Abstract

This study aims to identify and describe the implementation of the subsidized housing assistance program in Gowa Regency, particularly in Palangga District. A qualitative descriptive approach was employed, with data collected through observation, interviews, and documentation. The data were analyzed through data condensation, data display, and conclusion drawing. The findings reveal that the program’s accountability has not been optimal, especially in two key indicators based on Polidano’s (1998) theory: role accountability and retrospective review. The imbalance of power among the Public Works Office (PUPR) as the controller, the Housing and Settlement Office (Perkimtan) as the licensing authority, and the developers as implementers, has led to weak oversight, regulatory non-compliance, and harm to the public. There are 22 housing developments recorded with issues related to permits and building specifications that do not meet standards. This indicates poor stakeholder accountability and declining public trust in the program. Although the government has made efforts to streamline licensing procedures, enhance supervision, impose sanctions on non-compliant developers, and apply stricter selection criteria for aid recipients, these measures remain insufficient. The study recommends strengthening oversight and legal enforcement, developing standardized technical guidelines, conducting more systematic program evaluations, and enhancing inter-agency collaboration and community involvement to promote transparency and accountability in the subsidized housing program.

Abstract

This study aims to analyze the optimization of Bhabinkamtibmas performance in public service delivery in Lilirilau District, Soppeng Regency. The analysis is based on six key performance indicators for public officers: work results, work proficiency, job knowledge, initiative, attitude, and discipline. The research employs a descriptive qualitative approach with data collected through observation, interviews, and documentation. Data analysis includes data condensation, data display, and conclusion drawing. The findings indicate that Bhabinkamtibmas performance remains suboptimal. A gap exists between the officers' perceptions and community expectations across almost all indicators. Although administrative reporting and forum participation are being conducted, the presence of officers in the field and their impact on enhancing community security remain limited. Identified obstacles include ineffective time management, inconsistent responsiveness, low technology utilization, weak initiative and empathy, and a lack of professionally driven discipline. Performance optimization requires a systemic approach grounded in participatory, collaborative, and public-oriented principles. Recommendations include need-based local training, strengthened inter-agency coordination, utilization of information technology, development of professional attitudes, and integration of local wisdom values in service delivery. These strategies are expected to enhance the role of Bhabinkamtibmas as responsive, human-centered, and trustworthy public service agents.

Abstract

The Innovation Strategy for Preventing Child Marriage or abbreviated as Sip-peka was initiated by the Head of the Bone Regency Regional Development Planning Agency. Sip-sensi was developed as a response to the high number of cases of early marriage in Bone Regency, especially in rural areas because at that time there was no detailed and integrated strategy formulation and it was still running autonomously. The aim of this research is to examine innovation and analyze sustainable strategies for preventing child marriage in Bone Regency. This research is qualitative research with a descriptive type. Data collection techniques used include observation, interviews, documentation and questionnaires. The research results show that the innovation strategy to prevent child marriage in Bone Regency (case study of early marriage innovation) is based on the grand theory of Rogers (2015), including 1) Excellence, lies in the supporting regulations, involving various stakeholders, and using colored bottles as a tool monitoring, 2) Suitability, seen in the involvement of children's forums, life skills education, and religious figures in dialogue and coordination meetings between residents with an interesting approach, 3) Complexity, lies in the process of enforcing sanctions and screening which is carried out strictly by the Religious Courts and P2TP2A in order to obtain dispensation for early marriage, 4) Possibility, seen from the adaptability of innovations that have passed public tests in various villages, districts and provinces, and 5) Convenience, lies in achieving goals 3 and 4 of the SDGs so as to reduce cases of violence, poverty, dropping out of school, maternal, neonatal and infant deaths. The strategy for sustaining innovation in preventing child marriage in Bone Regency is based on SWOT analysis, namely making the village level Puspaga institution an effective center for socializing child marriage regulations and involving children's forums as agents of change in expanding education in the community. This research can be used as a reference in implementing child marriage prevention strategies in various regions because previous studies only focused on mother and baby safety and education rates.

Abstract

The success of development is highly dependent on the extent to which the balance of women's and men's participation in all aspects of life. This study aims to determine the strategy of gender-based regional development and to determine the determinant factors in the implementation of gender-based regional development programs in Bone Regency. This study uses a descriptive qualitative research method. Data collection techniques include literature studies, researchers study and review a number of written materials, both books, research results, articles and electronic journals. The data analysis technique uses Data Reduction, Data Presentation and Withdrawal. The results of the study indicate that the gender-based regional development strategy in Bone Regency. The determinant factors for the implementation of gender-based regional development programs in Bone Regency reduce the gap with each regional apparatus organization implementing gender-responsive planning within the work reference framework. Each program has been supported by regulations and cooperation between local governments, the Regional People's Representative Council, the Women's Empowerment and Child Protection Service, and the Bone Women's Empowerment Institute. This study can be used as a reference and decision-making material at the village level regarding regional development strategies.

Abstract

This study aims to determine the Effectiveness of Employee Performance at the Office of PT. Yodya Karya (Persero) Region II Makassar. The approach and type of research used are qualitative research approaches and descriptive research types, where the informants are employees in the field of marketing and employees in the field of operations. The data collection technique carried out was using observation, interview, and documentation methods. The data analysis techniques used are data condensation, data presentation, and conclusion drawn. The results of this study show that all indicators used in the research on the Effectiveness of Employee Performance in the Office of PT. Yodya Karya (Persero) Region II Makassar is relatively good. The indicator in question is the quality of work which is classified as good because employees are able to complete work on time by working in a team and dividing responsibilities, so that work can be completed effectively. The quantity of work is classified as good because employees work with the provisions of SOPs, every target and task completion standard always refers to the SOP. Knowledge of work is classified as a good category where employees understand their duties well and utilize technical knowledge, including advanced technology, to improve work efficiency and effectiveness. Creativity is classified as a good category because employees show innovative behaviour in providing new ideas to solve problems and remain calm so that they are able to find wise solutions. Cooperation is classified as a good category because employees understand the importance of cooperation in the organization to facilitate work and achieve goals, because each team member already has their own roles and responsibilities, as well as respecting differences of opinion, and supporting each other. Steadfastness in work is also classified as good because employees are consistent in working, managing time well, and focused, so that work is completed on time and effectively.

Abstract

The prosperous family rice program is a food subsidy program (rice) for low-income people. The goals and targets of food subsidies (Rastra) are placed by the government in the national development agenda so that in the future development of rastra into nutritional food assistance. This study aims to determine the implementation of the Family Welfare Rice Program in an effort to improve the welfare of poor people in Lalabata Rilau Village, Lalabata District, Soppeng Regency.The type of research used is qualitative descriptive. In this study, the data collection techniques used were observation, interview, and documentation techniques. The data analysis techniques used are data collection, condensation, data presentation and conclusion. Informants are Lurah, Rastra Distributors, and the Community. The results of this study show that the implementation of the Family Welfare Rice Program in an effort to improve the welfare of the poor in Lalabata Rilau Village, Lalabata District, Soppeng Regency has been carried out quite well, but still needs improvement in supporting the implementation of the Rastra program. This data is seen from the results of research on each dimension, namely the standards and targets of Rastra distribution have met the criteria. My resources in distributing Rastra have been adequate. Relations between organizations from the center to the regions have collaborated well. The characteristics of the implementing agents of the Rastra team have been good but still need to be improved. The disposition of good implementors has been proven by the realized Rastra Program, and social, economic and political conditions have been good with support from various parties. This research can be used as information in providing an in-depth understanding of poverty alleviation, and the implementation of rastra distribution because it is different from previous studies.

Abstract

Human resources are essential to the success of an organization and play a vital role in any agency or institution. "Human resources" is a term used to refer to the workforce or people within an organization. Every organization or institution certainly requires quality human resources and includes aspects such as having expertise, skills, knowledge, and high discipline, which are important foundations in maintaining smooth operations and the success of an organization or institution. This study discusses the influence of the work environment on employee work discipline at the Gowa Regency Central Statistics Agency Office. This study is a quantitative study to identify cause and effect. The sample in this study was 32 people with the probability sampling technique with the simple random sampling method. Data collection techniques were carried out through observation, questionnaires, interviews, and documentation. Data analysis techniques used were descriptive data analysis and inferential statistical analysis. The results of the study indicate that the work environment is in the "Very Good" category with 6 indicators in it: smoothness, security, safety, cleanliness, comfort, and adequate facilities. Meanwhile, work discipline is categorized as "Very Good," with five indicators: attendance rate, work procedures, obedience to superiors, work awareness, and responsibility. Based on the results of a simple linear regression analysis, it was concluded that there is a positive and significant influence between the work environment and employee work discipline at the Gowa Regency Central Statistics Agency Office.

Abstract

Learning outcomes are an indicator of measuring the success of a learning process. To achieve this goal, it is important to observe aspects that influence the course of the teaching and learning process. One of several aspects of factors influencing the learning process is media. The application of media is very important, especially for students, because by using media students can easily digest the lessons being studied. Therefore, it is important to use media to support the implementation of the learning process. The media used certainly follows the developments and demands of the times. The purpose of this study is to understand the use of student learning media at SMKN 5 Jeneponto. This research is qualitative, therefore, to achieve the research objectives, data collection techniques are used, namely observation, interviews and documentation. There are 6 informants, namely 1 teacher and 5 students. Based on the results of the research that has been carried out, utilizing learning media at SMK Negeri 5 Jeneponto has been implemented in various ways that are used by teachers at the school. This can be seen through the benefits obtained through the use of learning media which become a guideline for educators in achieving learning targets, so that teachers can present teaching materials in a structured and supportive manner in presenting materials that are so interesting in order to improve the quality of learning. Learning media is also able to foster students' interest and motivation to learn so that they are able to think and examine the lessons they have received, and in an enjoyable learning situation, students can easily digest the lessons taught so that learning can be carried out well.

Abstract

Laboratories have an important role in education. The laboratory is a forum for students to develop themselves, as well as a place to practice a competency. Therefore, laboratory management must certainly be paid attention to. A laboratory with good conditions will facilitate the achievement of effective and efficient learning goals. This study aims to find out the management of the laboratory and to find out the inhibiting factors and supporting factors for the management of the office governance automation laboratory at the Makassar National Vocational High School. This research uses a qualitative approach with data collection techniques, namely observation, interviews, and documentation. The results of the study show that: 1) the planning carried out includes the planning of the laboratory use schedule, the planning of the procurement of equipment and equipment and the planning of the laboratory management officer which is carried out at the beginning of each semester. However, the planning for equipment procurement has not been fully realized due to budget limitations; 2) the organization of the office governance automation laboratory at the Makassar National Vocational High School has not taken place according to what has been made. This is evidenced by the lack of availability of laboratory management personnel; 3) Maintenance of the Office Governance Automation Laboratory at the Makassar National Vocational High School only carries out daily maintenance, for example sweeping and mopping the floor without regular maintenance. Thus, the maintenance of the office governance automation laboratory at the Makassar National Vocational High School has not been carried out optimally; and 4) supervision of the office governance automation laboratory at the Makassar National Vocational High School is only carried out preventively, namely preventing errors and damage to the use of the laboratory by applying discipline in the laboratory

Abstract

Scientific writing training for teachers in the district of Majene has been organized by the Postgraduate of Makassar State University as part of the Community Service (PKM). The activities are designed to empower teachers in developing and sharpening their skills in scientific writing, with the hope that this will have an impact on improving the quality of education and academic collaboration at the local level. Through a participatory approach, the training offers an interactive platform for teachers to learn the basics of scientific writing, receive direct feedback from sources, and collaborate with fellow participants. This interaction, which combines theory with practice, gives participants an in-depth understanding of the research, writing, and publication process. Furthermore, by leveraging the expertise of the source, participants gain insight into the standards and expectations of the wider academic community. The post-training evaluation showed rejoicing results. The majority of participants increased confidence in writing and felt better prepared to participate in academic discussions and contributions to scientific publications. This increase confirms the effectiveness of the training approach adopted. This initiative, apart from its success in improving teacher writing skills, also shows the great potential of collaboration between higher education institutions and secondary schools. With partnerships like this, there is an opportunity to boost innovation and sustainable capacity-building in education and research in Indonesia.
