Abstract

Generator merupakan salah satu jenis mesin listrik yang banyak digunakan pada sistem pembangkit tenaga listrik. Namun, seringkali generator memiliki efisiensi daya yang rendah akibat kondisi pembebanan maupun gangguan. Untuk mengoptimalkan daya generator, terdapat berbagai cara salah satunya dengan maximum power point tracking (MPPT). Pada penelitian ini, MPPT digunakan untuk memaksimalkan daya keluaran pada generator magnet permanen (PMSG). Penelitian ini bertujuan merancang dan membuat alat optimalisasi daya keluaran pada penyearah generator magnet permanen dengan kendali fuzzy logic control (FLC). Kendali FLC dirancang dengan masukan berupa error dan perubahannya. Setelah itu keluaran dari FLC akan berupa duty cycle yang akan menjadi masukan konverter DC-DC. Keluaran dari sistem ini berupa penambahan dan pengurangan duty cycle agar daya keluaran sama dengan daya masukan yang dapat dikendalikan oleh mikrokontroler Arduino Mega2560. Dari hasil pengujian, didapat bahwa MPPT telah berhasil menjejaki titik kerja keluaran dari penyearah sehingga mendapatkan daya keluaran hampir sama dengan daya masukan. Efisiensi yang didapat dari sistem dengan MPPT ini sebesar 94% jauh lebih baik daripada sistem tanpa MPPT sebesar 84%.

Abstract

Cagar budaya adalah harta kekayaan budaya suatu bangsa yang menggambarkan pemikiran dan perilaku kehidupan manusia yang memiliki nilai penting bagi pemahaman dan pengembangan sejarah, ilmu pengetahuan, dan kebudayaan dalam kehidupan bermasyarakat suatu bangsa. Cagar budaya dapat berupa benda, bangunan, struktur, situs, dan kawasan yang perlu dikelola oleh pemerintah dan pemerintah daerah dengan melibatkan partisipasi aktif masyarakat dalam upaya melindungi, mengembangkan, dan memanfaatkan kekayaan cagar budaya tersebut. Bangunan Gedung Merdeka yang berlokasi di pusat Kota Bandung menjadi salah satu bagian dari bentuk bangunan cagar budaya. Penelitian ini bertujuan untuk mengidentifikasi ornamen Art Deco yang ada pada bangunan Gedung Merdeka. Tujuan penelitian  ini adalah untuk memperkuat eksistensi objek penelitian sebagai salah satu bagian dari warisan budaya yang dilindungi. Metode studi yang dilakukan untuk mengetahui sejarah, implementasi, dan perbedaan unsur cagar budaya adalah dengan mengumpulkan data primer dan sekunder serta observasi lapangan. Metode analisis yang dilakukan adalah deskriptif kualitatif yang menyajikan hasil yang lebih mendalam dan menyeluruh mengenai bangunan cagar budaya yang diteliti. Hasil kajian menunjukan bahwa penerapan penerapan elemen-elemen art deco yang terdapat di berbagai bagian Gedung Merdeka menunjukkan keahlian dalam menggabungkan bentuk, hiasan, dan ciri khas gaya arsitektur, sehingga menciptakan bangunan yang menjadi ikon dan identitas khas Kota Bandung. Kajian ini dilakukan dengan harapan dapat bermanfaat menjadi pengetahuan dan  digunakan sebagai acuan bagi para arsitek, penggiat budaya, dan masyarakat luas dalam mengapresiasi serta melestarikan warisan budaya arsitektur Art Deco.

Abstract

This research is based on the existence of problems such as the habits of civil servants who are often late for scheduled working hours and enter and leave the office without valid explanation, there are still frequent violations of regulations and the Core values of Morality are still not fully implemented by every civil servant at the Sungai Apit Subdistrict Office Siak district. This research aims to describe the implementation of civil servant work culture and the reasons why civil servant work culture is not yet optimal in public services at the Sungai Apit Subdistrict Office, Siak Regency, using work culture theory according to Taliziduhu Ndraha. Then, this research also uses a qualitative descriptive research approach, where the type of data used is primary data from key informants and secondary data that is relevant to the research context. Data collection techniques used include interview techniques and documentation. Next, the data analysis technique uses qualitative descriptive analysis techniques to answer the research questions asked. The results of this research show that the work culture of civil servants at the Sungai Apit sub-district office is influenced by the habits of civil servants who often violate working hours and do not follow applicable regulations and there are several factors that influence the work culture of civil servants in public services at the Sungai Apit sub-district office. This resulted in public services at the Sungai Apit Subdistrict Office being hampered so that they did not reach the optimal level as expected. Abstract

This research is based on problems related to the realization of the distribution of financial aid for orphans which is still not on target, where ideally those who receive aid for orphans, orphans and orphans from the Ministry of Social Affairs through the Pekanbaru Abiseka Center should be orphans who really need it. help. The aim of this research is to describe policy implementation and the factors that influence the implementation of social rehabilitation assistance policies for orphans, orphans and orphans (YAPI) in Pekanbaru City in 2021. The research method used is descriptive qualitative, where the location of this research is at the Abiseka Pekanbaru Center. Then, the data collection techniques used were interviews and documentation. Meanwhile, data analysis was carried out using qualitative descriptive analysis techniques which describe data and information based on existing facts and then analyzed systematically. The results of this research show that in the implementation of the social rehabilitation assistance policy for orphans, orphans and orphans (YAPI) which includes the communication, resource, disposition and bureaucratic structure stages, the communication stage in policy implementation is the most visible aspect that still needs improvement, where Even though communication has been running, the process still has weaknesses in the data from the Ministry of Social Affairs of the Republic of Indonesia which is not relevant to the authenticity of the data sent to the Pekanbaru Abiseka Center. Then, the factors influencing the implementation of the social rehabilitation assistance policy for orphans, orphans and orphans (YAPI) in Pekanbaru City in 2021 include the limited availability of resources and the minimal participation of guardians of orphans in the process of determining the distribution of aid which has then been influencing the implementation of social rehabilitation assistance policies for Orphans, Orphans and Orphans (YAPI) in Pekanbaru City. Abstract

The performance management of civil servants (PNS) at the Regional Civil Service Agency of Riau Province is expected to be able to realize the potential of state officials to have clearer and measurable performance. However, in its implementation there are still problems such as the decreasing number of merit system assessments in the performance management of civil servants (PNS) in Riau Province. This research aims to describe the implementation of performance management for civil servants (PNS) and the factors that influence the implementation of performance management for civil servants (PNS) in the Riau Province Regional Civil Service Agency. This research uses a qualitative research method with a descriptive approach, which can be interpreted as a problem solving process that is investigated by describing the condition of the research subject based on the facts that appeared during the research which was continued based on existing theories. Then, data collection techniques in this research include interview and documentation techniques. Furthermore, the data analysis technique uses qualitative descriptive analysis techniques which include data collection, data reduction, data presentation, and drawing conclusions or verification. The results of this research indicate that the implementation of performance management for civil servants (PNS) in the Regional Civil Service Agency of Riau Province still faces complexity in the dimensions of objective performance assessment through the e-attitude application which often experiences disruptions and is still in the development stage to be improved. Changes in regulations from Government Regulation (PP) Number 46 of 2011 to Regulation of the Minister of State Apparatus Empowerment (Permen PAN) Number 6 of 2022 also cause changes in performance management, but this transition also creates challenges, such as returning to manually inputting performance assessments which are not effective and efficient. Apart from that, organizational culture factors have a significant influence on the implementation of performance management for civil servants (PNS), where organizational culture that has not been properly embedded in civil servants (PNS) has resulted in the implementation of public services that is not yet optimal. Abstract

This research is based on the number of public reports that have been submitted to the West Sumatra Representative Ombudsman regarding allegations of maladministration that occurred in the field of education, especially at the high school/equivalent level in Padang City. These problems need to be prevented by the Ombudsman to prevent repeated maladministration in the field of special education at the high school/equivalent level. This study aims to determine the capabilities of the West Sumatra Representative Ombudsman in an effort to prevent maladministration in the education sector in the city of Padang in 2023. The theory used is the Core Capability theory according to Leonard and Barton in Suherlan (2019). The methods used in this study are qualitative descriptive methods, data collection techniques through interviews and documentation, data analysis techniques are carried out through qualitative descriptive methods based on four stages, namely data collection, data reduction, data presentation, and conclusion drawn. The results of the study show that the capability of the West Sumatra Representative Ombudsman in efforts to prevent maladministration in the education sector in the city of Padang in 2023 in the dimension of knowledge and skills has been maximized, but in the dimension of technical systems (technical systems) has not been maximized because the Ombudsman does not have a special SOP in preventing maladministration in the field of education, in the dimension of managerial systems (managerial system) has not been maximized because the Ombudsman Representative of West Sumatra has not reached all schools at the high school/equivalent level to carry out their duties in an effort to prevent maladministration in the field of education, and in the dimension of values and norms (values and norms) has not been maximized because the principle of balance has not been implemented properly because not all high schools/equivalents visited or interacted with the Ombudsman. This is due to the lack of human resources in the field of prevention at the West Sumatra Representative Ombudsman institution. Abstract

This research is based on the existence of problems related to the continued occurrence of illegal logging activities such as forest encroachment, as well as the limited number of forest security personnel in the Bukit Betabuh Protected Forest Area. Therefore, this research aims to determine the supervision of the Singingi Forest Management Unit Technical Implementation Unit (UPT-KPH) on Illegal Logging in the Bukit Betabuh Protected Forest area, Kuantan Singingi Regency. This research uses a descriptive qualitative approach with data collection techniques including interview and documentation techniques. Then, the data analysis technique uses qualitative descriptive analysis techniques which include data collection, data reduction, data presentation and drawing conclusions. The results of this research show that the supervision carried out by UPT-KPH Singingi in dealing with illegal logging in the Bukit Betabuh Protected Forest area is still not optimal. Essentially, the absence of standard operating procedures (SOP) in monitoring patterns and the lack of human resources for the apparatus at the Environment and Forestry Service have become significant obstacles so that phenomena related to forest encroachment continue to occur repeatedly. In the process, this deficiency has hampered the implementation of work programs in the supervision sector, so that it has not reached the optimal level according to public expectations. Abstract

This research is based on the existence of problems related to the development of Artificial Lake attractions which include the condition of inadequate facilities or infrastructure, lack of promotion and a drastic decrease in the number of visitors. This research aims to find out the capabilities of the Culture and Tourism Department of Pekanbaru City in developing Artificial Lake tourist attraction by using the Core Capabilites theory proposed by Leonard and Barton (1992), where data collection techniques include interview and documentation techniques. Then, the data analysis technique used is a qualitative descriptive analysis technique which includes data collection, data reduction, data presentation and conclusion drawing The results of this study indicate that the capabilities of the Culture and Tourism Office of Pekanbaru City do not fully have the ability to develop Artificial Lake tourism objects which can be seen in 4 (four) dimensions of capability, namely knowledge and skills, technical systems, managerial systems and values and norms. First, in the knowledge and skills dimension, the Culture and Tourism Office already has two programs, namely the development of knowledge and skills and the Apparatus Resources capacity building program. Although it has been running, but in the process the two programs are not specific to the development of Artificial Lake tourist attraction and only general knowledge related to culture and tourism. Second, in the technical systems dimension, the Culture and Tourism Office does not yet have standard operational procedures (SOP) and an adequate information system in the development of Lake Buatan tourist attraction. Third, in the managerial systems dimension, the Culture and Tourism Office has collaborated with PT. Sarana Pembangunan Pekanbaru (SPP), but the program planning that has been budgeted is still not implemented and there is still no further coordination for the development of Lake Buatan tourist attraction. Fourth, in the dimension of values and norms, the Office of Culture and Tourism still does not have a Motto, Vision and Mission which indicates a lack of seriousness and commitment of the government in the development of Artificial Lake tourist attraction. Abstract

Permasalahan dalam penelitian ini adalah kesederhanaan persyaratan yang tidak sesuai dengan harapan masyarakat. Prosedur yang diperlukan sangat rumit dan dapat menimbulkan stres bagi orang yang hendak menunjukkan akta kelahiran, dan pihak berwenang tidak berhati-hati dalam memberikan pelayanan. Hal ini terlihat pada hasil akta kelahiran terdapat kesalahan nama, tempat, tanggal lahir dan nama ayah/ibu. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh kualitas pelayanan jemput bola terhadap kepuasan penduduk terhadap penyerahan akta kelahiran di Dinas Kependudukan Negara Bogor. Penelitian ini menggunakan pendekatan kuantitatif dan metode penelitian deskriptif dan korelasional. Hasil penelitian menunjukkan bahwa kualitas pelayanan penerbitan akta nikah Dinas Kependudukan dan Pencatatan Sipil Wilayah Bogor baik. Hal ini dibuktikan dengan rata-rata volume produk aktual tertinggi yaitu 4,33 dengan kategori “Sangat Baik”. Namun, ditemukan nilai mean yang rendah untuk dimensi kepercayaan. Pada kategori tertinggi sebesar 3,94. Hal ini menunjukkan masih adanya kesenjangan kualitas pelayanan dan proses pelayanan perlu diperbaiki dan ditingkatkan. Berdasarkan hasil koefisien korelasi diperoleh korelasi antar variabel sebesar 0,782 dan koefisien determinasi sebesar 61,1%. Dengan kata lain, kualitas layanan Program Tangkap Bola menunjukkan kepuasan masyarakat terhadap kelengkapan akta kelahiran sebesar 61,1%, dan dampak variabel lain juga sebesar 38,9%.

Abstract

As the busiest shipping route with a high value of resources under the sea, the South China Sea dispute is one of the unresolved problems in recent world affairs. Claimant states keep on defending their claim over the territory. Several critical factors of the disputed areas, such as the international trade perspective, natural resources aspects, and the security value, did affect the behaviour of such states. A lot of alternatives and means have been done to solve the case until the decision of PCA on the Philippine claim over China’s nine-dash line. Non-compliance response of China did raise another tension on the issue and complicated the resolution. We offered more alternatives to the international community to act, which combined peace-oriented bilateral and multilateral diplomacy and cooperation to force all claimants to agree on their maritime boundary, seeking mediation from states that can be trustworthy, international sanctions might be an option - but with a highly calculated decision, and stressing the compliance with legal action to gain trust from other parties. to support the diplomacy that takes place in the process.
