Abstract

The research present describe the implementation of district regulation Karimun Regency Number 15, 2010 about mine resources (study case by Kawasan Dinamika Harmonitama Comapany in Karimun Regency). Karimun Regency one of Regency that has potency in granite, but until now this potency still needed controlling by government in manage of mines activity in Karimun Regency.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Karimun Regency and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Karimun Head of Regency, Mines and Mineral Agency, staff Kawasan Dinamika Harmonitama Company and Sememal society in Meral District Karimun Regency.The conclution of this research are implementation of district regulation Karimun Regency Number 15, 2010 about mine activity by Kawasan Dinamika Harmonitama Regency are not effective. Its cause by some factor, are: communication actor between Karimun Regency government with Kawasan Dinamika Harmonitama Company, minim of quality and quantity by staff in Mines Mineral and Energy Agency of Karimun Regency, unwilingness factor from company to receive the protest from society about blasting activity of granite stones and also bureaucration structure of government that only Head of Regency has a authority to stopped the mine activity of Kawasan Dinamika Harmonita Company.Keywords: Implementation, District Regulation, and Mines.

Abstract

The Rule and Regulation of Indonesia year 1945 verse 28-H has been madated that housing and resident are the base of human right where everyone has right to live properous fisically and mentally, stay and get life in well environment and healthy. This base principle has been accomodated too in the Rule and Regulation No. 39 year 1999 about human right as well as in the Rule and Regulation No. 1 year 2011 about housing resident area. Therefore, to guarantee the fulfillment that human right it has became obligation for the government as state organizer to respect, save and also fulfill it directly. In concreting this mandate of our Rule and Regulation, the government needs help from other side, that is developer. This developer here is Real Estate Indonesia (REI) is the assosiation of developers in ndonesia. REI is believed becomes the stakeholders of the government in concreting this mandate of our Rule and Regulation to prepare housings for Indonesian societies.This research has been done in Pekanbaru where the location was in DPD REI Riau Province. This research was qualitative research in which the informations were taken by deep interviews from some interviewers.The result of this research showed that the growth of the Riau economic development that made the need of housings in this area was growing fast too. As a result, this impacted to the resident bussiness in Riau Province that becomes brighter and gives prospect. Riau province is one of theprovincesin Indonesia that experiences fast economic development in Sumatra. In every year almost 10.000 residents built in Riau Province with majority in Pekanbaru. Nowadays, Riau is in the first position in this growth of the residents expansion in Sumatra. While in Indonesia, Riau Province is in the third position.Key words: DPD REI Riau, Housing,subsidy, governmentpolicy.

Abstract

This research based on abundant natural wealth Indonesia, one of them in an animal husbandry, including in Kuantan Singingi Regency of Riau Province. In 2012 at Kuantan Singingi Regency there were 40.208 cattles and bufallos and 16,7% of them released for and disturbed the public. Because of much the livestock roamed, then out the regulation of Regent Kuantan Singingi Number 12th 2012 years about controling livestocks and rabies transmitting animals in 2012-2013.This research was used qualitative descriptive approach, technique of data collection is done by the informant in depth interview and documentation. The theory was used to discuss G.C. Edward III model theory.The fact of results obtained were follows : (1) the implementations of this rule is was merely socialization. (2) Relatively minimal funding be one of reason for the implementation of this rule does not run optimally including the absence of supporting infrastructure. (3) Existence of tradition or custom issues of indigenous people around the area who collide with the rule. The conclusion of this research that the policy makers ware less prepared for facilitating policies are made.Keywords: Policy Implementation, Government, animal Husbandry

Abstract

Based on the phenomenon in the implementation of government programs on HIV / AIDS is the responsibility of the Local Government Pekanbaru. For its implementation, local governments will delegate authority to the KPA Pekanbaru. While in charge is Deputy Mayor. Evaluation of programs implemented in Pekanbaru City Government with respect to the Program Counter is not running as it should. It is seen not sanggupnya government in response to the spread of HIV / AIDS in the city of Pekanbaru, even people with HIV / AIDS continues to increase every year. Thus, prevention programs can not be implemented that require evaluation in order to know the cause of this reduction programs can not reach the target.The purpose of this study was to determine and analyze Evaluation of Government Programs on HIV / AIDS in the city of Pekanbaru in 2012. Data obtained from respondents will be grouped by type, and then processed and presented in tabular form and then analyzed qualitatively and eventually will get conclusions about the results of the research.The results of the study concluded that the implementation of the program is the reduction of HIV / AIDS due to the limited amount of budgetary funds provided for the KPA limited so as not sufficient to carry out the work program primarily working in AIDS prevention programs in City Pekanbaru. Facilities and infrastructure lacking in the work program that caused the KPA is an independent institution which is not a government-owned institution. So the government needs to support the NAC effort in order to implement the program of work as are assigned. Solidaristas society lacking in addressing the problem of HIV / AIDS. Places that can cause infections such as AIDS where prostitution is still widely available in the city of Pekanbaru.Keywords: Evaluation, Government Programs, HIV / AIDS

Abstract

Rice the staple food of the people of Indonesia, especially in Riau, it formed a policy for Improved Rice production in order to increase rice production in Riau, the Riau prosperous Food Operations program covering Increased Investment Index IP 100 - IP 200, Rehabilitation of Abandoned Rice Fields and New Print. At this time the author focuses on the research Pelalawan. This study aims to identify the implementation OPRM in Pelalawan and to identify factors - factors that affect the implementation of OPRM.The research method used is qualitative descriptive , which explains the problem in detail with the correct data retrieval and accurate as well as see the conditions that occurred during the program is realized.The results of this study concluded that the factors supporting the implementation OPRM in Pelalawan is the human resources support, especially support the agricultural land in Kuala Kampar, POSKO Coordination run very effectively which is characterized by frequent execution coordination meetings, running His organization structure, as well as the budget available and the direct supervision of spaciousness. Can not be separated from the presence of inhibiting factors that affect the implementation of the transfer of functions OPRM the land, not optimal irrigation networks, water shortages and inadequate road infrastructure, particularly rice production center in Kuala Kampar.Key Words : Evaluation, OPRM, Pelalawan

Abstract

This study aims to determine the efforts made by the Government of Pekanbaru in structuring the development of the home store (shop) in the city of Pekanbaru, especially in Sub Handsome. The background of this study is the proliferation of commercial buildings and as if ignoring the environmental creed particular catchment areas and green open spaces.This study used a qualitative approach in obtaining and analyzing data, for data analysis, a policy, the theory of coordination and control theory. The informant withdrawal technique performed with a purposive approach to the informant, the data in this study was obtained through interviews and observation techniques and study documentation. Descriptive data were analyzed during the study.The results of this study prove that there has been no real effort of the government in structuring the development of home stores, especially in Sub Handsome Pekanbaru. Coordination of activities undertaken by the government was limited to ensure completeness of the administrative requirements in order to obtain building permits. Supervision is done well only to observe the implementation of the technical development is in accordance with the rules of minimum distance and the construction of infiltration wells. Even then considered not maximal activity. Abstract

Regulation of the Minister of Transport of the Republic of Indonesia Number 10 Year 2012 on Minimum Service Standards -Based Bulk Road Transport regulates the minimum service standards that should be applied in the implementation of a mass public transport system based on the way each region . Standard services may include security , safety , comfort , affordability , equality and regularity . The purpose of this study was to determine the factors that affect the implementation process of the Minister of Transport of the Republic of Indonesia Regulation No. 10 Year 2012 on Minimum Standards of Road Transport Based on Mass Trans Metro Pekanbaru program 2012-2013 . Location of the study was conducted in the Department of Communication and Information Pekanbaru . This research is descriptive qualitative research method . The nature of this research is a case study . The results showed that the implementation of the Regulation of the Minister of Transport of the Republic of Indonesia Number 10 Year 2012 on Minimum Service Standards -Based Bulk Road Transport can not run optimally . Abstract

Law No. 40 of 2007 on Persereon Limited has mandated for every company to implement Corporate Social Responsibility program which affirmed again by Kampar Regency Regulation No. 3 of 2012 on Corporate Social Responsibility. This program is a form of corporate accountability to the people that are around the company to meet the needs of a truly very be required by community.However fact Corporate social Responsibility program conducted by PT. Agro Eternal ineffective marked with many needs of the community that are not met and the implementation of activities that are not programmed according to existing regulations.The purpose of this study was to determine the cause of the implementation of Corporate Social Responsibility program in the village of Siak Hulu Kepau Jaya District of Kampar district has not done well. In collecting the data obtained from the documentation and documentation-depth interviews with informants. Once the data is collected and then analyzed with descriptive qualitative analysis menggunankan.After doing research, the application of corporate social responsibility are implemented Pt. Agro immortal not in accordance with the mandate of the existing regulations, in which the company is not programmed CSR activities in their annual work. Then supervision undertaken by the Department of Plantation is not running. Suggestions for this problem the government should be more active in monitoring and firmly in the regulations.Keywords : Implementation, Responsibility, Corporate.

Abstract

Indonesia embraced decentralization system in accordance with Law No. 32 of 2004 , in which the central government delegate / give up some power and authority to local governments to regulate and manage part of the authority and the power of the Unitary State of the Republic of Indonesia . One policy area in the city of Pekanbaru , issued a policy in the form of Regional Regulation No. 03 Year 2012 on Levy Funeral Service , incineration corpse . Burial in Pekanbaru itself pretty much covers have public , private and governmental . Remains of the many burial spread across 12 districts Pekanbaru , which is managed by the government is only six , but who has the appropriate regulations only two . Based on the description above, the authors are interested in doing research with the title "Implementation of Regional Regulation No. 03 of 2012 Concerning the General Cemetery in the city of Pekanbaru 2014A fundamental problem in this research that there are many common burial sites managed by the Department of Social and Pekanbaru City Cemetery is not in accordance of the contents of local regulation number 03 of 2012 chapter eight , then the factors inhibiting the implementation of these local regulations , both internally and externally . Theory ( approach ) that I use as an analytical tool in this research is the theory of Policy Implementation . While research method used in this study is a qualitative research , which seeks to analyze the implementation and obstacles derived from observations and aim to reinforce and strengthen the theory so as to obtain information on the current situation. Data collection techniques in this study is to interview techniques and documentation.We can conclude this study , the implementation of local regulation number 03 of 2012 in the city of Pekanbaru is still far from expectations . Still more than half the burial place of the common run local governments is not the appropriate local regulations .
