Abstract

This study provides a bibliometric review of the current research landscape on cybersecurity and data protection, focusing on the evolving technological advancements and regulatory responses in the digital age. By analyzing literature from Scopus, this review maps key themes and emerging trends in the field, including the integration of machine learning, blockchain, and the Internet of Things (IoT) in cybersecurity practices. The study highlights the growing emphasis on data privacy, particularly in sectors like healthcare, and the increasing importance of privacy-by-design principles. The review also identifies gaps in existing regulatory frameworks, emphasizing the need for global cooperation and adaptive legal structures to address the dynamic nature of cyber threats and data protection challenges. The findings suggest that future research should focus on the intersection of emerging technologies and legal frameworks to ensure comprehensive, forward-thinking approaches to cybersecurity and data protection.

Abstract

Pemerintah mengharapkan KEK dapat meningkatkan realisasi investasi di Indonesia dengan pembangunan kawasan ekonomi khusus tersebut. Tujuan penelitian ini untuk menunjukan bahwa Dalam mengembangkan KEK ini, pemerintah menghadapi sejumlah kompleksitas yang membutuhkan penanganan yang cermat untuk meminimalisir risiko konflik sosial yang dapat mengganggu stabilitas dan keamanan nasional yaitu konflik agraria yang muncul sebagai isu utama dalam proses pengembangan KEK. Penelitian kualitatif menggunakan pendekatan deskriptif untuk menghimpun data secara sistematis, faktual, dan cepat sesuai dengan gambaran saat dilakukan penelitian. Hasil penelitian ini menunjukan bahwa penyelesaian konflik agraria di wilayah Kawasan Ekonomi Khusus belum optimal, distribusi pemanfaatan pertumbuhan ekonomi yang adil dan merata bagi masyarakat lokal belum optimal, dan pengawasan dan pengendalian terhadap kelestarian lingkungan hidup masih lemah.

Abstract

This research analyzes strategies and policy innovations in managing natural resources and renewable energy laws in Indonesia. Using a qualitative approach, this study examines the implemented environmental policies, the roles of central and regional governments, and the challenges in their implementation. The results show that Indonesia has implemented various policies and regulations to support sustainable natural resource management. Law No. 32 of 2009 on Environmental Protection and Management is the main foundation, followed by its derivative rules. However, policy implementation still faces challenges such as land conflicts, environmental degradation, and overexploitation of natural resources. In the context of renewable energy, the government has issued fiscal and non-fiscal incentives to promote its adoption. Presidential Regulation No. 112 of 2022 is an example of a policy that provides various tax incentives and licensing facilities for renewable energy projects. This study concludes that Indonesia needs a comprehensive and collaborative approach to address challenges and optimize natural resource management and renewable energy development. Recommendations include simplifying bureaucratic procedures, increasing transparency in procurement processes, and strengthening investment guarantee mechanisms to enhance private sector participation in renewable energy infrastructure development

Abstract

This qualitative study explores the role of community service in enhancing access to justice through free legal aid programs in Region E, an area marked by socioeconomic disparities and limited legal resources. Using semi-structured interviews with 15 legal practitioners and 20 beneficiaries, along with documentary analysis of program reports from 2020 to 2025, the research investigates how these initiatives empower marginalized populations and address systemic barriers. The findings reveal three key themes: (1) empowerment through increased legal literacy, enabling beneficiaries to better understand and assert their rights; (2) building trust between communities and formal legal institutions by providing accessible, culturally sensitive services; and (3) persistent challenges including funding shortages, staffing limitations, and infrastructural constraints such as poor internet connectivity. The study highlights that free legal services not only resolve individual legal issues but also contribute to broader social awareness and collective empowerment. However, the sustainability and scalability of these programs depend on stronger institutional support and innovative approaches, such as digital outreach and partnerships with local authorities. This research contributes to the discourse on grassroots legal empowerment by providing empirical insights from a rural context often underrepresented in justice studies. The findings offer practical recommendations for policymakers, NGOs, and legal professionals aiming to improve justice accessibility through community-driven efforts. Ultimately, the study underscores the critical importance of community service initiatives in bridging justice gaps and fostering inclusive legal systems.

Abstract

The human body is a complex, integrative system where all its components work harmoniously to maintain balance and survival. The principle of homeostasis is the basis for maintaining this stability. In the context of national defense, the TNI Joint Operation adopts a similar approach, where synergy between the Land, Sea, and Air Forces is needed to ensure national integrity and sovereignty. Using the physiological analogy of the human body, this paper examines the dynamics of the TNI Joint Operation through a reflective and conceptual approach. Each organ of the human body is analogous to an operational element in the TNI, starting from the brain as the command center, nerves as the communication system, lungs as the mobility system, blood as the logistics network, muscles as the maneuvering force, and the skin as the defense layer. Emphasis is placed on coordination, adaptation to stressors, effective communication, and comprehensive integration between elements. This article concludes that applying physiological principles to the joint operation strategy will increase the effectiveness, flexibility, and resilience of the TNI in facing the complexity of contemporary threats.

Abstract

Additional criminal threats added on top of the main criminal sanctions aim to prevent military members from committing violations. The aim of this research shows that to maintain discipline, the application of additional punishment must remain based on the principles of law and justice. Qualitative research uses a descriptive approach to collect data systematically, factually, and quickly according to the description at the time of the research. The results of this research show that this additional penalty is expected to provide a stronger incentive for military members to comply with established ethics and regulations, maintain military integrity and efficiency, and improve the public's image and trust in military institutions.

Abstract

Provisions regarding dishonorable discharge are regulated in Article 53 paragraph (1) of Government Regulation Number 39 of 2010 concerning Administration of TNI Soldiers, which regulates dishonorable discharge from military service, as an implementation of the provisions of Article 62 paragraph (3) of Law Number 34 of 2004 concerning Indonesian national army. The aim of this research is to show that the norm for imposing an additional penalty of dismissal by a judge in a court trial is Article 26 paragraph (1) of the Criminal Code which confirms that the defendant, based on the crime he committed, is deemed no longer fit to remain in the military. Qualitative research uses a descriptive approach to collect data systematically, factually, and quickly according to the description at the time of the research. The results of this research show that from the perspective of Military Criminal Procedure law, it can be said that dismissal is the sole authority of the Military Judge taking into account the unfitness of the soldier to be retained to continue serving in the military environment, so that this authority cannot be delegated to a civilian Judge, because the decision will be made basis by the TNI leadership to be followed up. For these military members, dismissal from military service is the end of their career and service within the Indonesian National Army (TNI), the consequences of which will be followed by the termination of the rights they have received so far.

Abstract

Kemajuan teknologi informasi dan komunikasi telah membawa dampak besar terhadap layanan kefarmasian di Indonesia. Salah satu inovasi yang muncul adalah telefarmasi, yaitu layanan farmasi yang dilakukan secara daring atau jarak jauh dengan memanfaatkan media digital. Telefarmasi memberikan kemudahan bagi masyarakat untuk mendapatkan layanan farmasi tanpa harus berkunjung langsung ke apotek. Meski begitu, perkembangan ini juga menghadirkan tantangan dari sisi hukum, khususnya terkait distribusi sediaan farmasi yang tetap harus memenuhi standar mutu, keamanan, dan legalitas. Penelitian ini bertujuan untuk mengkaji kebijakan hukum terkait praktik telefarmasi di Indonesia, terutama dalam aspek distribusi obat. Metode yang digunakan adalah yuridis normatif dengan pendekatan peraturan perundang-undangan dan konseptual. Hasil kajian menunjukkan bahwa meskipun sudah ada beberapa aturan yang mengakomodasi layanan farmasi berbasis elektronik, regulasi tersebut belum mengatur secara menyeluruh mengenai tata cara distribusi obat, tanggung jawab apoteker, mekanisme pengawasan, serta perlindungan data pasien dalam konteks layanan telefarmasi. Kekurangan dalam aspek hukum ini dapat menimbulkan ketidakpastian hukum dan risiko terhadap keselamatan pasien. Oleh sebab itu, diperlukan penyusunan regulasi yang lebih komprehensif, terintegrasi, dan rinci agar implementasi telefarmasi dapat berjalan sesuai dengan prinsip keselamatan pasien, perlindungan konsumen, dan kepastian hukum.

Abstract

Perang siber antara Rusia dan Ukraina telah memperlihatkan bentuk konflik modern yang tidak hanya berdampak pada sistem militer, tetapi juga infrastruktur sipil termasuk fasilitas kesehatan. Artikel ini mengkaji bagaimana Hukum Kesehatan Internasional dan Hukum Humaniter Internasional memberikan perlindungan terhadap fasilitas medis dalam situasi perang siber. Dengan menggunakan pendekatan kualitatif normatif, tulisan ini menganalisis prinsip-prinsip hukum yang dilanggar dalam serangan siber serta tantangan implementasi hukum di ranah digital. Artikel ini juga menawarkan solusi berupa penguatan regulasi, peningkatan kerja sama internasional, serta edukasi terhadap aktor-aktor terkait.
