Abstract

This research was conducted to examine the implementation of e-government in supporting the acceleration of public service transformation at the Department of Population and Civil Registry of Palembang City. The theory used in the study refers to the Diffusion of Innovations theory. The research methodology employed is qualitative and descriptive. Both primary and secondary data were used as sources, with data collection techniques including interviews, documentation, observation, and literature review. The results of the study indicate that public service innovation at Palembang City has been quite good, although it has not been fully implemented using digital platforms according to the criteria based on the concept of e-government. Several innovative programs have improved public services compared to previous manual processes, considering the needs of the community. The implementation of innovation was also preceded by trials and evaluations. The challenges faced include a lack of socialization and a traditional mindset that still relies on offline document processing. Additionally, improvements in facilities and infrastructure are needed to ensure that e-Gov-based service systems can function optimally. The Acceleration Model for Public Service Innovation Transformation produced in this research consists of the dimensions of Innovation Advantage, Resource Infrastructure, and Innovation Impact.

Abstract

Purpose – The aim of this study is to examine how financial distress, audit committees, and the Corporate Governance Index (CGI) impact accrual-based earnings management, with stock liquidity serving as a moderating variable. The goal of this research is to explore ways to reduce earnings management practices by analyzing how these factors influence managerial behavior. Design/methodology/approach – Secondary data were obtained from the annual financial reports of LQ45 companies listed on the Indonesia Stock Exchange (IDX). Financial ratios were used to measure financial distress, while audit committees and CGI served as indicators of corporate governance. Stock liquidity was evaluated for its moderating effect. The analysis method employed in this research is a moderation approach using multiple linear regression. Findings – This study found that financial distress did not have a significant effect on earnings management, both before and during the pandemic. The frequency of audit committee meetings had a positive impact before the pandemic, but its effect diminished afterward. The Corporate Governance Index (CGI) and stock liquidity also did not show any significant impact. Overall, the model used is valid and able to explain the relationship between the independent variables and earnings management. Research limitations/implications – While the study offers a comprehensive understanding of the factors influencing earnings management, it is limited by the use of secondary data and its focus on LQ45 companies, which may affect the generalizability of the findings. Keywords: Earnings Management, Financial Distress, Corporate Governance, Audit Committee, Stock Liquidity

Abstract

The selection of laboratory assistants is a crucial process that requires decision-making based on various criteria, such as academic performance, activeness, technical skills, and communication abilities. However, manual processes often face challenges such as subjectivity and inefficiency. This study aims to develop a Decision Support System (DSS) based on the Simple Additive Weighting (SAW) method to optimize the selection of laboratory assistants. We utilize the SAW method because it can integrate criterion weights and normalize data to produce objective preference values. We conducted a simulation using dummy data from 10 students and four criteria, applying weights determined through discussions with laboratory managers. The results show that student A5 achieved the highest preference score (1.000), reflecting optimal performance across all criteria. The developed system also demonstrated its ability to enhance the transparency, efficiency, and accuracy of the selection process. The implementation of this system offers a practical solution for managing student data and making fairer decisions, with potential applications in other selection contexts, such as scholarships or academic awards

Abstract

Selain itu, CGI terbukti memperkuat hubungan antara praktik earnings management dan kesulitan keuangan, yang mengindikasikan bahwa implementasi tata kelola perusahaan di Indonesia belum sepenuhnya optimal dalam menekan risiko financial distress.ABSTRACTThe issue of financial distress has become increasingly crucial in the post-COVID-19 pandemic period, when a number of companies are facing high liquidity pressures, market volatility, and prolonged economic uncertainty. This situation highlights the urgency of examining internal factors that influence potential financial difficulties, particularly those related to earnings management practices and the effectiveness of corporate governance implementation. This study aims to examine the influence of Accrual Earnings Management (AEM), Real Earnings Management (REM), and family ownership on financial distress, with the Corporate Governance Index (CGI) as a moderating variable. The research sample included 377 non-financial public companies listed on the Indonesia Stock Exchange during the period 2019–2023, using a quantitative approach with the Altman Z-Score model. The results show that AEM, REM, and family ownership have a significant effect on financial distress. In addition, CGI is proven to strengthen the relationship between earnings management practices and financial difficulties, indicating that the implementation of corporate governance in Indonesia is not yet fully optimal in reducing the risk of financial distress.
