Abstract

This study aims to estimate accurately the behavior using the Theory of Planned Behavior perspective of artisanal fishermen in Indonesi., The population of artisanal fishermen in the northern coast of West Java Province 10,404. Techniques for sampling by cluster random sampling clusters with the number of household sample of 400 artisanal fishermen. Data was collected using a questionnaire interview further processed using the program structural equation model (SEM) and LISREL 8:54. The conclusion of this study were (1) Theory of Planned Behavior perspective can be used to view the behavior intention of artisanal fishermen in the northern coast of West Java province; (2) the coefficient of determination between the attitude variables, subjective norm, perceived behavior control to variable behavior intention at 0,64. Meanwhile the influence of variables on behavior intention to behavior by 0,68 indicates that it is not fully manifested the behavior intention in accordance with the behavior of fishermen in their fishing activities, (3) that explains the study's findings about contribution of the Theory Planned Behavior perspective to the problem of coastal common resource and can contribute to the activities of co-management of fisheries in Indonesia, especially in communities in the study area on the northern coast of West Java Province.Keywords: artisanal fishermen behavior, behavior intention, attitude, subjective norm, perceived behavior control

Abstract

This study is a research about the socio-economic conditions of artisanal fishermen in the northern coast ofWest Java Province. The purpose of this study was to provide data about the characteristics of socio-economicconditions of fishermen, especially in Java island in the middle is still very limited studies on these themes inIndonesia. Total sample of this study 400 respondents artisanal fishing households in the northern coast of WestJava Province who are scattered in the districts of Cirebon, Indramayu, Subang, Karawang and Bekasi withtechniques for sampling random clusters. The findings of this study again confirms the condition of marginal socialand economic needs of fishermen who co-management in the field of fisheries with the involvement of variousstakeholders. The findings of this study can also contribute in providing a description of one of the stakeholdersbenefiting from the resources of the coastal artisanal fishermen.Keywords: Socio-economic, fishermen, management.

Abstract

ABSTRACTFish stock in marine is dynamic due to fluctuation in the annual total catch. Consequently, the estimate number of fish stock changes yearly, without exception in the coastal of Cilacap District. This current study was intended to reassess the condition of fish stock utilization in the coastal water of Cilacap in 2012. Data of fish production, effort, fish price, and effort cost in 1999-2012 are taken from the Office of Fisheries Agency of Cilacap District. Analysis of fish stock condition is carried out using Gordon-Schaefer bioeconomic model. The results showed that utilization of marine fish resource in the coastal water of Cilacap District was in the condition of over fishing both in terms of MSY or MEY.Key words: fish stock assessment, Gordon-Schaefer model, small scale of fisheries-------ABSTRAKStok sumberdaya ikan di suatu perairan laut selalu dinamis karena jumlah penangkapan ikan berubah setiap tahunnya. Konsekuensinya adalah bahwa dugaan stok ikan di suatu lokasi perairan juga berubah setiap tahunnya, tidak terkecuali di perairan pantai selatan Kabupaten Cilacap Provinsi Jawa Tengah. Penelitian ini bertujuan untuk menduga status tingkat pemanfaatan stok udang oleh nelayan skala kecil di perairan pesisir Kabupaten Cilacap dengan tahun acuan 2012. Data produksi udang, data upaya penangkapan, data harga udang, dan data biaya per upaya penangkapan tahun 1999-2012 bersumber dari Dinas Kelautan dan Perikanan Kabupaten Cilacap. Analisis kondisi tingkat pemanfaatan stok ikan dilakukan menggunakan model keseimbangan bioekonomi Gordon-Schaefer. Hasil penelitian menunjukkan bahwa pemanfaatan sumberdaya ikan laut di wilayah pesisir Kabupaten Cilacap telah berada pada kondisi lebih tangkap (overfishing) baik dari segi MSY maupun MEY.Kata kunci: pendugaan stok ikan, model Gordon-Schaefer, nelayan skala kecil

Abstract

ABSTRACTSkipjack (Katsuwonus pelamis) is the one commodity that the waters of the Gulf of Tomini which potential and high economic value, and the fishermen used with various types of fishing technology. The aims of this study was to see whether the fish catches of skipjack influenced by extrinsic factors such as zones, depth, and season and knowing revenue per fishing effort. This study used primary data, especially on fish resources obtained through direct observation of research and interviews with actors fishery (fishing/crew, ship owners, collectors, officers TPI and other stakeholders), and the option to use a list of questions/questionnaire structured according to the research objectives. Secondary data were collected through the reporting of fisheries statistics include statistical data of domestic fisheries (RTP), statistics fleets and fishing gear, production data from the Department of Fisheries and Marine Gorontalo Province, Department of Fisheries and Marine Pohuwato, the Central Bureau of Statistics of Gorontalo Province Development Planning Agency Regional and Tomini Bay Sustainable Coastal Livelihoods and Management (SUSCLAM). In addition, a variety of literature supporting this research e.g. scientific publications, local publications and other documents. Data analysis was performed using resources through the stock abundance index data recording catches and the number of trips/boat/gear in the time series, to determine the allocation of fishing effort on the abundance of fish. Next will be the calculation of the catch per effort (CPUE, Catch per Unit of Effort). Analysis of the allocation of fishing effort done using monthly seasonal index (%), and forecasts an economic advantage by analysis Revenue per Unit Effort (RPUEj). The results of the study explained that the test results obtained by a factor wald gear types, depths and seasons significant effect on catches of tuna with a p-value <5%. The zone does not affect the catches of skipjack. Based on the Monthly Seasonal Index (Ij) that Ij the August high of 69, 05% then followed in July by 65, 94%. The results of the analysis Revenue per Unit Effort (RPUEj), the value of the highest RPUE for flying fish and tuna occur on in October of IDR 102,325,862.Keywords: resource analysis, skipjack, PahuwatoABSTRAKIkan cakalang (Katsuwonus pelamis) merupakan salah satu komoditas perikanan di perairan Teluk Tomini yang potensial dan bernilai ekonomi tinggi, dimanfaatkan nelayan dengan berbagai jenis teknologi penangkapan ikan. Tujuan penelitian ini adalah untuk melihat apakah hasil tangkapan ikan cakalang di pengaruhi oleh faktor ekstrinsik seperti zona, kedalaman, dan musim dan mengetahui pendapatan per upaya tangkap. Data yang digunakan dalam penelitian adalah data primer khususnya tentang sumberdaya ikan yang diperoleh melalui pengamatan langsung di lokasi penelitian dan wawancara dengan para pelaku perikanan (nelayan/ABK, pemilik kapal, pengumpul, petugas TPI dan stakeholders lainnya), dan pilihan dengan menggunakan daftar pertanyaan/kuisioner yang terstruktur sesuai dengan tujuan penelitian. Data sekunder yang dikumpulkan melalui laporan statistik perikanan mencakup data statistik rumah tangga perikanan (RTP), statistik armada dan alat tangkap, data produksi dari Dinas Perikanan dan Kelautan Provinsi Gorontalo, Dinas Perikanan dan Kelautan Kabupaten Pohuwato, Badan Pusat Statistik Provinsi Gorontalo, Badan Perencanaan Pembangunan Daerah serta Tomini Bay Sustainable Coastal Livelihoods and Management (SUSCLAM). Selain itu, berbagai literatur yang mendukung penelitian ini misalkan publikasi ilmiah, publikasi daerah dan dokumen lainnya. Analisis data dilakukan dengan menggunakan Indeks kelimpahan stok sumberdaya melalui.pencatatan data hasil tangkapandan jumlah trip/kapal/alat tangkap secara runtun waktu,untuk mengetahui alokasi upaya penangkapan terhadap kelimpahan ikan. Selanjutnya akan dilakukan penghitungan hasil tangkapan per upaya (CPUE, Catch per Unit of Effort). Analisis alokasi usaha penangkapan dilakukan dengan menggunakan indeks musiman bulanan (%), dan prakiraan keuntungan ekonomi dengan analisis Revenue Per Unit Effort (RPUEj). Hasil penelitian menjelaskan bahwa dari hasil uji wald diperoleh faktor jenis alat tangkap, kedalaman dan musim berpengaruh signifikan terhadap hasil tangkapan ikan cakalang dengan p-value<5%. Adapun zona tidak berpengaruh terhadap hasil tangkapan ikan cakalang.Berdasarkan Indeks Musiman Bulanan (Ij) bahwa Ij bulan Agustus yang tertinggi sebesar 69, 05 % kemudian di ikuti bulan Juli sebesar 65, 94 %.Hasil analisisRevenue Per Unit Effort (RPUEj), nilai RPUE tertinggi untuk ikan layang dan ikan cakalang terjadi pada bulan Oktober sebesar Rp 102,325,862.Kata kunci: analisis sumberdaya ikan, ikan cakalang, Pahuwato

Abstract

Scalloped Spiny Lobster (P. homarus) of the genus Panulirus is the most caught species in the coastal waters of Gunung Kidul. The intensity of fishing activities and less environmentally friendly fishing practices caused decline in catch per unit effort (CPUE) of this species. The objective of this study is to analyze the exploitation rate of P. homarus in Gunung Kidul waters using CPUE trend and population parameters as indicators. From February 2013 to January 2014, there were 1067of P. homarus collected using a stratified random sampling method for the duration of the research.The carapace length data were analyzed using analytical model application of ELEFAN I program. Daily catchment product was obtained from middlemen for five consecutive years to identify the CPUE trend. The result showed that there was a decrease in CPUE of P. homarus in 2010 and 2011.The average carapace length of the first capture (Lc) (53 mm CL) was smaller than the size of first sexually mature lobster (Lm) (58,5 mm CL). The exploitation rate of P. homarus had also exceeded 0,5. These factors indicated that Scalloped Spiny Lobster (P. homarus) was over exploited. In this study, mortality rate of fish catches (F) was influenced by the high value of E0.5 which is highly correlated with fishing pressure.Von Bertalanffy growth function shows that both females and males of P. homarus have a slow growth rate (0,46/year and 0,49/year), which is still in the range of Palinuridae family’s growth rate (0,27-0,54/year). The maximum age is between 8-10 years old, which is younger than other lobster species in Palinuridae family. Harvest control and environmentally friendly fishing practices are necessary to reduce fishing pressure of this species. Intensitas penangkapan yang dilakukan sepanjang tahun serta ketidakpahaman sebagian besar nelayan terhadap penangkapan yang ramah lingkungan telah mengakibatkan penurunan hasil tangkapan per upaya tangkap (CPUE) dari spesis ini.Tujuan penelitian ini adalah untuk menganalisis tekanan eksploitasi P. homarus di perairan Gunung Kidul ditinjau dari tren CPUE dan parameter populasinya. Penelitian dilakukan pada bulan Februari 2013–Januari 2014. Sebanyak 1067 ekor P. homarus dijadikan contoh dengan metode penarikan contoh acak berlapis setiap bulan selama periode penelitian. Data panjang karapas P. Homarus diolah dengan aplikasi model analitik menggunakan program ELEFAN 1. Data hasil tangkapan harian diperoleh melalui catatan pembelian nelayan pengumpul selama lima tahun berturut-turut untuk mengetahui tren CPUE. Hasil penelitian menunjukkan bahwa telah terjadi penurunan CPUE P. homarus pada tahun 2010 dan 2011. Ukuran rata-rata P. homarus pertama kali tertangkap (Lc) lebih kecil (53 mm CL) dari ukuran matang kelamin secara fungsionalnya (Lm) (58,5 mm CL). Nilai laju eksploitasi (E0.5) juga sudah melebihi 0,5. Dua hal ini menjadi indikator sudah mengalami tangkap lebih.Nilai laju kematian karena penangkapan (F) berkontribusi besar terhadap tingginya nilai E dalam penelitan ini, yang dikaitkan erat dengan tingginya tekanan penangkapan terhadap spesis ini. Fungsi pertumbuhan von Bertalanffy untuk lobster betina dan jantan menunjukkan bahwa lobster memiliki pertumbuhan yang lambat (0,46/tahun dan 0,49/tahun) namun masih dalam rentang laju pertumbuhan dari lobster-lobster famili Palinuridae pada umumnya (0,27-0,54/tahun). Umur maksimal yang dapat dicapai antara 8-10 tahun, lebih muda dibanding lobster-lobster famili Palinuridae pada umumnya. Pengendalian penangkapan dan penerapan penangkapan yang ramah lingkungan perlu dilakukan untuk menghindari tekanan penangkapan terhadap spesis ini.Kata kunci: CPUE, eksploitasi, Panulirus homarus, populasi

Abstract

Pemerintah Indonesia telah mengeluarkan Inpres No.7/2016 yang ditujukan untuk percepatan pembangunan sektor perikanan. Natuna merupakan salah satu lokasi yang ditetapkan sebagai Sentra Kelautan Perikanan Terpadu (SKPT). Tujuan penelitian adalah menyusun strategi bagi percepatan fungsionalisasi SKPT Natuna. Kajian diawali melalui analisis situasi terhadap keberadaaan SKPT Natuna untuk dapat mengidentifikasi peluang dan tantangan, dilanjutkan dengan memberikan rekomendasi langkah-langkah strategis bagi percepatan fungsionalisasi SKPT Natuna. Hasil penelitian dapat diidentifikasi peluang dan permasalahan untuk percepatan fungsionalisi SKPT Natuna, yaitu potensi sumberdaya ikan pelagis dan demersal memiliki peluang besar untuk dimanfaatkan dan adanya peluang ekspor produk segar untuk ikan demersal. Permasalahan yang dihadapi diantaranya yaitu, usaha penangkapan ikan merupakan usaha skala kecil dengan pengetahuan dan keterampilan nelayan rendah, tempat pendaratan ikan tersebar di beberapa lokasi, terbatasnya ketersediaan es untuk melaut, usaha pengolahan ikan masih skala rumah tangga dan terbatas pada olahan tradisional, terbatasnya kapasitas tenaga kerja, mahalnya biaya pengemasan, dan terbatasnya aksesibilitas untuk pemasaran. Langkah-langkah strategis yang dapat dilakukan yaitu optimalisasi pemanfaatan sumberdaya ikan pelagis dan demersal melalui peningkatan keterampilan nelayan, peningkatan armada penangkapan yang dikendalikan dengan perizinan dan pendataan, serta perlunya perencanaan secara terintegrasi pengembangan industri penangkapan, pengolahan dan pemasaran. Abstract

ABSTRACTLuwuk City is a coastal city that have resources variety both natural and man-made which can be developed into tourism area. One of the tourist resources in Luwuk City is bay or Lalong of Luwuk City, Central Sulawesi. The urban growth and population growth of Luwuk City tend to cause negative effect of Lalong of Luwuk City condition. Therefore, it takes efforts of landscape planning of coastal tourism area which can improve physical environment, increase society and government budget revenues, and promote environmental awareness to Lalong Luwuk City society. The study purpose is to plan the landscape of Lalong Luwuk City as the coastal tourism areas to be a sustainable coastal tourism area by identifying and analyzing ecological condition of coastal area, potential objects, attractions and coastal area view to support a tourism attraction, local communities, government and private participation to support coastal area sustainability. The study used quantitative descriptive method. The analysis method that used was ecological analysis to determine the sensitivity of coastal area, potential objects and attractions analysis by using questionnaires, and visual quality analysis by using scenic beauty estimation (SBE) to determine coastal tourism attractiveness, urban social analysis by using focus group discussion (FGD) to determine local support, and stakeholder preferences analysis by using analysis hierarchy process (AHP) to determine landscape plan model of coastal tourism area in Lalong of Luwuk City. The results showed that coastal area in Lalong of Luwuk City is potential enough for coastal tourism development. The coastal tourist development zone is classified into high classification area of 170 ha (7.30%), medium classification area of 2113.38 ha (90.67%), and low classification area of 47.29 ha (2.03%). Coastal tourism area planning in Lalong Luwuk City based on the concept of creating sustainable coastal tourism area. The concept goal is to protect natural and cultural resources and to improve local communities walfare. The development zone and coastal tourism planning were adapted from landscape characteristic that centered on tourism area by potential and potential enough classification. The concept implementation of landscape is dvelopment planning model which interpreted in three landscape units are natural landscape, seminatural landscape, and man-made landscape. Natural landscape development zone located in Tontouan Village, Mangkio Baru Village, and Kaleke Village. Seminatural landscape development zone located in Keraton Village, Luwuk Village, and Bungin Village. Man-made landscape development zone located in Soho Village and Baru Village.

Abstract

Rawa Pening Lake is one kind of ecological systems that played an important social role for its surrounding community. Ecological function of the lake is about to be threaten by many pressure which is natural event as well as anthropogenic occurrence. This may lead to make lake as an ecological system susceptible to external disturbances. This research is intended to identify the degree of community dependency on lake resources and to investigate the extent of  vulnerability of surrounding Rawa Pening Lake community. Method employed in this research were descriptive analysis and vulnerability analysis. Research reveals that Kecamatan Tuntang and Ambarawa have high vulnerability, the condition in which the high potential threat may put on the track to the destruction of lake natural resources and environment. Keywords: dependency, vulnerability, lake.

Abstract

Indonesia is a tropical country that has high variety of mangrove. Of 15.9 thousand ha world mangrove forest total area, the 3.7 thousand ha, or 24% of it is located in Indonesia. The aims of the research are: 1) to identify both the potential and the types of utilization of mangrove ecosystem carried out by the local society; 2) to analyze the economic value of the mangrove ecosystem; and (3) to analyze the alternatives of strategic utilization for mangrove ecosystem .. The number of respondents is 138 deriving from Fishery Household (RTP) and non-RTP. The data were then analyzed by using consumer surplus, household model, Total Economic Value (TEV), and Multi Criteria AnalysiS (MCA). The results show that the biggest utility is the one of crabs that reaches Rp19, 770,799.11, with the surplus consumer of Rp17,664,744,08. The highest optimum profit from the crab utilization amountsto Rp12,883,900.00 for 11 (eleven) fishery households; while the lowest profit is obtained from the utilization of prawn pond with Rp3,165,590.70. The biggest proportion is from the indirect utilization&#039; with a percentage of 83.71% with a value of Rp1,039,474,428.00 per year. Furthermore, the Total Economic Value of the mangrove forest ecosystem in 8arru District covering 6.23 ha of mangrove forest and 127.60 ha for ponds amounts to Rp1,241 ,763,891.75. The utilization altematives put as priorities, based on the balance between indicators for both efficiency criteria and ecology criteria, between the efficiency and equity criteria, not only in the level of real interest rate of 4.·12% but also at the real interest rate of 3.55% are as follows: firstly, utilization alternative V (100% mangrove forest and 0% ponds); secondly, utilization altemative IV (8.73 ha mangrove forest and 0 ha shrimp monoculture pond, 104.05 ha mallet monoculture pond, and 21.00 ha poly-culture). Nevertheless, the utilization alternative III, II, and I cannot be given as choices in this management since their analysis values show that they are not efficient.

Abstract

Besides of large ocean and long coastline, Indonesia was also gifted resourceful islands, which were economically potential for our state development. Even the outer small islands were also have a strategic point as a base line from the Indonesian archipelago straight line in reconciling Indonesian water area, as the front liners of the state, and also support international passage. Nipa is one of the outer small islands that were recently being a public issue. Most of it was the anxiousness about the sinking of Nipa and coast reclamation by Singapore. Both of them concerned to be the causes of a significantly water area diminishing as the base line measurement changes between bordered states. That anxiousness was reasonable as concerning the lost of SipadanLigitan of which Indonesia and Malaysia disagreement. We need some juridical revision for the principal of outer small islands. Afterward, some management policy aspect is complementary required. This research was using a case study method compiled with formally juridical method. Primary and secondary data were analyzed with a qualitative analysis. This issue has three juridical law anvil of Indonesian ownership for Nipa Island, the Intemational Law, Bilateral Agreements, and National Law. From a juridical study, it is notorious that stronger law anvils compared with Sipadan and Ligitan supported Nipa and the other islands. Otherwise, the policy aspect contents about the issues and management strategies conducted by the government, which is mandatory, associated by MMAF, Ministry of Foreign Affairs and Ministry of Defends. The matrix policy described that the MMAF mostly participated than the others. Although it has strong law anvils for Nipa issues, Indonesia is forced to be concern about patches, which can be utilized by Singapore, as example for accomplishments of the baseline agreement and their activity construct in that island.
