors in the form of regulations so that multi-sector synergy with related stakeholders is integrated. Efforts carried out in collaboration in handling the Citarum watershed and law enforcement require the participation of environmentally conscious communities on the Citarum Riverbanks and Standard Operating Procedures (SOP)/Status Procedures (Protap), Memorandum of Understanding (MoU), as well as Working Relations Mechanisms in cooperation in the arrangement of the Citarum Watershed . Collaboration in handling the Citarum watershed through Bhakti TNI and law enforcement in supporting military campaign strategies requires synergy, speed and accuracy in moving people, infrastructure and equipment, as well as unity of command. To realize this, it was suggested to the President to issue a Presidential Regulation regarding the involvement of the Regional Military Commander III/Siliwangi as the person in charge of the ecosystem and environment, the need for education to increase the participation of environmentally conscious communities on the Citarum River Basin, as well as the formulation of SOP or Protap including MoU between components in pentahelix , Mechanism of Working Relations in accelerating the arrangement of the Citarum Watershed.

Abstract

Indonesian maritime diplomacy is the implementation of foreign policy that is not only related to various maritime aspects at the bilateral, regional and global levels but also uses maritime assets, both civil and military to fulfill Indonesia's national interests in accordance with the provisions of national law and international law. The use of military assets in Indonesian maritime diplomacy is carried out by the Indonesian Navy as one of the main components of national defense which besides having duties in the field of defense and security at sea, also carries out naval diplomacy duties in order to support foreign policy policies set by the government. The objectives of this study are (1) to analyze the cooperative maritime diplomacy of the TNI in order to maintain regional security stability in order to maintain state sovereignty; (2) Analyzing the TNI's persuasive maritime diplomacy in order to maintain regional security stability in order to maintain state sovereignty; (3) Analyze the TNI's coercive maritime diplomacy in order to maintain regional security stability in order to maintain state sovereignty. This study used descriptive qualitative method. The results of this study are (1) The facilities and infrastructure that are owned are still limited, Pusinfomar TNI as the TNI's Balakpus Puspa which is still young is facing a long challenge to become a maritime security data center at the national and international level in supporting the TNI's cooperative maritime diplomacy tasks. Awareness of the importance of maritime information data has not grown nationally so that maritime data has not been properly managed between agencies and Ministries/Agencies and there has not been an exchange of information with regional countries in supporting the TNI's maritime diplomacy tasks through information exchange cooperation with domestic maritime data centers and regional countries Indo-Pacific; (2) The implementation of TNI's persuasive maritime diplomacy in the form of sea security training courses has not been carried out with all regional countries, especially with Vietnam and China, it is necessary to carry out training sessions with the two countries as a form of cooperative maritime diplomacy by using sea power assets in peacetime and building CBM in accordance with their respective national interests as well as to show Indonesia's role as the largest country and founder of ASEAN; (3) The bilateral and multilateral Patkor has not yet been fully implemented as a form of coercive maritime diplomacy between the TNI and neighboring countries in the face of the vastness of Indonesia's sea boundaries and the strategic bangling situation in the Indo-Pacific region, especially in the SCS region where ZEEI LNU borders with ZEE Vietnam and Malaysia
