Abstract

The right to freedom of expression is a fundamental aspect of human rights, guaranteed by both the Indonesian Constitution and international human rights instruments. However, this freedom is not absolute and may be subject to restrictions through regulatory frameworks such as the Electronic Information and Transactions (ITE) Law. In practice, the application of the ITE Law has sparked controversy due to the vague and overly broad language of several provisions, leading to multiple interpretations and granting excessive discretionary power to law enforcement authorities and certain parties in controlling the dissemination of electronic information. This situation has resulted in numerous cases of criminalization, raising serious concerns about the shrinking democratic space in Indonesia. This study aims to examine the legal implications of Constitutional Court Decision Number 105/PUU-XXII/2024 in relation to freedom of expression and its limitation under the ITE Law. Employing a doctrinal legal research method with a conceptual and statutory approach, the study analyzes primary legal materials and human rights theories as its analytical framework. The findings indicate that the Court’s decision constitutes a critical corrective measure by limiting the subject of defamation offenses under the ITE Law solely to individuals. This interpretation strengthens the principle of lex certa (legal certainty), curtails arbitrary interpretation in law enforcement, and reinforces the protection of freedom of expression in the digital space. Moreover, it reflects a balanced approach between safeguarding individual rights and upholding the public interest in a democratic society.

Abstract

The peatland ecosystem in Indonesia, covering an area of 33.4 million hectares, plays a strategic role as a carbon sink, a water regulator, a habitat for biodiversity, and a foundation of community livelihood in economic, social, and cultural dimensions. However, its sustainability is increasingly threatened by land conversion, natural resource exploitation, and infrastructure development that neglects ecological principles. Weak governance, development policies prioritizing investment, and limited community participation have resulted in environmental degradation, agrarian conflicts, and the erosion of local communities’ ecological rights. Constitutionally, the right to a good and healthy environment is guaranteed under Article 28H paragraph (1) and Article 33 paragraph (3) of the 1945 Constitution, as well as Law No. 32 of 2009 on Environmental Protection and Management. This recognition is further reinforced by international instruments such as the 1972 Stockholm Declaration, the 1992 Rio Declaration, the 2015 Paris Agreement, and the Sustainable Development Goals (SDGs), which affirm environmental rights as part of third-generation human rights. Nevertheless, the implementation of ecological rights protection continues to face challenges, including weak law enforcement, limited access to justice, and the dominance of economic paradigms. This study examines the protection of ecological rights of peatland communities within Indonesia’s national legal policy through a human rights perspective, while also analyzing its harmonization with international law. The study is expected to contribute to strengthening regulation, advancing conservation strategies, and formulating policies grounded in ecological justice and human rights.

Abstract

This study examines how detikX framed news coverage of Ridwan Kamil’s candidacy in the 2024 Jakarta Gubernatorial Election, focusing on the article “The Cancellation of RIDO’s Victory Party at the Sultan Hotel,” published on December 2, 2024. Using Robert N. Entman’s framing analysis, the research applies a qualitative approach with data collected through observation, document analysis, and purposive interviews. The findings show that, in defining the problem, detikX highlights the pressure faced by Ridwan Kamil after the quick count results while still portraying his optimism about a potential victory. In diagnosing causes, the report links the situation to Anies Baswedan’s support for Pramono Anung, strategic and communication missteps by Ridwan Kamil, and controversies that damaged his public image, including remarks on single mothers. Through moral judgment, detikX emphasizes the lack of preparedness within the RIDO and KIM Plus teams in anticipating defeat, internal communication weaknesses, and efforts to build a narrative of victimhood or suggest electoral irregularities. The treatment recommendation underscores the urgency of strengthening communication strategies if the election proceeds to a second round. The study’s novelty lies in its micro-level analysis of an investigative digital news platform using Entman’s model. By integrating textual analysis with interviews involving a journalist, a media observer, and a political practitioner, this research provides a nuanced understanding of how online media construct Ridwan Kamil’s political image.

Abstract

This study aimed to develop an Android-based interactive learning media integrated with ethnosocial values to enhance numeracy literacy among fifth-grade Madrasah Ibtidaiyah students. The study employed a Research and Development approach using the Borg and Gall model, consisting of needs analysis, design, development, and product testing stages. The subjects included fifth-grade students of MIN 1 Sungai Tarab, classroom teachers, and expert validators. Data were collected through interviews, observations, questionnaires, and numeracy literacy tests. Data analysis was conducted using descriptive qualitative and quantitative techniques to assess the validity, practicality, and effectiveness of the developed media. The results showed that the media achieved a validity score of 83%, indicating a highly valid category. Practicality analysis revealed student response scores of 78.8% and teacher response scores of 66%, both categorized as practical. Effectiveness testing demonstrated that students’ numeracy literacy achievement reached a classical mastery level of 85.6%. These findings indicate that the developed Android-based interactive learning media meets the criteria of validity, practicality, and effectiveness for use in numeracy learning at the Madrasah Ibtidaiyah level.

Abstract

This research aims to address the challenges of preserving the Angkola language in the digital era, which are exacerbated by the lack of an adequate digital data corpus, by developing an accurate and efficient automatic Angkola-to-Indonesian machine translation system. The proposed method focuses on a fine-tuning approach for the Multilingual Text-to-Text Transfer Transformer (mT5-base) model using an Angkola-Indonesian text data corpus. The initial dataset, consisting of Angkola-Indonesian sentence pairs, was cleaned, resulting in 28,775 sentence pairs used for training. The data was subsequently split into 70% training data (20,142 lines), 15% validation data (4,316 lines), and 15% test data (4,317 lines). Intelligent model performance optimization was conducted using Optuna Hyperparameter Tuning to find the best hyperparameter combination. Optuna's objective function was designed to maximize a composite score based on the BLEU and chrF metrics from the validation evaluation results. The optimization process yielded the best Trial (Trial 50) with key hyperparameters: learning rate = 0.0004316 and num beams = 4. The best model obtained from the fine-tuning process was then evaluated on a separate Test dataset. The final evaluation on the test data using standard translation metrics demonstrated excellent performance, achieving a BLEU score of 73.84 and a chrF score of 83.34. Overall, this research successfully implemented hyperparameter optimization using Optuna for the mT5 model, resulting in an Angkola-to-Indonesian translation model that exhibits high accuracy and more efficient performance. These results provide a tangible contribution to the preservation of the Angkola language by offering a modern and accurate translation tool.

Abstract

This study aims to develop and evaluate the effectiveness of Roulette Bingo as an innovative learning medium to enhance critical thinking skills in fourth-grade Indonesian language learning. The research employed a mixed-methods approach within a Research and Development (R&D) framework using the ADDIE model, involving stages of analysis, design, development, implementation, and evaluation. Data were collected through observation, interviews, questionnaires, tests, and documentation, and analyzed using descriptive statistics and N-Gain analysis. The validation results indicated that the developed media achieved a very high feasibility level, supported by expert judgments in media, material, and language aspects. Implementation findings demonstrated a significant improvement in students’ critical thinking skills, as reflected in the increase from pre-test to post-test scores and a high N-Gain category. Qualitative findings also revealed increased student engagement, collaboration, and active participation during learning activities. These results confirm that Roulette Bingo serves as an effective, interactive, and practical instructional medium aligned with contemporary pedagogical demands. The study highlights the importance of integrating game-based learning to foster higher-order thinking skills in elementary education.
