Abstract

Human Resource Analytics (HRA) has emerged as a strategic capability that enables organizations to make data-driven and evidence-based human capital decisions. However, its adoption remains uneven and conceptually fragmented. This study systematically reviews the drivers, barriers, and ethical considerations influencing the organizational adoption of HRA between 2015 and 2025. A structured search was conducted exclusively in the Scopus database following the PRISMA 2020 protocol to ensure transparency and replicability. From an initial corpus of 295 records, 67 studies met the inclusion criteria after duplicate removal, relevance screening, and full-text assessment. The synthesis shows that the Resource-Based View (RBV) remains the dominant theoretical foundation, complemented by Technology-Organization-Environment (TOE) and Socio-Technical Systems perspectives. Technological readiness, top management support, and external support commonly enable adoption, while data quality, analytical capability, and privacy issues remain key barriers. Ethical and sustainability concerns – particularly fairness, transparency, and responsible data governance – are increasingly emphasized in recent studies. This review provides a structured synthesis and future research agenda bridging theoretical and practical perspectives, offering insights for strengthening analytics governance, organizational capability, and evidence-based decision cultures.

Abstract

This research is motivated by the idea of Smart ASN which was introduced by the government as a step to face the industrial revolution 4.0. The government must face the industrial revolution 4.0. The apparatus must adapt to technological transformation. The purpose of this research is to explore critically the roots of the Smart ASN idea. This research method uses PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyses). The results show that the Smart ASN idea still has an inherent problem that is not yet optimal use of information technology. In other words, the Smart ASN idea does not have a solid foothold. The result of the alternative analysis that needs to be done is to optimize the presence of the millennial generation by 1) Providing jobs that are in accordance with their competencies and potential; 2) Provide opportunities to open perspectives and learn new knowledge in work through various methods; 3) Providing space for the new idea; 4) Building a humanistic work culture; and 5) Providing opportunities for capacity building for young apparatuses. Meanwhile, to support the management of human resources, the idea of ASN Corporate University can be implemented to achieve the goal of Smart ASN. Keywords: Bureaucracy, Smart ASN, Industrial Revolution 4.0 Abstrak Penelitian ini dilatarbelakangi oleh gagasan Smart ASN yang dikenalkan pemerintah sebagai langkah menghadapi era revolusi industri 4.0. Revolusi industri 4.0 adalah fase terkini yang harus dihadapi oleh pemerintahan Indonesia. Para aparatur dipaksa untuk beradaptasi terhadap transformasi teknologi agar pelayanan publik lebih efisien. Tujuan dari penelitian ini untuk menelusuri secara kritis akar gagasan Smart ASN, menggali aspek yang masih menjadi kekurangan dalam Smart ASN. Metode penelitian ini menggunakan metode PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyses). Hasil penelitian menunjukkan bahwa gagasan Smart ASN masih memiliki problem inheren yakni belum optimalnya pemanfaatan teknologi informasi dalam birokrasi. Dengan kata lain, gagasan Smart ASN tidak memiliki pijakan yang kuat sehingga diperlukan langkah mengisi kekosongan yaitu dengan mengoptimalkan momentum hadirnya generasi milenial di lingkungan birokrasi dengan cara pengelolaan SDM di era digital yang bersifat pemberdayaan pegawai: yaitu 1) Memberikan pekerjaan yang sesuai dengan kompetensi dan potensi diri; 2) Memberikan peluang untuk membuka perspektif dan mempelajari pengetahuan baru dalam pekerjaan melalui berbagai metode; 3) Memberikan ruang produksi gagasan; 4) Membangun budaya kerja yang humanis; dan 5) Memberikan peluang peningkatan kapasitas bagi para aparatur muda. Sedangkan untuk menunjang pengelolaan SDM, gagasan ASN Corporate University bisa dilaksanakan untuk mencapai tujuan Smart ASN Kata Kunci: Birokrasi, Smart ASN, Revolusi Industri 4.0

Abstract

The educational transformation of Society 5.0 has increasingly positioned machines as autonomous pedagogical agents, raising critical questions about the relationship between adab and algorithms in Islamic education. This study aimed to analyze the dialectic between these two constructs, address the literature gap concerning the ethical depletion risks associated with artificial intelligence, and examine the threat such developments pose to the sacredness of knowledge transmission in the Islamic tradition. More specifically, the study sought to deconstruct claims that machines can assume the role of the teacher while reaffirming the primacy of the human educator. Employing a descriptive-philosophical literature design, the study used purposive selection of authoritative works by Ashʿarī, al-Zarnūjī, al-Ghazālī, Ibn Khaldūn, and al-Ḥaddād, which were dialectically synthesized with 21 articles from reputable international journals published between 2021 and 2026 and verified through Scimago Journal Rank. The findings indicate that, ontologically, machines function only as pedagogical tools because they lack spirit and nafs, and therefore cannot form learners who require spiritual exemplarity (uswah). The study’s main theoretical contribution is the formulation of the Adab-Based Hybrid Authority (ABHA) model as a framework for integrating technology on the basis of moral-spiritual authority. The study concludes that within the digital educational ecosystem, machines should be repositioned as supporting instruments, while humans must remain the muʿaddib. This conclusion reinforces a human-centric paradigm in the philosophy of Islamic education and highlights the practical need to redefine the teacher’s role as a moral filter. The study therefore recommends redesigning teacher education curricula on the basis of digital ethics and identifies future research opportunities concerning the long-term psycho-spiritual impact of AI interaction in Islamic educational institutions.

Abstract

Purpose: This study investigates the impact of knowledge management on team member performance, with a focus on the mediating role of team member creativity, within the context of higher education institutions as strategic contributors to sustainable economic development.Method: This research adopts a quantitative explanatory approach, utilizing a survey methodology that includes 100 respondents, comprising lecturers and educational staff from a university located in Central Java, Indonesia. Data were gathered through a closed-ended Likert scale questionnaire and analyzed employing the Structural Equation Modeling Partial Least Squares (SEM-PLS) method, facilitated by SmartPLS software.Result: The findings of the study reveal that knowledge management exerts a positive and significant influence on team member performance, both directly and indirectly through team member creativity as a mediating variable. Furthermore, team member creativity has been identified as a critical factor in enhancing the relationship between knowledge management and individual performance.Practical Implications for Economic Growth and Development: These results provide substantial practical implications, indicating that the implementation of effective knowledge management practices can cultivate a creative, innovative, and productive organizational culture, thereby contributing to knowledge-based economic growth within the higher education sector. This research contributes theoretically by deepening the understanding of creativity as a cognitive mechanism within the Knowledge-Based View framework, while also offering practical insights for institutional leaders to develop policies aimed at enhancing human resource capabilities.Originality/Value: This study presents an integrative model that explores the mediating role of psychological variables within a theoretical framework pertinent to the reinforcement of knowledge-based organizations in the higher education sector.

Abstract

This paper explores the availability and significance of state counterclaims in international investment arbitration, a mechanism typically perceived as favoring investors. While investor-state dispute settlement (ISDS) provides foreign investors with powerful legal recourse, it has led to concerns over the asymmetry in investor-state relations, often perceived as skewed against host states. By allowing states to file counterclaims, a more balanced and sustainable arbitration framework can be achieved, discouraging baseless claims and promoting fairness. The analysis draws on arbitration rules of major tribunals, including the ICSID and UNCITRAL frameworks, and reviews notable cases such as Metal-Tech v. Uzbekistan, Al-Warraq v. Indonesia, and Perenco v. Ecuador to illustrate how tribunals handle state counterclaims and the associated legal hurdles. The paper emphasizes that for a counterclaim to be admitted, it must align with the agreement to arbitrate, meet jurisdictional requirements, and be supported by the applicable treaty’s provisions. The research concludes that while state counterclaims are theoretically permissible under current arbitration rules, their practical application remains constrained by treaty language and procedural norms. Allowing counterclaims more explicitly could deter opportunistic claims by investors and foster a more equitable ISDS system.

Abstract

Background: Data Centre industry activity in Asia Pacific is experiencing significant growth, driven by the increasing adoption of cloud technology and data-driven solutions. Telkom Group faces the biggest challenges in data centre development in the form of compliance with increasingly stringent sustainability regulations, increasing demand for skilled and experienced talent, as well as the challenge of adopting green innovation as a solution to sustainability issues. Data Centre Managers need to encourage talent who are capable of developing innovations to reduce carbon emissions, as well as the need for very high electrical power.Purpose: The purpose of this study is to examine how data center performance is impacted by green innovation and digital talent development. It also looks at how green innovation may help data center companies become more competitive, increase operational sustainability, and improve energy efficiency in the face of regulatory obstacles and a lack of skilled digital workers.Design/methodology/approach: The research uses Partial Least Square (PLS) analysis using SmartPLS software to test various related variables. Data collection used a survey method which included in-depth interviews and questionnaires. Respondents are Data Center Managers, Digital Talent Development Experts, Data Center Operational and Technical Teams, and Experts and Consultants in the Field of Green Technology and Data Centers.Findings/Result: By increasing energy efficiency and reducing negative impacts on the environment, green innovation greatly impacts data centre performance. Data centres can significantly reduce their energy consumption and carbon emissions by implementing renewable energy and efficient cooling systems. This research emphasizes the importance of green innovation and digital transformation to improve data centre performance, and emphasizes the positive benefits of green innovation on data centre performance. The research also shows that incorporating environmentally friendly practices and advanced technologies into data centre operational strategies can provide major benefits in terms of energy efficiency, resource efficiency and cost efficiencyConculusions: Through modern technology, carbon reduction, and energy efficiency, digital transformation and green innovation greatly improve data center performance. Reliability, cost effectiveness, and sustainability are increased by integrating automation, efficient cooling, and renewable energy. According to this survey, green innovation is essential for streamlining operations and encouraging eco-friendly data center practices.Originality/value (State of the art): This study highlights the unique role of green practices in boosting energy efficiency, operational sustainability, and competitiveness in the data center business despite regulatory and talent shortages by using renewable energy and modern technologies. Abstract

This study aims to analyze internal and external factors influencing PT Metra-Net’s business, identify strategic alternatives to support its digital business development, formulate strategic priorities to increase sales and growth, and derive managerial implications to align Metranet’s vision and mission with its parent company, Telkom Indonesia. The research employed a qualitative approach conducted from October to December 2024. Data were collected through Focus Group Discussions (FGDs) and in-depth interviews with seven participants: four internal Metranet personnel, two from Telkom, and one Metranet product user. The analysis used the External Factor Evaluation (EFE), Internal Factor Evaluation (IFE), SWOT analysis, and Quantitative Strategic Planning Matrix (QSPM). Findings revealed various internal strengths and weaknesses, along with external opportunities and threats shaping Metranet’s business development. Based on these insights, strategic alternatives were formulated using SWOT analysis and then prioritized using QSPM to determine the most suitable options for implementation. The recommended strategies are expected to strengthen Metranet’s competitive advantage in the digital industry and enhance its contribution to Telkom. As the first study focusing on Metranet’s business development strategy, this research enriches the literature on strategic management, especially in the context of digital transformation and subsidiaries of state-owned enterprises.

Abstract

Digital assets are growing quickly in Indonesia, which has caused a lot of legal and institutional problems, especially when it comes to settling disputes over cryptocurrencies, tokenised assets, and other blockchain-based tools. Despite regulatory recognition, there remains a critical gap between legal frameworks and effective remedies for victims, highlighting the urgency of enforcement reform. This article examines the key legal problems, including regulatory fragmentation, ambiguity in asset classification, cross-border enforcement barriers, limitations in digital forensic capacity, and weak inter-agency coordination. Using a normative-doctrinal method combined with comparative analysis of cases and regulatory developments, this study adopts a polycentric governance approach to assess how administrative, civil, and criminal enforcement pathways interact and where they fail. The findings reveal that enforcement inefficiencies occur across the entire dispute chain, leading to inadequate victim recovery, legal uncertainty, and reduced market trust. This study proposes a sequenced reform framework, including the enactment of a consolidated digital asset law with functional classification, strengthening regulatory authority with asset preservation powers, reforming insolvency law to recognise digital property, establishing standardised forensic and evidentiary protocols, and enhancing cross-border cooperation mechanisms
