Abstract

Islamic universities in Indonesia face significant challenges in balancing Islamic values with the needs of modern education and global competition. The dynamics of changes in national higher education policies and the demands of international accreditation create adaptive pressure for these institutions to transform without losing their distinctive identity. This research aims to analyze the effectiveness of Islamic higher education policies in integrating Islamic values with international academic standards, as well as identifying optimal policy models for institutional development in the digital era. How can Islamic universities develop policies that strengthen Islamic identity while increasing global competitiveness? What are the challenges of implementing scientific integration policies in Islamic universities? The research used a qualitative approach with a case study method at five leading Islamic universities. Data were collected using library research method, by analyzing various sources from books and journals related to the theme of the mutual relationship between politics and policy and education in Islamic universities. The study identified three models of effective integration policies: (1) transformative-adaptive model, (2) conservative-selective model, and (3) progressive-innovative model. Policy implementation is influenced by leadership, organizational culture, and capacity factors. Universities that implement the transformative-adaptive model show an optimal balance between strengthening Islamic values ​​and increasing global competitiveness.

Abstract

This study aims to analyze the obstacles faced by teachers in the implementation of thematic learning based on the 2013 curriculum at MI Al-Aziz. The research focuses on three key areas: (1) the implementation of thematic learning, (2) the challenges encountered by teachers, and (3) solutions to overcome these obstacles. The study employs a qualitative descriptive approach, using observation, interviews, and questionnaires as primary data collection methods. The results indicate that the thematic learning implementation has not been fully optimal due to a lack of teacher preparedness in lesson planning, limited resources, and inadequate training. Teachers also face difficulties in integrating various subjects into a coherent thematic approach. The study suggests that improving teacher training and providing better resources can enhance the implementation of the curriculum and resolve existing challenges.

Abstract

This study aims to describe and analyse the dualism of management (top-down approach and Madrasah-Based Management/MBM) in the implementation of the education subsidy programme for orphans, with a focus on developing madrasah management that is responsive to the local needs of the community. This research employed a qualitative approach using a case study design conducted at Al-Khairiyah Citangkil Private Madrasah Aliyah, Cilegon, Banten. The findings indicate that the educational subsidy programme provides significant opportunities for orphans and economically disadvantaged students to access quality education. On the one hand, the top-down management approach ensures programme standardisation, policy control, and financial accountability. On the other hand, Madrasah-Based Management allows contextual adaptation to local needs and institutional conditions, thereby enhancing the effectiveness and relevance of educational services. This study implies that effective synergy between top-down policy frameworks and the flexibility of Madrasah-Based Management is essential for developing an inclusive and sustainable education system that empowers madrasahs to respond to the educational needs of their local communities.

Abstract

This research aims to explain the application of the independent curriculum in PAI learning for class Class X at Vocational School Cordova Banyuwangi. The type of research used in this research is descriptive qualitative. Data collection methods use participant observation, semi-structured interviews and documentation. The research subjects or respondents in the research were PAI subject teachers, class And data analysis includes data collection. data reduction (data reduction), data display (data presentation), conclusion drawing/verification (drawing conclusions). Valuation. In planning learning, educators prepare Learning Outcomes (CP), Learning Achievement Flow (ACP), prepare learning media. In implementing learning, educators have carried out the steps in the independent curriculum learning method. And for evaluation, educators provide a conclusion and assessment of the material that has been studied. The supporting factors are students being more active in thinking, clear budgeting from the regional government to support the implementation of the independent curriculum, good coordination from the regional government, whether district or provincial, with the central government in providing learning and training facilities. The inhibiting factor is the students' low level of interest in literacy. Students must be fully motivated, limited time and lack of supporting teaching and learning infrastructure. The impact is that it is easier for students to learn according to the topic they want and according to the context of the situation, teachers are more flexible in teaching discussion topics, students are better trained in literacy, students are more active in matters collaborate with friends.

Abstract

This study critically reconceptualizes teacher professionalism and performance in Islamic primary education by positioning Islamic intellectual traditions in dialogue with contemporary global educational frameworks. Despite extensive research, dominant models of teacher professionalism remain largely technocratic, systematically privileging measurable competencies while neglecting ethical and spiritual dimensions. This study employs a systematic literature review (SLR) following PRISMA guidelines, analyzing peer-reviewed articles retrieved from Scopus, Web of Science, and Google Scholar, published between 2016 and 2025. The study selection process involved identification, screening, eligibility assessment, and final inclusion stages, ensuring methodological transparency and rigor. The data were analyzed using thematic analysis to identify key patterns related to teacher professionalism, performance, and learning quality. The findings reveal that teacher professionalism in Islamic education is a multidimensional construct integrating pedagogical competence, professional expertise, and ethical-spiritual values such as adab, amanah, and ihsan. Teacher performance is shaped by both internal factors, including motivation and psychological well-being, and external conditions such as institutional support and professional learning environments. Furthermore, the results demonstrate that the interaction between professionalism and performance significantly enhances learning quality, particularly in fostering holistic student development. The novelty of this study lies in its integrative framework, which challenges dominant technocratic models by embedding ethical and spiritual dimensions within contemporary theories of teacher effectiveness. This study contributes theoretically by advancing a more holistic and context-sensitive understanding of teacher professionalism and practically by informing the design of teacher development programs that are both globally informed and ethically grounded.
