Abstract

The Sawu Sea National Park (SSNP) is a critical marine conservation area that supports the sustainability of fish resources and the livelihoods of coastal communities in Rote Ndao Regency. This study aims to analyze the dynamics of fish resource utilization in the Traditional Sustainable Fisheries (TSF) sub-zone, examine actor networks and catch distribution, and identify potential conflicts and strategic issues in small-scale fisheries management. A mixed-methods approach was applied, including a quantitative survey, in-depth interviews, field observations, and spatial analysis using GIS. The findings reveal the presence of external fishers utilizing modern fishing gear within the TSF sub-zone, leading to increased exploitation pressure and rising conflict potential. Declines in CPUE, fish size, and the disappearance of particular species are early signs of overfishing. Overlapping fishing grounds among fleets exacerbate social tensions and threaten ecological sustainability. Strategic recommendations include enhanced monitoring, evidence-based adaptive zoning, participatory conflict resolution, habitat restoration, and incentives for eco-friendly fisheries. This study underscores the importance of participatory and collaborative governance approaches to ensure the sustainability of fish resources in conservation areas.

Abstract

Terbatasnya pemahaman tentang sejarah perkembangan kebijakan perikanan skala kecil di Provinsi Sulawesi Tenggara mendorong dilakukannya penelitian ini. Tinjauan historis ini menguraikan evolusi kebijakan pengelolaan perikanan skala kecil di Provinsi Sulawesi Tenggara dari masa ke masa. Sejak masa Orde Lama, Orde Baru hingga masa Reformasi. Penelitian ini bertujuan untuk mendapatkan pemahaman yang lebih mendalam tentang sejarah perkembangan kebijakan perikanan skala kecil sejak berdirinya Provinsi Sulawesi Tenggara, mulai dari masa pemerintahan gubernur pada masa Orde Lama dan Orde Baru sampai Era Reformasi. Metode yang digunakan dalam penelitian ini adalah metode analisis isi yang digunakan untuk menggali/ membedah tulisan atau muatan-muatan teks komunikasi yang manifest atau bersifat nyata. Hasil analisis menunjukkan bahwa terjadi evolusi signifikan dalam pendekatan kebijakan terhadap sektor perikanan. Pada masa Orde Lama, politik dan ekonomi merupakan hambatan utama terhadap implementasi kebijakan di semua sektor, termasuk sektor perikanan. Sementara pada masa Orde Baru, pembangunan ekonomi menjadi fokus utama dengan peningkatan pada sektor infrastruktur dan sektor ekonomi, termasuk sektor perikanan. Era Reformasi terjadi pergeseran fokus ke pertumbuhan dan produksi perikanan dengan investasi dalam industri unggulan seperti rumput laut dan pengolahan hasil perikanan. Penelitian ini memotret terkait dengan Peraturan Gubernur Nomor 36 Tahun 2019 tentang Pengelolaan Akses Area Perikanan (PAAP) yang mendorong partisipasi masyarakat dalam pengelolaan perikanan serta meningkatkan kesadaran akan pentingnya konservasi lingkungan. The loading and unloading of fishing vessels are among the main activities at fisheries ports. The implementation of the post-production non-tax state revenue policy under Ministerial Regulation of Marine Affairs and Fisheries No. 2 of 2023 has brought significant changes to this practice, particularly at PPN Palabuhanratu. This study aims to analyze the policy’s impact on the numbers of post-production fishing vessels, unloading facilities, and labor at the port. The research employed field observations and interviews conducted from July 17 to August 5, 2024. The findings indicate an increase in the number of post-production vessels from 60 to 87 units, driven by license migration and changes in base ports. However, unloading facilities have not undergone substantial improvements, apart from the addition of an unloading corridor. Moreover, there has been no increase in supporting labor; only a shift reformation was made to improve operational efficiency

Java Sea has a potential marine biodiversity that has been harvested since years. Demersal fish resources is one of the targeted species by Danish seine fisheries operated in North coast of Java. To support on developing conservation and management measures, an observation on species composition, length frequencies and maturity stages were carried out during August 2014 to July 2015. Sampling took place in landing place of Tegalsari fishing port central Java. A total 129 fish species identified, among them 91 species were targeted as edible fish. Sampling on three dominant species i.e., Purple-spotted bigeye Priacanthus tayenus (Richardson, 1846), Lattice monocle bream Scolopsis taenioptera (Cuvier, 1830) and goatfish Upeneus sulphureus (Cuvier, 1829) were measured regarding length, weight and their maturity stages. The results shows that length-weight relationship for each species were P. tayenus W = 0.0324 L 2.7321, S. taenioptera W = 0.0366 L2.7262 and U. sulphureus W = 0.038 L2.7312.Monthly average GSI of P. tayenus and S. taenioptera indicated that the highest index occurred during SE monsoon while U. sulphureus on NW monsoon. Maturity stage analysis indicated that estimated of length at first maturity (Lm) were at 12.9 cmFL (U. sulphureus), 16.8 cmFL (S. taenioptera) and 19.4 cmFL (P. tayenus). Size frequency distribution shows that most of the fish were caught at immature cohorts. The diversity or evenness indices of ichtyofauna is also described as descriptors of community structure and be complemented with information on biological characteristics of those dominant species.Keywords: Demersal fish, dominant species, biological characteristics, north coast, Java

Biodiversitas 18: 844-849. Java Sea is one of the important marine waters for fisheries purpose in Indonesia. The rich diversity of marine fish has been exploited for decades. Among them, demersal fish resource was commercially targeted by coastal fishers. The sustainability of demersal fishery is a crucial concern given the substantial economic contribution and its significant dependence of small-scale fishers for their livelihoods. The fishing intensity is considerable growing and tends to become threats their habitats. Three dominant species (Priacanthus tayenus, Scolopsis taeniopterus and Upeneus sulphureus) were selected in this study. To evaluate the vulnerability of these species to their bio-exploitation level, the spawning potential ratio (SPR) approach were applied. The calculation based on estimated length of first capture (Lc) indicates that SPR those demersal species occurred at less than 20%. These values indicate that existing fishery can be categorized as nearly fully exploited. Across broad range of species, 40% SPR is generally accepted as a proxy for Maximum Sustainable Yield (MSY) for recruitment overfishing in less resilience fish population.

The role of actors in the governance of mangrove ecosystems is one of the main factors in determining the sustainability of mangrove ecosystem management in the Tangerang District, Banten, Indonesia. The research aims to analyze actors' prospective role in the strategy of governance of mangrove ecosystems areas in Tangerang using the MACTOR method. This research is a descriptive case study with an expert judgment approach. The study results show that the central and local governments have an important role in the governance strategy of mangrove ecosystem areas in the Tangerang. The two actors can collaborate with the local community, the private sector, universities, NGOs, research institutions, and high schools. The strategy for the governance of mangrove ecosystems in Tangerang can be done by increasing the role of each actor by encouraging the central government and local governments to implement programs to achieve the most supportive strategic goals, namely the management of mangrove ecosystems based on collaborative management (co-management). The strategy can be easily implemented and get more optimal results by involving the role of the user community, NGOs, universities, local governments, and research institutions where the level of collaboration (convergence) is high to support the strategy.

Seagrass meadows are vital blue carbon habitats that support biodiversity, fisheries, and coastal defense, but human activities and environmental changes increasingly threaten them. This research examined how seagrass distribution shifted over time and space across Barrang Lompo, Badi, and Langkai Islands in the Spermonde Archipelago, Indonesia, representing inner, middle, and outer zones. Using supervised classification of Sentinel-2 satellite images from 2015 and 2025, validated by field observations, we identified distinct regional patterns of seagrass loss over a decade. Area measurements included 95% confidence intervals, and all observed declines were confirmed by field data. Over ten years, seagrass cover shrank by 12.53 hectares (30.69%) in Barrang Lompo, 3.91 hectares (56.02%) in Badi, and 12.23 hectares (26.86%) in Langkai. Major losses were noted in Barrang Lompo and Badi due to dense populations, intensive fishing, land-use change, and pollution, while oceanographic factors like strong currents, sediment buildup, and variable water quality mainly drove Langkai’s decline. These spatial patterns demonstrate the combined impacts of human stressors and environmental factors on seagrass decline and underscore the necessity for targeted conservation efforts, water quality improvements, and zone-specific fisheries management to protect blue carbon functions and ecosystem resilience in the Spermonde Archipelago.

Abstract

The southwest coast of Madagascar is home to small-scale Coral Reef Fisheries (CRFs), a vital activity for livelihoods and the local economy of the fishermen community. Understanding all about the components of this CRFs, the nature of their interactions and the resulting outcomes is crucial for designing policies that promote equitable and sustainable fisheries. This research aims to apply the Social-Ecological Systems (SES) framework and network analysis to assess the SES structure and the characteristics of Ranobe Bay CRFs, Madagascar. This research was carried out from September to October 2024, requiring primary data from field observations, interviews with respondents, and secondary data from literature studies. The Socio-Ecological Network Analysis (SENA) was used to analyze the connectivity of the CRFs in this region. The research findings of the SENA results showed that this fishery is heavily centered around the fishermen's community: the Masikoro and the Vezo as the main actors of this activity. Nevertheless, according to the cluster value analysis, the findings highlight a high number of clusters showcasing a low connectivity and less compact SES structure. Ranobe Bay's CRFs' sustainability depends on fishermen's central connectivity within the network, which can be strengthened through improved policies and management to ensure effective governance.

Abstract

Mangrove ecosystem rehabilitation based on a social-ecological systems (SES) approach is a holistic analysis that integrates ecological and social dimensions in coastal restoration and conservation efforts. The success of this rehabilitation is influenced by the complex interaction between environmental biophysical factors and governance dynamics, including government policies, public participation, and local wisdom practices. This study aims to map and analyze the dynamics of SES in a mangrove rehabilitation program. Data were collected using the rapid rural appraisal (RRA) method from June to August 2024. The study results were formulated into a conceptual model of the basic SES network for mangrove rehabilitation in Brebes Regency. The identified network model consists of 85 components (nodes) and 141 causal relationships (links). The research findings indicate that the managing resource actors (RAs) act as the central component (core of the network) that drives the sustainability of rehabilitation activities in the coastal areas of Brebes Regency. The synergy of roles between actors within this SES framework is crucial in increasing the effectiveness and sustainability of the program. It is expected to optimize ecological functions and provide socio-economic added value for coastal communities.
