Abstract

This study aims to analyze the influence of competence, motivation, work discipline, and work environment on the performance of employees at Baranti Community Health Center, Sidenreng Rappang Regency. A quantitative approach with a causal-associative design was employed. The population consisted of all health center employees, and a total sampling technique was used, allowing the entire population to serve as respondents. Data were collected using a Likert-scale questionnaire and analyzed through multiple linear regression after passing validity, reliability, and classical assumption tests. The results show that competence, motivation, work discipline, and work environment each have a positive and significant effect on employee performance, both partially and simultaneously. Competence emerged as the most influential variable, followed by motivation, work discipline, and work environment. These findings highlight that improving employee performance in community health centers requires an integrated strategy focused on strengthening competence, enhancing motivation, enforcing discipline, and improving the work environment.

Abstract

The issue of household organic waste and the high cost of fish feed remains a significant challenge in Kulo Village. Limited community knowledge and skills in managing organic waste with economic value exacerbate this situation. A training program on Black Soldier Fly (BSF) larvae cultivation using household organic waste was implemented as a solution to both the waste problem and the rising cost of fish feed in Kulo Village, Sidenreng Rappang Regency. This initiative targeted the Anugrah Fishery Group (Pokdakan), which lacks expertise in organic waste management through BSF maggot bioconversion. This community empowerment program aimed to enhance the knowledge and skills of Pokdakan Anugrah in cultivating BSF maggots by utilizing household organic waste as a waste management solution and an alternative fish feed source. The methodology consisted of three phases: (1) outreach and introductory instruction on waste management and maggot cultivation, (2) hands-on practice in constructing BSF egg-laying cages and media, and (3) evaluation through pre-test and post-test assessments. The evaluation results indicated a substantial improvement in participants’ understanding, increasing from an initial 35.92% to 93.30% across various aspects, including the role of maggots as decomposers, the use of “kasgot” as fertilizer, maggots as alternative fish feed, the BSF life cycle, and cultivation techniques. The program demonstrated the potential to reduce household organic waste volume, lower fish farming production costs, and create new economic opportunities through the sale of maggots and organic fertilizer. The training activities significantly improved participant comprehension. Post-test scores increased to 90.62%–95.25% compared to the pre-test scores of 33.50%–38.50%. Participants directly practiced the fermentation of BSF maggot substrate using 10–15 kg of organic waste, constructed multi-level bioponds, BSF fly cages, and egg-laying media. This program not only has the potential to reduce household organic waste but also enables the production of highly nutritious alternative fish feed, thus reducing aquaculture production costs by 60–70% compared to conventional feed. Additionally, new economic opportunities may emerge through the sale of fresh/dried maggots and kasgot organic fertilizer. Overall, this training successfully empowered Pokdakan Anugrah in a sustainable manner, supported environmental management efforts, and fostered the development of a waste-based creative economy.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Undang-Undang Nomor 22 Tahun 2009 dalam mencegah pengendara di bawah umur di Kota Rappang dengan menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa implementasi kebijakan melibatkan empat aspek utama menurut teori George C. Edward III, yaitu komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Komunikasi kebijakan telah dilakukan melalui sosialisasi di sekolah dan masyarakat oleh aparat kepolisian, namun masih terdapat kendala dalam kejelasan pesan dan konsistensi penyampaian. Sumber daya manusia dan anggaran masih terbatas sehingga pengawasan belum optimal. Disposisi pelaksana menunjukkan sikap tegas namun masih ada sikap permisif dari masyarakat dan keluarga terhadap pengendara di bawah umur. Struktur birokrasi sudah terbentuk dengan koordinasi lintas sektor, namun sinergi antar instansi perlu diperkuat agar pelaksanaan kebijakan lebih efektif. Keseluruhan, implementasi kebijakan telah berjalan namun menghadapi berbagai kendala yang perlu diatasi untuk menekan pelanggaran oleh pengendara di bawah umur.

Abstract

This research examines the role of village government, community participation, and their influences on development planning in Timoreng Panua village, Panca Rijang subdistrict, Sidenreng Rappang District. This research employed descriptive quantitative method, and involved samples of 55 households out of population of 745 households. The samples were taken randomly by using Yount formula 10%. Data was collected through observation, questionnaires and documentation, and analysed through tabulation, frequency and linear regression analysis by using SPSS 21.0 for Windows. The results show that the percentage of the role of village government contributing to the Timoreng Panua village development planning reached 52,4% (considered as ‘sufficient involvement’), while the percentage of community participation to the development planning is 77% (considered as ‘enthusiastic’). Together, the joint roles of village government and community partipation contributed to village development planning with a figure of 78,4%, categorized as ‘playing a significant role’.  Keywords: community participation, government role, development planning

Abstract

This study aims to evaluate the Accountability of performance in the tourism sector of the Youth, Sports, and Tourism Office of Sidenreng Rappang Regency to achieve transparent and effective regional development targets. This study used the concept of accountability. The qualitative approach was used; data was collected through observation, interviews, and document analysis from June to July 2024, and the data was analysed using the NVivo 12 Plus application. The study results revealed that Disporapar had achieved most of the targets set in the 2023 Regional Apparatus Work Plan despite facing obstacles such as budget limitations and the quality of human resources. Priority programs such as improving human resource competence, developing tourist areas, and implementing various trainings have been successfully implemented and have a positive impact on increasing regional tourism attractiveness. Performance accountability assessments are based on five dimensions: legal and honesty, managerial, programmatic, policy, and financial. The findings show that program accountability is the most dominant dimension, with the success of most programs in achieving the set goals. Legal Accountability, honesty, and managerial Accountability also showed good performance, although there was room for improvement in financial reporting and transparency. In conclusion, the Accountability of the performance of the Sidenreng Rappang Regency Disporapar is quite good in achieving regional tourism development targets. However, improvements in several aspects are needed to ensure the effectiveness and efficiency of program implementation and the fulfillment of accountability obligations to the public.

Abstract

Perkawinan usia anak atau disingkat dengan PUA adalah merupakan masalah kompleks yang berdampak langsung pada hak anak seperti, kesehatan reproduksi, berkelanjutannya pendidikan, serta kualitas pembangunan manusia. Kebijakan Pemerintah Indonesia Kabupaten Layak Anak (KLA mengembangkan) sebagai kerangka strategi untuk melindungi anak, termasuk mencegah perkawinan dini. Meski demikian, di daerah seperti Kabupaten Sidenreng Rappang, praktik ini tetap berlangsung meskipun ada kebijakan dan lembaga pendukung. Penelitian ini bertujuan menganalisis implementasi KLA dalam pencegahan perkawinan usia anak, dengan meneliti strategi pelaksanaan dan dinamika tata kelola kolaboratif. Menggunakan pendekatan kualitatif melalui studi literatur, penelitian melakukan analisis kritis terhadap dokumen kebijakan, regulasi, dan literatur ilmiah yang relevan. Analisis data bersifat deskriptif-analitis dengan pendekatan tematik, berdasarkan teori implementasi kebijakan Van Meter dan Van Horn serta konsep Collaborative Governance Ansell dan Gash. Hasil kajian menunjukkan implementasi KLA didukung kerangka regulatif dan kelembagaan, namun efektivitasnya dibatasi oleh struktur kolaborasi lintas sektor yang lemah, koordinasi yang belum terlembaga, keterbatasan sumber daya, serta kuatnya norma sosial budaya yang mentoleransi perkawinan usia anak. Penelitian menyimpulkan bahwa keberhasilan KLA tidak hanya bergantung pada pemenuhan administratif, tetapi juga pada penguatan tata kelola kolaboratif yang inklusif, kontekstual, dan berkelanjutan untuk perlindungan anak secara efektif.
