Abstract

The role of village government in mobilizing community participation towards welfare is persuasive in planning, creating, and improving community capacity in using resources or potentials, both Human Resources and Natural Resources, which successfully improve the welfare of village communities in managing village finances or village funds, implementation, development, village community development to create order, harmony, security, and empowerment in village communities. In the effective management of Village-Owned Enterprises, laws and government regulations serve as a reference for maintaining the sustainability of these enterprises, ensuring they remain optimal. This study employs a descriptive qualitative approach to gain an in-depth understanding of the real-world conditions in the field. The data collection techniques employed include in-depth interviews with Village-Owned Enterprise managers, direct observation of operational activities, and documentation studies related to regulations and financial reports. The collected data were analyzed using thematic analysis techniques to identify important patterns related to organizational capabilities. The results of the study indicate that the organizational capabilities of the Ngaso Mandiri Village-Owned Enterprise still face various challenges in four main aspects. In terms of knowledge and skills, managers do not fully understand regulations, financial accounting, risk management, and recording technology, which results in administrative errors and low efficiency. In terms of technical systems, although SOPs have been prepared, their implementation has not been optimal due to weak supervision and the use of a manual recording system that is prone to errors. The managerial system aspect shows income instability weak internal coordination and a lack of strong leadership, although there have been efforts to improve through limited digitalization. Meanwhile, in terms of values and norms, transparency and accountability have not been fully achieved due to limited data access and suboptimal real-time reporting, although there is a strong commitment to the values of honesty and cooperation. Abstract

Capacity development is one component in increasing the capabilities possessed by a government organization, with the aim of being able to carry out the main tasks and functions in government. Village-Owned Enterprises (BUMDes) are business entities owned and managed by villages, with the aim of improving the welfare of village communities and increasing village original income (PAD). The BUMDes Jambu Berseri Tasik Serai Barat Village, which was founded in 2015, has 3 business units, namely savings and loans, agriculture and office stationery photocopying. This research uses capacity development theory by Grindle in Haryono which explains that capacity development can be viewed from several dimensions, namely human resource development, organizational strengthening and institutional reform. This research is a study with a descriptive qualitative approach that uses primary and secondary data to answer the research objectives systematically. The results of this research indicate that the capacity development of Village-Owned Enterprises (BUMDes) in Tasik Serai Barat Village, Talang Muandau District, Bengkalis Regency in 2023, is still not optimal. First, in the human resource development dimension, there is still a lack of training carried out by BUMDes managers so that the performance of BUMDes managers is still not optimal in developing business units. Second, the dimension of organizational strengthening is caused by the lack of infrastructure to support business unit activities. Third, institutional reform is still hampered by an inadequate budget. Keywords: Capacity Development, BUMDes.

Abstract

Research on microplastic (MP) accumulation in marine organisms' tissue have been widely conducted, as well as research on microplastic biodegradation by microbial organisms from the environment. Agelas conifera sponge is proven to accumulate MP in its tissue as well as having bacteria as symbiotic organism. This research aims to screen and study biodegradation activities of A. conifera symbiotic bacteria on MP polymers, also to identify the species of those bacteria isolates. Bacterial Isolation of A. conifera sponge tissue was using Zobell 2216E agar media. Screening and biodegradation assay of the bacteria isolates was conducted on Marine Salt Media agar that was added with 0,5 g of MP polymers, using Kroc-Boral method. Diameter of clear (bacterial growth) zone surrounding Kroc-Boral indicated the biodegradation activity of the bacterial isolates. Statistical analysis on the activity was using Two Way ANOVA. Results showed that there were 9 bacterial isolates of 53 that could degrade several MP polymers, with different activities (ANOVA, p value 0.05). High and low-density polymers (Linear- Low Density PolyEthylene/ LLDPE, Polyethylene/PE, and Polyvinyl Chloride/ PVC) were found to be degraded by all 9 isolates. Meanwhile, Polyethylen Taraphtalene (PET) and Polystyrene (PS) only degraded by 8 and 3 isolates, respectively. There are only 5 isolates that have high biodegradation index (1.5) on different polymers, which mostly on PET polymer. Isolate Ac8MP found to be the most bacteria that have degradation index on all polymers more than 1. This research proves that symbiotic bacteria could have a biodegradation mechanism on MP polymers that accumulates by sponge-host. Abstract

Kaempferia angustifolia originated in Southeast Asia and is widely used for its medicinal properties. One of which is from its flavonoids. The research aims to determine the optimal dosage of organic and inorganic fertilizers for promoting the growth and flavonoid production of K. angustifolia. The study was laid out in a split-plot design using organic fertilizers as the main plots (chicken and cow manure at 10 t.ha-1) and inorganic fertilizers as the subplots, consisting of 19 combinations of urea, SP36, and KCl. Each treatment has three replications.  The results showed that there is no interaction between organic and inorganic fertilizers in affecting the growth of Kaempferia angustifolia. Plants treated with chicken manure at 10 tons per hectare have a higher fresh weight than those treated with cow manure. Plants without inorganic fertilizer application showed suppressed growth and yielded more rhizomes three months after planting. Inorganic fertilizer promoted more shoots and tillers, with the highest value obtained from 100 kg.ha-1 urea + 200 kg.ha-1 SP36 + 200 kg.ha-1 KCl application.   The range of total flavonoids in inorganic fertilizer applications is 39.30-131.51% higher than the control, with the highest value observed at 200 kg.ha-1 SP36 + 200 kg.ha-1 KCl application. The results of this study would be useful for producing K. angustifolia for the medicinal industry, using either organic or inorganic fertilizers.

Abstract

The addition of a supercapacitor to electric vehicles is considered beneficial for extending battery lifetime. Due to its higher power density compared to the battery, a supercapacitor can efficiently handle sudden high-current demands. However, to achieve energy efficiency, a specific control strategy is required for this battery-supercapacitor (Batt-SC) hybrid power source (HPS). This paper reviews the dynamic model of the Batt-SC as HPS for electric vehicles and explores its various control strategies in order to achieve energy efficiency. A high-fidelity model, a control-oriented model, and an integrated dynamic model are presented. Various control strategies are then discussed, including high-level control, low-level control, and DC bus voltage regulation. This paper also identifies several key research opportunities, such as developing an integrated dynamic model of a hybrid Batt-SC electric vehicle, combining high-level and low-level control into a unified control strategy, and designing an optimal-adaptive controller that can minimize a certain performance index by considering nonlinearity factors.

Abstract

The Influence of Entrepreneurship Practices and Digital Literacy on Entrepreneurial Motivation in Semester VIII Students at Bhinneka PGRI University,Tulungagung.With problems related to human resources, economic growth will be difficult to achieve easily. One of the problems associated with human resources is unemployment. The increase in unemployment that occurs today is due to the lack of availability of jobs for the community, especially graduates of the educated group. This condition indicates that unemployment is a serious problem that must be addressed immediately. To reduce unemployment, higher education as the highest level of formal education must be able to educate an independent and capable young generation by inspiring or motivating students to create jobs by becoming an entrepreneur with the existence of entrepreneurship practice education being one of the good bridges to encourage students to dare to be entrepreneurs because in entrepreneurship practice students can learn firsthand about all conditions for building or developing a business in the future supported by digital sophistication students must be able to take advantage of digital literacy used to access entrepreneurship and maximize their business in the current era and in the era to come. Abstract

Penelitian ini berfokus pada peran Masjid Jogokariyan di Yogyakarta dalam mempromosikan kesejahteraan komunitas melalui berbagai inisiatif filantropi yang inovatif dan berkelanjutan. Meskipun banyak studi telah mengeksplorasi filantropi dalam konteks Islam, masih terdapat kesenjangan dalam pemahaman mengenai bagaimana filantropi Jogokariyan dapat mewujudkan moderasi beragama di era digital? Serta bagaimana cara filantropi Jogokaryan membedakan diri dengan philanthrocapitalism? Penelitian ini menggunakan pendekatan deskriptif kualitatif dalam kerangka Network Society (Castells, 2004) dengan lokus di Masjid Jogokariyan. Data diperoleh melalui observasi, wawancara, dan analisis dokumen. Temuan penelitian menunjukkan bahwa Masjid Jogokariyan berhasil memanfaatkan teknologi digital untuk meningkatkan transparansi, kepercayaan publik, dan jumlah donasi, sehingga memperkuat kohesi sosial dan moderasi beragama. Spirit saldo Rp. 0 merupakan bentuk komitmen pengelola untuk mengosongkan saldo dalam periode tertentu agar donasi dapat sepenuhnya bermanfaat tanpa menimbun atau mengambil donasi tersebut untuk kepentingan organisasi. Studi ini merekomendasikan agar kebijakan filantropi di era digital lebih menekankan pada transparansi dan akuntabilitas, serta mengadopsi pendekatan yang inklusif dan berkelanjutan. Abstract

Pelawan beach tourism is one of the favorite tourist attractions in Karimun Regency which has the uniqueness of a stretch of white sand and a charming blue sea so that Pelawan beach is very good to be developed. However, there is a phenomenon, namely the decreasing number of tourist visits, so that organizational governance is needed by the government in developing tourism potential and providing benefits quickly, namely the development of tourist attractions based on agile governance. This study aims to determine and describe the development of Pelawan beach tourism objects based on agile governance in Karimun Regency in 2023. This study uses a qualitative approach & descriptive research type. The data used are primary data obtained from research informants and supported by secondary data obtained from official government documents and scientific publications. Data collection techniques in this study are by interview and documentation.The results of the study indicate that the development of Pelawan beach tourism objects based on agile governance has not been fully maximized because there are indicators of agile governance that have not been met, such as the lack of new innovations and an adaptive approach to changes that occur by the Karimun Regency Tourism Office. In addition, several obstacles that occur such as budget limitations and low tourism awareness by the local community are challenges for the Karimun Regency Tourism Office in developing Pelawan beach tourism objects based on agile governance in Karimun Regency in 2023. Abstract

This study aims to examine the effectiveness of the Integrated Population Administration Service Program (Lantera) in providing e-KTP services in Kuantan Singingi Regency in 2022-2024. The Lantera program was initiated as an innovation to improve access to population administration services, particularly for residents in remote areas. A descriptive method with a qualitative approach was used. Data were collected through interviews, observations, and documentation using purposive sampling techniques. The findings indicate that the Lantera program has had a positive impact in accelerating the recording and issuance of e-KTPs, as evidenced by a decrease in the number of unfulfilled e-KTP obligations from year to year: 10,676 (2022), 7,416 (2023), and 4,852 (2024). The e-KTP ownership rate also increased from 95.70% (2022) to 97.10% (2023), and further to 98.17% (2024). However, the program has not yet reached full optimization due to challenges such as limited network access, low public understanding of procedures, and inconsistent service hours. Overall, the Lantera program can be considered fairly effective in achieving its goal of expanding the coverage of population administration services. Abstract

This study discusses how to implement the Kuantan Singingi Regent Regulation Number 74 of 2020 concerning the Regional Action Plan for the Reduction and Elimination of Mercury. The problem in this study is that there are still many activities of Unlicensed Gold Miners (PETI) that use mercury in Kuantan Hilir Seberang District. Furthermore, Unauthorized Gold Miners (PETI) who use Mercury have resulted in river flow pollution in Kuantan Hilir Seberang District. This research uses a qualitative method through descriptive analysis This research aims to analyze the implementation of Regent Regulation Number 74 of 2020 concerning the Regional Action Plan for Mercury Reduction and Elimination. The theory of policy implementation used as the basis of analysis is the theory of Merilee S. Grindle, which emphasizes that the success of implementation is influenced by two main variables, namely the content of policy and the context of implementation. The results of the study show that the implementation of this policy has not been running optimally. In terms of policy content, it was found that the implementation apparatus, especially the Environment Agency, did not have adequate technical and administrative readiness. This unpreparedness is reflected in the unavailability of training, lack of understanding of the substance of the policy, and the absence of technical implementation instructions as an operational reference. Meanwhile, from the aspect of the implementation environment, the main obstacles lie in the limitation of budget allocation, weak cross-sector coordination between implementing agencies, and low commitment of implementers at the technical and structural levels.
