Abstract

ABSTRAK Tanah lempung (Clay) merupakan salah satu jenis tanah yang mungkin perlu dilakukan proses stabilisasi. Stabilisasi tanah adalah suatu cara yang digunakan untuk memperbaiki sifat tanah dasar sehingga tanah dasar tersebut mutunya dapat lebih baik dan dapat meningkatkan kemampuan daya dukung tanah dasar terhadap konstruksi yang akan dibangun diatasnya. Tujuan penelitian ini adalah untuk mengetahui nilai index properties akibat penambahan variasi 5%-15% limbah karbit  pada tanah lempung. Kemudian untuk mengetahui nilai kuat tekan maksimum dengan pengujian UCT (Unconfined Compression Test) dan mengetahui nilai CBR (California Bearing Ratio) laboratorium akibat adanya penambahan bahan stabilisasi, serta kadar optimum penambahan limbah karbit. Dari hasil penellitian diperoleh bahwa sampel tanah asli memiliki kadar air 17,89%, berat spesifik 2,65, batas cair (LL) 45,49%, dan indeks plastisitas (PI) 30,30%. Abstract

Pekanbaru City as Cipil Town of Riau Province has a high traffic degree. That’s why, Pekanbaru needs enough parking area with a good management. Indonesian Constution allowed activities on public roadside parking based on traffic sign. But in fact, the implementation doesn’t works effectively because so many illegal parking area with illegal retributions. It’s make a cause to diminution of native territorial income that never rich the goal. One of the unsolved problems until today such as on public roadside parking of Tuanku Tambusai street and throughout the front of Cik Puan Market that makes traffic jam.This research is supposed see the management constitution implementations of public roadside parking from Dishubkominfo Pekanbaru city. Management theory is a base to this qualitative research. Based on analysis from the writer, the ineffectively management implementations is because of Parking UPTD of Dishubkominfo doesn’t have a written management and programs planning. Parking UPTD of Dishubkominfo can not acting explicitly because still have a good parking area to solve the problems.Key words : Management, Public Roadside Parking, Pekanbaru city.

Abstract

This research is motivated by the program to handle the backward villages and rural food insecurity in Rokan Hulu by a decree of Rokan Hulu in 2011 . In this regard certainly drawn up plans to be realized . However , what has been planned that the results have not been able to reach the target . Fullness of the Upper Village is one of villages in a highly visible application of this program has not been implemented at all . There is only a stretch of paddy fields which no crop at all . Then , good cooperation between the government and the public has not created properly in terms of the implementation of this program . Coupled with the standards , orders and employment targets are not clear so people are reluctant to participate .The purpose of this study was to megetahui implementation of the planning process to determine the implementation of the Food Program Independent Village in the Upper Village Fullness why not go well . To find out what the barriers are affecting Independent Village Food Programme in the Fullness of the Upper Village that has not done well .The results of this study indicate that : 1 ) the implementation of the Independent Village Food Program have not been realized in accordance with the planned target . 2 ) obstacles on the ground such as land availability , budget , executive and public attitudes encountered in the implementation process can not be properly addressed by the government . 3 ) communication between the Government and Farmers as the executor has not been effective . 4 ) the structure and direction of the work is not yet clear as monitoring and implementing government has yet to convince the public that people are reluctant to participate in the implementation of this program .Keyword : development , agricultural development and implementation

Abstract

Starting from President Suharto, who resigned in the middle of his reign, Habibie, who served as Vice President at the time. In accordance with the Act of 1945, replacing President Suharto. Rising Habibie became the number one in Indonesia provide a different color during the previous government, which virtually dominate the political scene for over 30 years. Leadership Style Habibie was considered able to change the national order of the nation, and can restore the confidence of the people against the people. Habibie was able to transform himself to share with followers in running the government.In looking at the relevant Habibie leadership style, the Transformational Leadership Theory allows to be used as the basis for this study. Through research technique Library Research Methods ( Studies Library ) can be seen through a short trip Habibie in his tenure in the Reformation era. Post- New Order government, leaving many tasks and problems from the east end to the west.With this kind of leadership style, Habibie piecemeal provide space for many people to be able to aspire to, express opinions in public, and give people the freedom to establish political organizations and others as the ideals of reform after the collapse of the new order.Keywords : Habibie, Transformational Leadership Style and Post- New Order.

Abstract

This study was conducted to analyze how the interests Analysis Actor In The introduction of Regional Regulation No. 10 of 2006 on Water Resources and Infiltration Wells .. Not optimal penerapam and enforcement of local regulations on water resources and recharge wells in the city of Pekanbaru in particular District of Handsome result in flooding. With the problems that arise in the implementation and enforcement of these regulations in Pekanbaru City, should the actor who has the authority to coordinate the implementation and enforcement of legislation with working units authorized, the Department of Spatial Planning and Building Pekanbaru and Municipal Police Units Pekanbaru city.This study is a descriptive study using a qualitative approach as a tool of analysis. The research was conducted in the city pekanbaru and take samples of data in District Handsome, Pekanbaru. This study uses the documentation and interview with key informants as an information object that aims to achieve the goal to get the information in this study. Data used in this study are primary data and secondary data obtained through documentation and interviews with key informants in this study.Enforcement of a program will be determined by how far the programs will be in demand by the program would threaten certain interests in masyarakat.kelompok community members who feel threatened by the existence of the program will tend to manifest his opposition either openly or terselubung.oleh because it, semakain large presence in disadvantaged groups as a result of the program, the process of the implementation of the policy will be sulit.sebaliknya smaller community groups who feel disadvantaged the easier the program in nimplementasikan.Tidak passes actor in coordinating authority application and enforcement of Regulation area No. 10 of 2006 on Water Resources and Infiltration Wells because many interests that are not in harmony with the other objectives aktirn.There are two things that affect imolementasi policy according to which the contents kebijakandang Grindle policy environment, which also affects the interests of the actors in the enforcement area of water resources and the well resapan.dan -aktor actor must be able to demonstrate efforts to overcome obstacles in the implementation of local regulations to the community and always conduct evaluation of policies that have been done previously as a guide in making improvements forthe future.Keywords: Interest, Policy, Water Resources and Infiltration wells, Regional Regulation.

Abstract

Government services essentially aims to create a fair and prosperous society both materially uniform and spiritually based on Pancasila in container country of the Republic of Indonesia which is free, united, sovereign and sovereign. The government has an obligation to provide minimum health services nee ded by his people. For health care providers principles that must be followed in providing health services to the community is how people feel satisfied and comfor table in receiving health given the existence of health centers and as a medium to deliver health services to be executed so well that the quality of services provided in accordance with what is desired by the community.Based on the background of the problems described above, the researchers are interested in researching about “Government Function in Health Care The Health Clinic Kecamatan Kubu Kabupaten Rokan Hilir (2010-2013)”. Types used in this study qualitative descriptive survey techniques. The location of this research carried out at the health center Kecamatan Kubu Kabupaten Rokan Hilir. The informant is a person or group of people who have the knowledge, namely UPTD, head of the health center, business health centers, health centers Officer of Infrastructure, Community treatment.The results of this penerlitian namely; Services in health centers Kecammatan Kubu as described mentioned above, can be explained bring health care services, quality of service and comfort of the patient because the health center is located alongside a highway parent makes noise levels, as well as in referral health center personnel Parent seems slow in issuing a letter referral for patients who want to do a local hospital treatment or hospital you want to target, while it was in duty in case of problems due to the lack of expertise in the parent community health centers, because of the many workers who continue their education kejenjang D3 and S1, resulting in a low level of experts or nurse. Maximum services and facilities necessary to support adequate facilities and human resources are sufficient, but what happens in the parent Kubu Kecamatan Kubu health centers, there are some shortcomings, human resources are not enough to provide a good service to the community, where there is a double duty by someone in their work, while the facilities for treatment also experienced keterbatasana, while drugs are limited in number, and the building is not sufficient to provide excellent service.Keywords: Function, Government, Services, Health, Health Center Parent

Abstract

The background of this research with theThe existence of absorption wells is one of theprocedures that must be completed to the requirements of development shop. Absorption wellsis very important for the shop building, where a very positive function in absorbing water.With so can anticipate floodwaters around the shop building. The existence of infiltrationwells are not all owned by the owner of the shop building.The method used in this study qualitative research methods. Data collection techniquesin research, interviews, search documentation, observation. Source of data in this study areprimary data and secondary data.Based on the results of research conducted in the Department of City Spatialpengasawan Pekanbaru in coaching and guidance isGiven the organization of the building tofit Pekanbaru City Regional Regulation No. 7 of 2012 on Building Permits.Empowerment bySpatial Agency Pekanbaru through socialization by holding seminars to all district head,headman, associations, government offices and private se Pekanbar City, Spatial Agency alsoput ads on the radio RRI, and the Department of Spatial Pekanbaru installing billboardsplaces general.Supervision maximum is not done by the Department of Spatial PekanbaruCity for human resources are not adequate to conduct surveillance, minimal funding sourcesto conduct supervision and coaching, then the low level of public awareness of governmentregulations. Inhibiting Spatial Agency Pekanbaru in fostering human resources areinadequate to conduct training and supervision, as Spatial Agency only had 14 people incharge of doing the coaching and supervision. Lack of budget owned Spatial Agency therebyinhibiting to conduct supervision and guidance to the building that violates the rules and donot have permission. Lack of public awareness about the importance of regulatory pemerintato complete the building permit and also build in accordance with the existing rules.Keywords: Development, Spatial Planning, Organizing, Building

Abstract

Along with be applied financial special Donation Program to POKMAS Village / sub-district at Regency Siak to insfrastruktur's development village / sub-district. insfrastruktur's development effort Village / this sub-district after make easy executed society by society bases Number Regent regulation 48 Year 2011 one be performed on each village / sub-district those are on Regency Siak. Base PERBUB that at Lubuk Jering's Village is performed Programs Society job Project (POKMAS) about development insfrastruktur year Village 2012. To the effect of observational it is subject to be know why Performing Program Society job Project (POKMAS) at Lubuk Jering's Village Year 2012 less maximal. Implementation concept that is utilized is concept that interposed by Edward III. which is implementation concept where exists four highlights which is communication, resource, executor attitude and bureaucracy structure. Tech that is utilized in data collecting utilizes interview and documentation tech.After do research therefore writer can conclude that four big influential implementation highlights deep POKMAS'S performings Lubuk Jering's Villages years 2012. Of research result is concluded that was optimal Performing Process Programs since adverse coordination among village government with society so executed development was utterly entirely. Communication that is done was clear and consistent. Of proprietary resource facet was enough even there are some lack as reducing its field executor staff as tip of POKMAS'S performing spear this. Facility that gave by regency party no since POKMAS'S performing performed by modestly and self-supporting is society, Regency party just provide donation fund. Of cendrung's attitude facet not blocks since executors have the honour and have willingness.Factor that constrain in performing Programs POKMAS slowing lents fund to get down from regency so program performing rather its finish long time, because of other fund that is used no so the execution enforced wait that regency2fund is downwards goes to village and other constraint which is in POKMAS'Sperforming which is if one of village at silvan troublesome district another onealso following most constraint and development fund of slightly long timeregency until it to executor that POKMAS'S performing rather its finish long time.Key word : mobilization, consciousness, conflict, person is official, society
