Abstract

The management of educational facilities and infrastructure is very important in supporting effective learning, especially in the field of Visual Communication Design (DKV). This major requires facilities such as high-spec computers, up-to-date design software, creative classrooms, and other supporting infrastructure. The availability and management of these facilities plays a role in improving the quality of students' education and their ability to compete in the technology-based world of work. SMKN 1 Bambalamutu Pasangkayu Regency as a vocational school is responsible for preparing competent graduates. However, various challenges such as budget limitations, lack of maintenance, and non-conformity of facilities can hinder the achievement of maximum learning goals in the DKV department. The novelty of this research is its focus on a comprehensive analysis of the management process, from planning, procurement, use, to maintenance, as well as how these aspects support the quality of vocational education. This study aims to determine the management of educational facilities and infrastructure and identify supporting and inhibiting factors in the management. This study uses a qualitative approach with a descriptive type of research. Data was collected through observation, in-depth interviews, and documentation, then analyzed using data reduction techniques, descriptive data presentation, and conclusion drawn. The results of the study show that the management of facilities and infrastructure in the Department of Visual Communication Design is relatively good. Four indicators in management include: (1) systematic planning involving various parties; (2) procurement in accordance with procedures taking into account budget and priority needs; (3) the use of facilities that are not optimal due to certain limitations; and (4) maintenance that is carried out regularly and reactively. In conclusion, the management of facilities and infrastructure in the Department of Visual Communication Design is good, but it needs to be improved in optimizing the use of facilities, improving procurement procedures, and fulfilling learning needs in a more planned manner.

Abstract

This study aims to determine and describe the process of implementing the Direct Cash Assistance Program Policy in Salutambung Village, Ulumanda District, Majene Regency. The results of the study can be concluded that the Implementation of the Direct Cash Assistance Program in Salutambung Village, Ulumanda District, Majene Regency using the theory of Charles O. Jones, (1994) has been implemented well, which is from indicator (1). organization, seen from the BLT distribution process in Salutambung Village has been running well. Sub-district assistants work together with village officials, including hamlet heads and other village officials, to determine the BLT distribution schedule. Every time there is information related to the distribution of BLT, the village is immediately notified, and the hamlet head is tasked with conveying this information to the community. The direct involvement of village officials in this process ensures the smoothness and transparency of the distribution of assistance, so that entitled people can receive BLT according to the predetermined schedule, where the flow and data collection mechanism have been carried out in accordance with applicable provisions. (2) Interpretation, regarding the level of understanding of officers in carrying out the task of distributing BLT in Salutambung Village, it is good and is carried out according to the existing technical guidelines, however, even though the policy is implemented correctly, the problem of communication and socialization to the community still needs to be improved so that all parties understand the process better. (3) Implementation, the implementation of public policy regarding the distribution of Direct Cash Assistance (BLT) in Salutambung Village, shows that the implementation of the policy has been carried out well where village officials and sub-district assistants have worked together from the data verification process to the distribution of assistance has been carried out according to the existing technical guidelines, this is an important factor in determining the effectiveness of the program. Policy implementation involves adjustments to program objectives and resources, as well as the implementation of policies that are expected to get a positive response from the community. As for Supporting Factors, the existence of the BLT program shows the government's commitment to easing the burden on affected communities, especially those who have lost their jobs or experienced a decrease in income, thereby helping to meet daily needs and strengthen the economic resilience of low-income communities, while the inhibiting factors are the lack of socialization and limited quotas for aid recipients. Abstract

Malino has the potential for tourism areas in Gowa Regency, but tourism development in this area still needs further action. Therefore, to realize this potential, various strategies and developments are needed, as well as sustainable management from the government in collaboration with the community. The existence of this strategy and development will not only increase tourist attraction, but will also make a major contribution to increasing the Regional Original Income (PAD) of Gowa Regency. This study aims to produce an accurate picture of how the Malino tourism development strategy is in increasing the regional original income at the Gowa Regency Tourism and Culture Office and the factors that support and inhibit the Malino tourism development strategy in increasing the regional original income of Gowa Regency. The type of research is descriptive qualitative research with data collection techniques, namely interviews, observations, and documentation. The checking of data validity is carried out through source triangulation. Data analysis techniques use data condensation, data presentation, and drawing conclusions. The results of the study indicate that effective planning for tourism development in Malino in increasing the Regional Original Income (PAD) in Gowa Regency involves infrastructure development, improving service quality, and nature-based and cultural tourist attractions. Integration of digital media promotion and collaboration with the private sector strengthens Malino's attractiveness as a tourist destination. Development of local resource capacity supports sustainable tourism and increases visitor arrivals. Factors influencing the effectiveness of tourism strategies in Malino include rich natural potential, government commitment, and local community involvement. Challenges such as budget constraints, inadequate infrastructure, and environmental awareness exist but do not hinder the overall success in increasing the Local Revenue (PAD) of Gowa Regency. Based on the components of Burhalis' theory (2000), namely, Attractions, Accessibility, Amenities, Accommodation, Activities, Ancillary Suervices, have been implemented well. However, the components of the Accessibility and Amenities theory still require some improvements in order to create an efficient and effective tourism strategy and development so as to increase the Local Revenue (PAD) of Gowa Regency. Abstract

Indonesia adheres to the Pancasila Democracy system, where sovereignty lies in the hands of the people. In this system, the people have the right to elect their representatives through general elections, who are tasked with voicing and protecting the interests of the people in various aspects of government. This principle is translated into regional autonomy, which gives authority to local governments to regulate and manage their own government affairs in their regions. Regional autonomy is a form of decentralization designed to bring the government closer to the people, ensuring that the policies and decisions taken are more in line with local needs and conditions. There are three main pillars that support regional autonomy: (1) sharing of power, (2) distribution of income, and (3) independence or empowerment of local governments. The Regional People's Representative Council (DPRD), as part of the regional government structure, has an important role in carrying out legislative, budgeting, and oversight functions, all of which are rooted in the principles of autonomy. The study aims to determine the level of participation of DPRD members in the decision-making process in the DPRD of Tual City, Maluku Province and to examine the factors that influence the participation of DPRD members in decision-making in the DPRD of Tual City, Maluku Province. This type of research is descriptive qualitative research with data collection techniques, namely interviews, observations, and documentation. The checking of data validity is carried out through source triangulation. Data analysis techniques use data condensation, data presentation, and drawing conclusions. The results of the study indicate that political pressure, especially from external parties such as the community and certain figures, often influences the independence of members in decision-making. In addition, party interests have a dominant role that makes members prioritize loyalty to the party over the needs of the local community. Party motivation, although providing a clear framework, often limits individual freedom of movement. Leadership dominance was also found to reduce the diversity of perspectives in strategic meetings. Meanwhile, the lack of coordination between members and between leaders and staff hinders efficient decision-making. This study concludes that in order to increase the active participation of DPRD members, efforts are needed to minimize external political pressure, balance party interests with community needs, and improve internal coordination mechanisms. This research is expected to provide input for the DPRD and policy makers in increasing the effectiveness of democratic governance.

Abstract

This study aims to examine the governance of BUMDesma Mahalona Raya in promoting community welfare, focusing on key supporting and inhibiting factors in its implementation. Employing a qualitative approach, data were collected through observation, interviews, and documentation, and analyzed using Miles and Huberman’s interactive model. The findings reveal strong management professionalism reflected in transparent recruitment, adherence to organizational statutes, and routine SOP evaluations. Governance practices also show a high degree of openness and accountability, with financial disclosures presented in village forums and participatory meetings. Community participation is active across decision-making, program implementation, and partnerships with third parties. The prioritization of local resources is evident through product marketing, skills training, and inclusive economic activities. However, sustainability remains a challenge due to limited green initiatives, narrow business diversification, and incomplete financial transparency. Supporting factors include consistent government support, strong community involvement, and geographic advantage, while barriers include unstable leadership, limited capital, and restricted access to technology. This research contributes to improving BUMDesma governance policy by highlighting the importance of leadership stability, inclusive financial practices, and institutional continuity to ensure long-term welfare impacts in rural areas.

Abstract

This study aims to evaluate the implementation of the zoning system policy for elementary school student admissions in Mamasa Regency. Employing a qualitative approach with a descriptive-evaluative method, data were collected through in-depth interviews, direct observations, and document analysis. Informants included education office officials, school principals, teachers, parents, and community leaders. The data were analyzed using techniques of data reduction, data presentation, and conclusion drawing. The findings reveal that the zoning policy contributes positively to equitable access to education, reduces dropout rates, and improves the efficiency of educational resource allocation. The system has helped achieve a more even distribution of students across schools, particularly in densely populated areas. However, the implementation still faces several challenges. These include unequal infrastructure development between regions, limited school capacities in certain zones, resistance from parents who prefer non-zoned schools, and instances of address falsification to bypass the policy. A situational analysis further indicates that while the zoning system enhances fairness in student placement, it also exposes disparities in school quality across different zones. The study suggests that to optimize the policy’s impact, improvements should focus on upgrading educational infrastructure, ensuring equitable teacher distribution, increasing public awareness, and conducting periodic policy evaluations. Overall, the zoning policy holds potential as a strategy to promote inclusive and fair education, but its effectiveness depends on addressing systemic inequalities and enhancing local implementation capacity in Mamasa Regency.
