Abstract

This study aims to analyze the effect of human resource development and work ability on employee performance in the Department of Housing and Settlements Area of Kaur Regency. Data collection method is by distributing questionnaires to 43 employees. Data analysis used was quantitative analysis, with multiple linear regression methods, determination test, t test and F test. The results showed that the development of human resources and work ability had a positive and significant  effect simultaneously on employee performance in the Department of Housing and Settlement Areas of Kaur Regency.

Abstract

This study aims to analyze the determinants of the work productivity of honorary employees at the Seluma Irrigation Water Observers Regional Office. The method of collecting data is by distributing questionnaires to 42 honorary employees. Analysis of the data used is quantitative analysis, with the method of multiple linear regression, determination test, t test and F test. The results of SPSS analysis for windows version 16.0, obtained the regression equation Y = 2.239 + 0.231X1 + 0.653X2 + 0.378X3. The regression equation shows that there is a positive influence between morale, work discipline and organizational commitment to the work productivity of honorary employees at the Seluma Irrigation Water Observers Regional Office, and work discipline variables have the strongest influence on work productivity because it has the greatest regression coefficient value, namely .653. From the results of the determination test it is known that 85.3% of the work productivity of honorary employees at the Seluma Irrigation Water Irrigation Area Observers Office is influenced by morale, work discipline and organizational commitment. The t-test results showed that morale, work discipline and organizational commitment partially had a significant effect on the work productivity of honorary employees, because of the probability value of sig. 0.05. While the F (Anova) test results showed that work morale, work discipline and organizational commitment simultaneously had a significant influence on the work productivity of honorary employees at the Seluma Irrigation Water Irrigation Area Observers Office, where Fcount Ftable (80,169 2,850).

Abstract

The main content in quality development is the implementation of good governance. A reflection of good government implementation can be measured from the level of Public Accountability and Its Financial Statements, because both are indicators to see if a region has run good governance or not. In its context as an organization engaged in public service services, the government in its management must conduct transparency and public accountability. Public accountability in accordance with the characteristics of good governance with respect to (1) participation; (2) rule of low; (3) transparency; (4) responsiveness; (5) consensus orietation; (6) equity; (7) effectiveness and efficiency; and (8) strategy vision (Mardiasmo, 2006). This research aims to analyze the impact of good governance, Human Resources Competency (HR), Implementation of Government Accounting Standards (GAS), Implementation of Government Internal Control System (GICS) and Utilization of Regional Financial Management Information System (FMIS) on Public Accountability and Quality of Financial Report. The study used primary data and secondary data. Primary data is obtained from questionnaires distributed directly to respondents using Purposive Sampling techniques. The population in this study was the Regional Device Task Force (RDTF)/Regional Device Organization (RDO) in jambi city government, with 37 RDTF/RDO and 70 respondents. While the analysis tools used in the study are approaching the Partial Least Squares (PLS) method by negating the assumptions of OLS (Ordinary Least Squares) regression. The results showed that the implementation of good governance, Human Resources Competency (HRC), Application of Government Accounting Standards (GAS) had a positive effect on the quality of Jambi city government financial report. While the implementation of the Government Internal Control System (GICS) and the Utilization of Regional Financial Management Information System (RFMIS) partially did not have a positive effect on the quality of jambi city government financial report. Furthermore, the implementation of good governance, the Implementation of Government Accounting Standards (GAS), the Implementation of Government Internal Control System (GICS) have a positive and significant effect on Public Accountability. While the utilization of regional financial management information system (RFMIS) has not had a positive effect on public accountability.

Abstract

Law No. 32 of 2004 on Villages that gives villagers the opportunity to organize and take care of their own households, which is organized by promoting the principles of democracy, participatory, equalization, justice and paying attention to the potential diversity of the region is the starting point of the development change from the periphery. And strengthened by government policy in 2015 the government issued the Village Fund policy, which was marked by the publication of PMK No.49 in 2016. The reforms are a form of seriousness from the government in trying to build the country through the village. But the goodwill is certainly not all can run in accordance with expectations given the competency conditions of human resources and various conditions. Therefore, in this study will evaluate the success of the use of village funds that have been given by the government, whether it has a positive impact on the community economy. This research will be conducted in Pelepat Ilir sub-district with case studies in Maju Jaya Village and Tirta Mulya using quantitative and qualitative descriptive methods. While the data used is primary data and secondary data obtained from interviews, questionnaires and literature from the village. The analytical tools used in this study are models of effectiveness, average difference testing and SWOT analysis. With the ultimate goal of wanting to get the results of the evaluation of the successful use of the Village Fund. The results showed that judged to be successful in the management of village funds, this was shown with an effectiveness rate reaching 100 percent (very effective). Furthermore, the use of Village Funds also has an impact on improving public services and health services but has not had an impact on improving the community economy.

Abstract

The purpose of this study was to determine the effect of locus of control and communication toward employee performance in Bank Indonesia representative office of Bengkulu Province. The sampling technique is a census of 48 permanent employees. Data collection using questionnaires and analytical methods used are multiple linear regression, test of determination and hypothesis testing. The results showed that locus of control and communication had a positive and significant effect partially and simultaneously toward employee performance in Bank Indonesia representative office of Bengkulu Province.

Abstract

The regional budget is an important instrument in the administration of public services, so that it can provide benefits to the welfare of the community. However, in its implementation there are still many that have not been fulfilled as a result of suboptimal absorption of the budget that impacts government performance. Therefore, the problem of delays in budget absorption and low levels of budget absorption must be addressed immediately. Based on this problem, this research was conducted. The purpose of this study is to analyze the tendency of budget absorption, analyze the factors that influence the absorption of the SKPD expenditure budget in the Jambi Provincial Government, analyze the influence of SKPD expenditure absorption on agency performance and look for appropriate policy strategies in efforts to improve financial and service performance Jambi Provincial Government. The results of the analysis show that 1) when viewed from the total expenditure, all SKPD of the Provincial Government of Jambi tends to experience delays in budget absorption, and when viewed per type of expenditure, 82.61% SKPD tends to experience a delay in absorption of the personnel expenditure budget, all SKPDs tend to experience delays budget absorption of goods and services expenditure, and 43.90% SKPD tend to experience delays in capital expenditure budget absorption; 2) budget planning and budget execution are factors that significantly influence the uptake of the budget while human resource capacity (HR) has no significant effect; 3) budget absorption has a positive and significant effect on agency performance.

Abstract

Decentralization is a tool to achieve one of the objectives of the state, especially providing public services. Decentralization is often called granting autonomy. The formation of autonomous regions, including through regional expansion. During the 16 years of the decentralization era, the rate of increase in DOB was very fast. In addition to the growth of new autonomous regions, transfers of central revenue to regions have also increased. Following the national phenomenon, the implementation of decentralization in Jambi Province was also marked by regional expansion. Jambi Province is one of the provinces that has significantly expanded regions. Regional expansion is deemed necessary given the development of the population and the increasing workload and work volume in each district. On that basis, I would like to carry out research related to the impact of pemekaran on financial performance and public services. This study aims to analyze the impact of regional expansion in Jambi Province on parent regions and new autonomous regions in terms of regional and public financial aspects in the post-division period. Analysis of the data in this study used qualitative and quantitative descriptive analysis. The results showed that regional expansion had a positive impact on financial performance and public services.

Abstract

Placement of employees in the right position will help the company to get optimal work results and achieve the expected goals. Apart from the placement of employees, another thing that must be considered by the company in improving job performance is job training for employees. The purpose of this study is to determine the correlation between placement and job training with employees performance at PT. Bank Bengkulu. The sample in this study were 87 permanent employees at PT. Bank Bengkulu Central Office, due to all the population in this study were sampled, the census sampling method was used. Data collection methods used were questionnaires and analytical methods with Spearman rank correlation and hypothesis testing. The results showed that Placement has a moderate correlation with employees performance at PT. Bank Bengkulu with a correlation value of 0.491, means that the more precise the placement, the better the work performance of employees at PT. Bank Bengkulu. This result is strengthened by the results of the hypothesis test that tcount is greater than t table (5.196> 1,662). Thus, the hypothesis test results are rejected H01 and Ha1 accepted, meaning that the placement has a significant correlation with employees work performance at PT. Bank Bengkulu. Job training has a strong correlation with employees performance at PT. Bank Bengkulu, with a correlation value of 0.747, means that increasing job training will increase employees performance at PT. Bank Bengkulu. This is reinforced by the results of hypothesis testing known that t count is greater than t table (10.359> 1.662). Thus, the hypothesis test results are H02 rejected and Ha2 accepted, meaning that job training has a significant correlation with employees work performance at PT. Bank Bengkulu.

Abstract

Marketing strategy is a organized plan in marketing field to obtain maximal result, the strategy in marketing has wide scope in marketing such as strategy in facing competition, pricing strategy, product strategy, service strategy etc. Boim Broiler business at Manna South of Bengkulu support aggressive strategy. The result shows that total power is 19,00 while the weakness is 9,24 so quadrant of internal factors are 19,00-9,24=9,76. It means that Boim broiler business maximize power and minimize weakness in internal. The chance from the strategy is 17,52 and threat is 10,41. So the quadrant of external factor is 17,52 – 10,41 = 7,11 means high ability from Boim broiler business in taking chance and solve the threat in broiling market.

Abstract

The main purpose of the company in conducting marketing activities is to increase sales results or at least maintain the existing market.This study aims to determine the effect of promotional costs on sales volume at TDM Motor PutriHijau Bengkulu Utara. Based on the results of promotion costs have a positive effect on sales at the TDM Motor Dealers PutriHijau Bengkulu Utara, which is shown by the linier regression equation Y = 85,785,605+ 0.58X, meaning that the ups and downs of promotion costs on the TDM Motor Dialer effect the ups and downs of sales by 0,58, and if the promotion costs are constant, the Beat ESP motorbike at the TDM Motor Dealer is 85,785,605. There is a moderate relathionship between promotion costs and sales of TDM Motor PutriHijau Bengkulu Utara Dealers shown by the value r = 0,56 with the criteria of medium value, because the value of r = 0,56 lies in the interval coefficient of 0,400 – 0,599, determination test vaslue of Kd = 30% meaning that the influence of promotion costs on sales is 30%, while the remaning 69% is influenced by other factors an is a factor not examined in this study. The results of testing the hypothesis are known tcount> t tabel (3.1620>1.71714), then H0 is rejected and accepts H1 or the correlation is significant, meaning that there is a positive and moderate effect between the cost of promotion towards the sale of Beat ESP motorcycles at TDM Motorbike Dealers of PutriHijauBengkuylu Utara.
