Abstract

Bahriansyah. Penerapan Sistem Informasi Administrasi Kependudukan Kartu Keluarga (KK) Dan Kartu Tanda Penduduk (KTP) Pada Dinas Kependudukan Dan Catatan Sipil Kabupaten Kutai Timur.Kabupaten Kutai Timur merupakan daerah yang memiliki penduduk dengan jumlah dan persebaran yang tinggi, maka pemerintah menggunakan surat pengantar sebagai undangan atau mediator untuk melaksanakan sosialisasi kepada masyarakat. Dan diluar itu dinas kependudukan dan catatan sipil juga menjalin kerjasama dengan pihak lain contohnya adalah provider yang menyediakan pengembangan jaringan untuk pengelolaan SIAK dan organisasi-organisasi pemerintah maupun swasta yang membutuhkan data kependudukan.Sistem Informasi Administrasi Kependudukan (SIAK) adalah kebijakan pemerintah yang ditetapkan dalam rangka peningkatan kualitas pelayanan pemerintah terutama di bidang administrasi kependudukan. Informasi administrasi kependudukan memiliki nilai strategis bagi penyelenggaraan pemerintahan, pembangunan dan pelayanan kepada masyarakat, sehingga perlu pengelolaan informasi administrasi kependudukan secara terkoordinasi dan berkesinambungan. Untuk menjamin akuntabilitas pelayanan kepada masyarakat di bidangkependudukan, perlu menetapkan kebijakan dan sistem informasi administrasi kependudukan secara nasional.Administrasi Kependudukan adalah rangkaian kegiatan penataan dan penertiban dalam penerbitan dokumen dan Data Kependudukan melalui Pendaftaran Penduduk, Pencatatan Sipil, pengelolaan informasi Administrasi Kependudukan serta pendayagunaan hasilnya untuk pelayanan publik dan pembangunan sektor lain.Pendaftaran penduduk Adalah pencatatan biodata penduduk, pencatatan atas laporan peristiwa kependudukan dan pendataan penduduk Rentan administrasi kependudukan serta penertiban dokumen kependudukan berupa kartu identitas atau surat keterangan kepedudukan. Penduduk merupakan Adalah setiap orang baik warga negara Indonesia maupun Warga Negara Asing yang bertempat tinggal di wilayah di Negara RI dan telah memenuhi ketentuan Peraturan Perundang-undangan yang berlaku.Penduduk yang memiliki KTP adalah warga Negara Indonesia dan Orang Asing yang memiliki izin Tinggal Tetap  dan telah berumur 17 (tujuh belas) tahun atau telah kawin atau pernah nikah secara sah.Keluarga adalah  seseorang atau sekelompok orang yang mempunyai hubungan darah dan atau orang lain yang tinggal dalam satu rumah/bangunan dan terdaftar dalam Kartu Keluarga. Kartu Keluarga merupakan kartu identitas keluarga yang memuat data tentang nama, susunan dan hubungan dalam  keluarga, serta identitas dalam keluarga.

Abstract

Grants is a program launched by the government as a means to develop the potential of the region or contribute to society in the form of money or objects In submitting as Grant there are many sources of data stored in the system e -Grant, The amount of the proposal Grant is very much in each period so as to be reorganized, One solution for the storage of e-submission of the Grant is to build a data warehouse, Due to the technological development of data warehouse will be able to support the creation of a single access door managerial parties in obtaining information in the data warehouse, The design of the data warehouse were calculated using a four step Kimball, Methods Kimball 4 step has the advantages of a more compact, dynamic, and supports the creation of a data warehouse that is structured output of the data warehouse to the e-Grant in the form of Reports Grant and a recapitulation of Grant where reports Grant is being used as an attachment to a defense in response to the report Expenditure Provincial Bali whereas Summary of Grants used for List SKPD to evaluate the Grant recipient.

Abstract

The development and the use of information technology increased significantly must be balanced with the evaluation process to determine the standardization of technologies that are already running so it can be used as a reference for the future policy formulation. One way to evaluate is to audit. In this study, to discuss the evaluation of using information technology at the College of Design (STD) Bali. Its objective is to conduct an audit for using information technology in accordance with the standards of ISO 20000 and COBIT 5 framework. In ISO 20000 framework, the focus is on the process while in the Service Management Process meanwhile COBIT 5 framework is focused on the evaluation domain, likes Evaluate, Direct, and Monitor (EDM). When do the audit, the process begins with the collection of data through interviews and questionnaires with sources that have been determined in accordance with the domain and control objectives are consists students, faculty, and staff of STD Bali. Furthermore, in the process of data analysis, conducted several stages of the domain determination, determination of process control, determination of indicators, and the mapping of the level of maturity (maturity level). The conclusion of the process of evaluation of using information technology in STD Bali is on level 3, it defined where STD Bali application of information technology has done well and is already prevalent in all fields.

Abstract

The purpose of this study is to design enterprise architecture at universities in order to improve service to external parties and internal organization. In this study, the methodology of The Open Group Architecture Framework Architecture Development Method (TOGAF ADM) is used. Research enterprise information system design in Bali to discuss STD enterprise architecture to migration planning stage. The result of this research is the design of information systems for each sub-unit business with the main goal of improving performance in every sub-organizations to produce information that is relevant, accurate and timely. This study produced an information systems architecture blueprint candidates application form for each sub-organization ordered according to priority needs so that the implementation of more focused and does not interfere with the performance of information systems either already exist or are being built. On the results of the mapping are 4 main systems Academic Information Systems, Admission Information Systems, Providing Education, Graduation, Alumni and Career Information System. There are also four support systems that the financial management system, employee payroll system, technical services information system and general affairs information system.

Abstract

Successful of regional development is a reflection of the good government policy. Many programs created by the local government every period but many programs stop without results. Therefore, we need to evaluation its government programs. Evaluation of government programs must do to prevent the failure of the programs. One way to evaluate the government programs is to collect the support data to see the data model and analyzed the data. In this research will conduct an evaluation on the achievement of RPJMD performance of Bali Province by using data mining. The process of data mining used the CRISP-DM method and Self Organizing Maps (SOM) for mapping the achievement patterns. The used data is RPJMD data in the 2013-2018 period. but the data used for data mining process only 3 years data that is 2014-2016 as a middle evaluation. That data clustered into five clusters. The final result of this research are 78% of assessment indicators in the RPJMD program are inconsistent position and 22% are in an inconsistent position. Moreover, there are 84 assessment indicators that have no reached the target. From that results of data, assessment mapping can use as the guidance of Bali Province to catch up the achievement of RPJMD programs and prepare the next strategies to support the success of the RPJMD program during the RPJMD period.

Abstract

Tax is the main element of state revenue, and national development is funded by taxes. Therefore, this research was conducted to see community participation in paying taxes. The research method uses quantitative with descriptive analysis approach and linear regression. The number of taxpayers used as respondents is 100 with a simple random sampling technique. The research instrument used a questionnaire with a Likert scale. The stages of the research consisted of descriptive analysis, validity test, reliability test, classic assumption test and hypothesis test. The results showed the tax facilities (E-SPT) affect the compliance of paying taxes. This finding suggests the role of community is very large towards tax revenue, but not all tax compliance, therefore, innovation is needed to make it easier to pay taxes

Abstract

Corn production can be increased by proper urea fertilizers. Fertilization techniques commonly used by farmers are broadcast or buried into soil. But in both of these techniques can make to lose urea faster, because nature of urea is easily changed to ammonium (NH4+), then changed to ammonia (NH3) which leads to volatilization or leaching. This study aims to compare urea fertilization techniques commonly used by farmers and their effects on the growth and yield of corn in Vertisol on rainy season. The research method used was a single factor in randomized complete block design (RCBD) with four blocks as replications. The treatments were without urea (N1), buried urea into soil (N2), and broadcast of urea (N3), with a urea dose of 348 kg/ha obtained from soil sampling analysis. The observation of parameters (1) Climatic condition, (2) physical and chemical characters of soil, (3) Plant height, (4) Effect N fertilization on root and shoot, (5) Chlorophyll content and nitrate reductase activity, (6) observations of harvested. The data were analyzed using Analysis of Variance (ANOVA) at 5% levels, and continued Duncan Multiple Range Test (DMRT) at test level of 5%. The results showed that fertilization affecteds all parameters. Buried into soil (N2) and broadcast (N3) technique was significantly different only in leaf N content that is 3,31% (N2), 2,16% (N3) and also in higher plant, but not significantly different in other variables. Based on this research, farmers still use broadcast techniques because they are more efficient in terms of time and energy.

Abstract

An approach to minimize the loss of nitrogen (N) evaporating from urea is by inhibiting urease activity by urea coating with N- (n-butyl) thiophosphoric triamide (NBPT) and N- (n-propyl) thiophosphoric triamide (NPPT). The effect of urease inhibitor to minimize N loss has not been done in inceptisol soil. The purpose of this study was to study the effect of urease inhibitor coated urea on growth, physiological activity and yield of maize in Inceptisol Jogonalan, Klaten, Indonesia. The treatment was laid out in a Randomized Complete Block Design with 4 replications namely N0 (without fertilizer), N1 (urea + NBPT 348 kg ha-1) and N2 (urea + NBPT 278 kg ha-1). All treated plants was fertilized once in one growing season 3 weeks after planting (WAP). Observations were done on several variables: soil physicochemical characteristics, plant physiological activity as well as growth and yield of maize. Data were analyzed using Analysis of Variance (ANOVA), and then the mean comparisons were done by using Least Significance Difference (LSD) test at 5%. The results showed that fertilization affected all observed variables. The effect of urea-coated urea inhibitor urease (NBPT+NPPT) compared with N0 (control) showed very optimum result, especially in N2 treatment. The urea coated with NBPT + NPPT (urease inhibitors) was more effective at lower dose of 278 kg ha-1 and tended to provide better results indicated by the growth and yield of maize in Inceptisol, Jogonalan, Klaten. The better growth as well as the higher yield of maize that was indicated by seed weight of 11,45 tons ha-1 and 100-seed weight of 37.75 g were obtained from N2 treatment as compared to other treatments. The hybrid maize (P35) has an optimum yield potential of 12.1 tons of dry pipes per hectare.

Abstract

The low yield of rice in thick peat can be overcome by provisioning complete nutrients. Various efforts have been made to increase the productivity of Indonesian peatlands, one of which is by adding salted fish waste and cow manure. This research was carried out on a plastic house scale from October 2017 to January 15, 2018, in Pelalawan District, Pelalawan Regency, Riau. This research was arranged in a Completely Randomized Design (CRD), consisting of eight treatments, namely L0 = Control, L1 = 1.5 ton.ha-1 of fish waste, L2 = 2.25 ton.ha-1 of fish waste, L3 = 7 tons/ha of cow manure, L4 = 15 ton.ha-1 of cow manure, L5 = 1.5 ton.ha-1 of fish waste + 7 ton.ha-1 of cow manure, L6 = 1.5 ton.ha-1 of fish waste + 15 ton.ha-1 of cow manure, L7 = 2. 25 ton.ha-1 of fish waste + 7 ton.ha-1 of cow manure, and L8 = 2.25 ton.ha-1 of fish waste + 15 ton.ha-1 of cow manure. The results showed that the application of cow manure and salted fish waste could increase soil pH, total NPK, and NPK uptake. The application of 2.25 tons/ha of fish waste and 15 tons/ha of cow manure resulted the best results in soil pH, total NPK, and NPK uptake, therefore it is recommended for the cultivation of lowland rice on peat soil.

Abstract

Shade trees are used in agroforestry pattern for production and service aspects. Cocoa-tree agroforestry pattern is expected to improve atmospheric and rhizosphere zone in cacao plantations. However, the information related to this is still quite limited. This study was conducted using a nested design, with types of shade trees as nest. Shade trees used were Falcataria moluccana, Cocos nucifera, and Cassia spectabilis, and without shade was used as control. Variables observed were light, air temperature, humidity, soil temperature, soil texture, bulk density, permeability, and moisture content. Soil chemical properties were also observed, including organic C, pH, total N, P, K, Ca, Mg, B and content of available P, K, Ca, Mg, and B. The results showed that cacao agroforestry pattern using F. moluccana and C. spectabilis was able to improve the microclimate characteristics and soil fertility. However, F. moluccana showed lower soil fertility than C. spectabilis. F. moluccana and C. spectabilis shade trees were able to optimize light plants from 33 % to 34 %, and from 38 % to 39 %, respectively. F. moluccana could provide optimal air and soil temperature of 30 ⁰C to 32 ⁰C and 27 ⁰C, respectively. Meanwhile, C. spectabilis could provide optimal air and soil temperature of 29 ⁰C to 31⁰C and  26 ⁰C to 27 ⁰C, consecutively. Cocoa-tree agroforestry pattern using C. Spectabilis shade trees could optimize soil moisture content, pH, total N, and P, and availabilities of K, Ca, Mg, and B in soil.
