Abstract

This article aims to find out how the Minister of ATR/Head of National Land Affairs Regulation No. 3 of 2023 is implemented regarding electronic certificate services in Probolinggo City, as well as to find out what the impact is in minimizing physical damage to documents on land certificates. Electronic certificates are expected to replace physical certificates which are vulnerable to damage, loss and forgery. The method used in this research is a qualitative approach with a case study at the Probolinggo City Land Office. Data was obtained through interviews with relevant officers, as well as surveys of land service users. The research results show that although electronic certificates can reduce the risk of physical damage to documents, there are still several obstacles in their implementation, such as limited technological infrastructure and uneven public understanding. Despite this, the majority of service users expressed a high level of satisfaction with the convenience and security offered by the electronic certificate system. The officers involved in this agency fully support this policy transformation. This research can recommend increasing outreach to the community and strengthening supporting infrastructure to maximize the benefits of electronic certificates in the future.

Abstract

Perlindungan hukum terhadap anak yang melakukan tindak pidana persetubuhan menjadi isu penting dalam sistem peradilan pidana anak di Indonesia. Anak sebagai pelaku tidak dapat diperlakukan sama dengan pelaku dewasa karena faktor psikologis dan sosial yang masih berkembang. Penelitian ini bertujuan untuk menganalisis pengaturan hukum yang berlaku, bentuk perlindungan hukum yang diberikan, serta kendala dalam implementasinya. Metode yang digunakan adalah yuridis normatif dengan pendekatan perundang-undangan dan studi kasus. Hasil penelitian menunjukkan bahwa Undang-Undang Nomor 11 Tahun 2012 tentang Sistem Peradilan Pidana Anak dan Undang-Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak telah mengatur mekanisme diversi, keadilan restoratif, serta rehabilitasi bagi anak pelaku tindak pidana. Namun, masih terdapat tantangan dalam penerapan, seperti kurangnya pemahaman aparat hukum terhadap pendekatan restoratif, keterbatasan fasilitas rehabilitasi, dan stigma sosial terhadap anak pelaku. Oleh karena itu, diperlukan peningkatan pemahaman aparat penegak hukum, penguatan infrastruktur rehabilitasi, serta edukasi masyarakat agar anak pelaku dapat direintegrasikan kembali ke lingkungan sosialnya tanpa stigma.

Abstract

This study aims to analyze the extent of development regarding research on the relationship between confirmation bias and investment decisions based on google scholar data base using bibliometric analysis, so as to see further research opportunities. The method used in this research is descriptive bibliometric analysis. There are 500 articles from the search results through Publish or Perish indexed by Google Scholar in 2000-2020 which are then stored in RIS format and processed through VOSviewer. The results of the co-authorship analysis show that Mikalef, P., Barber, B.M., and Grili, L. have the highest publication rate on this topic, both producing 5 documents. In addition, this analysis also shows a relationship that is divided into 3 clusters. While the results of co-occurrence analysis show that there are 8 clusters based on terms that become keywords in the article. Based on the results of bibliometric analysis, the topic of investment and confirmation bias has the brightest color than other keywords. This indicates that the topic has been widely used. Then based on overlay visualization on co-occurrence, the topic of investment and confirmation bias has a blue color. This indicates that research on these topics was widely conducted from 2000 to 2010. The keywords investment and confirmation bias have the brightest color than other keywords. This shows that many of the 500 articles analyzed through VosViewer have used these keywords.

Abstract

Introduction: The sale and purchase of houses between developers and buyers often result default, which detrimental to consumers. The state has issued various policies regarding buying and selling houses and legal guarantees for buying and selling houses, but violations still occur and there is no legal guarantee from the state but must be resolved through litigation.Purposes of the Research: The purpose of this study is to analyze and find problems with house sale and purchase contracts based on the Sale and Purchase AgreementMethods of the Research: The method used in this research is normative juridical. The research used is library research. The basis used in this research is the juridical basis consisting of Law Number 1 of 2011, GovernmentRegulation Number 12 of 2021. Results of the Research: When the state issues permits to operate housing to developers, the state has provided a legal guarantee to protect its people. Due to the guarantees that have given by the Government through statutory regulations and consumers following the instructions, they are guaranteed to receive legal protection from the state, State Administrative Officials, in terms of granting permits they have gone through applicable legal procedures, if it is proven otherwise then the government must be responsible for the decision. State Administration. However, if there is a violation of the law by the developer, it will difficult for home buyers to claim losses. Experienced, meaning that at the implementation level there is no guarantee for buyers from the state.

Abstract

Skripsi ini membahas perlindungan hukum terhadap hak nafkah anak pasca perceraian melalui studi dua putusan, yaitu Putusan Nomor 1893/Pdt.G/2023/PA.Sby dan Putusan Nomor 5053/Pdt.G/2020/PA.Sby. Penelitian empiris ini menggunakan metode kualitatif dengan pendekatan sosiologis, yang menunjukkan bahwa pelaksanaan hak nafkah anak dalam kedua putusan tersebut tidak sesuai dengan aturan yang berlaku. Perlindungan hukum terhadap hak nafkah anak diatur dalam Pasal 41 UU Perkawinan dan Pasal 80 KHI, yang memungkinkan eksekusi apabila pihak yang berkewajiban, terutama ayah, lalai. Penulis menyarankan agar ayah bertanggung jawab memberi nafkah hingga anak dewasa dan ibu dapat mengajukan permohonan eksekusi ke pengadilan jika terjadi kelalaian. Pemerintah dan badan penegak hukum diminta lebih tegas dalam menangani kasus kelalaian nafkah anak.

Abstract

The policy of limiting the age of child marriage is an important effort to improve the quality of life of children and prevent early marriage which can have a negative impact on their health and development. This research aims to analyze the implementation of this policy in Lambangkuning Village, Lumbang District, Probolinggo Regency in 2022-2023. The research method used is qualitative with a case study approach. Data was obtained through in-depth interviews, observation and documentation. The research results show that even though the policy has been implemented, there are still challenges in its implementation, including cultural, economic factors and lack of socialization.Keywords: Implementation, Policy, Minimum Age Limit, Early Marriage

Abstract

This study aims to evaluate the implementation of Probolinggo Regent Regulation No. 07 of 2020 related to the rehabilitation program for uninhabitable houses (RTLH) in Kuripan District. The background of this research arises from the urgency to improve housing conditions that are suitable for the community, considering that many houses still do not meet health and safety standards. The method applied in this research is a qualitative approach, involving 15 informants consisting of government officials, beneficiaries, and local community leaders. The data analysis technique used is thematic analysis, which allows the researcher to identify and categorize the main themes from the data obtained through interviews and observations. The research findings indicate that the success of the RTLH rehabilitation program is influenced by several factors, including community participation, availability of resources, and the existing bureaucratic structure. Although there have been some achievements in the RTLH rehabilitation, challenges related to inter-agency coordination and budget limitations remain significant obstacles. The conclusion of this study recommends that local governments enhance communication and collaboration among agencies, as well as encourage more active community participation at every stage of the program. Additionally, the importance of periodic evaluations to adjust the program to the evolving needs of the community is also emphasized.Keywords: Implementation, Regent Regulation, rehabilitation

Abstract

Leaders have a mandate to carry out their obligations in accordance with their position and position, and follow applicable regulations. Leadership is also related to the background of understanding of religion, so that in making policies accompanied by religious values. Thus, religious leadership is realized. A phenomenon related to the religious leadership model and policy is the phenomenon related to the license of entertainment venues. As in the city of Probolinggo, which also issued a policy on entertainment place licenses. issued Perda Number 9 of 2015 concerning the Arrangement, Supervision and Control of Entertainment Place Businesses. This is interesting to study, especially with the five-dimensional theory, including ideology; intellectual; public practice; private practice; religious experience. The results showed that the leadership of the Mayor of Probolinggo for the 2019-2024 period implemented a policy of closing karaoke places in Probolinggo City. The policy illustrates a religious leadership model. The point is that the mechanism for closing karaoke places applies the principles of democracy and is related to the understanding of religion by the Mayor of Probolinggo. And there is a violation of Regional Regulation Number 9 of 2015 concerning Arrangement, Supervision, and Control of Entertainment Places. This policy does not only benefit one religion, but for religious harmony. It is not only the Muslim community that thinks badly of karoke places, but other religions as well. There are even karoke venues located in public places that are still close to schools and places of worship. In addition, it was found that there is the provision of song accompaniment when karaoke, the dress of guests and employees is not polite, and there is the sale and purchase of alcoholic beverages.Keywords : religious leadership, policies, entertainment permits

Abstract

This study aims to analyze the influence of the physical work environment on improving employee performance in the delivery of public services at the Social Affairs Office of Probolinggo City. The physical work environment is a crucial factor that affects employee comfort, efficiency, and productivity. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data analysis refers to the performance factor theory of Robert L. Mathis and John H. Jackson, as well as the Regulation of the Minister of Administrative and Bureaucratic Reform (Permenpan RB) No. 17 of 2017 concerning the Guidelines for Preparing the Professionalism Index of Civil Servants. The results indicate that aspects of the physical work environment—such as lighting, room temperature, cleanliness, spatial arrangement, and the availability of facilities and infrastructure—positively contribute to improving employee performance. A supportive work environment fosters a conducive atmosphere, enhances motivation, and accelerates public service delivery. Therefore, improving and maintaining the physical work environment is a strategic factor in efforts to enhance public service quality.

Abstract

Sukatani Village, Compreng Subdistrict, Subang Regency, faces the problem of decreased rice productivity due to pest attacks such as rice leafroll caterpillars (Cnaphalocrocis medinalis), walang sangit (Leptocorisa oratorius), and brown planthoppers (Nilaparvata lugens). As an effort to control pests that are environmentally friendly, counseling and training on the use of the biological agent Beauveria bassiana, an entomopathogenic fungus that is effective in controlling plant pests, was conducted. This activity aims to increase farmers' knowledge and capacity in producing and using biopesticides independently, in order to reduce dependence on chemical pesticides. The methods used include counseling, practice of making biopesticides, demonstration plots to test the effectiveness of Beauveria bassiana application on agricultural land, and provision of recommended doses. Data were collected through field observations, interviews with farmers and POPT officers, and literature studies. The results of the activity showed that the use of Beauveria bassiana can reduce pest populations without having a negative impact on the environment. The enthusiasm of farmers in participating in the training shows great potential for the implementation of sustainable agriculture. Sukatani Village is expected to become a pilot in the application of environmentally friendly biopesticide technology in the agricultural sector.
