Abstract

: Legal protection for consumers in business contracts in Indonesia is increasingly important issues along with economic development and the complexity of transactions that occur. This study aims to explore and analyze the existing legal framework, especially Law No. 8 of 1999 concerning Consumer Protection, and the challenges faced in its implementation. The method used is a normative legal approach with qualitative analysis of various legal sources and related literature. The results of the study indicate that although the law provides a strong legal basis for protecting consumers, there are still a number of obstacles in practice. Among them are the lack of consumer understanding of their rights, weak law enforcement, and the dominant bargaining position of business actors which often harms consumers. In addition, the development of technology and electronic transactions adds to the complexity of this problem, where existing regulations have not fully accommodated the need for consumer protection in the digital era.

Abstract

The purpose of writing this article is to describe the concepts of a sound financial management information system, technology-based financial management, and an open financial management information system (SI-Peka). First, a healthy financial management information system is described by the good quality of financial statements and the acquisition of an unqualified opinion from the auditor. Second, technology-based financial management is one of the right solutions to control fraud in the education environment. Third, through the use of technology, a website can be created, namely SI-Peka, which integrates various information related to financial data in educational institutions or institutions with the aim of making it easier to supervise financial management and prevent the risks of fraud in financial reporting.

Abstract

Tithonia diversifolia, known as Mexican sunflower, has been widely used as an herbal medicine to treat diabetes. This study used FTIR fingerprint spectra combined with chemometrics to differentiate T. diversifolia leaves extracts with different extracting solvents and their correlation with the inhibition of α-glucosidase activity. T. diversifolia collected from two growing locations (West Bandung and Sleman, Indonesia) was extracted with absolute ethanol, 50% ethanol, and water using ultrasonication. The ethanol absolute extract yielded a higher IC50 than the 50% ethanol and water extract. The FTIR spectra of each extract had a different profile, implying that the composition and the concentration of the metabolite extracted were relatively distinct. Absorbance data from the FTIR spectra in the 4000–400 cm−1 range were used to group all extracts according to the extracting solvent using principal component analysis (PCA). Before PCA, the FTIR spectra were subjected to signal preprocessing using a standard normal variate. We found that all of the extracts could be distinguished based on the extracting solvents using principal components (PC) 1 and 2 with a cumulative percentage of approximately 87%. Partial least square regression (PLSR) was used to correlate the FTIR spectra and the inhibition of the α-glucosidase activity to obtain a functional group of a metabolite that contributed to inhibiting the α-glucosidase activity. From the PLSR, peaks from the wavenumbers at ~3300 cm−1, ~3000 cm−1, ~1650 cm−1, ~1350 cm−1, and ~1100 cm−1 corresponded to the O-H, CH3, CH2, C=C, and C-O, which were thought to be responsible for inhibiting the α-glucosidase. Therefore, these functional groups were owned by the metabolites in the T. diversifolia leaves extracts that contributed to the inhibition of α-glucosidase.

Abstract

More sustainable public health and environment require a holistic and synergistic approach. Community service activities as an effort to transfer knowledge are considered appropriate to build synergy in improving public health and the environment. Located in Kalangbangi Lor A Hamlet, Ngeposari Village, Gunungkidul, through situational analysis, it was found that 65% of the area experienced waterlogging during the rainy season, 50% of people reported difficulty in accessing clean water during the dry season, and 45% of household organic waste was still simply thrown away or burned. The lack of awareness of the importance of environmental health certainly requires an active role from various parties, including related agencies and the general public. The purpose of this community service program is to integrate biopore technology and environmental health to provide a comprehensive solution to the challenges faced by the community in overcoming the problem of waterlogging and waste. The methods used in this community service are socialization and training. The results of the community service program show that biopores have succeeded in increasing public knowledge, with understanding increasing from 15% to 50%, and 60% of participants are able to make biopores independently. A total of 24 biopore holes were successfully implemented in three RTs, with 50% of families starting to sort organic waste, producing around 5 kg of quality compost in one month for agriculture and greening. The positive impact on the environment can be seen from the reduction in waterlogging by 25%, to 40%, and 80% of respondents felt a decrease in waterlogging and a 70% reduction in organic waste. With the sustainability of this program, it is expected to provide greater benefits to the community and create a healthier and more productive environment

Abstract

Mekanisme pengendapan berbagai formasi dengan lingkungan yang beragam memerlukan pemahaman mendalam, sehingga diperlukan penelitian rinci mengenai sejarah pengendapan di daerah Jelegong. Penelitian ini dilakukan untuk mengetahui kondisi geologi dan menentukan sejarah pengendapan pada daerah Jelegong. Metode yang digunakan berupa analisis stratigrafi, yang didapatkan dari pengintegrasian data analisis petrografi, analisis paleontologi dan hubungan stratigrafi. Metode analisis stratigrafi merupakan kunci dalam mengetahui segala proses pengendapan yang terjadi pada daerah tersebut. Stratigrafi daerah penelitian dari tua ke muda yaitu Formasi Jampang (Tomj) tersusun atas litologi breksi fragmen andesit dan andesit. Formasi Halang (Tmph), Formasi Bentang (Tmpb), Formasi Kalipucang (Tmkl) dan Quarter Aluvium (Qa). Struktur geologi yang terdapat di daerah penelitian berupa sesar turun, sinklin, dan antiklin berdasarkan konsep pure shear. Sejarah geologi pembentukan daerah penelitian terbagi menjadi lima fase berdasarkan urutan skala waktu geologi. Fase pertama dimulai dengan pembentukan Formasi Jampang dari aktivitas vulkanisme pada Oligosen Akhir hingga Miosen Awal. Fase kedua dimulai saat Miosen Tengah pembentukan Formasi Kalipucang dan terjadi uplifting pada Formasi Jampang akibat aktivitas tektonik. Selanjutnya memasuki fase ketiga yaitu Miosen Akhir terendapkan Formasi Halang dan Formasi Bentang, hingga pada Kala Pliosen terbentuk lipatan berupa Antiklin Neglasari dan Sinklin Neglsari. Memasuki fase empat yaitu kala Pleistosen terbentuk sesar turun yaitu Sesar Jelegong, hingga di kala Holosen terendapkan material Quarter Aluvium (Qa).

Abstract

This research aims to obtain the best type and dose of herbal medicine to inhibit the pathogenic bacteria Aeromonas hydrophila growth. This research was conducted at the Laboratory of Health and Environment, Technology and Management of Applied Aquaculture Study Program, College of Vocational Studies, IPB University. This research tested herbal ingredients, including turmeric, galangal, guava, ketapang, and cinnamon, according to their respective doses. Each treatment was tested singly and in combination using the Kirby-Bauer method and co-culture. The parameters measured were the diameter of the inhibition zone and the number of pathogenic bacteria. The results showed that cinnamon leaves could inhibit the growth of the pathogenic bacteria Aeromonas hydrophila to the greatest extent, with an inhibition zone of 11 mm and the smallest number of pathogen colonies growing, namely 0,11 x 109 CFU/mL. The results of the combined test between herbal ingredients, ketapang leaves and papaya leaves produced the highest inhibition zone, namely 9,5 mm. The best results in this research were cinnamon, whether tested single or in combination with ketapang leaves, which was able to reduce the number of pathogenic bacteria Aeromonas hydrophila compared to other treatments.

Abstract

Clean water is an important element in everyday human life. Providing clean water is one of the responsibilities of the local government to ensure that the community has access to proper clean water. The Regional Drinking Water Company (PDAM) Tirta Dumai Bersemai is managed with the main objective to provide clean water services to the people of Dumai City, but in providing its services there has still been no optimal service and many public complaints about the services provided by PDAM in Dumai City. This study aims to describe the quality of clean water provision services by PDAM Tirta Dumai Bersemai in Dumai City in 2023 and to describe the factors inhibiting the quality of clean water provision services by PDAM Tirta Dumai Bersemai in Dumai City in 2023. The research approach used is a qualitative approach using a descriptive research type. The location of this research was conducted at PDAM Dumai City. Data collection techniques were carried out by interviews and documentation. Data analysis techniques are carried out by collecting data, reducing data, presenting data, and concluding. The results of this study indicate that the quality of clean water provision services by PDAM Tirta Dumai Bersemai in Dumai City is still less than optimal. This can be seen from direct evidence (tangibles) that PDAM Dumai City does not yet have adequate facilities. Likewise, with reliability, there are still many complaints felt by customers. In terms of responsiveness, PDAM Dumai City is less responsive because it does not provide an appropriate response to customer complaints. However, in terms of assurance and empathy, it has been assessed as optimal. The inhibiting factors are budget constraints and suboptimal quality of human resources. Abstract

Direct Cash Assistance (BLT) Village Fund is a draft activity issued by the Indonesian government which aims to overcome the economic poverty of people affected by the Covid-19 Pandemic. The assistance is in the form of finances provided to poor people and families affected by the Covid-19 pandemic. This study aims to determine how the implementation of the Village Fund Direct Cash Assistance (BLT) Program in Jalur Patah Village, Sentajo Raya District, Kuantan Singingi Regency and at the same time to find out what are the constraints in the implementation of the Village Fund Direct Cash Assistance (BLT) Program. This study uses the Pratiwi & Hayati Theory which has three indicators to achieve the objectives (Preparation, Program Implementation, Accountability and Reporting). In order to answer these problems, the researcher uses a descriptive qualitative approach. The results of this study are in the Implementation of the Direct Cash Assistance Program (BLT) Village Funds in Jalur Patah Village, Sentajo Raya District, Kuantan Singingi Regency, it has not been running well. The Village Government is not optimal in its duties in collecting data on the criteria for recipients of Direct Cash Assistance (BLT) Village Funds so that there are still many names of people who have not been recorded for receiving Direct Cash Assistance (BLT) Village Funds. Abstract

The role of village government in mobilizing community participation towards welfare is persuasive in planning, creating, and improving community capacity in using resources or potentials, both Human Resources and Natural Resources, which successfully improve the welfare of village communities in managing village finances or village funds, implementation, development, village community development to create order, harmony, security, and empowerment in village communities. In the effective management of Village-Owned Enterprises, laws and government regulations serve as a reference for maintaining the sustainability of these enterprises, ensuring they remain optimal. This study employs a descriptive qualitative approach to gain an in-depth understanding of the real-world conditions in the field. The data collection techniques employed include in-depth interviews with Village-Owned Enterprise managers, direct observation of operational activities, and documentation studies related to regulations and financial reports. The collected data were analyzed using thematic analysis techniques to identify important patterns related to organizational capabilities. The results of the study indicate that the organizational capabilities of the Ngaso Mandiri Village-Owned Enterprise still face various challenges in four main aspects. In terms of knowledge and skills, managers do not fully understand regulations, financial accounting, risk management, and recording technology, which results in administrative errors and low efficiency. In terms of technical systems, although SOPs have been prepared, their implementation has not been optimal due to weak supervision and the use of a manual recording system that is prone to errors. The managerial system aspect shows income instability weak internal coordination and a lack of strong leadership, although there have been efforts to improve through limited digitalization. Meanwhile, in terms of values and norms, transparency and accountability have not been fully achieved due to limited data access and suboptimal real-time reporting, although there is a strong commitment to the values of honesty and cooperation. Abstract

Capacity development is one component in increasing the capabilities possessed by a government organization, with the aim of being able to carry out the main tasks and functions in government. Village-Owned Enterprises (BUMDes) are business entities owned and managed by villages, with the aim of improving the welfare of village communities and increasing village original income (PAD). The BUMDes Jambu Berseri Tasik Serai Barat Village, which was founded in 2015, has 3 business units, namely savings and loans, agriculture and office stationery photocopying. This research uses capacity development theory by Grindle in Haryono which explains that capacity development can be viewed from several dimensions, namely human resource development, organizational strengthening and institutional reform. This research is a study with a descriptive qualitative approach that uses primary and secondary data to answer the research objectives systematically. The results of this research indicate that the capacity development of Village-Owned Enterprises (BUMDes) in Tasik Serai Barat Village, Talang Muandau District, Bengkalis Regency in 2023, is still not optimal. First, in the human resource development dimension, there is still a lack of training carried out by BUMDes managers so that the performance of BUMDes managers is still not optimal in developing business units. Second, the dimension of organizational strengthening is caused by the lack of infrastructure to support business unit activities. Third, institutional reform is still hampered by an inadequate budget. Keywords: Capacity Development, BUMDes.
