Abstract

Education is a strategic investment that plays an important role in improving the quality of human resources and future competitiveness. However, many students still lack understanding regarding how to manage educational investment systematically and sustainably. This community service program aimed to improve students’ understanding of human capital management through the implementation of the Self-Balanced Scorecard approach at Universitas Djuanda. The activities were conducted using participatory methods, including observation, training, workshops, mentoring, and evaluation. Participants were introduced to four major perspectives of the self-balanced scorecard consisting of academic, self-development, social-spiritual, and career-financial perspectives. The evaluation results showed that 95% of participants considered the Self-Balanced Scorecard relevant to their needs, 94% reported a better understanding of educational investment, 96% perceived significant benefits for self-development, and 97% expressed interest in participating in similar future activities. Participants were also able to formulate measurable personal development indicators and strategic self-improvement plans. The implementation of the program contributed positively to strengthening students’ motivation, self-management skills, and long-term educational orientation.

Abstract

This study investigates the implementation of human resource management (HRM) practices based on the Plan-Do-Check-Act (PDCA) cycle to enhance teacher performance in two Indonesian elementary schools: SDN Jatisari and SDN Cimuncang, located in Baleendah District. Employing a qualitative descriptive design, the research explores how HRM processes—including planning, implementation, evaluation, and follow-up—are executed and the challenges encountered in each stage. Data were collected through in-depth interviews, participatory observation, and document analysis, with triangulation applied to ensure validity. The findings reveal that HRM implementation in both schools has followed the PDCA framework but remains suboptimal in effectiveness. In the planning stage, teacher participation is limited, and most decisions are made through a top-down approach. The implementation stage exhibits mismatches between teachers’ qualifications and teaching assignments, alongside irregular professional development programs. Evaluation processes lack standardized performance assessment instruments, leading to inconsistent and subjective feedback. Furthermore, the follow-up stage shows weak monitoring mechanisms and fragmented post-training evaluations, mainly due to financial constraints. Despite these limitations, the application of PDCA principles has provided both schools with a foundational structure for continuous improvement. The research concludes that effective HRM practices require an integrated, participatory, and data-driven approach aligned with Total Quality Management (TQM) principles. Strengthening teacher involvement, establishing standardized evaluation systems, and institutionalizing continuous monitoring are critical to enhancing teacher performance and improving educational quality. This study contributes theoretically by contextualizing the PDCA cycle within HRM for primary education and practically by offering actionable strategies for school leaders to implement sustainable HRM reforms in Indonesian elementary schools.

Abstract

This study conducts a comparative analysis of educational financing management, guided by the Planning, Organizing, Actuating, and Controlling framework, in two distinct Indonesian educational settings: SMPN 2 Baleendah (public school) and SMP Al Qona’ah Baleendah (private school). The research employed a qualitative descriptive approach, utilizing purposive sampling to select key informants including principals, treasurers, teachers, and school committee members. Data were collected through participatory observation, in-depth interviews, and document analysis, and analyzed using the interactive model of Miles and Huberman. Findings reveal significant divergence in POAC implementation driven by institutional context, funding mechanisms, and student socioeconomic characteristics. SMPN 2 Baleendah, as a public institution, demonstrates a structured, government-regulated financial management approach primarily dependent on School Operational Assistance funds. Its planning prioritizes comprehensive development, including infrastructure, learning resources, and teacher training, with formal organizational structures and systematic control mechanisms leading to improved facilities, stable academic achievement, and high public trust. Conversely, SMP Al Qona’ah Baleendah, a private school facing funding limitations and reliance on community contributions, adopts an adaptive, community-driven model. Its planning focuses on operational survival and basic maintenance, with flexible organizational structures and actuating strategies emphasizing teacher creativity and resourcefulness. Control mechanisms are community-based, ensuring accountability despite challenges like delayed BOS disbursements, successfully maintaining learning quality and community trust. The study concludes that POAC functions are not universal but are dynamically shaped by contextual variables, with public/private status acting as a crucial intervening factor. This research offers a contextualized model of educational financing management, advancing theoretical understanding by emphasizing the indispensable role of institutional context in shaping managerial practices and providing practical implications for differentiated, effective financial governance strategies.

Abstract

The phenomenon of the Open Unemployment Rate (OUR) data released at the national, provincial, and district levels remains a significant concern. One contributing factor is the low quality of the workforce required by the Business and Industrial World (DUDIKA). Therefore, there is a pressing need for Job Training Institutions (LPK) capable of producing high-quality graduates. The achievement of student quality in training institutions is largely determined by the institution's mastery of learning management. The purpose of this study is to describe and analyze learning management in improving the quality of graduates at LPK CTI Ciamis District and LPK CBI Kawali District, which can contribute to reducing the unemployment rate in Ciamis Regency. This study utilizes a descriptive qualitative research method. Data collection was conducted through observation, interviews, and documentation. The data analysis process employs an interactive model analysis consisting of data reduction, data presentation, and conclusion drawing. The framework relies on the management principles of Planning, Organizing, Actuating, and Controlling. The results indicate that: (1) Learning management at LPK CTI Ciamis District is functioning well. This is evidenced by learning plans based on the SKKNI Curriculum, Lesson Plans/Syllabi, and Session Plans (RPP); organized structures based on established Standard Operating Procedures (SOP); conducive learning implementation aligned with initial planning; and continuous supervision and evaluation until students are declared competent. (2) The graduate quality at LPK CTI Ciamis District has increased year by year, as seen from the number of high-achieving graduates successfully entering DUDIKA. In conclusion, efforts to produce quality graduates have been successful due to the implementation of excellent learning management.
