Abstract

Artikel ini mengkaji pola hubungan antara hukum Islam, hukum adat, dan hukum nasional di Indonesia melalui perspektif antropologi hukum. Dengan pendekatan interdisipliner, artikel ini menyoroti bagaimana ketiga sistem hukum ini saling berinteraksi, berbenturan, dan bertransformasi dalam konteks masyarakat Indonesia yang plural. Penelitian ini menemukan bahwa hubungan antara hukum Islam, hukum adat, dan hukum nasional bersifat relasional dan dinamis, bergantung pada konteks sosial, budaya, dan politik yang ada. Hukum Islam sering berperan dalam ranah privat, terutama dalam hal perkawinan, warisan, dan ekonomi syariah, sedangkan hukum adat lebih berfokus pada nilai-nilai lokal yang diwariskan secara turun-temurun. Hukum nasional, di sisi lain, bersifat formal dan kodifikatif. Meskipun terdapat potensi konflik antara ketiga sistem hukum, mereka juga dapat hidup berdampingan dalam mekanisme koeksistensi dan kadang mengalami kooptasi, di mana norma-norma adat atau syariat diadopsi ke dalam sistem hukum negara. Artikel ini mengemukakan pentingnya pendekatan holistik dan inklusif dalam merumuskan kebijakan hukum nasional yang mampu mengakomodasi keberagaman hukum lokal dan nilai-nilai agama, serta mengedepankan prinsip keadilan sosial dan hak asasi manusia.

Abstract

Kebijakan publik merupakan instrumen strategis negara yang berfungsi sebagai sarana untuk menjawab berbagai persoalan sosial, ekonomi, dan hukum yang berkembang di masyarakat. Dalam konteks negara hukum, kebijakan publik tidak hanya dipahami sebagai produk keputusan politik, tetapi juga sebagai tindakan pemerintahan yang harus tunduk pada norma hukum serta menjamin perlindungan hak-hak warga negara. Artikel ini bertujuan untuk menganalisis kebijakan publik pemerintah Indonesia melalui dua perspektif utama, yaitu teori maslahah sebagai prinsip kemaslahatan umum dalam hukum Islam dan prinsip negara hukum (rule of law) sebagai fondasi konstitusional penyelenggaraan pemerintahan. Pendekatan maslahah digunakan untuk menilai sejauh mana kebijakan publik memberikan manfaat nyata bagi masyarakat serta mampu mencegah timbulnya kemudaratan, sementara prinsip negara hukum digunakan untuk mengkaji aspek legalitas, kepastian hukum, keadilan, dan akuntabilitas kebijakan tersebut. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan studi pustaka, dengan menelaah berbagai literatur berupa jurnal ilmiah nasional, buku, dan peraturan perundang-undangan yang relevan. Analisis dilakukan secara deskriptif dan normatif untuk memahami hubungan antara nilai kemaslahatan dan prinsip hukum dalam perumusan serta implementasi kebijakan publik. Hasil penelitian menunjukkan bahwa kebijakan publik yang efektif dan berkeadilan harus disusun dengan mengintegrasikan nilai maslahah sebagai orientasi substantif dan prinsip negara hukum sebagai kerangka normatif. Tanpa orientasi kemaslahatan, kebijakan berpotensi kehilangan legitimasi sosial, sementara tanpa landasan negara hukum, kebijakan rentan terhadap penyalahgunaan kekuasaan. Oleh karena itu, sinergi antara maslahah dan prinsip negara hukum menjadi prasyarat penting dalam menciptakan kebijakan publik yang responsif, adil, dan berkelanjutan.

Abstract

Strengthening lecturers' academic leadership is a crucial aspect in improving the quality of the Tri Dharma of Higher Education, particularly in developing a culture of research and community service at Islamic universities. However, challenges remain in research management, proposal development, and the integration of institutional excellence into lecturers' academic agendas. This community service activity aims to strengthen academic leadership through mentoring research and community service based on institutional excellence, using a Community-Based Participatory Research (CBPR) approach. The target group is lecturers at INISMA Jambi, who are actively involved through research clinics and Community Service Programs (PKM), proposal development mentoring, and collaborative reflection and evaluation. The results of the activity indicate increased academic leadership capacity, the formation of a community of practice that supports a collaborative research culture, and an improved quality of research and community service proposals that are more systematic and relevant to institutional needs. The participatory approach enables the integration of Islamic leadership values ​​such as amanah (trustworthiness) and musyawarah (deliberation) into academic practice. This mentoring model has the potential to become a good practice in strengthening academic leadership and developing a sustainable research culture at Islamic universities.

Abstract

Developing social-entrepreneurship-based youth leadership is a crucial strategy for enhancing the capacity of the younger generation to face social and economic challenges toward a Golden Indonesia. However, the role of youth organizations and MSMEs has not yet been optimally integrated into community empowerment practices. This community service activity aims to develop a social-entrepreneurial leadership model through mentoring MSME-based youth organizations (Karang Taruna) using a Participatory Action Research (PAR) approach. The methods used include participatory planning, leadership workshops, MSME mentoring, and collaborative action-reflection involving youth and local businesses as active partners. The results of the activity indicate an increase in the collaborative leadership capacity of youth, strengthening of MSME managerial and digital marketing skills, and the formation of a sustainable community collaboration network. The PAR approach enables experiential learning that encourages social innovation and increases active participant engagement. This program produces an empowerment model based on social-entrepreneurship leadership that has the potential to be replicated in other community contexts as a strategy to strengthen the role of youth and empower the local economy.

Abstract

Strengthening school leadership is a crucial factor in addressing the challenges of digital transformation in education, particularly in Islamic schools that still face limitations in digital governance and the implementation of technology-based learning. This community service activity aims to improve school leadership capacity through mentoring in the governance and digitalization of learning at El-Syabab Islamic Elementary School. The method used is Service Learning (SL), which integrates the learning process with real-life collaborative mentoring practices between the service team and partners. The activity targets principals and teachers involved in mentoring in digital governance, digital learning implementation, and ongoing collaborative reflection. The results of the activity indicate an increase in the principals' adaptive leadership skills, a strengthening of the digital-based administration system, and an increase in teachers' competency in the use of learning technology. Furthermore, a collaborative culture is formed that supports learning innovation and the integration of Islamic educational values ​​with digital transformation. This program contributes to the development of an effective Service Learning-based mentoring model to strengthen school leadership and encourage sustainable digital transformation in Islamic education environments.

Abstract

Penelitian ini bertujuan merancang aplikasi Virtual Map sebagai media pembelajaran IPAS materi Geografi Indonesia di SDN 1 Lamappoloware serta mengetahui kelayakan dan respons pengguna. Metode yang digunakan adalah penelitian dan pengembangan (R&D) melalui tahapan analisis kebutuhan, perancangan, pengembangan, validasi ahli, serta uji coba pada siswa dan guru. Data dikumpulkan melalui observasi, wawancara, dan angket, kemudian dianalisis secara deskriptif. Hasil yang diharapkan menunjukkan bahwa aplikasi Virtual Map layak digunakan, mudah dioperasikan, dan membantu meningkatkan pemahaman siswa melalui peta interaktif, informasi wilayah, serta latihan evaluasi.

Abstract

This study uses a quantitative method that is used is the Quasi Experiment method. The population subjects in this study were 57 students of class IV MI Darul Akhyar. By taking a sample of two classes, class IV C 28 students as the control class and class IV D 29 students as the experimental class. Pretest in the control and experimental classes. Hypothesis testing was carried out using the t-test of the separated variance type with a significant level of ∞ = 0.05 for n = 55 in the experimental and control classes. Because the results of data processing are obtained t_(count)=1.02 and t_(table) = 1.67, because t_(count)< t_(table) then H_0 is accepted. Thus at the beginning of learning there is an influence on student learning outcomes between the experimental and control classes. While the hypothesis is carried out using the t test with a significant level of ∞ = 0.05 for n = 55 in the control class and the experimental class. Because the data is normal and homogeneous, dk = n_1 = n_2 – 2. Based on the results of data processing, it is obtained t_(count)=6.39 and t_(table) = 1.67, because t_(count )< t_(table) then H_0 is accepted.

Abstract

This study aims to explore the dynamics of madrasah principals’ managerial practices in managing educational personnel. Using a qualitative case study approach, data were collected through in-depth interviews, observations, and document analysis to capture managerial processes, leadership interactions, and personnel management practices in natural settings. The findings reveal that principals enact managerial practices dynamically through adaptive planning, flexible organization and coordination, context-sensitive supervision, and inclusive decision-making. These practices enable principals to respond effectively to organizational challenges, align personnel management with institutional goals, and foster a collaborative and supportive work environment. The study highlights that managerial effectiveness in madrasahs is not determined solely by technical competence, but by the ability to adapt leadership practices to contextual and human resource conditions. The implications of this study suggest that leadership development programs for madrasah principals should emphasize dynamic managerial capabilities, reflective supervision, and participatory decision-making. By advancing a dynamic perspective on managerial leadership, this research contributes to educational management scholarship and provides practical insights for improving personnel management in Islamic educational institutions.

Abstract

This study aims to analyze managerial problems and structural barriers in the management of human resources (HR) in madrasas and their implications for the implementation of the latest Islamic Education policy. The study used a qualitative approach with a case study design. Data were collected through in-depth interviews with madrasah principals, vice principals, and teachers, observations of managerial practices and learning, and documentation studies related to HR management. Data analysis was carried out through the stages of data condensation, data presentation, and continuous verification of findings. The results show that HR management in madrasas is still dominated by an administrative and reactive orientation, exacerbated by a rigid bureaucratic structure and limited access to professional development. This condition results in a mismatch between the competencies of educators and Islamic Education policy standards and impacts the implementation of policies that are not uniform across learning levels. The implications of this study emphasize the importance of strengthening competency-based HR management, structural flexibility, and continuous professional development programs to improve the effectiveness of Islamic Education policies in madrasas.

Abstract

This study aims to examine how madrasah principals enact leadership practices to foster professional work ethic among educational staff in Indonesian Islamic schools. Educational institutions are not only sites of knowledge transmission but also arenas for cultivating ethical conduct and professional discipline. In madrasah contexts, professional work ethic is inseparable from the moral legitimacy of institutions grounded in Islamic values. Employing a qualitative case study design, data were collected through semi-structured interviews, participant observation, and document analysis. Thematic analysis was used to interpret leadership practices within their organizational and cultural contexts. The findings show that values-based leadership, enacted through moral exemplarity and ethical modeling, is a primary driver of the formation of a professional work ethic. Participatory and relational leadership strengthens organizational commitment, trust, and work discipline by fostering psychological ownership and inclusive governance. Ethical norms are institutionalized through formal routines and informal socialization, enabling the reproduction of professional standards beyond direct supervision. Leadership influence operates at micro, meso, and macro levels through exemplarity, participation, and cultural embedding. These mechanisms jointly cultivate self-regulation, accountability, and service orientation. This study contributes an integrative, culturally grounded framework for ethical leadership in faith-based education and recommends leadership development programs that emphasize ethical embodiment, participatory governance, and institutionalized routines.
