Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis berbagai bentuk diskriminasi yang terjadi terhadap daftar pemilih tambahan dalam konteks pemilihan umum. Fokus utama penelitian ini adalah mengungkap dinamika diskriminasi yang mungkin dialami oleh pemilih yang terdaftar dalam daftar pemilih tambahan, baik secara sistematis maupun sporadis. Selain itu, penelitian ini juga bertujuan untuk mengeksplorasi mekanisme penyelesaian hukum yang efektif dan dapat diterapkan guna mengatasi diskriminasi tersebut. Dengan menganalisis kerangka hukum yang ada serta studi kasus yang relevan, penelitian ini diharapkan dapat menawarkan solusi yang komprehensif dan praktis. Lebih jauh, penelitian ini berupaya untuk memberikan kontribusi signifikan dalam penyusunan kebijakan pemilihan umum yang lebih adil dan inklusif. Melalui rekomendasi kebijakan yang didasarkan pada temuan empiris, diharapkan sistem pemilihan umum dapat diperbaiki sehingga mampu menjamin perlindungan hak-hak pemilih tambahan secara lebih efektif. Selain itu, penelitian ini juga bertujuan untuk memperkuat kerangka perlindungan hukum bagi pemilih tambahan, sehingga setiap individu memiliki kesempatan yang setara untuk berpartisipasi dalam proses demokrasi. Hasil penelitian ini diharapkan dapat menjadi acuan bagi pembuat kebijakan dan praktisi hukum dalam upaya meningkatkan kualitas dan integritas sistem pemilihan umum.

Abstract

Food security requires cross-sectoral engagement, including the role of industry in strengthening commodity-based agribusiness systems. This study aims to analyze the role of Wonolangan Sugar Factory in supporting the implementation of food security policy through partnerships with sugarcane farmers in Dringu Village, Probolinggo Regency. A qualitative approach with a descriptive design was employed, utilizing in-depth interviews, observation, and documentation as data collection techniques. Informants were selected purposively, including factory management, sugarcane farmers, and other relevant stakeholders. Data were analyzed using an interactive model involving data reduction, data display, and interpretation. The findings reveal that Wonolangan Sugar Factory plays a strategic role as a non-state actor in local food security policy implementation through the provision of production inputs, technical assistance, and guaranteed purchase of harvest outputs. The partnership generates both economic and institutional benefits for farmers while ensuring a stable supply of raw materials for the industry. This practice reflects a collaborative interaction between industry and farmers that contributes to strengthening the local food system. At the same time, several constraints remain evident, including limited farmer resources, price volatility, weak coordination among stakeholders, and external pressures such as climate variability and infrastructure limitations. These challenges indicate the need for strengthening partnership governance through capacity building, transparency in cooperation mechanisms, and more integrated institutional arrangements. This study contributes to the literature on collaborative policy implementation and provides empirical insights into the role of industrial actors in local food security systems.

Abstract

Penelitian ini bertujuan menganalisis bentuk tanggung jawab negara terhadap kecelakaan lalu lintas akibat jalan berlubang dalam perspektif perlindungan hukum dan hukum administrasi negara. Rumusan masalah difokuskan pada dasar hukum pertanggungjawaban negara serta bentuk kelalaian pemerintah dalam pemeliharaan jalan. Penelitian menggunakan metode hukum normatif dengan pendekatan perundang-undangan, konseptual, kasus, dan komparatif melalui studi kepustakaan terhadap bahan hukum primer, sekunder, dan tersier. Hasil penelitian menunjukkan bahwa kelalaian pemerintah dalam memperbaiki jalan rusak dapat dikualifikasikan sebagai maladministrasi dan perbuatan melawan hukum oleh penguasa (onrechtmatige overheidsdaad). Novelty penelitian ini terletak pada konsep preventive liability berbasis risiko pelayanan publik sebagai model pertanggungjawaban preventif negara guna memperkuat perlindungan hukum dan akuntabilitas penyelenggaraan infrastruktur jalan.

Abstract

The Omnibus Law on Job Creation is a significant piece of regulatory reform introduced by the Indonesian government to boost investment competitiveness and stimulate economic growth by streamlining cross-sector regulations, including labour law. However, the reform has sparked debate about whether workers, particularly contract workers who are vulnerable in the labour market, are adequately protected by the law. This research aims to analyse the complexities surrounding the implementation of the Omnibus Law on Job Creation and its implications for the welfare and legal protection of contract workers in Indonesia. This research employs a qualitative legal approach, using document analysis and network content analysis of industrial relations dispute decisions issued by the Supreme Court of the Republic of Indonesia between 2020 and 2024. NVivo 12 Plus was used to support systematic coding and visualisation. The results indicate that, while regulatory changes under the Omnibus Law increase labour market flexibility, they also create legal uncertainty for contract workers, affecting income stability, employment security and access to labour rights. It is concluded that the policy creates an imbalance between investment-oriented objectives and the constitutional mandate to protect workers' welfare. Therefore, a regulatory review and a more inclusive policy formulation process are necessary to ensure fair and sustainable labour protection.

Abstract

Reading ability is one of the basic language skills. By reading students will apply another ability that is speaking. And also students who are unable to read will find it difficult to fulfill their abilities. Learning to read is the most important part of life, because it is the beginning of our systematic knowledge of the learning process and one of the keys to success in following the process. When learning in class there is interaction in the learning process of teachers and students. Teachers and students are a very important part in determining the success of learning objectives. Reading is a skill that must be taught to children from an early age. If a child of primary school age cannot master early reading skills, he or she will experience many difficulties in learning various subjects in later grades.

Abstract

This study examines the criminal liability of shipping administrative officers (krani) involved in the forgery of shipping documents without physical verification. The analysis refers to Article 263 of the Indonesian Criminal Code and Law No. 17 of 2008 on Shipping. It focuses on the dual role of the krani as both a technical executor and a subject of criminal liability, as illustrated in District Court Decision No. 323/Pid.Sus/2017/PT.DKI. Employing a normative legal method with statutory, conceptual, and comparative approaches, the study draws upon statutory provisions, legal doctrines, and relevant jurisprudence. Findings indicate that shipping officers hold a crucial legal position within corporate responsibility chains. However, the regulatory framework lacks explicit boundaries regarding their authority and liability. The court concluded that the defendant had actively prepared and signed falsified documents without conducting proper verification, fulfilling the elements of criminal offense. Nevertheless, assigning criminal blame solely to lower-level officers may risk abuse of hierarchical power and allow impunity for supervisory officials. The study underscores the need for clearer legal norms delineating criminal responsibility between administrative personnel, superiors, and corporate entities. It recommends strengthening internal controls and implementing continuous compliance training to prevent the unjust criminalization of technical staff lacking substantive decision-making authority.

Abstract

This Digital transformation in public service delivery has become a strategic agenda in government reform, particularly through the adoption of information technology-based systems. This study aims to analyze the implementation of the Probolinggo Portal as a digital public service innovation in Probolinggo Regency, with a focus on the role of the Department of Communication and Informatics as the primary managing institution. A qualitative descriptive approach was employed to explore the implementation dynamics through in-depth interviews, observations, and documentation. The analysis was conducted using Edward III’s policy implementation framework, which includes communication, resources, implementers’ disposition, and bureaucratic structure. The findings indicate that the Probolinggo Portal has contributed to improving service efficiency, enhancing transparency, and expanding public access to government services. At the same time, several challenges remain, including limited communication effectiveness, uneven digital infrastructure, varying levels of digital literacy among citizens, and suboptimal inter-agency coordination. The interaction among implementation variables demonstrates a strong interdependence, where weaknesses in one dimension affect the overall effectiveness of the policy. The study highlights that successful digital public service implementation requires an integrative approach that goes beyond technological adoption, emphasizing organizational capacity building, adaptive communication strategies, and inclusive service accessibility for citizens.

Abstract

Taxes are the largest source of state revenue for Indonesia's development, but the tax compliance rate of Indonesians is still low. This study aims to analyze issues related to rethinking criminal law policies in taxation to overcome tax violations. This is normative legal research that uses statutory and comparative approaches. The results of the study show that criminal acts in the field of taxation are included in criminal acts in the field of administrative law, which is known to be simple and flexible in law enforcement as long as the purpose of the law is achieved, namely that taxpayers are willing to pay taxes according to their obligations.

AbstractThe impact of illegal logging is quite alarming, because it could threaten the survival of the nation and the state. To address them, the police personnel are inadequate in number. Forest area is a large area that requires maximum protection, so that with a limited number of officers, it is not possible to provide maximum protection or security. community policing is the right step to tackling illegal logging. The presence of the role of the community to maintain or protect the forest will make criminals that mean to do logging will be dealing directly with the public.Keywords: illegal logging, police, communityAbstrakDampak illegal logging sudah tergolong memprihatinkan, karena bisa mengancam kelangsungan hidup bangsa dan negara. Untuk menanggulanginya, personil aparat kepolisian tidaklah memadai jumlahnya. Kawasan hutan merupakan kawasan luas yang membutuhkan perlindungan maksimal, sehingga dengan jumlah aparat yang terbatas ini, tidak mungkin bisa memberikan perlindungan atau pengamanan maksimal. Pemolisian masyarakat merupakan langkah tepat untuk menanggulangi illegal logging. Abstract

Cayenne pepper is one of the important horticultural commodities and has high economic value for Indonesian people. The demand for cayenne pepper in Indonesia was relatively high, especially for household consumption. Therefore, superior varieties were needed to meet the needs of cayenne pepper in Indonesia. One way to guarantee the superiority of varieties and the validity of variety descriptions was to conduct yield testing. Our research aims to evaluate the performance and yield of seven genotypes of cayenne pepper. This research was carried out from March 2023 to September 2023 at Leuwikopo Experimental Garden, IPB University. It consisted of one factor: ten genotypes (seven genotypes and three control varieties). Experimental design in our research using randomized complete block design with three replications. The results showed that there were differences in performance and yield between cayenne pepper genotypes. The flowering ages of all genotypes ranged from 41.33 - 45.67 DAP with the harvest ages ranging from 83.33 - 92.67 DAP. The percentage of plants observed at the end of harvest ranged from 37.50 - 70.83% with the Rawita F1 variety showing the lowest percentage (37.50%). F1.372340 genotype was the highest productivity genotype, reaching 4.80 t.ha-1. The productivity of F1.372340 was higher than control varieties, which ranged from 1.48 to 2.72 t.ha-1. Line’s genotype had a shelf life ranging from 9.30 - 15.00 DAH which was the same or better than the control varieties which ranged from 9.67-12.33 DAH.
