Abstract

Muhammad bin Al-Hasan Al-Syaibani (132-189 H/749-805 AD) was a leading fiqh expert and main student ofImam Abu Hanifah who played an important role in the development of the Hanafi School.Born in Wasith, Iraq, Al-Syaibani studied from great scholars such as Abu Hanifah, Abu Yusuf, Imam Malik, and Sufyan ats-Tsauri, combining the traditions ofahl al-ra'yi (Iraq) and ahl al-hadith (Medina). His works, such as Zhahir al-Riwayah (including Al-Jami' al-Kabir and Al-Siyar al-Kabir) and Al-Nawadir, have become major references in Hanafi jurisprudence. Al-Syaibani's political thought emphasizes the concept of a sharia-based state, social justice and accountable leadership. He divided the economic system into four sectors (agriculture, commerce, industry, and rent) with a focus on collective welfare. In international law (Al-Siyar al-Kabir), he formulated principles of relations between Muslims and non-Muslims, ethics of war, and diplomacy that have been influential until the modern era. This study analyzes the relevance of his thoughts in contemporary contexts, including Islamic economics, social justice, and international law, as well as the challenges in adapting his ideas amidst globalization. Al-Shaibani's thoughts offer an integrative framework between spirituality, morality, and governance practices, making them relevant to contemporary discussions of Islamic politics and economics.

Abstract

This article delves into the political thought of Al-Mawardi and its relevance to the contemporary political landscape of Indonesia. As a classical Islamic thinker, Al-Mawardi emphasized the necessity of a strong and stable government based on Sharia principles. His ideas on leadership, state authority, and the relationship between scholars and rulers remain fundamental in Islamic political studies. Using a qualitative approach and a descriptive-analytical method, this study explores how Al-Mawardi’s concepts continue to be applicable in modern Indonesian politics. The findings reveal that several of his ideas, such as the concept of ideal leadership and the role of the government in maintaining stability, remain relevant within Indonesia’s political system. Abstract

Productive waqf is an innovation in the Islamic economic system aimed at professionally managing waqf assets to provide sustainable economic benefits for society. This study analyzes Muhammad Abdul Mannan’s thoughts on productive waqf and its relevance in supporting sustainable development. Using a qualitative approach through literature review, this research explores Mannan’s ideas, including the concepts of cash waqf and share waqf, which allow waqf assets to be developed to generate social and economic benefits. The findings indicate that productive waqf serves not only as a means of worship but also as an economic instrument that can reduce poverty, create jobs, and strengthen the financial independence of the Muslim community. Furthermore, the implementation of productive waqf has significant potential in supporting the achievement of Sustainable Development Goals (SDGs) by funding social, educational, health, and economic empowerment programs. Despite its great potential, the application of productive waqf in Indonesia faces challenges such as a lack of public understanding, insufficient regulatory support, and limited human resources. This study is expected to contribute to optimizing the management of productive waqf to support sustainable development in Indonesia.

Abstract

Ibn Khaldun's thoughts in Muqaddimah on economic cycles and taxation remain relevant in the context of modern economics. He explains that the growth and decline of a nation's economy follow a cyclical pattern, where imbalanced fiscal policies can accelerate the downfall of a civilization. Ibn Khaldun emphasizes the importance of fair and proportional taxation to avoid hindering societal productivity and investment. His views on the impact of taxation on the economy align with the Laffer Curve concept, which states that excessively high taxes can actually reduce state revenue. This study employs a literature review method to analyze Ibn Khaldun’s thoughts and their relevance to modern economic systems and fiscal policies. The findings indicate that his ideas can serve as a foundation for formulating sustainable Islamic economic policies. By applying the principles of balance between taxation, production, and societal welfare, a nation can maintain long-term economic stability. Therefore, Ibn Khaldun's thoughts remain relevant as a reference for contemporary economic policies, particularly in addressing economic disparities and preventing financial crises.

Abstract

This study aims to analyze the Islamic economic thought of Nizam al-Mulk as contained in his monumental work Siyasatnama, focusing on the principle of maslahah (public good) in government administration and its relevance to modern public governance. Nizam al-Mulk, a vizier of the Saljuk Dynasty in the 11th century, was not only known as a great statesman, but also a progressive Islamic economic thinker. Through a literature study approach and descriptive-analytical method, this study explores the theoretical and practical contributions of his thought in the aspects of taxation, bureaucratic supervision, distribution of justice, and protection of vulnerable groups in society. The results show that Nizam al-Mulk emphasized social justice through a proportional and transparent taxation system, market supervision through the institution of hisbah, and strengthening the role of the state in ensuring the basic needs of the people. He also highlighted the importance of job rotation, the provision of living wages to bureaucrats, and multiple oversight mechanisms, including the involvement of the public in the control of state officials. His approach shows alignment with contemporary challenges, such as corrupt practices, economic inequality, and weak bureaucratic accountability. Although it does not yet accommodate aspects of economic digitalization and global fiscal complexity, the basic principles put forward remain adaptive and contextual. Therefore, Siyasatnama can be utilized in the future.
