Abstract

The transformation of regional taxation is a strategic agenda aimed at strengthening fiscal capacity, reducing dependence on central government transfers, and supporting sustainable development within the framework of regional autonomy. This study aims to identify the regional tax instruments with the greatest potential, analyze the challenges and opportunities associated with implementing local taxing power, and formulate adaptive fiscal policy strategies in Jambi Province. The research employs a qualitative descriptive-analytical approach, drawing on primary data from in-depth interviews and focus group discussions (FGDs), as well as secondary data from regional budget (APBD) reports, local revenue (PAD) statistics, and regional tax realization for the period 2021–2024. Thematic analysis was conducted using NVivo software, complemented by quantitative data triangulation. The findings reveal that the largest tax potential in Jambi lies in the Street Lighting Tax, Specific Goods and Services Tax, Land and Building Acquisition Duty (BPHTB), and Rural and Urban Land and Building Tax (PBBP2), with varying dominance across districts and municipalities according to their respective economic characteristics. The main implementation challenges include low taxpayer compliance, weak administrative systems and institutional coordination, limited human resources, and disparities in infrastructure development across regions. Nonetheless, significant opportunities exist through the growth of the digital economy, the rise of online-based SMEs, the development of tourism and real estate sectors, and the diversification of resource-based taxation. This study recommends adaptive fiscal strategies built upon three key pillars: regulatory reform, institutional and technological capacity building, and cross-sector collaboration, accompanied by public outreach. Such strategies are expected to foster a more inclusive, transparent, and efficient regional taxation system while strengthening fiscal independence in the post-HKPD 2022 era.

Abstract

Introduction: The increased use of digital devices during childhood, both in urban and rural areas with high technology access, raises concerns about their impact on child development and health. This calls for evidence-based interventions that consider the balance between the benefits and risks of screen time. However, existing empirical evidence shows inconsistencies in linking screen time duration to sociodemographic factors, parenting practices, and various aspects of child development. This study comparative analyses sociodemographic variables, parenting practices, and maternal perceptions in relation to screen time.' Methods: This cross-sectional study included 301 mothers of children aged 4-7 years in Bandar Lampung, Indonesia, using purposive sampling. A comparative analysis was conducted between the two groups based on screen time intensity. Ethical approval was obtained from the University Research Ethics Committee. The parenting practice instrument uses ‘Parenting SOS’ from Neshteruk, which has been modified and adapted. The screen time instrument and mothers' perceptions of the impact of child development use questionnaires from Rahmawati and Latifah, adapted and modified from Lauricella and Nikken & Schols. Statistical analyses (t-tests) compared key variables across screen time groups. Results: Results showed that mothers (p=0.012) and fathers (p=0.020) in the low screen time group were significantly older, with more consistent parenting practices in terms of behavior control (p=0.005), monitoring (p=0.016), and positive modelling (p=0.006). Meanwhile, children in the high screen time group were more frequently exposed to television (p=0.045) and diverse digital content (p=0.012). The low screen time group also tended to have higher child development scores (67.2%) than the high screen time group (63.9%). The low screen time group had better maternal perceptions of the impact of gadgets on child development than the high screen time group (p=0.046). Conclusion: This study contributes to family systems theory by identifying maternal age and parenting consistency as buffers against excessive screen time, and provides comparative evidence from Indonesia's urban-rural context. Findings support targeted parenting programs and age-appropriate content policies. This study makes a contextual contribution to the global literature through the local Indonesian context while supporting the development of culturally adaptive public health strategies.

Abstract

Introduction: In the digital age, excessive screen time has become a significant concern for preschool children, affecting their social, emotional, and behavioral development. This study examined the influence of parenting patterns, sibling relationships, and peer interactions on screen time, considering differences in geographical contexts. Methods: A cross-sectional quantitative design with cluster random sampling was conducted in Bandar Lampung City, Indonesia, covering mountainous (Kemiling) and coastal (Teluk Betung Timur and Bumi Waras) subdistricts. The sample included 301 families with children aged 4–7 years, living with both parents and having siblings. Data were analyzed using independent t-tests to compare differences between groups. Results: Results indicated that disciplinary parenting patterns were more effective in coastal areas, while play-based parenting patterns were stronger in mountainous areas. Sibling interaction and acceptance were higher in mountainous regions, whereas sibling rivalry was greater in coastal areas. No significant differences were found in peer interactions between the two regions. Children in coastal areas exhibited higher screen time than those in mountainous areas. Conclusion: These findings highlight the importance of geographical context in shaping children’s screen-related behaviors and family dynamics. The study emphasizes the need for geographically tailored interventions, including culturally adapted parental guidance in coastal and mountainous areas, sibling-based alternatives to screen use in mountainous areas, and integration of caregiver training with equitable internet access policies within early childhood education frameworks. Public health campaigns should integrate the WHO and American Academy of Pediatrics-recommended screen time guidelines (<1 hour/day) while promoting non-digital activities, particularly in coastal populations with higher device exposure.

Abstract

The implementation of e-portfolios in education has gained widespread recognition for its potential as both an assessment and learning tool. This study examines challenges faced by students in creating e-portfolios during public speaking classes and strategies to overcome them. Conducted among fifth-semester English Education students at a university in Yogyakarta, Indonesia, this qualitative research employed observations, semi-structured interviews, and documentation for data collection. Findings reveal obstacles such as confusion with e-portfolio structure, limited digital skills, unreliable internet, and time management struggles. Students also faced issues with creativity, motivation, and balancing workloads. To address these challenges, students employed collaborative learning by consulting peers and lecturers, and self-directed learning through online tutorials. Time management strategies like task segmentation and avoiding procrastination helped them stay on track. They utilized concept maps for organization, identified reliable internet hotspots, and relied on peer feedback for mutual support and revisions. Focus on self-responsibility and goal setting further enhanced their motivation. The study concludes that despite its challenges, e-portfolio development fosters critical skills like independence, creativity, and time management. Institutional support through workshops and improved digital infrastructure plays a crucial role in enabling student success. Educators can systematically address barriers to optimize e-portfolio use as a powerful tool for academic and professional growth.
