Abstract

Salah satu faktor yang menjadi tulang punggung dalam terselenggaranya aktivitas pemerintahan daerah adalah faktor keuangan. Dalam rangka mengoptimalkan pendapatan daerah dan pemerataan pembangunan guna meningkatkan kesejahteraan masyarakat salah satunya dapat dilakukan melalui pemungutan pajak. Akan tetapi, pemerintah terkadang kurang teliti dalam membuat suatu kebijakan bagi masyarakat yang pada akhirnya dapat merugikan masyarakat. Salah satunya dengan adanya pemungutan pajak ganda terhadap alat berat. Berdasarkan uraian tersebut, penulisan ini dilakukan untuk menjawab dua permasalahan, yaitu pengaturan alat berat sebagai salah satu obyek pajak dalam Undang-Undang Nomor 28 Tahun 2009 Tentang Pajak Daerah dan Retribusi Daerah dan kedudukan alat berat sebagai salah satu obyek pajak kendaraan bermotor dan bea balik nama kendaraan bermotor setelah adanya Putusan Mahkamah Konstitusi Nomor 15/PUU-XV/2017. Metode penelitian yang digunakan adalah metode penelitian normatif yang menggunakan pendekatan peraturan perundang-undangan dan pendekatan analisis konsep hukum. Berdasarkan hasil penulisan ini, dapat disimpulkan bahwa alat berat bukan lagi merupakan bagian dari kendaraan bermotor dan secara otomatis tidak lagi dikenakan pajak ganda. Abstract

The existence of small industries in metal casting such as light decoration component is potential to develop. Because the process is still traditional and casting process based on experience of the workers, therefore there are some difficult parameters to be controlled such as melting temperature, pouring temperature and so on. Problems of the metal casting industry in ‘UD Sari Rejeki’ has very low quality and defective products. In order to solve those problems and improve product quality, the determent or election of melting and pouring temperature of metal castings can be undertaken. Implementation results show that the best product are obtained at 7500 C. At that temperature the best quality product was achieved. Abstract

Potensi Desa Duda Timur Kecamatan Selat Kabupaten Karangasem yang terdiri dari sembilan dusun dengan tofografi wilayah berbukit, produk unggulan adalah salak Bali. Ada juga potensi pariwisata air terjun Jaga Satru, Bukit Putung, Pesiraman Dedari dll. Kurangnya promosi mengakibatkan tidak terkelola dengan baik. Progran KKN-PPM 2018 dilaksanakan kegiatan penataan air terjun Jaga Satru dan sumber air Suda Mala sebagai tempat wisata berupa penataan akses jalan, sehingga dapat menjadi tempat rekreasi pilihan di bali timur. Kegiatan sosialisasi dan promosi desa wisata dengan cara pembuatan vidio desa wisata dan ditayangkan di Bali TV, pembuatan petunjuk jalan menuju obyek wisata air terjun, pembuatan baliho air terjun dipasang di jalan masuk menuju desa Duda Timur. Target program KKN-PPM adalah: Berfungsinya air terjun Jaga Satru dan sumber air Suda Mala sebagai tempat rekreasi, tertatanya akses jalan menuju obyek wisata air terjun Jaga Satru dan sumber air Suda Mala. Terealisasikannya vidio desa wisata, terlaksana kegiatan promosi secara online. Metode pelaksanaan yaitu: Metode pendampingan pengerjaan fasilitas penunjang. Metode gotong royong dalam pelaksanaan kegiatan oleh masyarakat dan peserta KKN. Metode promosi dan pemasaran dengan membuatkan vidio desa wisata. Luaran dari program KKN-PPM ini berupa: Terciptanya fasilitas tempat rekreasi wisata air terjun berupa: terwujudnya fasilitas jalan menuju air terjun Jaga Satru. Terlaksananya pembuatan vidio desa wisata Duda Timur dan telah ditayangkan di Bali TV pada tanggal 10 September 2018, dan dapat di akses di https://youtu.be/DeMvPNHHD8U dan sudah ditonton oleh 1977. Air terjun sudah terpublikasikan dan dapat dilihat di http://lenteraesai.com/2018/08/21/kpk-hunting-foto-di-air-terjun-jaga-satru, dan https://www.kabarnusa.com/2018/08/kesejukan-air-terjun-jaga-satru.html. Abstract

There were three kinds of goat developed in Bali since a long time ago i.e. Gembrong goat, EtawahCrossbred goat, and Kacang goat. Gembrong goat is nearly disappearingrecently due to decrease of itspopulation from year to year. The Gembrong goat has very interesting performance, funny, and this speciesis Balinese native goats. The objective of thisexperiment was to know the blood illustration among thethree speciesof the Balinese native goatwhere in the future it can be used as a guide to develop each ofthem. The experiment was used nine adults goats namely three adult male Gembrong goats, three adultmale Etawah Crossbred goats, and three adult male Kacang Goats respectively. The animal fed dailygreen feed grows around them and additional rice bran. Blood samples of the animals were collected forabout10-15 mL each with venoject, and then was kept in a cooler box and subsequently sent to the ProdiaClinic Laboratory at Denpasar. The results of the experiment showed that blood illustration of the threekinds of goat was not significantly different (P > 0.05) except the triglyseride.

Abstract

The aims of this study was to determine the liver damage from alcohol intoxication in Wistar rats.The design used in this study was a randomized true experimental post test only control group design. Thestudy used 15 rats divided into 3 treatment groups each of which consists of 5 rats. The first group wasgiven distill water. The second group was given 5% alcohol, and the third group was given 20% alcohol. Ratswere treated with alcohol daily for six weeks. Biochemical markers were detected the levels of aldehydedehydrogenase (ALDH) in serum and histological changes in liver tissue. ALDH is a biochemical markerof a sensitive and specific ethanol after chronic alcohol administration. Blood sample was collected at 6and 24 hours after the last peroral administration of repeated alcohol treatment, and serum levels ofALDH was tested by enzyme linked immunosorbent assay (ELISA). The results showed that the levels ofALDH in the blood of alcohol treated Wistar rats significantly higher as compared to those of control rats.ALDH levels increased by 83.11% after administration of 5% alcohol and 112.05% after administration of20% taken after 6 hours of alcohol for 6 weeks. On samples taken after 24 hours, ALDH levels by 95.11%after administration of 5% alcohol and 86.79% after administration of 20% alcohol. Oral treatment with20% alcohol chronically was led to changes in the microscopic structure (necrosis) of liver tissue in Wistarrats. Liver tissue damage occured due to repeated use of alcohol is accompanied by increasing serum levelsof ALDH in Wistar rats.

Abstract

Abstrak:Tujuan penelitian ini adalah untuk menyelidiki kekuatan lentur komposit sandwich serat tapis kelapa bermatrik polyesterdengan core kayu albasia. Bahan penelitian adalah serat tapis kelapa dengan panjang 15 mm (acak), resin unsaturatedpolyester 157 BQTN, kayu albasia dan hardener jenis MEKPO dengan konsentrasi 1%. Komposit sandwich tersusunatas dua skin dengan core ditengahnya dan dibuat dengan metode cetak tekan hidrolis. Lamina komposit sebagai skinterbuat dari serat tapis kelapa-polyester dengan fraksi volume serat 30%. Core yang digunakan adalah kayu albasiayang dipotong pada arah melintang dengan variasi ketebalan 5, 10, 15 dan 20 mm. Spesimen dan prosedur pengujianlentur mengacu pada standar ASTM C 393. Penampang patahan dilakukan foto makro untuk mengidentifikasi polakegagalannya. Hasil penelitian menunjukkan bahwa kekuatan lentur komposit sandwich semakin meningkat seiringdengan penambahan ketebalan core. Tegangan lentur komposit sandwich mempunyai nilai yang optimum padaketebalan core 15 mm. Pola kegagalan komposit sandwich yang teramati adalah kegagalan tarik pada skin kompositbagian bawah, kegagalan geser core, delaminasi skin komposit bagian atas dengan core dan kegagalan tekan skinkomposit bagaian atas.Kata kunci: komposit sandwich, albasia, kekuatan lentur, pola kegagalanAbstract:The purpose of this study was to investigate the flexural strengt of composite sandwich coconut filter fiber with albasiawood as a core. The research material is coconut filter fiber with 15 mm lenght, 157 BQTN unsaturated polyester resin,albasia wood and 1% hardener types MEKPO. Composite sandwich composed of two skins with a core in the middleand production method are a hydraulic press molding. Lamina composite as a skin made of coconut filter fiber with 30%volume fraction. Core used is albasia wood with variations in the thickness of 5, 10, 15 and 20 mm. The specimens andtesting procedures based on ASTM standards C 393. The failure of the composite sandwich will be identify by macrofotos. The results of research show that the flexural strength of composite sandwich increasing with the addition of corethickness. Flexural stress in composite sandwich has the optimum value on core thickness of 15 mm. Failure mode ofcomposit sandwich is drag failure of the bottom composite skin, shear failure of the core, delamination and the pressfailures of the top composite skin.Keywords: composite sandwich, albasia, flexural strength, failure mode

Abstract

Fiber Reinforced Composite (FRC) is mostly applied such as the low density and high elastic strain of glass fiber reinforcedcomposite (GFRC) or glass fiber reinforced polymer (GFRP). Although GFRP can be made as initial design, the finalmachining processes is still needed such as hole drilling component. The hole drilling machining process consisted of manyparameters such as cutting speed (v) and feed rate (fz). These parameters can influence the geometrical characteristics ofproduct such as the accurate dimension of hole or even the geometrical defect.In this case it is necessary to investigate theeffect of feed rate (fz) to the geometrical of hole on GFRP laminate. The feed rate was varied as 0.1, 0.18 and 0.24 mm/rwith diameter of drilling tool is 5 mm. The material composite was glass fiber with woven roving and it was lied into 10 layerwith a thickness of 4 mm. Yukalac 157BQTN-EX with Mekpox hardener was use for matrix. The mold process was a handlay-up.The result showed that the maximum damage of product was found when the maximum feed rate of 0.24 mm/r wasoperated. The damage found was inaccurate size/dimension on hole and geometrical defect of hole (elliptical shape).

Abstract

Abstrak Penggunaan serat alam sebagai penguat komposit semakin berkembang. Indonesia sebagai negara beriklim tropis menghasilkan berbagai jenis serat alami seperti rami, abaca, agave, serat sabut kelapa dan serat tapis kelapa. Penelitian ini bertujuan untuk menyelidiki pengaruh perlakuan alkali serat (NaOH 5%) terhadap kekuatan lentur komposit sandwich serat tapis kelapa bermatrik polyester dengan core kayu albasia Bahan penelitian adalah serat tapis kelapa dengan panjang 15 mm, resin unsaturated polyester 157 BQTN, kayu albasia dan NaOH. Hardener yang digunakan adalah MEKPO dengan konsentrasi 1%. Serat tapis kelapa yang digunakan terdiri dari serat tanpa perlakuan dan dengan perlakuan alkali 2 jam. Komposit sandwich tersusun atas dua skin dengan core ditengahnya dan dibuat dengan metode cetak tekan hidrolis. Lamina komposit sebagai skin terbuat dari serat tapis kelapa-polyester dengan fraksi volume serat 30%. Spesimen dan prosedur pengujian lentur mengacu pada standar ASTM C 393. Penampang patahan dilakukan foto makro untuk mengidentifikasi pola kegagalannya.Hasil penelitian menunjukkan serat yang mendapatkan perlakuan alkali 2 jam NaOH menghasilkan kekuatan lentur yang lebih tinggi. Hal ini disebabkan karena perlakuan alkali pada serat tapis kelapa dapat membersihkan lapisan lilin (lignin dan kotoran) pada permukaan serat sehingga menghasilkan mechanical interlocking yang lebih baik antara serat dengan matrik poliester. Dengan ikatan yang lebih baik maka komposit tersebut akan mampu menahan beban lentur yang lebih tinggi. Indonesia as a tropical country produces various types of natural fibers like coconut filter fiber. The purpose of this study is to investigate the effect of alkali treatment of the fiber (5% NaOH. The research material is coconut filter fiber, 157 BQTN unsaturated polyester resin, albasia wood, NaOH and 1% concentration hardener. Skin of composite sandwich consists of the fibers without treatment and 2 hours alkali treatment. Composite sandwich composed of two skins with a core in the middle and production method by hydraulic molding press. Lamina composite as a skin made of 30% volume fraction and 15 mm fiber length Flexural specimens and testing procedures based on ASTM C 393 standards. The results showed that fibers get 2 hours NaOH alkaline treatment resulted in a higher flexural strength. This is because the alkali treatment on coconut filter fiber can clean the wax layer (lignin and dirt) on the surface of the fiber resulting in better mechanical interlocking between the fibers with polyester matrix. Abstract

Weight reducing was one of the focuses in automotive industrial. The leaf spring especially in light vehicle (e.g. solar powered vehicle) can use the composite materials instead of the metal. The excellences of composite are light in weight, high corrosive resistance, high fatigue life, and high elasticity. In the present study, the composite was tested it’s tensile and fatigue strength. The material was composite with Woven Roving fiber and Yucalac 157 BQTN-EX as the matrix. Matrix to fiber ratio was 60:40, 68:32, and 76:24, respectively. The specimens were produced by press hand lay-up. The results showed that the fatigue life increased with fiber volume fraction as seen in the S-N curve. The observed failure modes were fiber debonding, matrix cracking, delamination, and fiber breaking. The combination of these failure modes had significant impact to decreasing of the composite strength and stiffness.

Abstract

Abstrak:Dalam aplikasi engineering banyak ditemukan peralatan yang menggunakan silinder seperti tiang penyangga jembatan,cerobong asap, tiang pancang pengeboran minyak lepas pantai dan sebagainya. Peralatan-peralatan tersebutmengalami hembusan udara setiap saat, yang menyebabkan kekuatan konstruksinya berkurang, akibat adanya drag.Tujuan dari penelitian ini adalah untuk mengetahui pengaruh variasi jarak antar ring berbentuk segi empat padapermukaan silinder terhadap koefisien drag. Penelitian ini dilakukan pada wind tunnel (lorong udara) yang terdiri dariblower (untuk menghembuskan udara), pipa pitot, U tube manometer, inclined manometer, neraca digital, silinderdengan ring segi empat. Pada penelitian ini, dilakukan dengan memvariasikan Jarak antar ring yaitu 30 mm, 40 mm, 50mm, 60 mm dan 70 mm. Silinder diletakkan vertikal dalam wind tunnel dengan diameter D = 60 mm. Gaya dragdiperoleh dengan menggunakan neraca digital yang mencatat besarnya massa, kemudian dikalikan dengan percepatangravitasi. Distribusi tekanan diperoleh dengan mengukur tekanan pada permukaan silinder menggunakan inclinedmanometer pada 36 titik dengan interval 10o. Hasil penelitian menunjukkan semakin besar jarak antar ring koefisiendrag semakin besar. Koefisien Drag terendah terjadi pada jarak antar ring L = 30 mm atau L/D = 0.50, besarnya CD =0,606352. Besarnya penurunan drag dibandingkan tanpa ring adalah 29,3 %.Kata kunci: Silinder, ring segi empat, jarak antar ring, koefisien dragAbstract:In many engineering applications there are many types of equipment that use cylinders, such as smoke chimney, bridgesupport column, etc. The equipment is undergoing drag due to the airflow that flows through it. The existence of the dragwill reduce its lifetime. One of the efforts to reduce drag is to create a rectangular ring on the surface of the cylinder. Thepurpose of this study was to determine the effect of variations in the distance between the ring of a rectangular ring onthe cylinder surface on the drag coefficient.This research was conducted in wind tunnel which consists of a blower (forblowing air), pitot pipe, U-tube manometer, inclined manometer, digital balance, cylinder with a rectangular ring. Theresearch was carried out by varying the distance between the ring i.e. 30 mm, 40 mm, 50 mm, 60 mm and 70 mm,respectively. The cylinder is placed in a vertical wind tunnel with a diameter D = 60 mm. The drag force is obtained byusing a digital balance that records the amount of mass, and then multiplied by the acceleration due to gravity. Thepressure distribution is obtained by measuring the pressure in the cylinder surface using inclined manometer on 36points with 10o intervals. The results showed that the greater the distance between the rings increased the dragcoefficient. The lowest drag coefficient was achieved at rhe distance between ring L = 30 mm or L/D = 0.50, with the CDvalue = 0.606352; that is equivalent to 29.3% drag reduction.Keywords: Cylinder, rectangular ring, space between ring, drag coefficient
