Abstract

This study aims to analyze the state of energy security in East Sumba, one of the four regencies dividing the Island of Sumba, East Nusa Tenggara Province, Indonesia. This region was chosen for this study as it is popularly known as the Iconic Island of Renewable Energy. Data was gathered by applying expert interview method and analytical hierarchy process. In sum, 30 source persons dealing with the energy security issue were interviewed: 11 government officials (G), 8 businessmen (B), 5scholars (A), 4 from the common society (C), and 2 from a financial institution. This study applied energy security index to assess energy security in East Sumba. The data was analyzed by using descriptive analysis and Eckenrode method, with energy security as a criterion. The study results show that the energy security index based on renewable resources in East Sumba is still relatively low (5.91). East Sumba is rich in natural sources of energy, such as sunlight, water, biomass, wind, and biogas. Factors such as poor affordability lead to a low energy security index in East Sumba, which is often a result of poverty. The natural vast hilly and grassland topography and the decentralized settlement of the people of East Sumba also lead to poor accessibility of energy. Moreover, the supporting infrastructure, such as roads, also causes a low index of energy security. The lack of an institutional model also discourages investors from investing in East Sumba. The electrification ratio in East Sumba is still low, reaching only 31%.

Abstract

arious strategic issues that have an effect towards the performance of local governments in Indonesia are very complex just like the local governments in other countries, as investigated on previous researches. These strategic issues, which include the fiscal capacity, the background of the local leaders as entrepreneurs, and the capacity of management, would have significant influence towards the performance of local governments. This research tries to conduct the investigation towards other strategic issues i.e. the characteristics of local governments, the public entrepreneurship, the strategic environment, and the enforcement of ethics and accountability of bureaucracy, which is both very important and very certain in terms of the influence towards the performance of local governments. As the initial phase of thorough research is related to the influence of public entrepreneurship towards the performance of local government, the mapping needs to be conducted in order to ensure the level of importance and certainty of the strategic issues with the use of the Strategic Assumption Surfacing Test (SAST) approach involving the selected experts through limited Focus Group Discussion (FGD). The results of data processing would give an overview that the characteristics of local governments and its elements (the regional assets, the fiscal capacity, the capacity of management and entrepreneurial behavior), the public entrepreneurship (innovation, the creativity of the individuals within bureaucracy, proactiveness, risk-taking and public-oriented) are the strategic issues, which are important and certainly influence the performance of local governments in Indonesia.

Abstract

COVID-19 caused a health crisis that prompted the acceleration of implementing the new "new normal" paradigm at work. Employees are forced to work from home without preparation and face-to-face supervision from superiors. In this regard, the Ministry of Finance is implementing a Flexible Working Space. This study aims to analyze studies related to crisis communication, internal communication, Flexible Working Space, and their application in the Ministry of Finance. The scope of this research focuses on literature references related to crisis communication, internal communication, and Flexible Working Space in the COVID-19 pandemic conditions, which can be applied to the government sector. This research uses secondary data through literature studies related to organizational communication, Flexible Working Space, and the latest data related to COVID-19. The results show that crisis communication in the Ministry of Finance has adopted the Crisis and Emergency Risk Communication (CERC) model, which consists of six principles: be first, be right, be credible, express empathy, promote action, and show respect. Flexible Working Space at the Ministry of Finance is one of the strategic initiatives whose implementation is accelerated due to the impact of COVID-19. Therefore, internal communication is needed regarding the application of Flexible Working Space. Besides, it is necessary to formulate policies, feasibility, availability, schedule arrangements, response speed, productivity measures, office equipment, technical support, employee layoffs, and a physical environment to support Flexible Working Space's successful implementation. Abstract

The Mongol Empire, which prevailed in the 13th to 14th centuries, was one of the largest empires known in the history of world conquest. The stretch of the empire formed by Genghis Khan almost covers all of Eurasia, whose success story cannot be separated from the exploits of intelligence and psychological warfare that have been applied just like modern wars centuries after. Historical Research analysis in this article will try to juxtapose intelligence theories and Psychological Warfare so that the story of the Mongolian empire can be a valuable lesson for the study of strategy and philosophy of war as a reference for modern military strategy. Abstract

The study aimed to investigate the influence of total quality management and school governance on school management effectiveness, whether school governance as an antecedent of total quality management and school management effectiveness. The object of research is the vocational high school with the Regional Public Service Agency status (school-based enterprise) in Indonesia. The research is a quantitative research with survey method. The sample of 533 people who are school principals, teachers, and students. It was selected by proportional stratified random sampling. The data analysis using structural equation modeling (SEM). The research finding is the total quality management has a significant influence on school management effectiveness. The mediation analysis indicates that school governance as the antecedent of total quality management and school management effectiveness. The improvement of effectiveness school-based enterprises should consider implementing total quality management and it will be increasingly by school governance application. The modeling that correlates total quality management and school governance to improved vocational school management effectiveness, especially at vocational school with Regional Public Service Agency status (school-based enterprise).

Abstract

AbstractResearch on the influence and relationship of organizational structures, organizational culture and HumanResources (HR) with performance of commercial banks in Indonesia has been done. The research objective is toanalyze the influence and correlation of organizational structure, organizational culture and human resourceswith performance of commercial banks in Indonesia by using multivariate regression and Spearman correlationto analize the data. The hypothesis was tested by using 84 respondents representing 84 commercial banksin Indonesia, which is obtained through online surveys with census sampling techniques. Results of multivariateregression and Spearman correlation show that organizational structure, organizational culture and HRhave a significant influence and relationship with performance of commercial banks in Indonesia.

Abstract

The problems related to governance system such as management irregularities or fraud, unaccountable finan-cial practices, and poor public service deliveries have raised some questions to the effectiveness of Units of Government Internal Audit (GIA). The complexity of role and function of GIA, which are both directly and indirectly influenced by the stakeholders and relevant environment, need an appropriate research using sys-temic context. The objective of this study was to identify and establish priority strategy in developing effective internal audit system. This research was based on qualitative approaches with systems methodology which was started with literature study, in-depth interview and focus group discussion (FGD). Then, the study was continued with analytical hierarchy process (AHP) with experts representing the stakeholders. The study showed that to enhance the effectiveness of GIA, it is important to have priority strategy to strengthen the governance system, risk management, and control. The role of the stakeholders and management maturity are the key requirements to successful and an effective of GIA System.

Abstract

To increase competitiveness of Indonesia to be the world oleochemical leader as targeted in theNational Industrial Development Master Plan (RIPIN) 2035, Indonesia must have thirty-three time capacity ofthe current oleochemical industry.To meet the objective, a strategy to accelerate the development of downstreampalm oil industry is needed. The successful development industries are required consider competitive advantage(Diamond Porter) and the alternative strategic of development. Alternative strategics were collected fromexperts with interactive method. Determining acceleration strategy was conducted by analytical hierarchyprocess (AHP). The results of identification based Diamond Porter showed that the current research anddevelopmentdid not support the downstream palm oil industries, in adequate infrastructure, an oligopoly marketstructure, and inconsistence of the government's commitment. Alternatif strategic of the development ofdownstream industries consistsed of simplification of licensing, preparation of infrastructure, tax incentives,financial support, the government's commitment, and market certainty. Results of the AHP showed thatgovernment's commitment was priority-base alternative with highest priority value of 0.31 compared to otheralternatives.Keywords: AHP, alternative strategic, diamond porter, interactive method, palm oil

Abstract

ABSTRACTOrganizational commitment and extra role behavior of the employees in the workplace is needed by every institution for service excellent to stakeholders and can be implemented very well. Many factors influence the organizational commitment and extra role of the employee. Among them are leadership style and organizational culture. This study aims to analyze the influence of transformational leadership and organizational culture on organizational commitment and organizational citizenship behavior. The data was collected by distributing 115 questionnaires to the employee of the Faculty of Economics and Business of the Universitas Indonesia. Analytical tool used Structural Equation Modeling (SEM). The results showed that transformational leadership style did not affect organizational commitment; furthermore organizational culture had a significant influence on organizational commitment. Transformational leadership had an influence on the organizational citizenship behavior, organizational culture did not affect organizational citizenship behavior, and organizational commitment had a significant effect on organizational citizenship behavior. ABSTRAKKomitmen organisasi dan sikap ekstra peran karyawan dalam bekerja sangat dibutuhkan oleh setiap institusi agar pelayanan terhadap pemangku kepentingan dapat dilaksanakan dengan sangat baik. Banyak faktor yang mempengaruhi komitmen dan sikap ekstra peran pada karyawan. Diantaranya adalah gaya kepemimpinan dan budaya organisasi. Penelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan transformasional dan budaya organisasi terhadap komitmen organisasi dan perilaku kewargaan organisasi. Pengambilan data dilakukan dengan cara penyebaran sebanyak 115 kuesioner kepada karyawan tenaga kependidikan Fakultas Ekonomi dan Bisnis Universitas Indonesia. Alat analisis yang digunakan adalah Structural Equation Modelling (SEM). Hasil penelitian menunjukkan gaya kepemimpinan transformasional tidak mempengaruhi komitmen organisasi, budaya organisasi memiliki pengaruh yang signifikan terhadap komitmen organisasi. Kepemimpinan transformasional memiliki pengaruh terhadap perilaku kewargaan organisasi, budaya organisasi tidak mempengaruhi perilaku kewargaan organisasi, dan komitmen organisasi memiliki pengaruh yang signifikan terhadap perilaku kewargaan organisasi.

Abstract

This study aims to test and analyzes the relationship between organizational life cycle characteristics and survivability of a digital startup in the early stage. In establishing new startup and managing early stage, founders have been facing two-fold pages. On one side, the opportunities exploration and exploitation require freedom to acts. On the other side, newly organization faces liability of newness traps that consider organizational formalization and organizational capability. The relationship among aspects is formulated as two-paths mediating roles on the impact of liability of newness and startup survivability. Questionnaires were distributed to 415 respondents in Greater Jakarta City, Indonesia. The study considered Jakarta represented Indonesian digital startup ecosystem. This newly established and still developing startup ecosystem that characterizes the early stages of OLC is considered relevant to the study. The data was analyzed quantitatively using SEM method. The result shows the linkage between the two-paths of mediating role. Since the opportunities are central of mindset for survivability, external legitimacy becomes antecedents of external opportunities as well as reliability and accountability required from organizational formalization and capability. Founders need to understand and translate the impact of liability of newness to establish an appropriate and better organization formalization and organization capability for startup survivability. This study contributes to enrich the early stage of organizational life cycle theory as well as to enhance startup founders’ managerial practices.
