Abstract

In the history of Islamic civilization, a state guarantees the resource availability through the role it's government, so it can maintain the welfare of its people. The government is free to determine the state’s income policy, which must be fair and not violate sharia. Among the state income policies in Islam are zakat and jizya. Zakat is imposed on Muslims, while jizya is on non-Muslims. History records that both can influence the monetary economy in Muslim countries. Principally, these two are not the same. So, the purpose of this research is to find the concept of zakat and jizya as monetary controllers. This research uses the qualitative method of historical approach, by using past data to understand the events that took place at the moment.The concept of zakat is worship for Muslims to get closer to God and purify the wealth. Meanwhile, jizya is required from non-Muslims as a form of obedience to the government which guarantees their lives in an Islamic state. Moreover, both can affect state's monetary. Because when a Muslim pays zakat, it will increase wealth distribution (aggregate demand), as a result, the recipient becomes prosperous, with the assumption that they will invest. This investment will shift the demand for money (aggregate supply) so that the number of goods and services also increases. Meanwhile, jizya is distributed to government operations including security, so that security can also increase public confidence in carrying out real economic activities, production, distribution, and consumption. Therefore, if zakat and jizya are managed properly, they will keep inflation down. Moreover, it can even eliminate the economic crisis and improve people’s welfare.

Abstract

Poverty, economic inequality, and unemployment are common problems in economic empowerment in Indonesia. Poverty is the main problem in community economic empowerment because poverty will impact economic inequality and unemployment. Economic disparities were generating by an imbalance in income distribution between high-income and low-income groups. Poverty is a problem, a trial, and can even be a dangerous disaster that harms individuals and society. One means that Islam demands Muslims to eradicate poverty is through zakat institutions, which are an integral part of Islam’s pillars. This study aims to determine the role of the Sidogiri Amil Zakat Institution (LAZ) in empowering the community’s economy and find out the obstacles and solutions faced by the Sidogiri LAZ in empowering the community’s economy. This research is qualitative. The type of research uses descriptive analysis, namely, in the form of written data by re-describing the research object’s data. This study indicates that the Sidogiri LAZ has a community economic empowerment program run based on the care of the Sidogiri LAZ to improve the community’s economy through business skills training and business capital assistance to the community, such as business capital assistance. Poor communities, training and improving human resources in entrepreneurship, UMKM, and UKM assistance to people in need.

Abstract

As the holder of the highest power, the government certainly has a series of strategies to design and realize the welfare of its people. The policies and development methods implemented are aimed at regulating and maximizing the country's economy. The government's role in the country's economy is realized through money spending policies and maintaining exchange rate stability. Therefore, exchange rate stability is very important in achieving price stability and the financial system. According to Ibn Khaldun, the government can make gold and silver the standard of value for money and monetary measures, so that they will be consistent in determining the price of money. Abstract

The economy in Indonesia is currently not doing well. This can be seen from indonesia's economic growth data which is minus to 5.32 percent, which causes the Indonesian economy to become fragile and requires us to continue to think about how to stabilize the economy again. So a strong analysis and an intelligent way of thinking are needed in overcoming this problem.  This study aims to offer a concept from one of the Islamic authorities, namely Jamaluddin Al-Afghani, with his Islamic reform, namely Pan-Islamism in overcoming political economic problems that occur in Indonesia. By using descriptive analytical methods and qualitative approaches that contradicthis thinking, namely Pan-Islamism with several other Islamic scientists' thoughts and coupled with using data from previous studies. Finally, this article presents the concept of political economy which is believed to be able to create a better Indonesian economy. Some of the principles emphasized are the need for the Islamic world to unite together against foreign forces in the crucible of Pan Islamism, because the source of weakness of the Islamic world is the weak solidarity of Muslims. Then Muslims must unite both in political and economic terms, the Leader of the State must spread his call and ideas about reform and renewal in all aspects of life, whether political, economic, social and cultural, are comprehensive for all Muslims around the world where Individuals help each other. So that it can be applied to achieve the political renewal of human economy in this era.

Abstract

This study aims to analyze the opportunities of waqf in facing the challenges of globalization such as economic challenges that affect the level of inequality and high poverty, the challenges of education globalization that affect secondary school dropout rates. and the challenges of environmental globalization that affect the exploitation of land conversion. industry to the point of causing environmental damage. The results of this study indicate that waqf can be a solution in responding to the challenges of economic globalization by using waqf for social security programs, or a profitable investment for poverty eradication programs. And the solution to the globalization of education is to use waqf funds to support the operations of educational institutions, as well as provide facilities and scholarships for students so that they can continue to experience education without being burdened with costs. And finally, the solution in responding to the challenges of globalization is to make the status of land as a waqf so that it is not easily converted into industrial land that causes climate damage.

Abstract

Limited information, experience, and very low economic conditions are the background of business dispute cases, especially in Islamic mortgages. Business dispute cases, including Islamic mortgage, have so far been resolved using non-litigation settlements using Alternative Dispute Resolution (ADR), it is considered easier, does not incur expensive costs, is familial, and achieves the goal of dispute resolution, namely win-win solutions. Settlement of disputes using this method has been regulated in Law Number 30 of 1999 concerning arbitration and alternative dispute resolution. In this case, the Yogyakarta Ombudsman as one of the non-litigation institutions also takes part in resolving disputes non-litigation. This study aims to analyze the method used, namely alternative dispute resolution in resolving disputes over sharia mortgage loans. Finally, this research finds that in the process of resolving disputes over sharia mortgages with alternative dispute resolution, the method of consultation, negotiation, mediation, and expert judgment is used. The alternative dispute resolution method prioritizes peace and a win-win solution or conditions that are favorable to the parties, but in this case, the non-litigation dispute resolution method does not succeed in bringing about peace or a win-win solution.

Abstract

Mangunsari Village is a village that has great agricultural potential because most of the village area is in the form of rice fields, and the majority of them work as farmers, the limited number of farmers who own their own land so that the background for the production sharing agreement on these rice fields. The profit sharing agreement that occurred in Mangunsari Village involved two parties, namely the land owner and the tenant, the contract used was based on ʻurf, namely verbally with a kinship element. This study aims to determine the agreement for the results of Mukhabarah in Mangunsari Village according to Islamic law and Law No. 2 of 1960, the method used is descriptive qualitative, data collection is carried out by interview, observation and documentation, collaboration with this profit sharing is in accordance with Islamic sharia, namely although the contract is not done in writing and there is no time limit and it is' Urf that has been used for a long time, but the profit sharing that has been carried out has not fully reflected justice with a percentage of 50:50 because all costs are borne by the cultivator. while according to Law no. 2 of 1960 the practice of cooperation was not fully in accordance with the main existing law in article 4 paragraph 1, article 3 paragraph 1 and the general explanation of paragraph 3 letter a.Keywords: Mukhabarah, 'Urf, Law no. 2 of 1960

Abstract

Produksi merupakan kegiatan yang memberikan manfaat dan faedah dalam memenuhi kebutuhan konsumen. Tujuannya untuk mendapatkan maslahah maksimum sebagai usaha manusia dalam menciptakan kekayaan dengan memanfaatkan sumber daya alam. Tujuan penelitian ini untuk menganilisis konsep produksi yang dilaksanakan dengan pendekatan konvesional dengan pendekatan konsep produksi menurut Muhammad Hasan As Syaibani. Penelitian ini menggunakan metode deskriptif-analitis. Konsep produksi pada umumnya mendefinisikan bahwa semua kegiatan dalam menciptakan kegunaan barang atau jasa tanpa mengenal batas halal dan haram, demi mendapatkan keuntungan material. Sedangkan konsep produksi Islami, mampu memanfaatkan sumber daya alam yang diciptakan Allah dengan baik. Muhammad Hasan as Syaibani seorang pemikir ekonomi dan juga seorang faqih pada dinasti Umayyah, telah menulis konsep produksi dalam bukunya Al Kasb yang membahas produksi yang diterapkan, dan alasan bekerja di masyarakat, sehingga bisa dipertanggung jawabkan. Beliau mendefinisikan al kasb (kerja) sebagai usaha mencari harta dengan berbagai cara yang halal. Artikel ini mencoba menjelaskan konsep al kasb menurut al Syaibani, bahwa kerja merupakan unsur penting dalam kehidupan demi mendukung pelaksanaan ibadah yang hukumnya wajib. Akhirnya artikel ini menyimpulkan bahwa al Syaibani memiliki pandangan yang unik tentang produksi melalui bekerja yang orientasinya untuk mengapai ridho Allah Swt dan terciptanya kesejahtreraan di dunia. Dengan demikian, kerja mempunyai peran sangat penting dalam memenuhi hak Allah SWT, hak hidup, hak keluarga, dan hak masyarakat.

Abstract

Setiap individu berlomba-lomba untuk mencapai utilitas yang maksimal, dengan dalih pemenuhan kebutuhan. Namun, sebenarnya yang terjadi adalah manusia yang tidak mampu membedakan antara keinginan dan kebutuhan, bahkan bagi mereka yang mampu akan terus meningkatkan utilitasnya tanpa melihat dampak isyrof yang mereka lakukan. Penelitian ini bertujuan untuk mengetahui bagaimana menentukan utilitas yang maksimal bagi seorang muslim dalam berkonsumsi, mengetahui pengaruh infaq dalam perilaku konsumsi untuk kepuasan duniawi, dan menganalisis tingkat maksimal utilitas masyarakat muslim dengan model infaq untuk kepuasan rohani. Penelitian ini menggunakan metode kualitatif deskriptif penelitian kualitatif yang bersifat library research. Islam mengajarkan perilaku infaq sebagai solusi dalam menjaga diri dari sifat kikir, bakhil, isyraf dan tabdzir, dengan menciptakan rasa toleransi dan dermawan. Infaq dapat dilakukan setelah pemenuhan kebutuhan, sehingga tidak meninggalkan utilas sebagai tujuan utama dari perilaku konsumsi. Bahkan seseorang akan merasa lebih puas apabila ia mampu memberikan kebahagiaan kepada orang lain.

Abstract

Ibnu Taimiyah dalam karyanya "Al Hisbah fii Al-Islam" mengatur segala teori, peran serta tujuan dibentuknya lembaga hisbah. Lembaga Hisbah merupakan lembaga negara yang mempunyai kuasa yang besar dalam ranah ekonomi dan pasar serta mempunyai kewajiban untuk mengajak pada kebaikan dan menghindari kemungkaran. Hisbah dengan segala perannya berpengaruh dalam berjalannya ekonomi dalam pasar. Salah satu tujuan dibentuknya hisbah adalah mengontrol harga pasar. Korupsi juga bisa dapat dikurangi dengan pengoptimalan peran hisbah. Tulisan ini akan membahas peran hisbah dalam perlindungan harga komoditi untuk memberantas korupsi. Jenis penelitian yang digunakan adalah penelitian literatur. Data dalam penelitian ini didapatkan dari biografi Ibnu Taimiyah, peran hisbah dalam perlindungan harga komoditi, serta perannya dalam memberantas korupsi yang bersumber dari buku, jurnal, internet dan makalah. Dengan pengoptimalan pengawasan dari lembaga hisbah, maka kasus korupsi akan dapat berkurang. Hal ini dikarenakan tidak adanya penimbunan barang yang dilakukan yang menyebabkan melonjaknya harga pasar. Jika seorang penguasa telah menimbun barang yang kita sebut dengan monopoli ditambah dengan kekuasaan yang ia miliki serta keleluasaannya dengan kekuasaannya serta tidak adanya pertanggungjawaban kepada publik, maka ini akan memicu ia untuk melakukan korupsi.
