Abstract

This study aims to analyze the effectiveness of the implementation of the Samsat Night Program in increasing Motor Vehicle Tax (PKB) revenue at UPTD Bapenda Binjai and to identify the factors that hinder its implementation. The Samsat Night Program is a public service innovation that extends operating hours into the evening to provide easier access for taxpayers who are unable to fulfill their obligations during regular working hours. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data analysis was conducted using the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The results indicate that the effectiveness of the Samsat Night Program, based on Duncan’s (1981) indicators goal attainment, integration, and adaptation has not yet been fully optimal. In terms of goal attainment, the program has contributed to improving service delivery and PKB revenue; however, the increase has not been significant overall due to fluctuating levels of public participation. From the integration perspective, coordination among related institutions (Bapenda, the Police, and Jasa Raharja) has functioned relatively well in the technical implementation of services. Meanwhile, from the adaptation aspect, the program has adjusted service hours to meet community needs but still faces challenges such as limited socialization, restricted service locations, and low taxpayer awareness.

Abstract

The integration of surface water and groundwater is essential for sustainable water resources management, as both components are hydrologically interconnected through runoff, interflow, and baseflow processes. Surface water and groundwater are inseparable components of the hydrological system, contributing significantly to streamflow and to the calculation of water availability in watersheds. A previous study proposed a simpler, improved equation based on a rational method to estimate potential discharge for fully delineated watersheds within a single groundwater basin. Therefore, this study aimed to analyze potential discharge by applying an equation from previous reports with the addition of a beta (β) parameter to enhance performance. The modified rational equation was compared with three existing methods, namely FJ Mock, Sacramento, and NRECA, across six selected watersheds, including Cidanau, Kupang, Kuto, Sampean, Belawan, and Kumai. The results showed that the modified rational equation achieved the highest correlation coefficient and very good RSR classification, except for Kuto and Belawan. This showed that incorporating the β parameter as a baseflow correction factor in the Modified Rational Equation enhanced model accuracy, as indicated by higher correlation and lower RSR values. Optimal β values showed a strong relationship with watersheds-to-groundwater basin area ratio (AWS/AGWB), determined through an iterative process. The modified rational equation performed optimally in small watersheds (<250 km²), with correlation values >60% in catchments like Cidanau, Kupang, and Kuto. However, the accuracy decreased in larger areas, suggesting suitability for small-scale hydrological systems. The enhancement of the modified rational equation using the β parameter showed an alternative method for determining water availability and potential to improve the development of strategic frameworks of water resource management in Indonesia.

Abstract

Fires often occur in various countries, especially in Indonesia. The fire disaster caused damage to building materials, one of which was concrete structures. Concrete is a material that is generally used for a structure in a building. This research was conducted to determine the difference in compressive strength of concrete when burning and before burning. The method used in this study was an experimental method, namely concrete cubes aged 28 days, after which they were fired at 100C and 200C. The results of this study showed a decrease in the compressive strength of concrete at 100C and 200C. The compressive strength of concrete also decreases when the concrete is mixed with glass aggregate at temperatures of 100C and 200C.

Abstract

Every person with a disability has the same rights as everyone else. This right is guaranteed in every regulation including local regulations. Unfortunately, the formulation of regulations often encounters obstacles due to various interests of both policy makers or stakeholders in its preparation. The main focus in this research is on analyzing the role of stakeholders in the formulation of Regional Regulation Number 2 of 2021 using the Eden & Ackermann Power vs Interest Model analysis. This research uses data analysis techniques using the Miles & Huberman method, which consists of data reduction, data presentation and conclusion drawing. The Descriptive Qualitative approach used in this research aims to describe the role of stakeholders systematically and accurately in accordance with the actual situation. The stakeholders involved consist of the Bojonegoro Regency DPRD, Bojonegoro Regency Social Service, Bojonegoro Regency Disability Association (PDKB) and IDFos Indonesia. To analyze the role of stakeholders consists of three steps, namely Stakeholder Identification, Stakeholder Classification and Inter-Stakeholder Relationships. The results of this study show that stakeholder involvement in the formulation of Regional Regulations on the Fulfillment of the Rights of Persons with Disabilities is pseudo (not procedural). Stakeholder involvement in the formulation of the Regional Regulation only reached the Focus Group Discussion (FGD) stage, the rest were not involved. The lack of involvement is due to the lack of openness or transparency between stakeholders, making this Regional Regulation seem like a mere formality.

Abstract

Design thinking has emerged as a critical 21st-century competence, yet it remains under-emphasised in Islamic schools, particularly Madrasah Aliyah (Islamic senior high schools). This study investigates the design-thinking mindset of Madrasah Aliyah students studying digital-technology-based physics concepts. Employing a descriptive-correlational design, we used descriptive statistics and Pearson/Spearman correlation analyses to examine relationships among five dimensions of design thinking: (1) Growth Mindset and Endurance, (2) Empathy and Human-Centred Design, (3) Teamwork and Diverse Perspectives, (4) Creativity and Problem-Solving through Prototyping, and (5) Curiosity and Learning Motivation. Data were gathered from 136 students using a validated 25-item questionnaire. Overall mindset levels ranged from moderate to high; Curiosity and Empathy recorded the highest scores, whereas Endurance ranked lowest. Gender- and grade-level comparisons revealed that female students exhibited significantly higher Endurance. Although the cross-sectional design limited insights into developmental trends, a significant negative correlation emerged between Endurance and the other dimensions. These findings highlight the need to balance resilience with curiosity, creativity, and empathy within a design-thinking framework and offer guidance for integrating digital technologies and design-thinking principles into physics instruction while respecting the madrasah cultural context. Future research could explore the impact of interactive digital physics simulations on the development of the five design-thinking dimensions among Madrasah Aliyah students.

Abstract

Water pollution from industrial waste, such as lead and methylene blue (MB), has serious impacts on aquatic life and human health. In addition, existing methods are less effective for waste treatment and are costly to operate.  Therefore, this study aims to develop magnetite/activated carbon nanocomposites based on natural materials as adsorbents. The XRD diffraction pattern showed broadened peaks and the highest crystalline peaks at 2θ = 20°–26° and 35.5° for activated carbon and magnetite, respectively. The nanocomposite formation was confirmed from the EDX spectrum, which showed the presence of Fe, O, and C elements, as well as from the FTIR spectrum, which detected the presence of Fe–O, C–H, C=C, C=O, and O–H functional groups. Furthermore, based on the SEM results, the nanocomposites were found to be spherical and porous, with an average particle size of 35.53 ± 0.83 nm. Meanwhile, the BET results showed that the nanocomposites had a total pore volume of 0.333 cm3/g. The kinetics of lead adsorption reached equilibrium in 25 minutes with an efficiency of 99.51%. The adsorption of MB reached equilibrium in 20 minutes, with an efficiency of 97.02%. The results of the kinetic analysis showed that the adsorption of lead and MB both fit the pseudo-second order (PSO) modeling with adsorption capacities (qe) of 11.6550 mg/g and 7.3421 mg/g, respectively. Based on these results, the magnetite/activated carbon nanocomposites are promising as an alternative adsorbent due to their high efficiency, practicality, and magnetic separation capabilities.
