Abstract

Research Originality — This study examines Indonesian government spending—both state and local budgets—at a disaggregated level, with particular attention to the role of the Budget Surplus (SiLPA). By doing so, it provides a clearer picture of how specific fiscal policies and excess budget financing shape regional economic growth. Research Objectives — The primary aim of this study is to explore how different types of government spending, along with excess budget financing (SILPA), affect regional economic performance in Indonesia. It also seeks to identify which fiscal components contribute most effectively to growth and where potential inefficiencies lie. Research Methods — This study applied Principal Component Analysis (PCA) to nine fiscal variables from 2020 to 2024 across 34 provinces, reducing them to two principal components that together explained more than 91% of the total variance. These components were then analyzed using panel data regression, with the Between OLS model identified as the best fit. The model’s reliability was further validated through a series of statistical tests. Empirical Results — The results indicate that the first principal component (PC1) exerts a significant positive influence on GRDP, whereas the second principal component (PC2) has a negative effect. This implies that although government spending overall tends to stimulate economic growth, inefficiencies—especially within central government expenditures—can offset and weaken these benefits. Implications — The findings underscore the importance of enhancing efficiency and strengthening coordination in government spending. They suggest that policymakers should focus on improving the effectiveness of central government expenditures within the regional context and on strategically channeling SILPA into productive projects. Such measures can stimulate local economies and support the development of more effective, well-targeted fiscal policies.

Abstract

The low level of students' science process skills in Natural and Social Sciences (IPAS) learning in elementary schools remains an obstacle in achieving learning objectives. This condition is often caused by the use of conventional learning models that are one-way and minimal active participation of students in scientific activities such as observation, measurement, grouping, and drawing conclusions. As a result, students have not been able to develop science process skills optimally. This study aims to determine the differences in science process skills between students taught using a guided inquiry learning model combined with carousel feedback and students taught using a conventional learning model. This study used a quantitative approach with a quasi-experimental type and a posttest-only control group design. The population in this study were all fourth-grade students at UPT SD Negeri 13 Pinrang. The sample consisted of class IV.B as the experimental class and IV.C as the control class, each totaling 20 students. Data were collected through essay tests that measured six indicators of science process skills: observing, classifying, measuring, communicating, concluding, and predicting. The data analysis technique used an independent sample t-test. The statistical test results showed a significance value (2-tailed) of 0.000 < 0.05, indicating a significant difference between the two classes. Thus, the guided inquiry learning model combined with carousel feedback proved effective in improving students' science process skills.

Abstract

The use of technology in madrasas can bring many benefits, including improving access to education, improving the quality of learning, facilitating communication, and improving administrative efficiency. However, there are also challenges to overcome, such as the availability of adequate infrastructure and resources, the training and understanding of teachers, security and privacy concerns, and compliance with existing religious curricula. By addressing these challenges, the madrasah can optimize the use of technology in religious education. This can lead to improvements in the quality of education, student capacity, and learning experience in the Madrasah. Nevertheless, it is important to ensure that the application of technology at the matrasah is consistent with the sacred principles of religious teaching, so that technology can be a tool that supports and enriches religious learning. Thus, overall, the optimization of technology can produce modern, relevant, and high-quality religion education for the students.
