The increase in people's interest in continuing their studies at universities is now starting to improve. Higher Education statistical data for 2020 shows only a 0.01 percent decrease from the previous year. However, the quality of publications and funding as well as postal funding for each Indonesian tertiary institution is still far from expectations. Therefore, it is necessary to have harmony and collaboration between various parties in improving these weaknesses, both the government sector, educators (lecturers) and the beneficiaries of education itself. The method used in finding the results of this research is literature study with descriptive analysis techniques. Some of the findings discussed in this study, in relation to increasing the effectiveness and efficiency of higher education budgeting and financing, include; 1) Administrative, is an analytical study that is very important so that financial managers consisting of planning, organizing, directing and evaluating, can become a barometer, reliability and financial accountability in terms of effective and efficient administration. 2) The budget structure is also the focus of analysis for policy makers at the tertiary level, in order to make it easier to prepare the budget by grouping job descriptions in budgeting into the easiest offer, namely making enstra (strategic plans). 3) The budgeting process, in this case, the leadership's ability to manage complexes by understanding the needs of the departments (prodi) and other sub-sections. Hence providing fair opportunities for subordinates. Participation in the drafting process in all sectors (sub-sections) in tertiary institutions. 4) Education, government and community relations. An analysis of the collaboration of the three sectors is a necessity, so that inputs, outputs and outcomes can be realized by understanding and implementing educational, cultural and institutional relations.

Abstract

This study explores how the implementation of the Independent Curriculum (Kurikulum Merdeka) influences teacher character formation in two public senior high schools SMA Negeri 1 Namorambe and SMA Negeri 1 Kutalimbaru through a multisite qualitative approach. Data were collected through interviews, observations, and document analysis to identify differences in understanding, practices, and contextual factors affecting curriculum application. The findings reveal that both schools share a fundamental understanding of the Independent Curriculum’s core principles flexibility, differentiated learning, and strengthening the Pancasila Student Profile (P5) yet their implementations differ significantly. At SMA Negeri 1 Namorambe, the curriculum is primarily viewed as an administrative requirement, emphasizing discipline, responsibility, and individual independence. Conversely, SMA Negeri 1 Kutalimbaru interprets it as a framework for creativity, collaboration, and contextual learning, fostering innovative, reflective, and socially aware teacher characteristics. Contextual factors such as leadership style, socio-cultural environment, and resource availability play a critical role in shaping these outcomes. The study concludes that participatory leadership and a culture of collaboration enhance curriculum effectiveness and teacher character growth, while administrative rigidity and limited resources constrain innovation. Overall, the Independent Curriculum demonstrates flexibility, enabling diverse pathways to professional and character development among teachers across different school settings.

Abstract

This study examines the role of digital leadership in strengthening institutional competitiveness within higher education institutions. The rapid development of digital technology has encouraged universities to integrate digital systems into academic governance and service delivery, requiring leadership that is capable of guiding digital transformation strategically and responsibly. This research aims to explore how digital leadership contributes to institutional development through the understanding of digitalization, the implementation of digital strategies within the Tri Dharma of higher education, and the ethical governance of digital technologies. A qualitative case study approach was employed at IAIN Lhokseumawe to gain an in-depth understanding of leadership practices related to digital transformation. The findings reveal that leadership awareness of digitalization plays a crucial role in shaping institutional policies and strategies for the development of digital platforms. Digital initiatives have been integrated into various academic activities, including learning management, research administration, and community engagement programs. In addition, ethical leadership emerges as an important element in ensuring that digital technologies are implemented in a manner that emphasizes transparency, accountability, and equitable access. These findings highlight that digital leadership serves as a strategic mechanism for improving institutional coordination, enhancing academic services, and supporting the competitiveness of higher education institutions in an increasingly digital academic environment.

Abstract

This study aims to analyze the mechanism of competency development and the supervision patterns of Islamic Education supervisors (PAI) in supporting the implementation of the Merdeka Curriculum in Simalungun Regency. Using a qualitative approach with a multi-site study design, data were collected through in-depth interviews, observations, and documentation involving PAI supervisors, teachers, principals, and related parties from three non-driving public elementary schools. The results of the study indicate that the role of PAI supervisors has contributed to improving teachers' understanding of learning tools, assessment, and the strengthening of religious character, although the communication pattern applied is still predominantly top-down and not yet fully participatory. The main challenges encountered include the limited technological competence of teachers, infrequent supervision due to the wide coverage of mentees, and uneven support in terms of facilities and institutional resources. This study emphasizes the need to develop a coaching and mentoring-based guidance model and to optimize inter-institutional collaboration through the use of information technology as an effort to strengthen supervisors' capacity as agents of change. These findings have implications for formulating a more adaptive, sustainable, and contextual supervisory guidance strategy for PAI supervisors in supporting the implementation of the Merdeka Curriculum in non-pioneer regions.

Abstract

Digital transformation in madrasah ibtidaiyah presents challenges in integrating technology into learning processes grounded in Islamic educational values. This study aims to analyze the implementation of Islamic education management in the development of digital madrasahs and to explore the use of technology in supporting learning, assessment, and students’ digital literacy at MIS Terpadu Kota Langsa. The study employs a qualitative approach with a case study design, involving the principal, teachers, and educational staff as informants through in-depth interviews, observations, and documentation. Data were analyzed using a descriptive-analytical approach with source triangulation and member checking to ensure data validity. The findings indicate that digital classes are implemented for students in grades 4–6 through a readiness-based and contextual approach, taking into account cognitive readiness, foundational literacy, and parental support. Learning Management Systems (LMS) and digital learning applications strengthen the management of learning materials and activities, while digital-based final examinations function as tools for both assessment and the development of technological literacy. Digital transformation also enhances teachers’ professional roles and highlights the importance of integrating Islamic values into decision-making processes. This study emphasizes that the success of digital madrasahs is determined by the institution’s ability to manage technology in an ethical, pedagogical, and contextual manner. Theoretically, this study contributes new insights into the principles of Islamic education management that support the development of digital madrasahs, ensuring that technological transformation in primary education remains aligned with the values of tarbiyah.   Keyword: Digital Madrasah, Islamic Education Management, Primary Education
