Abstract

Penelitian ini bertujuan untuk mengetahui Gambaran Pelaksanaan  SIMDA Keuangan Versi 2.7 Berbasis Akrual pada Pemerintah Kabupaten Dairi dan produk  yang dihasilkan SIMDA Keuangan Versi 2.7 Bebasis Akrual. Peneliti memilih menggunakan teori George C. Edwards III yang mengatakan 4 faktor yang mempengaruhi implementasi kebijakan publik yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi dalam penelitian ini. Penelitian ini adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan teknik wawancara, observasi dan telaah dokumen. Teknik analisis data yang digunakan adalah melalui model Irawan. Dari hasil penelitian menunjukkan bahwa (1) pelaksanaan SIMDA Keuangan Versi 2.7 Berbasis akrual sudah terlaksana melalui faktor komunikasi dan disposisi. Adapun permasalahan adalah dari faktor sumber daya dan struktur birokrasi (2) Penganggaran dan Penatausahaan dilaksanakan berdasarkan Peraturan Menteri Dalam Negeri Nomor 13 Tahun 2006 tentang Pedoman Pengelolaan Keuangan daerah  sementara penatausahaan berdasarkan Peraturan Menteri Dalam Negeri Nomor 64 Tahun 2013 tentang Penerapan Standar Akuntansi Pemerintahan Berbasis Akrual.

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja aparatur dalam pengelolaan surat menyurat sesuai tata naskah dinas pada Sekretariat Kantor Camat Sunggal Kabupaten Deli Serdang dan menganalisis  Strategi Pemerintah Kecamatan dalam rangka peningkatan kinerja aparatur dalam pengelolaan surat menyurat sesuai tata naskah dinas pada Sekretariat Kantor Kecamatan. Sampel  diambil secara total sampling, yaitu pegawai Kantor Camat Sunggal sebanyak 25 orang. Analisis data dilakukan secara deskriftif dan menggunakan analisis SWOT. Hasil penelitian menunjukkan bahwa Kinerja aparatur dalam pengelolaan surat menyurat sesuai tata naskah dinas pada Sekretariat Kantor Camat Sunggal belum optimal sehingga mengganggu kelancaran tugas-tugas internal maupun pelayanan kepada masyarakat dan pihak terkait yang berurusan atau memiliki hubungan kerja dengan Kantor Camat. Pengelolaan surat menyurat belum optimal. Belum optimalnya pengelolaan surat menyurat pada Kantor Camat karena belum didukung oleh aparatur yang memenuhi standar kompetensi di bidang surat menyurat. Standar kompetensi aparatur pengelola surat menyurat masih rendah karena kurang  mendapat kesempatan mengikuti diklat. Strategi Pemerintah Kecamatan Sunggal dalam rangka peningkatan kinerja aparatur dalam pengelolaan surat menyurat sesuai tata naskah dinas adalah strategi WO (strategi yang ditetapkan berdasarkan pemanfaatan peluang yang ada dengan cara meminimalkan kelemahan yang ada), yaitu mendayagunakan tugas dan fungsi Sekretaris Camat dengan memberikan kesempatan aparatur mengikuti Diklat Teknis Tata Naskah Dinas.

Abstract

Penelitian ini bertujuan untuk mengevaluasi pelaksanaan PKH pada bidang Pendidikan di Kelurahan Tegal Sari Mandala II Kecamatan Medan Denai. Jenis penelitian ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Informan penelitian ini: informan kunci (pendamping, petugas kesehatan), informan utama (91 peserta yang mempunyai kategori pendidikan), informan tambahan (staf kantor lurah dan non peserta). Jawaban kuesioner dibuat dalam bentuk tabel tunggal dianalisis dan diperkuat dengan hasil wawancara. Hasil penelitian ini berdasarkan analisis data yang dilakukan menggambarkan bahwa, pelaksanaan Program Keluarga Harapan (PKH) pada bidang pendidikan di Kelurahan Tegal Sari Mandala II Kecamatan Medan Denai menunjukan dari proses kegiatan sudah berjalan sesuai dengan ketentuan yang berlaku, walaupun belum mencapai hasil maksimal. Hasil dan dampak yang ditimbulkan dari pelaksanaan PKH adalah meningkatnya akses dan pemanfaatan upaya dan status pendidikan anak dan mengurangi tingkat anak putus sekolah serta berpartisipasi dalam menjalankan kewajiban yang telah ditentukan kegiatannya dalam program serta bantuan tunai yang diberikan kepada peserta PKH dapat mengurangi bebean perekonomian dalam memenuhi kebutuhan sehari-hari. Walaupun pada awal pelaksanaannya kegiatan PKH pada tahun 2008 ada beberapa proses yang belum dilaksanakan. Pelaksaan PKH di Kelurahan Tegal Sari Mandala II Kecamatan Medan Denai tidak luput dari berbagai kendala yaitu, masih kurangnya partisipasi peserta PKH, dan masih kurangnya sosialisasi dan koordinasi bagi pihak yang terlibat pada pelaksanaan PKH.

Abstract

The purpose of this article is to analyze the legal arrangements, the application of the law and the obstacles to the application of the law against the crime of narcotics abuse in the Legal Area of the Belawan Port Police, the actions taken against narcotics addicts or abusers as a form of legal protection that should be based on science. A policy based on emotion, rhetoric, and without scientific evidence tends to be misleading. The research method used is descriptive method, while the data analysis technique uses qualitative. The results of the study show that legal arrangements regarding narcotics crimes according to Law no. 35 of 2009 concerning Narcotics is stated in article 54, as also stated in the RI Supreme Court Circular (SEMA) No. 04 of 2010. The handling of suspected narcotics abuse in the police is guided by Police Regulation No. 8 of 2021 concerning Handling of Crimes Based on Restorative Justice. The application of law to the criminal act of narcotics abuse in the Legal Area of the Belawan Port Police through legal substance, legal structure and legal culture. There are obstacles to law enforcement against narcotics abuse in the Legal Area of the Belawan Port Police, namely police regulations limiting the requirements for implementing restorative justice, relatively weak family economic conditions, difficulty differentiating suspected abusers and traffickers.

Abstract

 This study aims to analyze the frequent errors of protocol officers in carrying out activities, which of course affect the image of the North Padang Lawas Regency government. errors in the form of not paying attention to the regulations regarding the layout, the placement of valuable objects, the dress code, the script and the lack of coordination of the protocol officers with the parties concerned indicate a lack of understanding of the procedures for implementing the protocol itself. This study uses Bidle and Thomas theory by looking at aspects, expectations, norms, forms of behavior, evaluations and actions in aspects of protocol. This study uses a qualitative approach with a descriptive method. This approach was chosen in this paper because it is able to explore in depth and detail the role of protocol in supporting the successful performance of the regional head of North Padang Lawas Regency. The results of this study indicate that the Protocol section and North Padanglawas Regency have not been able to facilitate the Regent's actions as expected. The field of protocol is able to maintain the image of the regent's government by placing the regent in accordance with his position at events held in the internal environment; However, there are shortcomings such as coordination between protocol and OPD at events held between Regional Apparatus Organizations attended by the regent. In general, the supporting factors in the implementation of protocol at the regional secretariat of the North Padanglawas Regency are, among others, leadership support, leadership initiatives, solid teamwork, cultural networks. Then the inhibiting factors in the implementation of protocol at the regional secretariat of North Padanglawas Regency, among others, the lack of human resources in the Prokopim section, Lack / Slow Coordination of the Executor of Activities (OPD) and Often implementing activities directly coordinate to the Regional Head without any information to the Prokopim section (feeling close to the leadership & feel that protocol is complicated) and lack of supporting facilities for operations such  as computers and others. the role of protocol in supporting the successful performance of the regional head of North Padang Lawas Regency is again referring to Perbup no. 53 A of 2019 concerning Organizational Position, Work Procedures and Main Duties and Functions of the Regional Apparatus of North Padang Lawas Regency and effective and efficient coordination with stakeholders related to protocol.

Abstract

Policy implementation is a way for a policy to achieve its goals. Implementation is a general process of administrative action that can be investigated at a certain program level, this study aims to determine the implementation of the Land and Building Tax (PBB) service policy at the Medan City Regional Tax and Retribution Management Agency and to find out and analyze the factors that influence it. The form of this research belongs to descriptive research that uses qualitative data analysis, namely this research is investigated by observation or observation, interviews, and describes the state of the object of research based on the facts. There were 11 informants in this study. Data collection techniques were obtained from interviews, observations, and documentation. While the data analysis techniques are data collection, data reduction, data presentation, and drawing conclusions. Based on the results of the study, it can be concluded that the implementation of the Land and Building Tax (PBB) service policy at the Regional Tax and Retribution Management Agency of Medan City has not gone well. This can be seen from the lack of good communication, resources and bureaucratic structure. Factors that influence not going well are lack of knowledge, perception, physical condition, gender and community living environment, lack of human resources in charge of Land and Building Tax (PBB) services, lack of a special budget allocated for equipment Land and Building Tax (PBB) services, obstacles often occur so that the Service Operational Standards (SOP) are sometimes not met.

Abstract

The purpose of this study was to analyze and describe the performance of employees and their obstacles at the Medan City Consumer Dispute Resolution Agency (BPSK). The research method used is descriptive using a qualitative method that focuses on the process, description of the analysis. To determine the current performance of the Medan City Consumer Dispute Resolution Agency (BPSK), the researcher chose to use the 5 dimensions of employee performance proposed by Anwar Prabu Mangkunegara, namely work quality, work quantity, work discipline, initiative and responsibility. The quality of work is still low in terms of receiving complaints and consulting. The work quantity has not been maximized. The work discipline of employees has not gone according to what the community expects. Employees have good initiative in carrying out their duties. The responsibility of employees for all aspects related to the tasks carried out is quite good although there are still various improvements that must be made.

Abstract

This study discusses to the development and the factors that hinder the development of human resources in improving employee performance in the Protocol Section of the Binjai City Regional Secretariat. The research method used is descriptive research with a qualitative approach, the data collection instrument is the study of documentation and interviews, while the data analysis used is descriptive analysis. The results of this study indicate that the HR planning carried out by the Protocol Office of the Regional Secretariat of the City of Binjai has been classified as optimal and well, it can be seen that the HR planning through stages in the selection to become members of HR development training and education and HR development training has not been running optimally. Well, it can be seen that there are still people who hold positions but are still not optimal in their implementation so that the purpose of education and training for HR development is only getting a certificate. In terms of human resource management, the Binjai City Regional Secretariat Protocol Service has shown good and effective results. The constraint factors faced in HR development are: the provision of training for employees has not been carried out evenly and communication skills are still lacking, especially communication with leaders.

Abstract

Sub-district Musrenbang is a forum for deliberation among stakeholders to discuss and agree on steps for handling priority activity programs listed in the Proposed List of Sub-District Development Activity Plans that are integrated with district/city development priorities in the District. The purpose of this paper is to analyze Community Participation and its constraints in Community Participation in the Development Planning Musrenbang in Padang Bolak District. The method used is descriptive qualitative, with data collection techniques to be carried out on data sources. Data collection in this research is using primary data and secondary data. The results showed that the Musrebang in Padang Bolak District, North Padang Lawas Regency has been carried out every year. However, in its implementation, the presence and participation of the community is still considered very lacking. Furthermore, there was a feeling of disappointment expressed by the community over the implementation of the District Musrenbang. The level of community participation in the District Musrenbang is very low, so the activities of holding the District Musrenbang in Padang Bolak are only a formality. Obstacles in the implementation of the District Musrenbang in Padang Bolak are the lack of clarity in communication and socialization related to the Musrenbang, inadequate human resources, limited budget and authority, and the lack of incentives for Musrenbang organizers.

Abstract

The purpose of this paper is to analyze the quality of public services and the two factors that hinder the E-KTP service at the Department of Population and Civil Registration of Gayo Lues Regency. The method used in this research is descriptive with qualitative research instruments with observations, documentation studies and interviews. While the data analysis used descriptive analysis. The results showed that the quality of E-KTP public services which refers to Zeithaml's theory of tangible dimensions (physical evidence/infrastructure), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), empathy (empathy) shows, the quality of public services The e-KTP at the Population and Civil Registration Office of Gayo Lues Regency has been running but is still not good or still not optimal. The inhibiting factors for E-KTP public services at the Disdukcapil include inadequate human resources, limited financial resources, inadequate facilities and infrastructure, and lack of employee commitment. To improve the quality of public services, the E-KTP Disdukcapil must improve infrastructure, place employees according to competence, increase employee discipline, and in service there should be no discrimination and prioritize service users/community.
