Abstract

This study analyzes the support and obstacles in protecting women and children in crisis situations, focusing on the socio-economic and political conditions influencing Central Sulawesi Provincial Regulation No. 3 of 2019 on the Protection of Women and Children from Violence after the 2018 earthquake, tsunami, and liquefaction in Palu City. Using a descriptive qualitative approach, 15 purposively selected informants representing the pentahelix elements were involved. Data were obtained through in-depth interviews, observations, and documentation, and analyzed using the socio-economic and political variables of Van Meter and Van Horn (1975) policy implementation model, following the stages of data condensation, display, and conclusion drawing (Miles et al., 2014). Secondary data analysis employed bibliometric mapping via VOSviewer. Findings reveal that limited economic resources remain the primary barrier to preventing and addressing violence, while entrenched customary norms and unresponsive bureaucracy heighten vulnerability. Positive drivers include community participation, women’s organizations, media engagement, and progressive regulations, though private sector involvement remains limited. Public opinion largely supports the policy, yet political elite attention is inconsistent. The study concludes that effective post-disaster protection requires sustained funding, consistent political commitment, and cross-sectoral coordination, recommending stronger public–private partnerships and greater community engagement to ensure long-term protection for vulnerable groups.

Abstract

Socialization of Increasing Beginner Voter Involvement in the 2024 Election in Sarjo District is a very important thing where the involvement of first-time voters in 2024 is very substantive and a very good support for the success of the upcoming general elections which will give birth to leaders who come from party results bureaucracy, be it presidential election or election for members of DPRRI, DPDRI, Provincial DPRD and Regency/City DPRD. The purpose of carrying out this activity is to find out the strategy that must be carried out in maximizing first-time voters, then the Beginner Voter Management Strategy which is dominated by Generation Z. The targeted outputs of this service are: first, strengthening the understanding of first-time voters through the results of outreach; second, Journal Publication in national service journals; and third, HKI is made to support the University's IKU. The result of this dedication and research is that Beginner Voter Socialization and Education has not been carried out intensively and education about the importance of political participation, rights and responsibilities as citizens, and the election process. Beginner voters must be given a comprehensive understanding of the political system and the impact of their active participation in selecting representatives.

Abstract

Small businesses have an important and significant role in the economy of Sarjo District, as well as a provider of employment. Although they do not face capital problems, small companies face challenges in marketing, workforce, technology, people skills, and networks. This study aims to describe and analyze small businesses in Sarjo District by using a qualitative approach and inductive method, as well as case study and outreach strategies. The focus of this research is aimed at small businesses in Sarjo District and related parties as targets. Data was collected through observation, interviews, document collection, and outreach. Data analysis techniques include data collection, data condensation, and drawing conclusions. The results of the study show that digital marketing strategies for small businesses are not optimal due to limited resource capacity. This is caused by the orientation of business owners who are more focused on production without regard to market opportunities and lack of knowledge in running a business. The lack of follow-up stages such as technical guidance and business assistance in Sarjo District is also an obstacle, especially in personal development through an understanding of digital marketing. Based on the results of field research on small businesses in Sarjo District, it appears that entrepreneurial abilities such as enthusiasm, attitudes, actions, and knowledge in running a business are still weak. Networking is also identified as an important aspect for the survival and resilience of small businesses in the region. Thus, this service aims to provide solutions and education through comprehensive digital marketing training for small and medium business actors and prospective novice entrepreneurs.

Abstract

Penelitian ini dilatarbelakangi oleh rendahnya hasil belajar peserta didik yang disebabkan oleh penggunaan model pembelajaran yang kurang tepat. Hal tersebut mengakibatkan peserta didik kesulitan memahami konsep-konsep sains secara kontekstual dalam kehidupan sehari-hari. Untuk mengatasi permasalahan tersebut, peneliti menerapkan model pembelajaran Learning Cycle 7E yang dipadukan dengan media Spinning Wheels guna meningkatkan hasil belajar peserta didik. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh penggunaan model pembelajaran Learning Cycle 7E berbantuan media Spinning Wheels terhadap hasil belajar peserta didik di MIS MMA 4 Sukabumi, Bandar Lampung. Penelitian ini menggunakan pendekatan kuantitatif dengan metode quasi eksperimen. Populasi penelitian adalah seluruh peserta didik kelas V yang terdiri dari dua kelas dengan total 54 peserta didik. Teknik pengambilan sampel menggunakan cluster random sampling, dengan kelas 5A sebagai kelas eksperimen (26 peserta didik) dan kelas 5B sebagai kelas kontrol (28 peserta didik). Instrumen yang digunakan adalah tes hasil belajar dalam bentuk soal pilihan ganda yang telah diuji validitas dan reliabilitasnya. Analisis data dilakukan menggunakan uji Independent Samples t-Test untuk menguji hipotesis. Hasil uji menunjukkan nilai signifikansi (Sig. 2-tailed) sebesar 0,000 yang lebih kecil dari taraf signifikansi 0,05. Hal ini menunjukkan bahwa H₀ ditolak dan H₁ diterima. Dengan demikian, dapat disimpulkan bahwa terdapat pengaruh signifikan dari penggunaan model Learning Cycle 7E dengan media Spinning Wheels terhadap peningkatan hasil belajar peserta didik.

Abstract

BUMDes Sabian Bolak merupakan BUMDes yang terletak di Desa Lumban Dolok Kabupaten Madina, berdasarkan survei peneliti bahwasanya pendapatan BUMDes Sabian Bolak menurun dari tahun ketahun oleh karena itu Berdasarkan penjelasan diatas BUMDes Sabian Bolak, dalam kesejahteraan masyarakatnya kurang baik dan dalam pelaksanaan BUMDes Sabian Bolak belum berjalan dengan baik atau maksimal masih diperlukan inovasi dalam kegiatan usahanya supaya menarik masyarakat untuk ikut berpartisipasi dalam menjalankan usaha desa. Adapun tujuan peneliti untuk mengetahui strategi Optimalisasi Badan Usaha Milik Desa (BUMDes) untuk Meningkatkan Kesejahteraan Masyarakat didesa Lumban Dolok Kabupaten Mandailing Natal dan untuk mengetahui bagaimana pola pengelolaan Badan Usaha Milik Desa (BUMDes) untuk Meningkatkan Kesejahteraan Masyarakat di desa Lumban Dolok Kabupaten Mandailing Natal. Teori dalam penelitian ini berkaitan dengan Strategi pengoptimalisasian Badan Usaha Milik Desa yang dimana dengan strategi tersebut maka kita akan mengetahui apakah BUMDes tersebut berjalan dengan baik atau malah sebaliknya. Metode yang digunakan adalah Metode kualitatif oleh karena itu Landasan teori yang digunakan sebagai pedoman agar fokus penelitian konsisten dengan fakta di lapangan. Adapun prosedur penelitian yang menghasilkan data deskriptif berupa kata-kata tertulis atau lisan dari orang-orang dan perilaku yang diamati. Hasil penelitian ini menunjukkan bahwa strategi pengoptimalisasian BUMDes Sabian Bolak masih belum berjalan dengan baik seperti musyawarah desa, pengawasan dan pemantauan BUMDes tidak lagi berjalan seperti yang diharapkan oleh pemerintah dan masyarakat desa, tujuan berdirinya BUMDes Sabian Bolak adalah untuk meningkatkan perekonomian desa, Mengoptimalkan aset desa agar bermanfaat untuk kesejahteraan desa tersebut, Memenuhi kebutuhan pertanian dan perkebunan masyarakat desa, Membuka lapangan pekerjaan, Mendukung upaya pemerintah desa dalam mewujudkan rencana pembangunan dalam bidang perekonomian dan menciptakan lapangan pekerjaan sehingga dapat mencapai tujuan masyarakat desa yang sejahtera, akan tetapi jika strategi belum dijalankan sesuai yang diharapkan maka kemajuan dan kesejahteraan masyarakat tidak akan terpenuhi Kata Kunci: BUMDes, Kesejahteraan, Optimalisas

Abstract

There are indications of issues in the implementation of the Coastal Community Empowerment Program in Labean Village, Balaesang Subdistrict, facing challenges in evaluating concrete actions by the Social Affairs Office related to preventive, repressive, rehabilitative, and reintegrative efforts. The aim of this research is to analyze the Implementation of the Coastal Community Empowerment Program in Labean Village. This study utilized a qualitative approach with data collection techniques involving interviews, observations, and documentation with stakeholders such as the Social Affairs Office, village heads, community leaders, and related institutions to assess the strategies and evaluations conducted. The research findings show that communication strategies through direct meetings, print media, and social media have been successful in disseminating program information. Collaborations with village heads, community leaders, and a well-organized bureaucratic structure demonstrate strong efforts in supporting the program. However, the evaluation of concrete actions by the Social Affairs Office concerning preventive, repressive, rehabilitative, and reintegrative efforts needs further attention. In conclusion, there is a need for a focus on evaluating concrete actions and improvements in social evaluation strategies to ensure the sustainability and effectiveness of the Coastal Community Empowerment Program in Labean Village.

Abstract

This research aims to analyze the implementation of livestock control policies in Bungku Tengah District, Morowali Regency. The focus is to evaluate aspects of communication, disposition, resources and bureaucratic structure in implementing the policy. This research uses a qualitative method with a descriptive approach. Data collection was carried out through observation, direct interviews and documentation. The selection of informants used purposive techniques. The research results show that Regional Regulation number 6 of 2009 concerning Livestock Control has made a positive contribution in reducing the number of wild livestock. However, its implementation still faces several obstacles. The government's consistency in law enforcement needs to be improved, resource support, especially in terms of finance, is still lacking, and public awareness in the Bungku Tengah District area needs to be increased. In implementing livestock control policies, it is necessary to increase government consistency, increase resource support, and increase public awareness. Without optimal handling of these obstacles, livestock control cannot be implemented effectively.

Abstract

This research is to determine the effectiveness of the scholarship program for North Morowali Regency students. This analysis uses qualitative research with a descriptive approach. The informants for this research were the Head of the Department and Secretary of the Regional Education and Culture Service of North Morowali Regency, as well as three students who received regional scholarships. Information collection uses information techniques, interviews and documentation. In this research, data analysis uses the data condensation framework, data presentation, and drawing conclusions by Miles and Huberman. Meanwhile, the effectiveness indicators used in this research are Program Success, Target Success, Program Satisfaction, and Input and Output Levels. The conclusion of this research is that of the four indicators, target success has not gone well. The aspect of access to information by students is limited. Meanwhile, the other three indicators based on research have been running effectively.

Abstract

Performance can be explained as the level of evaluation or achievement of individual work results in the context of the work relationship between the individual and the organization. The millennial generation as a group was born between 1982 and 2000. They are a generation that grew up with technology and tend to prioritize balance between work and personal life. The organizational performance of the National Unity and Political Agency of Central Sulawesi Province in 2020 to 2022 received a weight below that determined by the Regional Inspectorate of Central Sulawesi Province with a value in 2020 of 9.25%, in 2021 of 9.25% and in 2022 of 22. 5%. The aim of this research is to determine the performance of the Millennial Generation ASN in the National Unity and Political Agency of Central Sulawesi Province. The research method used is a descriptive qualitative method, by emphasizing performance indicators according to Robbins, namely, Work Quality, Quantity, Timeliness, Effectiveness, Independence, and Commitment. The data used are primary and secondary data through interviews, observation, and documentation studies. The data analysis techniques that researchers carry out are data condensation, data presentation and describing and drawing conclusions. The results of the research show that the performance of the Millennial Generation ASN in the National Unity and Political Agency of Central Sulawesi Province based on the indicator assessment from Robbins can be said to be good with the target being implemented optimally. However, what makes organizational performance low is because there are several obstacles, one of which is that the number of ASNs is not commensurate with the organization's workload.

Abstract

This research aims to describe, analyze, and interpret the process of implementing policies for handling stunting and identifying factors that support and hinder the handling of stunting in Palu City. The research method used was descriptive research with a qualitative approach, with sampling using the Purposive Sampling method, with a total of 7 informants. The theory used is the Van Meter and Van Horn Theory. The research results show that regarding measures and objectives, there are already standards in implementing policies, but there are still implementers who do not understand the standards, goals, and targets in implementing policies properly. Human resources at the lower level are still lacking both in terms of quantity and quality, the availability of budget resources is quite good. Characteristics of implementing organizations, there are still implementers who do not have SOPs in implementing policies. The attitude of the implementers and the response of the implementers in implementing the policy are quite good, but the public's understanding of stunting prevention is still lacking. Communication and coordination are still lacking, because there are still activities that are not on target in their implementation. The conditions of the social environment, economic environment, and political environment in the city of Palu do not fully support the success of accelerated integrated stunting prevention policies.
