Abstract

This study aims to analyze the proof of the element of state economic loss in corruption crimes within the natural resources sector in Indonesia. The main issue lies in the distinction between state financial loss, which is concrete and measurable, and state economic loss, which is broad and abstract, thereby creating challenges in evidentiary processes. This research employs a normative juridical method using statutory and conceptual approaches. The results indicate that proving state economic loss requires a multidisciplinary approach, including the use of scientific evidence and economic analysis, as it cannot always be quantified with certainty like state financial loss. Furthermore, the absence of standardized methods for determining and calculating state economic loss leads to differing interpretations among law enforcement authorities. Therefore, criminal law reform is necessary to clarify the concept, evidentiary methods, and competent institutions in assessing state losses, in order to ensure legal certainty and effective law enforcement in corruption cases.

Abstract

Forest betel (Piper aduncum L.) is one of the largest general in tropical regions, with more than 1000 species estimated within the Piperaceae family. In Indonesia, it is widely distributed across Papua, where its habitat occupies nearly a significant portion of the secondary forest areas. Traditionally, the leaves of forest betel are used as a remedy for canker sores, leucorrhea, mouthwash, internal wounds, to stop vomiting, reduce nausea, promote digestion, act as an antiseptic, and kill bacteria, fungi, and viruses. The objective of this research is to identify the secondary metabolites present in the leaves of forest betel (Piper aduncum L.), analyze the toxicity level, and assess the antioxidant activity of the ethanol extract of forest betel leaves (Piper aduncum L.). The methods employed in this study include extraction, phytochemical screening, toxicity testing using the Brine Shrimp Lethality Test (BSLT), and antioxidant activity testing using the 1,1-diphenyl-2-picrylhydrazyl (DPPH) method. The results of the phytochemical screening test showed that the ethanol extract of forest betel leaves (Piper aduncum L.) contains alkaloid, triterpenoid, phenolic, flavonoid, and quinone compounds. Based on the toxicity test, the ethanol extract of forest betel leaves (Piper aduncum L.) exhibited a toxicity level of 6.12915 x 10-13 ppm, categorized as toxic (<1000 ppm), suggesting that the ethanol extract has bioactivity as it is toxic to Artemia salina L. larvae. Abstract

This study aims to analyze the criminal liability of law enforcement officers in handling public demonstrations based on the concept of command responsibility in Indonesia. Public demonstrations are constitutional rights guaranteed by laws and regulations. However, in practice, there are still actions by law enforcement officers that potentially violate the law and human rights during the security and dispersal of demonstrations. The main issue of this research is how criminal liability is regulated and how the concept of command responsibility can be applied to superiors who knew or should have known about violations committed by their subordinates. This research employs a normative legal research method using statutory and conceptual approaches. The findings indicate that criminal liability may be imposed not only on direct perpetrators but also on commanding officers who had authority and control, provided that they knew or should have known about the violations and failed to take necessary measures to prevent or punish such acts. Therefore, the concept of command responsibility serves as an important mechanism for ensuring accountability among law enforcement officers and protecting human rights in the handling of public demonstrations in Indonesia.

Abstract

This study analyzes the regulation of the crime of counterfeiting from the perspective of legal certainty. Currently, the regulation is dualistic, with Law Number 7 of 2011 concerning Currency as the lex specialis and Law Number 1 of 2023 concerning the Criminal Code as the general provision. This dualism gives rise to various problems, such as unclear norms regarding the definitions of "counterfeiting" and "resembling," overlapping provisions, disparate criminal penalties, and the inability to regulate counterfeiting electronic money, counterfeit QRIS (Qualified Transaction Receipt System), cryptocurrency, and Artificial Intelligence-based counterfeiting. This normative legal research, using legislative, conceptual, and comparative analysis approaches, finds that regulatory policies do not provide adequate legal certainty. Harmonization of regulations is urgently needed to create clear criminal definitions, proportionate criminal penalties, and consistent law enforcement. This research is expected to provide comprehensive legislative policy recommendations to strengthen the protection of the Rupiah, increase the deterrent effect, and maintain national economic stability amidst rapid technological developments.

Abstract

With the decreasing of world oil reserves, energy savings programs have started across the entire world. Recently, Indonesia has now become one of the importing countries for crude oil. Biomass gasification sustainability, especially in Indonesia, is very guaranteed because of the abundant availability of biomass in Indonesia. The goals of this study are examine the 5 kW diesel generator performance against various load with diesel fuel and diesel fuel plus syngas (synthetic gas) from sawdust. This research was carried out at Renewable Energy Laboratorium of Engineering Faculty UNTIRTA. The author performed this research using 5,2 kW total load of halogen lamp. In this research the load used was only at 3.2 kW because of the "not optimal condition" of the diesel generator resulting in not optimal engine rotation. Diesel generator power value at low loading point was increased. Whereas, at high loading point was decreased.
