Abstract

The importance of the availability of children's literature is currently a special concern in society, because children have the right to receive literature that is appropriate to their age and needs. The availability of children's literature in public libraries is an obligation and provides children's literature that is ready to be used to meet children's information needs. This research aims to determine the availability of picture story book collections, types of picture story books and the process of maintaining picture story book collections in the Aceh Library and Archives Service. This research uses qualitative research methods. The research instruments used were observation, interviews and documentation. The subjects in this research were 4 librarians and 4 deposit room staff who were selected using a purposive sampling technique because they could provide in-depth information needed by researchers. The research results show that the availability of picture book collections is not complete enough because the collection does not meet the five indicators of collection availability which are considered complete. The 5 indicators in question are: variety of types of collections, number of collections, update of collections, relevance of collections, and quality of collections. Of the 5 indicators, only 3 indicators are satisfactory, while the other 2 indicators still need improvement. There are 6 types of picture story book collections; classic fairy tales, educational books, stories about animals, adventure stories, friendship stories, family stories, and inspirational stories. The process of maintaining picture story books goes through 2 stages: 1.) Weeding, namely setting aside books that are damaged and unsuitable, then handing them over to the deposit room for follow-up. 2.) Fumigation, namely fumigation of the reading room to maintain the sterility and integrity of the books from pest attacks.

Abstract

This study analyzes the legal gaps in traditional zakat regulations that are not yet relevant to modern agricultural systems, such as hydroponics. The aim of study is to provide conceptual and practical contributions by reviewing the views of Islamic scholars, determining the appropriate classification of zakat, and formulating fair calculations of the nisab and haul. The approach used in this research is normative-juridical, using a literature study method. Primary legal sources include classical fiqh texts, contemporary fatwas from religious scholars, and laws and regulations related to zakat in Indonesia. Secondary legal sources include scientihic journals, books, and other relevant scientihic research findings. The data collected through this documentation ware analyzed qualitatively and descriptively by comparing the characteristics of hydroponics with the criteria for zakat in agriculture and trade. The study results indicate that hydroponic characteristics, such as a continuous harvest cycle, a focus on profit, and an intensive business model, are more relevant to be categorized as trade zakat ('urūḍ al-tijārah). The ideal zakat calculation formula is based on the nisab of 85 grams of gold with a 2.5% gold content, which must be paid after one full year of ownership (haul), at the same time providing fundamental policy implications for Baitul Mal Aceh to revise the Zakat Qanun, especially by including the trade zakat category for modern agricultural products, as well as being a reference in compiling regulations that are more adaptive to the dynamics of the contemporary agribusiness system

Abstract

This research seeks to examine the influence of fiscal dependence on sectoral disparities across regencies/cities in West Nusa Tenggara Province (NTB) during 2020–2024. Fiscal dependence is assessed using four primary indicators: Local Own-Source Revenue (PAD), General Allocation Fund (DAU), Special Allocation Fund (DAK), and Revenue Sharing Fund (DBH). In addition, sectoral disparity is determined via the Theil Index, derived from the allocation of Gross Regional Domestic Product (GRDP) across 17 economic sectors. The approach adopted is quantitative with a model panel data regression employing the Fixed Effect Model. Findings indicate that on an individual basis, PAD and DAU exerts a negative and significant impact on sectoral disparity. Contributing to disparity reduction via greater allocation flexibility. On the flip side, DAK and DBH individually show a positive and notable impact, suggesting that these forms of transfer funding are likely to heighten disparities across sectors due to their focus on specific areas. At the same time, every indicator of fiscal reliance demonstrates a positive and notable influence on sectoral disparities within NTB. These findings emphasize the importance of increasing regional fiscal independence and restructuring central transfer policies to promote equitable sectoral development in NTB.

Abstract

Effective assessment of students’ attitudes, behaviors, and values is a key component of value-based education reforms, yet its implementation often remains uneven at the classroom level. This study examines how affective assessment policies are enacted in madrasa education under the KDJPI framework in Aceh Province, Indonesia. Using a qualitative research design grounded in Iterative Thematic Inquiry, the study analyzes data from questionnaires administered to 224 madrasa teachers, semi-structured interviews with six teachers (E1–E6), and relevant instructional documents. The findings show that the persistent gap between affective assessment policy and practice cannot be sufficiently explained by teachers’ lack of commitment or competence. Although teachers generally demonstrate positive orientations toward affective assessment instruments such as reflective journaling and checklists, their implementation remains inconsistent due to structural constraints, including limited instructional time, large class sizes, administrative demands, and insufficient institutional support. In response, teachers adopt adaptive strategies that reflect professional agency but also reveal the limits of individual effort in the absence of coherent governance arrangements. By conceptualizing affective assessment as a negotiated and structurally constrained practice, this study contributes to debates on policy enactment and non-cognitive assessment in value-based education systems, with implications extending beyond the specific socio-religious context of Aceh.

Abstract

The development of information and communication technology (ICT) has brought significant changes to the world of education and has influenced the character development of students. The use of digital technology provides opportunities to improve the quality of learning, but also raises various problems, such as declining ethics, low social empathy, plagiarism, and misuse of digital media. This shows that the ability to use technology technically is not necessarily accompanied by wise and characterful attitudes. Therefore, digital literacy is a crucial aspect in addressing the impact of technological developments on students' character. This study aims to examine the role of digital literacy in shaping and strengthening students' character in the digital era. The method used is a Systematic Literature Review (SLR) by examining relevant scientific articles, books, and policy documents published in the period 2015–2025. Data were obtained from Google Scholar, Scopus, and ResearchGate, then analyzed qualitatively through thematic selection and synthesis. The results of the study indicate that digital literacy encompasses cognitive, social, and ethical aspects that play an important role in the development of students' character, such as honesty, responsibility, independence, and digital ethics. Furthermore, information technology has both positive and negative impacts on student character, which is heavily influenced by digital literacy levels and the role of educators and educational institutions. This study recommends integrating digital literacy into the curriculum and strengthening the role of educators so that the use of technology in education focuses not only on technological mastery but also on character development in students.

Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan kurikulum Pendidikan Agama Islam (PAI) dalam menghadapi tantangan pendidikan abad ke-21 yang ditandai dengan perkembangan teknologi, globalisasi, dan perubahan karakter peserta didik. Kurikulum PAI memiliki peran strategis dalam membentuk karakter religius sekaligus kompetensi abad 21 seperti berpikir kritis, kreativitas, kolaborasi, dan komunikasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kepustakaan melalui analisis berbagai literatur ilmiah dan kebijakan pendidikan. Hasil penelitian menunjukkan bahwa kebijakan kurikulum PAI perlu diarahkan pada integrasi nilai-nilai Islam dengan keterampilan abad 21, penguatan literasi digital, serta pendekatan pembelajaran kontekstual dan berbasis karakter. Selain itu, implementasi kurikulum PAI memerlukan dukungan kepemimpinan pendidikan, kompetensi guru, serta inovasi pembelajaran berbasis teknologi. Penelitian ini memberikan rekomendasi penguatan kebijakan kurikulum PAI yang adaptif, integratif, dan berkelanjutan dalam menghadapi dinamika pendidikan modern.

Abstract

Global issues of greenhouse effect include the depletion of the ozone layer and the increases surface temperature. Response to these issues is attempted to empower and enhance the role of community participation in sustainable and equitable forest resource management. Since 1993, Indonesian NGO Konservasi Alam Indonesia Lestari (KAIL) starts empowering the forest buffer community with MEE (Medical, Education, Ecotourism) site model. Purpose of this paper is to describe the model of MEE in empowering forest buffer communities, describe the ecological, economic and social impact of the model, and describe the collaborative forest management. The strategies of community empowerment with MEE in Meru Betiri forest rehabilitation zone improvem the forest ecology. The success of MEE site model reduces negative perceptions on communities that have less conservation awareness. Community-based forest resources management need to integrate ecological and economic value in achieving forest conservation and community's welfare. Abstract

This study examines the kerje sara urang prohibition within the Gayo community's Belah Hakim clan, a customary rule forbidding intra-clan marriage, utilizing a qualitative method with an empirical juridical approach. The research combines normative analysis with direct field observation in Belah Hakim in habited areas of Central Aceh, Bener Meriah, and Gayo Lues. Primary data were gathered through interviews, observation, and documentation, analyzed using the Miles and Huberman model and triangulated for validity. The study found that the Belah Hakim community enforces this prohibition due to beliefs in shared lineage impacting health, its role in maintaining social harmony, fear of ancestral curses, and a desire to uphold religious values. Violators face parak (exile for six-months) and traditional fines, with more severe sanctions like jeret naru (permanent exile) for specific cases. From an ‘urf perspective, this prohibition is categorized as al-’urf al-fāsid because it lacks explicit Islamic legal basis and can lead to harmful social consequences such as family disintegration, social exclusion, and infringement on individual rights, while also risking shirk through beliefs in ancestral curses. This research highlights the conflict between customary norms and Islamic justice, advocating for a contextual Islamic legal approach to align customary law with maqāṣid al-sharī'ah.

Abstract

The Acehnese people have been carrying out the religious practice of reciting the Qur’an at the gravesites for generations. This research aims at determining the practice of reciting the Qur’an at the gravesites, current practices, perspectives, shifting factors, and opinions of Islamic school’s scholars. This research employed observation, interviews, and documentation as its instruments. The gained data were analyzed through data reduction, data presentation, and conclusion drawing. The results show that the practice of reciting the Qur’an at gravesites is a ritual carried out by some people at the gravesites individually and in groups. People carry out the current practice of reciting the Qur’an at gravesites starting from three days, seven days, and ten days and nights. They also pay wages to members who recite the Qur’an at the gravesites. Additionally, women continue reciting the Qur’an during Friday prayers to ensure uninterrupted reciting. The perspectives of ordinary people are that reciting the Qur’an at the gravesites symbolizes a form of affection for the deceased's family. Meanwhile, academicians argue that reciting the Qur’an at gravesites is a social phenomenon to continue pre-existing traditions and to maintain sacred values in every religious ritual. Modernists argue that reciting the Qur’an at the gravesites does not need to be a tradition because apart from having no strong basis, the sins of someone who has died are not borne by other people. Meanwhile, scholars argue that reciting the Qur’an at gravesites is recommended in Islamic teachings to pray for the deceased, even if other people recite it. The shifting factors happened because the influence of local culture and foreign culture that people follow the developments of times besides increasing income for people who are invited to recite the Qur’an. Meanwhile, the Imāms of the school of thought argue according to the postulates that reciting the Qur’an at a gravesites is makruh and something that is sunnah, however, if it is done intending to send prayers to the deceased, it is then recommended because it can ease the torment in the graves and get rewards for both those who recite and those who listen to the reciting of the Qur’anic verses.

Abstract

This article analyzes the tension between the Bejamu Saman tradition in Gayo Lues and Islamic legal norms due to the influx of modern cultural influences. The core problem lies in the practice of Najuk and the shift in artistic content that tends to emphasize sensual aspects, which harms the religious substance of tradition. The novelty of this study lies in the approach of the Sociology of Islamic Law combined with an evaluation based on Maqāṣid al-Sharī'ah to formulate a form of harmonization between local wisdom and the limitations of sharia. Using a qualitative method with a normative-juridical approach, data were collected through in-depth interviews with religious leaders, traditional leaders, and community artists in Gayo Lues Regency. The research findings indicate that Bejamu Saman is maintained as a living law because of its essential role in maintaining social solidarity and silaturahmi (ḥifẓ al-Nafs). However, the evaluation of Maqāṣid al-Syarī'ah identified a clear mafsadah in the practice of Najuk and explicit poetry that directly threatens honor (ḥifẓ al-Nasl) and ignores the principle of Sadd al-Dharī'ah. As a strategic solution, this study recommends a Cultural Reform policy to the Customary Council and the Regional Government to develop technical guidelines for preserving traditions. These recommendations include legalizing the no-touch Najuk procedure through a special forum, returning artistic content to its original form through figurative and da'wah-filled treh/sonek poetry, adjusting Bines dance movements to be less excessive, and strengthening control of performance spaces through the Keketar authority. These steps are crucial to ensure the existence of Gayo Lues culture remains in harmony with the basic values ​​of Islamic law without losing its original essence.
