Abstract

During the last decade, infrastructure development has become the main focus for several developing countries seeking to achieve a high economic gr()'l,()th rate. H()'l,()ever, developing sufficient infrastructure to meet the demand side is quite challenging, especially given the financing required. To fulfill this condition, methodology for financing schemes for infrastructure projects with Public Private Partnerships (PPP) has recently been significantly increased in both developed and developing countries. To attract private investments, the government has attempted to improve the legal and regulatory framework at transportation sector. H()'l,()ever, revising the infrastructure laws is not enough to attract private sector investment. The government of Indonesia still needs more efforts to create an attractive investment climate. Although Indonesia has had a system for PPP methodology, only a few projects have been implemented. The objectives of this study are to learn about and understand Japan's PFI methodology, particularly type I, and find the benefits of its implementation in terms of the development of public infrastructures and it can be implemented in Indonesia. Through comparative analysis between PFI methodology in Japan and PPP methodology in Indonesia, it can be concluded that in general, since the project scope between Japan's PFI and Indonesia's PPP are fundamentally different, not all procedures in Japan's PFI methodology can be applied to improve Indonesia's PPP methodology. To apply some lessons learned from Japan's PFI, it is necessary to consider the nature and culture of the country. Based on the current condition of PPP projects in Indonesia, the government needs to take specific actions, including: institutional framework, service payment scheme and risk allocation.Keywords: Japan's PFI, Indonesia's PPP, Comparative Analysis Selama dekade terakhir, pembangunan infrastruktur telah menjadi fokus utama bagi beberapa negara berkembang untuk mencapai tingkat pertumbuhan ekonomi yang tinggi. Namun, mengembangkan infrastruktur untuk memenuhi permintaan cukup menantang, terutama mengingat pembiayaan yang diperlukan. Untuk memenuhi kondisi ini, maka dikembangkan metodologi pembiayaan yang dikenal dengan Kerjasama Pemerintah Swasta (KPS), yang akhir-akhir ini telah meningkat secara signifikan di banyak negara maju dan berkembang. Untuk menarik investor, pemerintah telah berusaha untuk memperbaiki kerangka hukum dan peraturan di sektor transportasi. Namun, merevisi undang-undang infrastruktur tidak cukup untuk menarik investor. Pemerintah Indonesia masih membutuhkan lebih banyak upaya untuk menciptakan iklim investasi yang menarik. Meskipun Indonesia telah memiliki sistem untuk metodologi KPS, hanya beberapa proyek telah dilaksanakan. Tujuan dari penelitian ini adalah untuk mempelajari dan memahami metodologi PFI di Jepang, terutama tipe I, dan menemukan manfaat dari pelaksanaannya dalam hal pembangunan infrastruktur umum dan dapat diterapkan di Indonesia. Melalui analisis komparatif antara metodologi PFI di Jepang dan PPP metodologi di Indonesia, dapat disimpulkan bahwa secara umum, karena ruang lingkup proyek antara PFI di Jepang dan di KPS di Indonesia pada dasamya berbeda, tidak semua prosedur dalam metodologi PFI di Jepang dapat diterapkan untuk meningkatkan PPP di Indonesia. Berdasarkan hasil analisis PFI di Jepang, maka perlu mempertimbangkan sfat dan budaya negara. Berdasarkan kondisi saat ini, maka pemerintah perlu mengambil tindakan tertentu untuk proyek KPS di Indonesia, termasuk: kerangka kelembagaan, skema layanan pembayaran dan alokasi risiko.Kata kunci: PFI di Jepang PF!, KPS di Indonesia, Analisis Perbandingan

Abstract

During the development stage, provision of transportation infrastructure is ven; important. It contnbutesto the regional economy and makes economic development more inclusive by giving directand indirect effects. The aim of research wants to know the role of road infrastructure to regionaleconomy in long term periods.Having panel data in the regional level (province) which is 26 provinces and a 14-year time series(1993-2006), variables that are used in this stud!; are GDP as the output measurement, labor forceand capital stock which is divided into road capital stock and non road capital stock. Road capitalstock itself is comprised of national, province and city road capital stock.Based on the model in analysis, we can say road infrastructure has significant contributions to theregional econonn; where city roads give the highest contnbution to the regional econonn;. In addition,based on the time lag model, we can see that the investment in road development will have a significanteffect on GDP in the curre11t year, as well as in the following .few years, but the effect diminishesover time. However, the significant contnbution of road development to GDP only remains for 1 yearfor all types of road.Some polictj implications that can be proposed from the above analysis are: it is still necessary toincrease the development of road infrastructure in order to provide good accessibility for all regions inIndonesia; so government should give priorihJ to develop city and province roads rather than nationalroads to increase the regional output (regional GDP). On the other hand government shouldmake it a priority to develop strategies for the development of road infrastructure based on the specificneeds of each region so it will be more effective and efficient in encouraging regional economic growthand, ultimately, in enhancing high economic growth in Indonesia as a whole.Key words: road infrastructure, regional econonn1

Abstract

Transportation infrastructure has a significant role towards economic development. Railway infrastructure is expected to give a high contribution in regional development. The study was conducted to understand the role of the railway infrastructure in supporting the regional economy by using Gross Regional Domestic Product (GRDP) as a measurement. By using a dynamic spatial econometric models, it is expected to know how big influence the railway infrastructure on GDP and its effect may differ in national and regional levels. The result of model analysis showed that the addition amount of traffic or route service would raise GDP growth by 0.069%, whereas with the addition of traffic or route service frequency will increase GDP grmuth by 0.005%. Modeling results that positively affect GDP grmuth is the amount of traffic or traffic routes and frequency of services or service routes. Both these variables describe the traffic capacity that has a strong correlation with the availability of rail infrastructure. Through the simulation increases the number of paths, then if the total amount of the current trajectory is increased 1.1 times, it can affect GDP growth up to 0.076% while the frequency of traffic can contribute to GDP growth up to 0.005% and the frequency of cross-influence may continue to increase if the number cross frequency was increased.Keywords: railway infrastructure, regional economy

Abstract

Transportation which serves as a driving force for development (promoting function) is expected to be precise in formulating planning as needed. The purpose of the study is to plan public transportation needs for community Natuna district to other areas. The purpose of the study is to obtain the number of public transportation needs for community Natuna district in the future. By using the method of Furness and based on data from the Origin Destination Survey in 2006, then in 2012, there has been growth in the movement of 3 % with the use of the main mode of sea transportation by 52 % . With the application of hub and spokes pattern in the cross-shipping, it can synergize with the application of force on the island of Natuna district and makes the distribution of service load is spread evenly across the district capital. Development of assistive technologies such as port infrastructure so as a mode of captive to the small islands can be improved reliability.Keywords: transportation needs, Furness

Abstract

Organizing TIT AM or inter-modal integrated ticketing is a form of public transport service impravement in praviding service and convenience for the users in order to support the implementation of inter-modal transport effectively and efficiently. By using conjoint analysis method is expected to knaw the preferences of respondents in the implementation of TIT AM, while the descriptive analysis is used to evaluate the implementation TIT AM. The results shaw that not many people who knaw TITAM evident from the survey results there are 60% of respondents do not know TITAM. Hawever, the expected of respondents by TITAM implementation is to increase comfort and to reduce queues in the purchase of tickets to make shorter travel time. Through conjoint analysis method was concluded that the willingness of society to the implementation of TIT AM are buying tickets online and manual (in combination), and type of electronic tickets, as well as connecting mode of train, bus and ship the first choice of respondents who indicated the highest utility or satisfaction for service users. Abstract

Based on a suroey of YLKI (Indonesian Consumers Foundation), 2010 that less than 20% of TransJakarta's users has low income. The study is expected to get the ideal rate based on ability and willingness to pay of passengers. The result shows that the average WTP is Rp.4.760,and the average of ATP is Rp.5.013,-. Based on that, 73% (based on WTP) and 86% (by ATP) of the passengers have the ability to pay more than current rates. Keywords: TransJakarta, Willingness To Pay, Ability To Pay

Abstract

Economic growth contributes to the high demand for public consumption, including thepurchase of vehicles which resulted in an increase in the consumption of fuel (BBM). Fuelconsumption at the four-wheeled vehicles (R4) is highly influenced by various factors thatdetermine the level of efficiency of use. Appropriate and accurate information aboutconsumption and fuel efficiency is needed to determine the various efforts related to theenergy saving, particularly for private cars that dominate the traffic in urban areas. Thestudy was done by quantitative descriptive using data and information obtained directlyfrom the user's private cars in jabodetabek area (Jakarta, Bogar, Depok, Tangerang andBekasi). R4 vehicle types consume the most fuel of premium compared with other types offuels (diesel or pertamax). "Sedan" is a type of vehicle with the largest percentage and themost efficient use pertamax (1 :9,3) than the others. The cylinder volumes and the vehicleage influence on fuel efficiency. Pertamax is the most efficient type of fuel in its use comparedwith other (gasoline and diesel).

The purpose of the study is to characterize the movement ofmotorized vehicles iri Jakarta, so it can re used as input in the transportation planning in Jakarta in thefuture. A suruetj was condUcted at 9 gas stations in_ Cililitan, Daan Mogot, · Karang Tengah, KelapaGading, Bekasi, Margonda, East Jakarta, Pramuka and Warung Jambu Bogar. Based on surveydata, the analysis .shaws that 694 or about 42% is a movement in Jakarta. Number of vehicles mostminibuses are the h;pes of vehicles which mm;e in. the Jakarta area that is equal. to 57.35% and theaverage number of f"lSsengers per vehicle is 2.16 people per vehicle mileage is 28.2 KM. The intent ofthe majority of respondents travel to work is 74.06%. This situation illustrates that the mobility ofpeople and vehicles in Jakarta is ven; high with the distance far enough (from outside DKI Jakarta).To anticipate this condition, it is rerommended for mass transportation development not only in thecities of Jakarta, but also connects surrounding towns like Bogar, Depok, Tangerang and Bekasi.
