Abstract

Background: The development of a partnership system based on contract farming can effectively address the challenges faced by farmers in boosting coffee production and subsequently improve their overall welfare.Purpose: This study aims to assess the viability of investing in replanting according to the methods of Kopista community per 2023. Design/methodology/approach: The technique analysis is a descriptive analysis of financial statements with the International Financial Accounting Standard (IFRS) approach. The study examines six key financial aspects, including production levels, operational costs, profit and loss, balance sheet, cash flow, and investment feasibility. The investment feasibility analysis employs three types of calculations, namely Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP).Findings/Result: The findings of this study demonstrate that investing in the coffee estate is a profitable venture, as it generates substantial income over a ten-year investment period. Notably, the revenue surpasses production costs, particularly during the highly productive period of coffee plants spanning from seven to twenty-five years. Consequently, implementing an investment in the new coffee estate is both viable and advisable. Conclusion: This research reveals the potential acceptance of a contract farming model designed to produce high productivity for farmers. The development of this model will have implications for improving the welfare of coffee farmers in Indonesia. The contract farming model design for replanting the Kopista method can be implemented with great support from relevant stakeholders such as banks, entrepreneurs and the government so that coffee farmers can produce more quantity compared to previous conditions.Originality/value (State of the art): This study presents coffee production methods for farmers that are proven effective and efficient through investment feasibility analysis. Keywords: coffee, feasibility, finance, Internal Rate of Return (IRR), Investment, Net Present Value (NPV), Payback Period (PP)

Abstract

The limited availability of land and the high price of land make it difficult for the government to carry out sectoral development. To overcome this problem, the government has established a special agency (sui generis) in 2021, the Indonesia Land Bank Authority. The purpose of this study is to conduct a study of the regulations and legal entities that manage the provision of land using the Regulatory Impact Assessment (RIA) research method. The scope of the study is limited to regulations and institutions related to land provision management, namely Perumnas, BP Batam, Land Bank Agency and Private Enterprises. The results show the limited role of the Ministry of ATR/BPN and the suboptimal role of various forms of institutions as state land managers in managing land supply, especially in relation to overlapping land acquisition functions in existing agencies. In conclusion, this research proposes a policy that the only appropriate institution as the State Land Manager is the Land Bank Agency due to its specificity (sui generis), which can flexibly carry out public and private interests in land supply management. However, in its implementation, this agency needs regulatory support to effectively become the state land manager, namely through a one-door policy for the government's land acquisition function. Abstract

Background: Since 2017-2022, the achievement of the PTSL program have been less than optimal due to internal and external factors. From the target of issuing land certificates for 126 million plots in 2025, there is still a shortfall of 50.8 million plots that must be completed within 2 years. In order to accelerate the achievement of the PTSL target, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency issued the Regulation Number 6 of 2018 on the Complete Systematic Land Registration (PTSL). Purpose: This research aims to analyze the optimization of the complete systematic land registration implementation through the Ministerial Regulation of ATR/BPN Number 6/2018. Design/methodology/approach: The research was conducted qualitatively using Regulatory Impact Assessment (RIA).Findings/Result: The research results indicated that the regulation had increased the optimization of accelerating the achievement of PTSL target. However, the regulation required managerial regulation reinforcement at the operational level to better optimize the acceleration and sustainability of the PTSL target achievement. Conclusion: First, the Ministerial Regulation of ATR/BPN Number 6/2018 has been effective to optimize the complete systematic land registration performance. Second, by revoking Ministerial Regulation of ATR/BPN Number 6/2018, the policy option "continuing Ministerial Regulation of ATR/BPN No 6/2018" is considered the best. However, this policy option requires strengthening of technical regulations underneath it in the form of technical guidelines (Juknis) to update the strategy for implementing outreach activities (socialization), developing coordination mechanisms among stakeholders, managing human resources, and monitoring and evaluating PTSL target achievements. Abstract

Currently, the Jakarta water is suffering from a high level of pollution, both the groundwater or the river. This is mainly caused by domestic wastewater disposal that has not been properly controlled. Efforts to develop domestic wastewater management are inadequate. Infrastructure development is very slow, the community participation and care, the wastewater management competencies and capacities are all very low. For this reason, it is necessary to increase the role of domestic wastewater management operators and regulators, to accelerate the construction of domestic wastewater treatment infrastructure, improve the participation and care of the community, and to improve the competence and capacity of domestic wastewater management service managers. The purpose of this study was to determine the role of the operators and regulators in the development of domestic wastewater management in DKI Jakarta. To achieve this goal, this study was conducted using the method of interpretive structural modeling (ISM) as a method for analyzing the interrelationships between institutions in the framework of developing domestic wastewater management. The result of this study shows that the key institutions that could accelerate the wastewater infrastructure development are the Coordinating Ministry of Economic Affairs, National Development Planning Agency, and the Ministry of Public Works and Public Housing. The key institutions in enhancing the participation and care of the community are the Water Resources Office, the Environmental Office and the regional owned company Managing DKI Jakarta Waste Water. The key institutions related to improving the competence and capacity of domestic wastewater service managers are the Ministry of Public Works and Public Housing.

Abstract

Licensing is one way for business actors to formalize business. Without licensing, businesses are unable to move to the formal sector and get a variety of benefits such as coaching programs, tax incentives and getting credit or capital assistance, especially from banks and legal guarantees. Nevertheless, business operators consider that licensing services are still not optimal. Business actors' complaints include inefficient and effective services caused by weak institutional aspects. Institutional improvement of the Capital Investment Agency and the One-Stop Integrated Service (DPMPTSP) to reach the prime point will have an impact on the ease of service and improve the investment climate. The main method used in this study is the Regulatory Impact Assessment (RIA) supported using Regulatory Mapping (Regmap) to determine the regulatory map that contributes to the institutional aspects of DPMPTSP. The results of the analysis revealed that the root cause of the weakness of DPMPTSP's institutions was the absence of DPMPTSP's institutional improvement program. The root causes of these problems contribute to some of the problems in optimizing DPMPTSP institutions such as the Standard Operational Procedure (SOP) that is not updated, the lack of competence of the implementing apparatus, the delay in anticipating changes in regulations of the central authority. Alternative corrective actions from the results of the analysis are the devolution of authority for licensing services, preparation of guidelines for Standard Procedure Norms Criteria (NSPK), institutional regulation updates, preparation of local regulations related to institutional implementation, SOP formulation of licensing services, placement of technical human resources, and development of infrastructure facilities.

Abstract

This study aims to strengthen food security through public awareness in the cooking oil trade system. Food security remains a pressing challenge in many developing countries, where staple commodities like cooking oil are vital to daily nutrition and economic stability. While much attention has been given to improving production and distribution systems, the role of public awareness in strengthening food security is often underestimated. This study uses a descriptive qualitative approach with a literature review method. This paper explores how consumer education and community-based awareness initiatives can enhance the efficiency, transparency, and sustainability of the cooking oil trade system. By empowering individuals with knowledge about market dynamics, responsible consumption, and supply chain challenges, public awareness serves as a strategic tool to reduce panic buying, prevent waste, and promote equitable access. The study highlights the potential for collaborative efforts between government, industry stakeholders, and civil society to integrate educational campaigns into food trade policies. This study gives novelty in raising public awareness is shown to be a critical and cost-effective measure in building more resilient and food-secure communities.
