Abstract

Kelompok Tani Masagena di Desa Pitusunggu, Kabupaten Pangkep, menghadapi masalah ketidakstabilan produksi ikan nila akibat fluktuasi kualitas air tambak dan terbatasnya pemanfaatan teknologi budidaya. Kegiatan pengabdian ini bertujuan meningkatkan stabilitas produksi melalui penerapan sistem monitoring kualitas air berbasis Internet of Things (IoT) dan penguatan kapasitas pemasaran digital. Metode pelaksanaan meliputi sosialisasi, pelatihan teknis, pendampingan, serta instalasi perangkat IoT yang dilengkapi sensor pH, suhu, salinitas, oksigen terlarut, dan turbidity yang terintegrasi dengan mikrokontroler. Selain itu, dilakukan pelatihan e-marketing dan penguatan branding usaha. Hasil program menunjukkan peningkatan signifikan pada kemampuan mitra dalam mengoperasikan alat, membaca data, serta melakukan tindakan korektif terhadap perubahan kualitas air. Implementasi IoT mampu menurunkan tingkat mortalitas ikan dari ±18% menjadi 8–10%, menstabilkan masa pemeliharaan pada ±4 bulan, serta meningkatkan produktivitas 12–15%. Pada aspek pemasaran, terjadi peningkatan permintaan sekitar 22% dan kenaikan harga jual melalui optimalisasi media sosial dan marketplace. Program ini terbukti efektif dalam meningkatkan kualitas budidaya, daya saing produk, serta kapasitas kewirausahaan masyarakat pesisir.

Abstract

Disparitas kompetensi awal mahasiswa baru vokasi menjadi tantangan fundamental dalam proses pembelajaran elektronika lanjut. Berdasarkan pemetaan awal terhadap 23 mahasiswa baru Program Diploma 4 (D4), ditemukan kesenjangan pengetahuan yang signifikan: sebanyak 13 mahasiswa (56,5%) berada pada kategori ragu-ragu/kurang, 7 mahasiswa (30,4%) membutuhkan bimbingan intensif, dan hanya 3 mahasiswa (13%) yang memiliki kemandirian pengetahuan. Kegiatan Program Kemitraan Masyarakat (PKM) ini bertujuan mengatasi kesenjangan tersebut melalui pelatihan interaktif berbasis visualisasi dan metode scaffolding. Metode pelaksanaan meliputi survei diagnostik, pelatihan intensif pengenalan komponen dengan asosiasi visual, dan evaluasi pasca-pelatihan. Hasil kegiatan menunjukkan transformasi positif yang signifikan. Kelompok mahasiswa dengan kompetensi mandiri (Sangat Baik) melonjak drastis menjadi 16 orang (69,6%). Sementara itu, ketidaktahuan fundamental berhasil direduksi secara masif, menyisakan hanya 3 mahasiswa (13%) pada kategori kurang, dan 4 mahasiswa (17,4%) pada fase transisi (terbimbing). Pelatihan ini terbukti efektif menyeragamkan kompetensi dasar dan membangun kepercayaan diri (self-efficacy) mahasiswa untuk menempuh mata kuliah praktik selanjutnya.

Abstract

Pendidikan tinggi vokasi pada jenjang Sarjana Terapan (D4) dihadapkan pada tantangan kesenjangan kompetensi awal (prior knowledge gap), terutama pada mata kuliah fondasi seperti Matematika Teknik. Berdasarkan data awal, mahasiswa baru Program Studi Teknik Elektronika menunjukkan disparitas kinerja signifikan antara lulusan Sekolah Menengah Atas (SMA) yang kuat pada konsep abstrak, dengan lulusan Sekolah Menengah Kejuruan (SMK) yang unggul pada konteks praktis. Kesenjangan ini terbukti melalui rata-rata Pre-test kelompok SMK (2.11 Poin) yang jauh di bawah kelompok SMA (2.69 Poin). Kegiatan Program Kemitraan Masyarakat (PKM) ini bertujuan mengatasi disparitas tersebut melalui implementasi Model Peer-Assisted Learning (PAL) berbasis Kelompok Heterogen dengan sintaks Reciprocal Teaching (pengajaran timbal-balik). Metode pelaksanaan meliputi diagnosis awal, pembentukan kelompok campuran SMA-SMK, dan pengukuran dampak melalui analisis Gain (kenaikan poin) antara Pre-test dan Post-test. Hasil kegiatan menunjukkan transformasi positif yang signifikan: (1) Kesenjangan 0.58 Poin berhasil ditutup, menciptakan Ekuilibrium Kompetensi dengan rata-rata Post-test Kelompok SMK (3.38 Poin) hampir setara Kelompok SMA (3.40 Poin). (2) Rata-rata Kenaikan Poin (Gain) Kelompok SMK (1.27 Poin) adalah 78.8% lebih tinggi dibandingkan Kelompok SMA (0.71 Poin). Hasil ini membuktikan bahwa Model PAL-Heterogen efektif sebagai solusi bridging yang mengakselerasi pemahaman matematis, sekaligus meningkatkan kemampuan kolaborasi dan komunikasi teknik mahasiswa D4.

Abstract

Sparkol VideoScribe is a cloud-based software that enables teachers to easily create animated videos, providing flexibility in designing learning materials tailored to students' needs. This research aims to examine the effectiveness of Sparkol VideoScribe as a learning media in enhancing Arabic vocabulary for elementary school students at the Islamic Center in Samarinda. The research method employed in this study is a quantitative quasi-experimental design with a Nonequivalent Control Group Design approach. The research sample consisted of 39 students, with 20 students in the experimental group (class 5 ASK) and 19 students in the control group (class 5 AA). Research instruments included tests, observations, and documentation. Data analysis techniques used in this study involved the independent sample t-test and N-Gain test. The results revealed that the post-test scores for the experimental group increased by 27 points from the pre-test score of 55.80 to 82.80. Furthermore, the independent sample t-test resulted in a Sig. 2-tailed value of 0.001 < 0.05, leading to the conclusion that Ha is accepted, and H0 is rejected. The N-Gain value for the experimental group was 0.6145, suggesting that the effectiveness of Sparkol VideoScribe as a learning media in improving Arabic vocabulary for elementary school students at the Islamic Center in Samarinda falls within the category of moderate effectiveness."

Abstract

This study aims to explore the root causes of corruption in regional government spending in Central Sulawesi Province by highlighting the relationship between electoral politics, bureaucracy, and law enforcement. Although the number of corruption cases decreased from 13 in 2023 to 11 in 2024, the value of state losses increased from IDR 12.5 billion to IDR 39.3 billion. This condition indicates that corrupt practices in the region are increasingly structured and have a significant impact on governance. This study used qualitative methods based on secondary data. The results show that corruption in Central Sulawesi is a systemic process that begins with expensive electoral politics, bureaucratic consolidation through the buying and selling of positions, the exploitation of public projects as a source of rent, the co-option of law enforcement officers as a shield of power, to the practice of extortion, weak oversight, and the emergence of intimidation and impunity. Overall, the findings indicate the formation of a corrupt ecosystem that reproduces itself through the exchange of money, positions, and legal protection. Theoretically, this study broadens understanding of corrupt behavior in the regional bureaucracy, while practically, it provides recommendations for supervisory institutions to strengthen risk-based control systems and protection for corruption whistleblowers.

Abstract

Meaningful participation has emerged as a central normative requirement in modern constitutional democracies, emphasizing that public involvement in lawmaking must extend beyond procedural formality to exert substantive influence on both legislative processes and outcomes. This study aims to examine the conceptual foundations, normative framework, and practical implementation of meaningful participation in the formation of laws in Indonesia. Employing a juridical-normative research design reinforced by empirical case analysis, the study analyzes statutory regulations, constitutional principles, and landmark decisions of the Constitutional Court, particularly those addressing legislative openness and public participation. The research further incorporates policy analysis and limited empirical observations to assess how participatory mechanisms function in practice. The findings demonstrate that although Indonesian positive law formally recognizes public participation, its implementation remains largely procedural and symbolic. Significant gaps persist between normative standards and legislative practices, including restricted access to draft laws, inadequate deliberation periods, limited representativeness of affected groups, and the absence of institutionalized feedback mechanisms. The study confirms that meaningful participation, as articulated in legal doctrine and Constitutional Court jurisprudence, consists of three core elements: the right to be heard, the right to have opinions genuinely considered, and the right to receive reasoned explanations. However, structural weaknesses, political dominance, and technical limitations continue to undermine these standards. To address these challenges, the study proposes an operational framework for meaningful participation encompassing access and inclusiveness, transparency of information, substantive influence, deliberative quality, and accountability through feedback mechanisms.

Abstract

In Indonesia, such standards are formally regulated under Law Number 17 of 2003 on State Finance, which functions as the foundational legal framework for the administration of public finances at both central and regional levels. This study aims to examine and analyze the general principles of state and regional financial management as normatively formulated in Law No. 17 of 2003, as well as to assess their implementation from a legal perspective. The research adopts a normative juridical method, employing statutory and conceptual approaches to interpret legal norms and doctrines relevant to state finance law. The analysis relies exclusively on secondary legal materials, including legislation, scholarly writings, and academic studies on public financial governance. The findings indicate that Law No. 17 of 2003 establishes a coherent and comprehensive normative structure consistent with the principles of good financial governance, particularly accountability and transparency. However, the implementation of these principles remains inconsistent, especially at the regional level. The main legal obstacles identified include regulatory overlap, weak synchronization between central and regional regulations, and deficiencies in internal control mechanisms. These issues result in a formalistic application of legal norms, where compliance is largely procedural rather than substantive. Consequently, strengthening regulatory harmonization and legal coherence between central and regional frameworks is essential to ensure the effective realization of the principles mandated by Law No. 17 of 2003.

This study aims to analyze the influence of the use of the Village Financial System (Siskeudes), village apparatus competency, and knowledge on accountability in village financial management in Ampana Tete District. This study used a quantitative approach, with a population of all village apparatus involved in financial management. The sampling technique used was a census, involving 80 respondents from 20 villages. Data were collected through structured questionnaires, interviews, observations, and documentation. Data analysis was conducted using multiple linear regression after validity and reliability tests, as well as classical assumption tests. The results show that the use of Siskeudes has a positive effect on accountability, as evidenced by the accuracy of recording and transparency of reporting. Abstract

The low use of digital technology by Micro, Small, and Medium Enterprises (MSMEs) based on local potential is still an obstacle in increasing competitiveness and business sustainability in the midst of digital economy transformation. This condition is also experienced by MSMEs in Cimpiga Village, Camba District, Maros Regency, most of which are still managed conventionally with limited market reach. This Community Service activity aims to increase digital literacy and entrepreneurial capacity of MSMEs through the implementation of entrepreneurial digitalization. A participatory approach is used to encourage active involvement of partners in the learning process and application of digital technology. The results of the activity showed an increase in the understanding, digital skills, and marketing capabilities of MSMEs, followed by a change in business patterns towards a more adaptive use of digital media. These findings show that entrepreneurship digitalization is effective as a strategy for empowering MSMEs based on local potential and contributes to increasing competitiveness and readiness of business actors in facing the dynamics of the digital economy in a sustainable manner.

Abstract

Employee performance is a key factor in improving the quality of hospital services, especially in the Emergency Department (ER) which has a high workload and pressure. This study aims to analyze the influence of work motivation and work environment on the performance of ER employees at Andi Djemma Masamba Regional Hospital, as well as to examine the role of individual factors such as income, length of service, and employment status. The study used an analytical observational method with a quantitative descriptive correlational approach through an explanatory survey. The population and sample were all 50 ER employees at Andi Djemma Masamba Regional Hospital using a total sampling technique. Data were collected using a Likert scale questionnaire and analyzed using validity and reliability tests, univariate and bivariate analysis, and multiple linear regression. The results showed that work motivation had a significant partial effect on employee performance, where the higher the work motivation, the higher the employee performance. The work environment also had a significant partial effect on employee performance, indicating that a conducive work environment can improve performance. Simultaneously, work motivation and work environment had a very strong and significant effect on employee performance, with most of the performance variation being explained by these two variables. Furthermore, income factors have a very strong and significant influence on employee performance, while length of service has a significant influence on performance, while employment status has a weak and insignificant influence on employee performance. The conclusion of this study confirms that increasing work motivation and improving the work environment are important strategies for improving the performance of emergency department employees. The results are expected to serve as a basis for the management of Andi Djemma Masamba Regional Hospital in formulating human resource management policies to continuously improve employee performance and the quality of healthcare services.
