Abstract

The increasing dynamics of the business environment driven by globalization, digitalization, and economic uncertainty have intensified the complexity of strategy implementation within organizations. The high rate of implementation failure indicates a significant gap between strategic planning and execution. This study aims to analyze and synthesize the key factors influencing strategy implementation through the integration of organizational structure, strategic leadership, organizational culture, resource allocation, and management control systems. This research employs a Systematic Literature Review (SLR) method using data sourced from Google Scholar, SINTA-indexed journals, and other accredited publications within the 2020–2025 period, with a total of 25 selected articles analyzed using thematic synthesis. The findings reveal that successful strategy implementation is not determined by a single variable but by the synergy among organizational elements, where strategic leadership and organizational culture act as primary drivers, while organizational structure and management control systems function as operational enablers. Furthermore, appropriate resource allocation strengthens the overall effectiveness of strategy implementation. These findings indicate that an integrative and system-based approach is essential for enhancing the success of strategy implementation in modern organizations.

Abstract

This research aims to analyze the development of human resource management (HRM) at PT. Damar Outsourcing Anugrah, a company that provides labor services in the fields of security and cleanliness, operating in Bengkulu Province. Human resource management is a key factor in determining the company's success, particularly in the outsourcing industry, which heavily relies on the quality, competence, and loyalty of the workforce.(1) This study employs a qualitative approach with a descriptive method, utilizing techniques such as observation, interviews, and documentation involving the management and employees of PT. Damar Outsourcing Anugrah. The primary focus of the research includes aspects of employee recruitment, placement, training, and career development. The research findings indicate that the company has implemented a systematic recruitment process in line with work competency standards, places workers based on their qualifications and client needs, and provides training to enhance employees' technical and non-technical skills. Additionally, the company has established a career development system to boost motivation and loyalty among the workforce.(2) In terms of the human resource development variable, the company has made efforts to apply the principles of Human Capital Management (HCM) by viewing human resources as a long-term investment asset. However, challenges persist, such as high turnover rates, a lack of sense of ownership toward the company, and limited career opportunities for outsourcing workers. Therefore, a more comprehensive human resource development strategy is required, including enhanced continuous training, structured career planning, and the implementation of a digital-based human resource management system to enable the company to compete sustainably.

Abstract

This study aims to examine the influence of organizational culture, work stress, and workload on the performance of civil servants at public health centers (Puskesmas) in Mukomuko Regency. A quantitative explanatory approach was applied, involving 263 respondents from 17 active Puskesmas as the research sample. Data were collected through questionnaires that had been tested for validity and reliability, ensuring the accuracy and consistency of measurement. The multiple linear regression analysis revealed that organizational culture and workload have a positive and significant effect on employee performance, while work stress does not show a significant impact. The coefficient of determination (R²) value of 0.692 indicates that 69.2% of performance variations can be explained by the three independent variables, while the remaining 30.8% is influenced by other factors outside the model. The findings emphasize that a strong organizational culture and balanced workload are key drivers of performance improvement in public health organizations. Meanwhile, stress at an adaptive level can be managed effectively without reducing work outcomes. These results offer managerial insights for strengthening employee performance in government health institutions.
