Abstract

The mental health of health workers is a crucial aspect that affects the quality of service in hospitals. High work pressure, complexity of medical cases, and communication challenges between teams are the main risk factors for psychological disorders among health workers. This study aims to design an integrated leadership and communication development model as a strategic effort to support the mental health of health workers at Jannah Hospital Serang. The approach used in this research is a qualitative method with a descriptive study design. Data were collected through in-depth interviews, participatory observation, and documentation studies involving medical personnel, hospital leaders, and support staff. Analyses were conducted using thematic analysis techniques to identify patterns, needs, and barriers in aspects of leadership and internal hospital communication. The results showed that inclusive and empathic leadership, as well as open and structured communication, contributed significantly to improving the psychological well-being of health workers. Based on these findings, an integrated communication-based leadership development model was formulated that includes transformative leadership training, a two-way communication system, and HR engagement. This model is expected to be a reference in strengthening the hospital's human resource management system oriented towards mental health, as well as improving the work effectiveness and satisfaction of health workers in a sustainable manner

Abstract

Koperasi Peternakan Bandung Selatan Pangalengan (KPBS) menghadapi berbagai tantangan dalam pengembangan sumber daya manusia (SDM), terutama terkait rendahnya kedisiplinan, kurangnya komunikasi internal, belum adanya SOP operasional, serta rendahnya literasi manajerial dan pencatatan produksi. Untuk menjawab persoalan tersebut, tim pengabdian kepada masyarakat (PKM) melaksanakan program Pelatihan Pengembangan SDM Unggul menggunakan metode participatory training selama dua hari, mencakup ceramah interaktif, diskusi kelompok, studi kasus, simulasi, workshop penyusunan SOP, praktik lapangan, dan penyusunan rencana aksi individu. Hasil pelatihan menunjukkan peningkatan signifikan pada pemahaman peserta, yang terlihat dari kenaikan nilai pre-test ke post-test sebesar 28 poin. Peserta juga berhasil menyusun SOP sederhana, meningkatkan keterampilan komunikasi, memperbaiki pemahaman manajemen kinerja, dan menunjukkan perubahan perilaku positif seperti meningkatnya kedisiplinan dan kemampuan bekerja sama. Evaluasi kepuasan peserta mencapai lebih dari 88% pada seluruh kategori. Secara keseluruhan, metode participatory training terbukti efektif dalam meningkatkan kompetensi teknis dan non-teknis anggota koperasi, memperkuat tata kelola organisasi, serta mendorong budaya kerja kolaboratif dan berkelanjutan di lingkungan KPBS.

Abstract

The organizational management of nursing human resources in hospitals plays an important role in ensuring mutual service and patient safety. OCB behavior has benefits for the hospital, for example, nurses voluntarily participate in activities that benefit the company or do not complain during work. Organizational culture also influences employee psychological dimensions such as work motivation, job satisfaction, and organizational commitment. This study aims to analyze the influence of organizational culture on Organizational Citizenship Behavior with Employee Engagement as a mediating variable in nurses at Singaraja Level IV Hospital. The sample of this study consisted of 30 nurses working at the hospital. The analytical method used is descriptive analysis and hypothesis testing to clarify the relationship between organizational culture variables, organizational citizenship behavior and employee engagement. The results of the study indicate that organizational culture has a significant influence on nurses' OCB. In addition, organizational culture has also been shown to have a positive effect on employee engagement. These findings confirm that an effective organizational culture can increase OCB in nurses, which in turn will increase their employee engagement. The implication of this study is that hospital management needs to instill organizational culture in all nurses and optimize their performance and OCB in providing quality healthcare services.

Abstract

This study aims to analyze the influence of digital service quality on consumer satisfaction and its implications for patient trust at the Aru Bitung Primary Clinic, Bitung City. The research method used is a quantitative approach with an explanatory research type. Data were collected through questionnaires on 120 patients selected using purposive sampling techniques. Data analysis was carried out using Structural Equation Modeling based on Partial Least Square (PLS-SEM) with the help of SmartPLS software. The results of the study show that the quality of digital services has a positive and significant effect on consumer satisfaction, consumer satisfaction has a positive and significant effect on patient trust, and the quality of digital services also has a positive and significant effect on patient trust both directly and indirectly through satisfaction as a mediation variable. The conclusion of this study is that improving the quality of responsive, accurate, and accessible digital services is an important factor in building patient satisfaction and trust in first-tier health facilities.

Abstract

This study aims to formulate a managerial strategy for female health workers to play a dual role at the Wira Bhakti Clinic in Lhokseumawe City through a SWOT analysis approach. This study uses a qualitative descriptive design with a case study approach. The research subjects were selected using purposive sampling techniques totaling 10 health workers (doctors, nurses, midwives) who had the status of active soldiers' wives. Data collection was carried out through in-depth interviews, observations, and documentation, which were then analyzed using the Miles & Huberman interactive model and SWOT matrix (IFAS and EFAS). The results of the study show that the dynamics of dual roles at Wira Bhakti Clinic run through a hierarchical mechanism, where wives with the rank of Enlisted tend to support the clinical operational burden to cover the vacancies left by wives with the rank of Officer or Non-Commissioned Officer who have high obligations in the Persit organization. Based on the SWOT analysis, the main strength lies in the husband's support and financial stability, while the main weakness is the time conflict due to the organization's mandatory activities. This study recommends a "Negotiable Advocacy" strategy that includes operational, diplomacy, and retention strategies, as well as the need for hybrid scheduling policies and formal delegation to maintain the quality of health services.

Abstract

Digital transformation in the government sector encourages the adoption of Artificial Intelligence (AI) technology to improve the efficiency, transparency, and accessibility of public services. Bandung City as one of the pioneers of the Smart City concept has integrated AI in various aspects of public services, such as population administration, taxation, licensing, and public complaints. However, the implementation of AI still faces various challenges, including limited infrastructure, readiness of human resources (HR), immature regulations, and low levels of public trust in the security and effectiveness of AI-based systems. This study uses a case study method with a qualitative approach to explore the effectiveness of AI implementation in Bandung City. The results show that although AI has the potential to improve bureaucratic efficiency and service quality, the level of public acceptance is still low due to the lack of digital literacy and concerns about data security. Therefore, a strategy is needed to increase digital literacy, strengthen data protection regulations, and improve technological infrastructure so that AI can be adopted more widely and effectively in public services.

Abstract

In the era of globalization and rapid technological advancement, human resource development (HRD) plays a strategic role in achieving competitive advantage for organizations. This study uses a qualitative descriptive approach through literature review to explore the role of HRD strategies in enhancing employee competencies, loyalty, and an innovative work culture that supports organizational performance. Findings indicate that integrating HR functions into business strategies, along with leveraging technologies such as AI and VR, strengthens the effectiveness of employee training and development. Planned and continuous HR development not only improves individual quality but also enhances organizational competitiveness in facing global challenges. Therefore, HR development should be prioritized strategically in organizational planning to support sustainable growth and business continuity.

Abstract

Work demands affect employee compliance in the work environment. The varying age of employees also influence employee compliance in the workplace. The appropriate rewards for employees from management/owners also play a role in employee compliance. With good employee compliance, the company/clinic can meet its business objectives effectively. The aim of this research is to determine and analyze the effect between work demands and age on employee compliance, mediated by rewards as the mediating variable. The research conducted at clinic X in Cirebon Regency with a population of 40 people. The sampling technique used is total sampling with inclusion and exclusion criteria, resulting in a sample size of 28 respondents. This type of research is observational quantitative research. Data analysis using linear regression and mediation testing with prior validity and reliability tests. The results of the study show a significant effect of work demands on employee compliance, however there is no significant effect between work demands and age on employee compliance with reward as a mediating variable.The importance of management implementing communicative and participative leadership, fair and transparent rewards and team based work programs.

Abstract

Changes in the public sector environment require improved organizational performance supported by effective leadership strategies. In the context of local employment services, leadership plays a critical role in managing personnel and enhancing the quality of public service delivery. This study aims to analyze leadership strategies in improving organizational performance at the Local Employment Agency of Bandung Regency. The study employs a mixed methods approach with a sequential explanatory design. Quantitative data were collected through a questionnaire administered to 72 employees and analyzed using descriptive statistics and simple regression analysis. Qualitative data were obtained through in-depth interviews and observations to provide contextual understanding of leadership practices. The findings indicate that leadership strategies have a positive and significant effect on organizational performance. Leadership vision, decision-making, communication, motivation, and human resource management contribute to effectiveness, efficiency, service quality, and goal achievement. The study concludes that integrative and context-sensitive leadership is essential for improving the performance of local government organizations.

Abstract

Digital technological disruption requires public sector organizations to develop adaptive strategies to sustain performance. This study examines the effect of technological disruption on organizational adaptation strategies and their impact on adaptive performance in public sector organizations in Bandung City, Indonesia, with adaptation strategy as a mediating variable. A mixed methods sequential explanatory design was employed. Quantitative data were collected from a survey of 150 civil servants across public agencies and analyzed using PLS-SEM. Qualitative data were obtained through in-depth interviews with 12–15 key informants to contextualize the quantitative results. The findings show that technological disruption drives organizational adaptation strategies, which subsequently enhance adaptive performance, indicating partial mediation. Qualitative evidence highlights the importance of adaptive leadership, organizational flexibility, digital competencies, and a learning-oriented culture. This study contributes theoretically by integrating contingency theory and dynamic capabilities in a local government context and methodologically by demonstrating the value of a mixed methods approach combining PLS-SEM and qualitative inquiry to explain public sector organizational adaptation mechanisms. This study advances public sector digital transformation literature by empirically demonstrating how organizational adaptation operates as a mediating mechanism rather than a direct outcome of technological disruption.
