Abstract

For more than two decades, the concept of agglomeration has been applied in DKI Jakarta, beginning with Law No. 34 of 1999 and continuing with Law No. 29 of 2007 as its legal foundation. With the government's execution of the plan to relocate the national capital from Jakarta to East Kalimantan, Law No. 2 of 2024 emerged as the legal policy framework for adjusting DKI Jakarta’s status. One of the key regulatory innovations introduced in this new law is the establishment of the Agglomeration Area Council, tasked with coordinating and evaluating spatial planning and development plans within the agglomeration area. While this structure presents positive potential for the governance of Jakarta and its surrounding regions, the agglomeration area arrangement under the new law signals a centralistic tendency—evident, for instance, in the President’s direct involvement in determining the membership of the Agglomeration Area Council. This may conflict with the principles of decentralized governance. This study employs normative legal research using a statutory approach to examine relevant legislation, particularly the provisions in the DKJ Law, and a conceptual approach to explain the general features of agglomeration areas. The findings indicate, first, that the agglomeration concept regulated by the DKJ Law is centralized, with the central government playing a dominant role, contrasting with agglomeration practices in other regions that are more decentralized. Second, the implications for the implementation of autonomy in DKJ are negative, as the central government's dominant role limits the flexibility of DKJ’s local government in decision-making and may lead to DKJ’s dominance over neighboring areas within the agglomeration zone. On the positive side, the surrounding regions benefit from the central government's support, indicating that the asymmetric design of DKJ governance also positively affects neighboring regions within the agglomeration area.   Abstrak:  Lebih dari dua dekade konsep aglomerasi diterapkan di DKI Jakarta, dimulai dengan UU No. 34 Tahun 1999 hingga UU No. 29 Tahun 2007 sebagai landasan yuridisnya. Seiring eksekusi rencana pemindahan Ibu Kota Negara oleh pemerintah dari Jakarta ke Kalimantan Timur, lahir UU No. 2 Tahun 2024 sebagai politik hukum penyesuaian status DKI Jakarta. Salah satu pembaharuan pengaturan konsep aglomerasi dalam UU terbaru ini adalah hadirnya Dewan Kawasan Aglomerasi yang akan melakukan koordinasi hingga evaluasi penataan ruang dan rencana pembangunan kawasan aglomerasi. Meski berpeluang positif bagi penataan Jakarta dan sekitarnya, struktur pengaturan kawasan aglomerasi DKJ memberikan sinyal sentralistis ditunjukkan salah satunya keterlibatan langsung Presiden dalam penentuan keanggotaan Dewan Kawasan Aglomerasi, hal mana dapat berbenturan dengan penyelenggaraan pemerintahan yang terdesentralisasi. Penelitian yang digunakan dalam tulisan ini adalah penelitian hukum normatif dengan pendekatan perundang-undangan (statutory approach) untuk menelaah peraturan perundang-undangan terkait, khususnya ketentuan dalam UU DKJ dan pendekatan konseptual (conceptual approach) untuk menjelaskan fitur kawasan aglomerasi secara umum. Hasil penelitian menunjukkan pertama, konsep kawasan aglomerasi yang diatur UU DKJ bersifat terpusat/sentralistis dimana peran pemerintah pusat dominan dalam pengelolaannya, hal ini berbeda dengan praktik aglomerasi di beberapa daerah yang justru lebih terdesentralisasi. Kedua, implikasi terhadap pelaksanaan otonomi di DKJ bersifat negatif karena fleksibilitas pemerintah DKJ terbatas dalam pengambilan keputusan akibat peran pemerintah pusat yang besar serta kemungkinan dominasi DKJ terhadap daerah sekitar dalam cakupan kawasan aglomerasi. Efek positifnya adalah terbantunya daerah sekitar DKJ karena turut memperoleh sokongan dari pemerintah pusat sehingga tampak desain asimetrisme DKJ dirasakan pula oleh daerah sekitar dalam kawasan

Abstract

Mallong- Longi Village, Lanrisang District, Pinrang Regency, South Sulawesi Province is the location for the implementation of the 2022 UNM KKNT team from the 2019 Mathematics study program. The people of Mallongi-Longi Village mostly make a living for farmers/planters. The problem that is still faced by the village community is that there has not been a healthy and beautiful environment in the home environment and its surroundings. The solution to this problem is to green through the SIGMA program. Greening management program to create a healthy and beautiful environment through planting hundreds of tree seedlings in accordance with the reforestation program and various other types of plants in the village environment. Furthermore, from the solution above, a work program in the form of SIGMA Day was formed, then the activity method used by the work program is to carry out a greening program in accordance with the systematics of the SIGMA work program. The results obtained during the implementation of the work program were the planting and distribution of tree seedlings in residents' homes and the surrounding environment of Mallongi-Longi Village.

Abstract

This study aims to test and analyze the influence of premium income and risk based capital. The research was conducted on insurance companies listed on the Indonesia Stock Exchange in 2020-2022 using the purposive sampling method, so that the sample number for this study is 45 financial statement data of insurance companies listed on the IDX for 3 years. The analysis method used in this study is linear regression analysis. The results of the study show that premium income has no effect on the company's profit. Risk-based capital has a significant positive effect on the company's profit

Abstract

UMKM memiliki kontribusi signifikan terhadap perekonomian nasional, namun masih menghadapi tantangan dalam aspek pasar dan pemasaran, terutama keterbatasan dalam pemanfaatan teknologi digital. Penelitian ini bertujuan untuk menganalisis kelayakan usaha Pempek Model Aisyah di Palembang berdasarkan aspek pasar dan pemasaran. Penelitian dilakukan dengan pendekatan kualitatif deskriptif melalui metode studi kasus, menggunakan data primer yang dikumpulkan melalui observasi dan wawancara mendalam. Hasil penelitian menunjukkan bahwa usaha ini memiliki potensi pasar yang luas dengan produk khas yang kompetitif dari sisi rasa dan harga. Namun, strategi pemasaran masih konvensional dan belum memanfaatkan media sosial atau platform digital secara optimal. Terdapat tantangan seperti fluktuasi harga bahan baku dan keterbatasan promosi, tetapi juga peluang besar untuk ekspansi dan digitalisasi pemasaran. Dengan demikian, dapat disimpulkan bahwa Pempek Model Aisyah layak untuk dikembangkan, dengan catatan perlunya penguatan strategi pemasaran digital dan pengelolaan distribusi secara adaptif.

Abstract

Bergulirnya alokasi dana desa dari Anggaran Pendapatan dan Belanja Negara (APBN) memberikan angin segar terhadap desa di Indonesia. Tujuan pemberian dana desa ini diprioritaskan untuk membiayai pelaksanaan program dan kegiatan  berskala lokal desa bidang pembangunan desa dan pemberdayaan masyarakat desa. Dalam rangka mewujudkan kesejahteraan masyarakat sebagai salah satu amanat dari Undang-Undang Desa, dibutuhkan kebijakan yang mendukung proses pembangunan masyarakat. Adanya dana desa memiliki peran penting dalam penyusunan kebijakan dari pemerintah desa untuk membangun kesejahteraan masyarakat, dengan pemanfaatan dan pengelolaan yang efektif dan efisien. Tujuan dilakukannya penelitian ini adalah untuk mendeskripsikan proses perencanaan pengelolaan kebijakan dana desa, strategi kebijakan dalam mewujudkan kesejahteraan masyarakat melalui dana desa, dan dampak dari pengelolaan dana desa dalam membangun kesejahteraan masyarakat di Desa Wukirsari. Penelitian ini menggunakan metode kualitatif berbasis studi lapangan. Informan pada penelitian ini adalah pemerintah desa, BPD, dan masyarakat. Adapun teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan studi dokumentasi. Analisis perencanaan dan kebijakan ini difokuskan pada pengelolaan dana desa. Hasil dari penelitan ini menunjukkan bahwa pengelolaan kebijakan dana desa di Desa Wukirsari telah sesuai dengan regulasi yaitu Permendagri Nomor 114 tahun 2014 tentang pedoman pembangunan desa, mulai dari proses perencanaan kebijakan, pelaksanaan, penatausahaan, pengawasan, dan pertanggungjawaban. Dalam mewujudkan kesejahteraan masyarakat melalui dana desa, pemerintah desa membuat perencanaan kebijakan melalui program-program yang dituangkan dalam Anggaran Pendapatan dan Belanja Desa setiap tahunnya. Perencanaan kebijakan ini berpedoman pada regulasi dalam Permendes PDTT yang mengatur tentang prioritas penggunaan dana desa. Sedangkan dampak kesejahteraan dari pengelolaan dana desa ini telah dirasakan oleh masyarakat, seperti pembangunan infrastruktur, dukungan produk unggulan desa, serta penguatan ekonomi masyarakat miskin.

Abstract

This study examines anodizing on aluminum 6061 using chemical dyes (printer ink and clothing dye) and a natural dye (turmeric) at concentrations of 5%, 10%, and 15% w/v. The anodizing process was conducted at 12 volts, 2.5 amps, for 30 minutes. The research aims to evaluate the effects of dye type and concentration on color brightness, oxide layer thickness, and wear rate. Results indicate that dye concentration influences brightness, with the best outcome at 10% w/v printer ink (brightness level 5.4). Oxide layer thickness was unaffected by the type or concentration of dye used. Wear testing revealed that dyeing did not significantly affect wear resistance, with the highest specific wear rate on untreated material (11.01 x 10⁻⁴ mm³/kg.m) and the lowest on 10% w/v printer ink (7.63 x 10⁻⁴ mm³/kg.m). Overall, the findings suggest a limited impact of dye on the anodized aluminum's wear properties.

Abstract

Physical condition is very much needed in every athlete's achievement improvement. This is the basis that must be considered to achieve maximum achievement. This study aims to determine the level of physical condition of athletes at the Semarapura Futsal Academy located at Jalan Kenyeri V, Klungkung Regency, Bali. The type of this research is quantitative descriptive research. The subjects of this study were all athletes at the Semarapura Futsal Academy totaling 30 people, with an age range of 13-19 years. Data collection carried out in this study was by survey method, namely with test and measurement techniques. Data analysis used descriptive statistical analysis techniques which were presented in the form of percentages in tables and graphs. The research instrument used was the physical condition test of the Semarapura Futsal Academy Athletes, namely 1) leg muscle strength test (leg dynamometer), 2) cardiovascular endurance test (Multistage Fitness Test / MFT), 3) agility test (shuttle run), 4) flexibility test (sit and reach), and 5) balance test. The results of this study indicate that the physical condition profile of athletes at the Semarapura Futsal Academy in 2024 is mostly in the "sufficient" category of 73.3% (22 people), the "less" category of 16.7% (5 people), and the "good" category of 10% (3 people). The suggestion that researchers can give is that to obtain good physical condition for futsal athletes, a regular and planned training program is needed.

Abstract

This paper presents a study of the role of digital marketing in developing the rural creative economy in Indonesia. Micro, Small, and Medium Enterprises (MSMEs) in rural communities can benefit greatly from the simplicity and efficiency of digital marketing. However, the use of digital marketing is not yet fully optimized in Pandeglang Regency due to unequal internet infrastructure and lack of digital marketing skills. To address this issue, we conducted a qualitative study using in-depth interviews and observations with rural creative economy actors in the area. The data collected were analyzed using NVivo 12 Plus, a software program for qualitative data analysis. The results demonstrate that digital marketing has a positive impact on the development of the rural creative economy in Pandeglang Regency. This paper is essential to enhance digital marketing competencies and expertise among rural communities in the region to maximize the benefits of digital marketing. Our study contributes to the literature on rural development, creative economy, and digital marketing by providing insights into the challenges and opportunities of using digital marketing to develop rural areas.

Abstract

The cigarette industry is no less important influence on the Indonesian economy, that is, it has contributed significantly to both labor and state income through excise. The existence of the FCTC (Framework Convention on Tobacco Control) causes the cigarette industry to experience very strong public pressure, especially in relation to the launching of the global agenda for World Health Day. To anticipate the impact of the FCTC, there needs to be technological innovation in a variety of processed non-cigarette tobacco products. The research method used was a survey with a descriptive quantitative approach. Respondents (tobacco farmers) were taken in five districts in Bandung Regency, which have great potential for tobacco commodities, and are one of the centers of tobacco production after Garut regency in West Java. The five research areas are the target areas of the Department of Industry and Trade of Bandung Regency in developing non-cigarette tobacco products. Interviews were also conducted with informants, namely: the chairperson and management of the Tobacco Farmers Group, the Indonesian Tobacco Association, staff of relevant agencies (Disperindag), and community leaders in the study area. The FGD technique was also carried out. Research data is tabulated, described and analyzed through systems thinking approaches. The results showed that there were still many obstacles in developing agroindustry of non-cigarette tobacco products, and the development model had to be built in an integrated and comprehensive manner, because it was related to various stakeholders.

Abstract

Enterprise Resource Planning (ERP) is an integrated management information system that can provide specific information system requirements for each department in a company. However, its implementation requires high costs, so some companies switch to using Open ERP. Seeing this, Al-Azhar Indonesia University began to integrate its data by creating an ERP system called Application World Wide (AWW) at the Directorate of Facilities and Infrastructure. However, based on the results of interviews with the staff, it was stated that, in the management process, all Purchase Order (PO) data recorded in the system could not be downloaded, so the staff recorded data manually. To overcome this, it is necessary to develop an ERP system to support the procurement process, so that the process of recording and storing documents can be well integrated. In this study, the authors used the ERP system implementation, namely Rapid Application Development (RAD) and used the Odoo software version 16.0. A User Acceptance Test (UAT) is also carried out to find out whether the system meets the user's needs or not. After implementing Odoo at the Directorate of Facilities and Infrastructure at Al-Azhar University Indonesia, it can be concluded that all procurement activities can be recorded in a complete, correct, up-to-date, and valid/legal manner due to the implementation of the Odoo ERP system which is integrated and adapted to user needs, such as customize 4 of 12 features in the purchase module. Then with the purchase report module it can simplify the process of recording, and reporting PO data. Based on the UAT results, it can be seen that the whole question have an average score of 4.22 so it can be said that the user understands how to operate the Odoo ERP system and the features in Odoo can meet user needs.Keywords – Enterprise Resource Planning (ERP), Odoo, Rapid Application Development (RAD), User Acceptance Test (UAT)
