Abstract

This study aims to determine the effectiveness of family programs hope in the welfare of the community in Oti village, Sindue Tobata district Donggala county. This research uses Richard M.Steers's theory that includes three indicators of goal achievement, integration, and adaptation. The basis and type of this research is Qualitative Descriptive research, techniques Purposive sampling of informants by the number of informants a total of five people, the data collection technique used is observation (observations), interviews and documentation to collect data that It is needed in the form of primary and secondary data. Data analysis performed with data collection, data condensation, data presentation, and conclusion drawing. The results of the research on the aspect of achieving goals in terms of the timing of the implementation of the program have been running, but there are time constraints on its implementation where there is a delay in disbursement of PKH funds, and in terms of PKH assistance targets are also not effective because in choosing prospective PKH beneficiaries is not in accordance with existing criteria. In the integration aspect of the implementers and persons in charge of the PKH assistance program, it has not run optimally because PKH recipients who often do not attend group meetings and PKH assistants who do not routinely socialize once a month as appropriate. And in the aspect of adaptation, it has also not run effectively when viewed from the human resources of the PKH assistance program implementers who cannot carry out the assistance in accordance with the criteria.

Abstract

ASMAWANTI B 101 20 122, with title “Implementation of Policy Plastic Waste Reduction in The Palu City Environment Office”. Supervised by Muzakir Tawil as the supervisor with Richard F. Labiro as co-supervisor This study aims to determine the Implementation of Plastic Waste Reduction Policy at the Environmental Service of Palu City. The research method used is Descriptive Qualitative, the data collection techniques used are observation, in-depth informant interviews and documentation to collect the required data in the form of primary and secondary data. While the informants in this study amounted to 7 people, namely 4 people from the Palu City Environmental Service and 3 people from the Palu City community. The theory used in this research is the theory of George C. Edward III which has four indicators namely Communication, Resources, Disposition, and Bureaucratic Structure. Based on the results of the study, it shows that the Implementation of the Plastic Waste Reduction Policy at the Environmental Service of Palu City cannot be said to be running well. This can be seen from the indicators of the research results which include aspects of communication among the general public that are still lacking, it can be seen in the transmission indicators that the government has done, but socialization is only carried out in modern retail and also for the delivery of information and clarity about reducing plastic waste has not gone well. Human resources are not yet good, the budget for the operational funds of the plastic waste reduction program is not sufficient, as well as the facilities at TPS 3R and the waste transportation fleet are not yet adequate. The disposition or attitude of implementers is good because policy implementers have carried out their duties, it's just that there are still obstacles faced and good standard operating procedures (SOPs) for reducing plastic waste. As for suggestions for the implementation of plastic waste reduction policies at the Palu City Environmental Service to run well, it must improve communication, namely in the transmission or dissemination of information evenly to the public and need to increase facilities and infrastructure such as waste transportation fleets and completeness of TPS 3R facilities. And for the community it is suggested that there needs to be awareness of the environment to care about reducing plastic waste in Palu City.

Abstract

The Government of the Republic of Indonesia issued a policy related to the Independent Campus Learning Program which is regulated through Permedikbud Number 3 of 2020 concerning National Higher Education Standards. in this case, this policy contains the right of students to carry out learning outside the study program for a maximum of three semesters with the aim that students can get the opportunity to broaden their horizons, experience, and improve competencies according to their interests, talents and ideals. This program is expected to be the answer to the demands of the current times. The purpose of this study is to determine the extent to which this policy is implemented. Qualitative descriptive method is used in this research, where the analysis is carried out on the data that has been collected both from documents, journals, observations, interviews which are then analyzed and described systematically in accordance with the formulation of existing problems, analyzed by George C. Edward III's theory with four aspects consisting of communication, resources, disposition, and bureaucratic structure. The research results obtained show that the implementation of the Merdeka Learning Campus Merdeka program policy at the Faculty of Social and Political Sciences, Tadulako University has not gone well. This is because there are still several obstacles in implementing the policy. The implementing party is required to increase the consistency of towards the implementation of 8 types of MBKM program activities, it is still necessary to conduct a type of socialization or coordination meeting between the implementing parties at the faculty level through monitoring meetings and also evaluating the implementation of activities, the unavailability of supporting facilities such as the MBKM FISIP room, capacity building related to the understanding of lecturers in several study programs. Then, related to the attitude of the implementers in this case, if there are MBKM program activities that are deemed irrelevant to the original study program, it is necessary to provide other alternatives such as courses related to the MBKM program that students follow. Furthermore, in the bureaucratic structure, although the distribution of structures and responsibilities has been well distributed, monitoring and evaluation of the implementation of the MBKM program at the Faculty of Social and Political Sciences, Tadulako University must still be carried out.

Abstract

This research aims to understand how community participation in the preparation of the Village Development Plan in Tambarobone Village, Bungku Utara District, North Morowali Regency. The research method used is descriptive qualitative. The data collection techniques employed are observation, interviews, and documentation. The research location coincides with Tambarobone Village, Bungku Utara District, North Morowali Regency. The theory used in this research is the theory of Bintoro Tjokroamidjojo (2005:226), which consists of three aspects that influence community participation: Leadership Factor, Communication Factor, and Education Factor. The research results show that from the aspect of leadership, the Tambarobone village government is doing well because it has made efforts to implement the concept of participatory planning. Similarly, from the aspect of communication, the Tambarobone village government has established good communication with the village community. Meanwhile, from the aspect of education, it is still quite good. This is because the relatively low level of education among the people in Tambarobone village affects community participation in development planning.

Abstract

This research aims to determine the effectiveness of the integrated toddler service post program in Salumpaku Village, South Banawa District, Donggala Regency. The theory used in this research is the theory from Richard M Steers in Duncan (1985:53)) which consists of 3 indicators. The data collection technique used is in-depth observation of informant interviews and documentation to collect the required data in the form of primary data and secondary data. Based on the research results obtained, it can be concluded that the effectiveness of the integrated postal service program for children under five in Salumpaku Village is not yet fully effective, in which the indicators of goal achievement, integrity and adaptation have not been effective because the goal has not been achieved. It cannot be said that the goal has been achieved in Salumpaku Village due to not being educated. well because the community of mothers of toddlers tends to still be ignorant and still affected by an unfavorable environment, the distance is also a barrier, and. Then, integrity can be said to be ineffective because the aim of the cadres is not being able to provide an understanding of the program, especially for toddlers aged 0-5 years, which is the golden age for children's growth which must be monitored optimally, as well as a lack of education regarding the importance of Posyandu for toddlers. Next, the adaptation indicator is not yet effective. This indicator is not yet fully effective due to the lack of quality cadres and lack of infrastructure for implementing posyandu.
