Abstract

Adagium Si Vis Pacem Para Bellum, which means who wants peace, prepare for war. Faced with the dynamics of the global and regional strategic environment affecting the defense system that must be prepared by Indonesia. China's aggressive action in the Natuna Sea is one proof that defense in the Indonesian sea is still a serious concern that must be addressed. The aim of this study is to find the best sea defense strategy, to secure the New Capital, especially in the sea area. The study was carried out in the sea area which is the responsibility of the Makassar Navy Base VI. This study uses George Edward III's public policy implementation theory, qualitative descriptive is the method used with the phenomenological approach. The results of this study show that the implementation of the transmission subfactor, communication is only limited to the internal communication of each law enforcement entity, there is no integrated operational-tactical operational nature. The implementation of the communication clarity sub-factor between law enforcement entities is also not yet optimal, due to the limited facilities and other facilities, especially related to the problem of operational-tactical communication equipment. While the implementation of the communication consistency subfactor, the existence of regulations on each entity as the operational basis at sea, makes the bureaucratic procedures ineffective and inefficient. In conclusion, the communication factor between law enforcement entities must be a priority, so that performance can be optimally effective and efficient, integrated hardware, software, and brainware must be built. An entity that can act as the main controller that can coordinate all entities related to law enforcement at sea, and see the results of research related to the entity that has the greatest potential as a controller of sea security in the Makassar region, the researchers recommend the Navy as the Command Center.

Abstract

Several countries have implemented the diplomacy model using second-track diplomacy in solving various problems. With the dynamics of global, regional, and national strategic environmental conditions, the second track diplomacy model is a step that is considered to be effective and efficient in finding solutions to every problem between countries. The Indonesian Navy, which, according to Kent Booth, has one of its functions in carrying out diplomacy, has carried out several diplomatic steps. As an archipelago that has land and sea borders with ten neighboring countries, prioritizing this second track diplomacy model is necessary. The purpose of this study is to find a marine defense strategy in dealing with the potential impacts of the conflict that occurred in the South China Sea. Considering the vast territory of Indonesia's territorial sea, a method of sea defense strategies can apply this diplomacy model. This study uses a literature study by gathering various information from various sources, then the theory used in conducting discussions and analysis with the theory of Barry Buzan. This study concludes an input and recommendations for policymakers to prioritize second-track diplomacy in solving various existing problems, especially in Indonesia's sea border region with neighboring countries.

Abstract

Total war is not always associated with power seizure using physical means, however, the real meaning is how a country could implement the whole of resources to fight for their national interest. This study is aimed to provide an understanding that total war could be implemented in all areas of activities. The study is conducted with a qualitative descriptive method through a case study approach, library study, interview, and observation in the field. It has been implemented in defense diplomacy accordingly without our awareness. For instance, in the case of the delay in the Indonesia-Singapore Defence Cooperation Agreement (DCA) renegotiation which unites all personnel from different agencies and institutions, as well as all professional fields to come up with the same directions for Indonesia national interest. This study concludes that a total war strategy could be implemented in defense diplomacy to get a maximum result to fight for Indonesia’s national interest.

Abstract

This study aims to dissect the battle in the Java Sea between Japan and the Allies as a lesson learned in developing Indonesia's maritime defense. The research method is a descriptive qualitative approach to historical methods and thematic phenomenology. The results of this study show the weakening of maritime culture and changes in the cultural perspective of the people and the Dutch East Indies colonial government, which resulted in a massive and fast defeat process in sea battles that determined one of them, namely in the Java Sea. This event became a lesson for Indonesia to rebuild a maritime culture towards a world maritime axis country. Maritime Culture is the foundation for strengthening Indonesia's layered maritime defense system but with the availability of a fleet that has yet to reach the current Minimum Essential Forces (MEF) target.

Abstract

In 1994, the San Remo Manual was established as a regulation governing sea warfare, providing guidelines for countries engaged in conflicts at sea. As Indonesia holds a crucial strategic position in both regional and global sea and air zones, understanding and adhering to international law during armed conflicts at sea is of paramount importance. This research aims to offer practical guidance on the significant role of the San Remo Manual, in applying international law during sea warfare and examines its application in Indonesia. The study employs a qualitative method, which seeks to identify and understand various phenomena in-depth. By analyzing different cases and phenomena, empirical insights on the development and application of the law can be derived. The research results show a comprehensive guide for countries involved in sea conflicts, detailing permissible actions, involvement of parties, protection of injured vessels and personnel, and actions taken by non-conflicting nations. For the Indonesian Navy, implementing the San Remo Manual is vital since they operate in waters that may be prone to armed conflicts. Adhering to this manual can help regulate the conduct of naval personnel during military operations at sea, with a strong emphasis on upholding human rights and justice in the use of military force.
