Systematic project management is required to ensure the project implementation time in accordance with the contract or even faster that the cost could provide benefits. And also avoid any penalties due to delays in project completion. Purpose of this study is to calculate the change of cost and time of implementation project with variations additional hours of 1 hour to 4 hours of overtime by using microsoft project programs. And to compare the results between the cost of fines with changes in costs before and after the addition of working hours (overtime). The results of this study have shown that (1) The minimum project cost was obtained at the time of normal conditions without the addition of overtime hours Rp 25,923,636,641.50 while for the minimum time the project was obtained on the addition of 4 hours is 197.84 days of normal duration of 217 days with the addition of cost of Rp 215,838,008.94 from the normal total cost of Rp. 25,923,636,641.50 to Rp 26,139,474,650.44 (2) Additional hours worked best option is additional three hours of work, in this condition the costs Rp 139,469,427.19 with profits generated Rp 327 156 .032,35.

Abstract

ABSTRACTThis study aimed to determine the effect of breadfruit flour and green seaweed flour formulation on the physicochemical and organoleptic characteristics of wet noodles. This study used a completely randomized design (CRD) using the formulations of wheat flour, breadfruit flour and green seaweed flour M1 (70:28:2), M2 (70:26:4), M3 (70:24:6), and M4 (70:22:8). The results show that the formulation of breadfruit flour and green seaweed flour had a very significant effect on improving the organoleptic characteristics of color, aroma, taste, and texture of wet noodles. The best product based on the organoleptic assessment was found in the M4 formulation (70% wheat flour formulation, 22% breadfruit flour, and 8% green seaweed flour) with assessment scores of color, aroma, taste, and texture, reached 3.81 (like), 2.98 (slightly like), 2.92 (slightly like) and 3.84 (like), respectively. The chemical analysis shows that the best wet noodle product contaiend 57.68% water, 1.23% ash, and 0.09% crude fiber. The highest antioxidant activity was obtained in the M4 treatment, which reached 62.50%. Based on the results of the study, the wet noodle product with the formulation of breadfruit flour and green seaweed flour was preferred by the panelists and met the national standards for ash and water contents.

Abstract

There have been changes in human rights-based public service policy as efforts to advance human rights and improve service quality in Indonesia. Therefore, this study aims to identify existing changes, factors driving policy changes, policy implementation in the field, and challenges arising in policy implementation. The research method used is descriptive qualitative, with data collected from observations, interviews, and documentation. The results show changes in human rights-based public service policy, including the addition of definitions, human rights principles, scope, stages of forming P2HAM, P2HAM criteria, involvement of academics and civil society in assessments, and no longer focusing on the term 'appreciation' but using the term 'P2HAM Work Unit'. Factors driving public policy changes include the government's responsibility in enforcing human rights, evaluation of existing regulations, and the need for terminological changes. Moreover, the implementation of human rights-based public services in the field is not optimal due to challenges such as inadequate resource availability, absence of sanction regulations, lack of work programs and budget plans, and deviant practices in public service provision. Based on the research results, practical or managerial implications emphasize the importance of adaptation and innovation in policy and operational management to enhance the quality and effectiveness of human rights-based public services.
